Abstract
The partitioned Dual Maclaurin symmetric mean (PDMSM) operator has the supremacy that can justify the interrelationship of distinct characteristics and there are a lot of exploration consequences for it. However, it has not been employed to manage "multi-attribute decision-making" (MADM) problems represented by picture fuzzy numbers. The basic inspiration of this identification is to develop the novel theory of picture fuzzy PDMSM operator, and weighted picture fuzzy PDMSM operator and to identify their important results (Idempotency, Monotonicity, and Boundedness). Further, to identify the best decision, every expert realized that they needed the best way to find the beneficial optimal using the proper decision-making procedure, for this, we diagnosed the MADM tool in the consideration of deliberated approaches based on PF information. Finally, to drive the characteristics of the invented work, several examples are utilized to test the manifest of the comparative analysis with various more existing theories, which is a fascinating and meaningful technique to deeply explain the features and exhibited of the proposed approaches.

Abstract
At a time of global epidemic control, the location of the medical logistics distribution center (MLDC) has an important impact on the operation of the entire logistics system to reduce the operating costs of the company, enhance the service quality and effectively control the COVID-19 on the premise of increasing the company's profits. Thus, the research on the location of MLDC has important theoretical and practical application significance separately. Recently, the TODIM and VIKOR method has been used to solve multiple-attribute group decision-making (MAGDM) issues. The probabilistic uncertain linguistic term sets (PULTSs) are used as a tool for characterizing uncertain information. In this paper, we design the TODIM-VIKOR model to solve the MAGDM in PULT condition. Firstly, some basic concept of PULTSs is reviewed, and TODIM and VIKOR method are introduced. The extended TODIM-VIKOR model is proposed to tackle MAGDM problems under the PULTSs. At last, a numerical case study for medical logistics center site selection (MLCSS) is given to validate the proposed method.

Abstract
The effect of the flow and geometric parameters of a dimple-roughened absorber plate on the enactment of solar air collectors (SACs) with air-impinged jets was investigated in this study. The performance-defining criteria (PDCs) of a jet-impinged dimple-roughened SAC (JIDRSAC)-forced convection airflow system are significantly affected by variations in the system's control factors (CFs), such as the arc angle (αaa) ranging from 30° to 75°, dimple pitch ratio (pd/Dh) ranging from 0.269 to 1.08, and dimple height ratio (ed/Dh) ranging from 0.016 to 0.0324. The constant parameters of the jet slot are a stream-wise pitch ratio (Xi/Dhd) is 1.079, a span-wise pitch ratio (Yi/Dhd) is 1.619, and a jet diameter(Di/Dhd) is 0.081. Based on the combined approach of the analytic hierarchy process and multi-attributive border approximation area comparison (AHP-MABAC), the Reynolds number (Re) = 15,000, αaa = 60°, pd/Dh = 0.27, and ed/Dh = 0.027 depicted the best alternative (A-9) set among 16 alternatives to deliver the optimal performance of the JIDRSAC. The jet impingement pass compared to the smooth pass, the Nusselt number increased by 2.16-2.81, and friction factor increased by 3.35-5.95, and JIDRSAC was compared to the jet impingement pass, exhibiting an enhancement in Nusselt number and friction factor in the range of 0.55-0.80 and 0.05-0.15, respectively. In addition, sensitivity analysis is used to examine the ranking's stability and reliability in relation to the PDC weights.

Abstract
Dealing with erroneous, unexpected, susceptible, flawed, vulnerable, and intricate information is simplified with the use of a single-valued neutrosophic set (svns). This is because of the fact that these types of information are more sensitive to error. This is due to the fact that these particular kinds of information are more prone to error. The ideas of fuzzy sets and intuitionistic fuzzy sets have both undergone further development as a direct result of the development of this new theory. In svns, indeterminacy is quantified in a way that is both obvious and unambiguous, and truth membership, indeterminacy membership, and falsity membership are all completely independent of one another. In algebraic analysis, certain binary operations can be thought of as interacting with algebraic modules. These modules are intricate and ubiquitous structures. There are many different applications for modules to be used in. Modules find use in an extremely wide variety of different kinds of businesses and market segments. We investigate the idea of [Formula: see text]-svns and relate it to [Formula: see text]-single-valued neutrosophic module and [Formula: see text]-single-valued neutrosophic submodule, respectively. The goals of this research are to comprehend the algebraic structures of a [Formula: see text]-single-valued neutrosophic submodule of a classical module and enhance the legitimacy of this technique by discussing numerous essential aspects. Both of these goals will be accomplished through the course of this study. The strategies that we have developed in this manuscript are more generalizable than those that have been utilized in the past. These strategies include fuzzy sets, intuitionistic fuzzy sets, and neutrosophic sets.

Abstract
This paper intends to treat the green supplier selection (GSS) problem as a multi-attribute group decision making (MAGDM) problem, adopt the linguistic Z-number that can more flexibly and accurately express the evaluation information, and expand the traditional multi-attribute boundary approximate area comparison (MABAC) method, combine the CRITIC method of standard importance and consider the risk vector to finally determine the optimal solution. More specifically, the linguistic Z-number is used to describe the fuzzy evaluation information of experts on alternatives under attributes, then the expanded CRITIC method is used to obtain the weight of each given attribute, and finally the MABAC method with added risk vector and expanded is used to obtain the ranking of alternatives and obtain the best solution. Finally, taking green supplier selection as an example, and comparing with other methods, the reliability and effectiveness of the constructed method are verified. The results show that this method can express the evaluation information of experts flexibly and completely, and obtain the ranking results of given schemes through fewer steps, which is reliable and effective.

Abstract
The competitiveness evaluation of regional financial centers is frequently looked as the multiple attribute group decision-making (MAGDM) problem. Based on the TODIM method and fuzzy number intuitionistic fuzzy sets (FNIFS), this paper proposes a new FNIF-TODIM method to evaluate the competitiveness of regional financial centers. First, some basic theories related to FNIFS are briefly introduced. In addition, the weights of the attributes are obtained objectively using the CRITIC weighting method. Then, the traditional TODIM method is extended to FNIFS to obtain the final order of alternatives. As a result, all alternatives can be ranked and the best one for the competitiveness assessment of regional financial centers can be identified. Finally, an example for competitiveness evaluation of regional financial centers and some decision comparative analysis is listed. The results show that the established algorithmic approach is useful. The main works of this work are: (1) the paper constructs the FNIF-TODIM method for the evaluation of the competitiveness of regional financial centers; (2) the established method is illustrated by a case study for competitiveness evaluation of regional financial centers; and (3) some comparisons prove the rationality and advantages.

Abstract
Chinese population is numerous. Energy resources are limited. The ownership of per capita resource is far lower than the world average level. China is in the process of industrialization and urbanization, but energy resources are consumed and environmental pollution is serious. The energy crisis and environmental protection has restricted our country economy development and social harmony. As a source of energy consumption and environmental pollution, power industry is one of the important fields of energy saving and emission reduction. The reasonable power dispatch is the breakthrough to reduce the energy consumption and environmental pollution. In this paper, we first introduce some operations on interval-valued intuitionistic fuzzy sets, such as Heronian mean (HM) operator and Dombi operations, etc., and further develop the induced interval-valued intuitionistic fuzzy Dombi weighted Heronian mean (I-IVIFDWHM) operator. We also establish some desirable properties of this operator, such as commutativity, idempotency and monotonicity. Then, we apply the I-IVIFDWHM operator to deal with the interval-valued intuitionistic fuzzy multiple attribute decision making (MADM) problems. Finally, an illustrative example for evaluating the energy-saving and economic operation of power systems is given to verify the developed approach.

Abstract
Despite the importance of multi-attribute group decision making (MAGDM) problem in the field of optimal design, it is still a huge challenge to propose a solution due to its uncertainty and fuzziness. The spherical fuzzy sets (SFSs) can express vague and complicated information of MAGDM problem more widely. The Evaluation based on Distance from Average Solution (EDAS) method, as a highly practical decision-making method, has received extensive attention from researchers for solving MAGDM problem. In this paper, a spherical fuzzy EDAS (SF-EDAS) method is proposed to solve the MAGDM problem. Moreover, the entropy method is also introduced to determine objective weights, resulting in a more proper weight information. In addition, a practical example is settled by SF-EDAS method, which proves the excellent efficiency in applications of MAGDM problem. The SF-EDAS method provides an effective method for solving MAGDM problems under SFSs, and EDAS also provides a reference for further promotion of other decision-making environments.

Abstract
The purpose of this paper is to provide an efficient multiple attribute group decision making (MAGDM) method to better serve the decision-makers(DMs), considering the real psychological state and preferences of the DMs when facing different risks. In real life, MAGDM is a very complex and uncertain problem, which needs to be considered from many aspects. In view of this, the intuitionistic fuzzy TOPSIS method on the basis of cumulative prospect theory (IF-CPT-TOPSIS) is proposed in this paper, which can effectively solve the above problems, cater to the expectations of DMs, and make the decision results more objective and more reliable. The originality of this paper comes from three aspects. First, the new score function is combined with CRITIC method to calculate the weight of attributes, which eliminates the influence of Subjective preference of DMs and makes the primary information more reasonable. Furthermore, the use of the new score function can effectively avoid the exception conditions in the IFS problems. Secondly, applying the distance measurement formula of IFSs to determine the degree of approaching the ideal solution, so that the decision model can reflect the environmental changes more quickly. Thirdly, calculate the relative profit loss ratio of each scheme. Hence, each scheme is ranked and the optimal one is selected. Finally, in order to demonstrate the effectiveness of the model, a specific example is given and comparative analysis with the existing methods. The results show that the improved IF-CPT-TOPSIS method is useful and can be widely adapted for complex MAGDM problems.

Abstract
At present, with the continuous changes in the market situation and the continuous improvement of the supply chain network structure, the competition in all walks of life has become more and more intense, which has risen from simple enterprise competition to competition in the entire supply chain. In the construction industry, the structure of the construction supply chain is more complex and diverse, and it is more necessary to select high-quality suppliers for sincere cooperation. This requires construction companies to establish a complete supply chain management system, select high-quality suppliers to achieve win-win cooperation and improve their competitiveness. Therefore, construction enterprises need to comprehensively consider various factors, build a reasonable and feasible evaluation index system according to their own demand for materials, and use appropriate evaluation methods to select material suppliers with specific advantages, so as to ensure the entire construction supply chain of the project. of smooth operation. In this paper, we introduced some calculating laws on interval-valued intuitionistic fuzzy sets (IVIFSs), Hamacher sum and Hamacher product and further propose the induced interval-valued intuitionistic fuzzy Hamacher ordered weighted average (I-IVIFHOWA) operator. Meanwhile, we also study some ideal properties of built operator. Then, we apply the I-IVIFHOWA operator to deal with the multiple attribute decision making (MADM) problems under IVIFSs. Finally, an example for selecting the building material suppliers is used to test this new approach.

Abstract
The assessment of sustainable supplier is very significant for supply chain management (SCM). The procedure of sustainable supplier selection (SSS) is a complex process for decision experts (DEs) due to the association of diverse qualitative and quantitative attributes. As the uncertainty is usually ensued in the SSS and hesitant fuzzy set (HFS), an extension of fuzzy set (FS) has been demonstrated as one of the effective ways to treat the uncertain information in realistic problems. The objective of this paper is to propose an integrated hesitant fuzzy–data envelopment analysis (DEA)–full consistency method (FOCUM)–multi attribute border approximation area comparison (MABAC) method called HF-DEA-FUCOM-MABAC framework to assess the multi-attribute decision-making (MADM) problems on HFSs settings. In this line, first, the efficient alternatives are chosen using the DEA method. Second, The FUCOM is used to compute the subjective weight of attributes. Third, The HF-MABAC method is presented to prioritize the alternatives in an MADM problem. In the following, a case study of SSS problem for an Auto-making company is taken to show the practicality and utility of the presented approach. Next, we present a sensitivity investigation with different attribute weights set to observe the steadiness of the presented approach. Finally, we draw attention toward a comparison between presented approach with the extant HF-FOCUM-TOPSIS model to show its advantage and potency as well.

Abstract
In this paper, considering the traditional geometric operation laws and Pythagorean fuzzy information, a varies of new distance measures of Pythagorean fuzzy set are proposed, such as generalized Pythagorean fuzzy ordered geometric distance (GPFOWGD) measures and generalized Pythagorean fuzzy hybrid weighted geometric distance (GPFHWGD) measures. Besides, some special issues including Hamming distance, Euclidean distance and Hausdorff distance of these raised geometric distance measures are investigated. To testify the valid of these new presented distance measures, a decision-making model is built and illustrated by a mathematical calculation example to evaluate the service quality of sports clubs using Pythagorean fuzzy information. The results display that the approach is uncomplicated, valid and simple to compute. The example illustrates that the method presented in the paper can be used to deal with problems of uncertainty such as dynamic multiple attribute decision making.

Abstract
Epidemics can bring huge impacts to economic operation and human health, a practical and effective emergency decision-making (EDM) method is of great significance to reduce all kinds of losses and slow the spread of epidemics. In the process of EDM, decision information is usually uncertain and vague, and the psychological behaviors and various perspectives of decision makers (DMs) should be considered. Hence, this paper develops a group emergency decision-making (GEDM) method under risk based on the probabilistic hesitant fuzzy set (PHFS) and cumulative prospect theory (CPT), in which probabilistic hesitant fuzzy prospect set (PHFPS) that combines PHFS and CPT is developed to portray the vagueness of decision information and psychologies of DMs. Moreover, experts’ creditability in evaluation criteria is generally different because of the differences of their own knowledge structures, practical experience, individual preference and so on. A formula is proposed to measure the quality of decision information provided by experts for revising the expert weights. In addition, the evaluation criteria supporting the GEDM of epidemics are given. Finally, the proposed method is demonstrated by an empirical case study of COVID-19, and the comparison analysis based on the rank-biased overlap model and the sensitivity analysis are conducted to the illustrate the validity of the proposed method.

Abstract
In multiple attribute decision making (MADM) issues, the ambiguity, imprecision, and imperfection of assessment information may lead to inadequate decision-making results. However, the Z-number suggested by Zadeh in 2011 could somehow prevent this problem. For MADM issues with unknown attributes weights, an extended Distance from the Average Solution (EDAS) method is proposed under a mixture Z-number environment. In addition, the Criteria Importance Through Inter-criteria Correlation (CRITIC) method is used to estimate the weights of the criterion, which is easy to calculate and avoids subjective forecasts. A novel illustrative example is provided to demonstrate the feasibility, validity, and practicability of the presented method, and is compared with existing decision methods. The outcome indicates that the suggested method can solve complicated decision-making problems.

The results of the nation-wide public college English tests and some other English tests held by the college itself are very valuable data for the assessment of the English teaching level. In the light of the selected and processed data and some other auxiliary approaches, the writer suggests that a modernized monitoring system be established to improve English teaching quality. Under this system, teachers’ and students’ English level can be evaluated in an objective way. Consequently, the subsequent measures such as teachers’ promotion as well as students’ development and employment and the evaluation of the quality of test-papers can be taken scientifically. We can solve the above issues with help of multi-attribute group decision making (MAGDM) method. Depending on the VIKOR steps and given intuitionistic fuzzy sets (IFSs), this paper devises the IF-VIKOR to assess the teaching quality of college English. In addition, the weights of attribute are derived through CRITIC method. Then, the VIKOR method is extended to IFSs to derive the order of each alternative. Therefore, all alternatives could be ranked and the best one can be identified. Eventually, we give an example of college English teaching quality evaluation, according to some comparison with other methods to make an analysis, the results show that the method proposed in such paper is effective and easy to compute.

Abstract
Many experts and scholars focus on the Maclaurin symmetric mean (MSM) equation, which can reflect the interrelationship among the multi-input arguments. It has been generalized to different fuzzy environments and put into use in various actual decision problems. The fuzzy data intuitionistic fuzzy numbers (FNIFNs) could well depict the uncertainties and fuzziness during the security evaluation of Wireless Sensor Network (WSN). And the WSN security evaluation is frequently viewed as the multiple attribute decision-making (MADM) issue. In this paper, we expand the generalized Maclaurin symmetric mean (GMSM) equation with FNIFNs to propose the fuzzy number intuitionistic fuzzy generalized MSM (FNIFGMSM) equation and fuzzy number intuitionistic fuzzy weighted generalized MSM (FNIFWGMSM) equation in this study. A few MADM tools are developed with FNIFWGMSM equation. Finally, taking WSN security evaluation as an example, this paper illustrates effectiveness of the depicted approach. Moreover, by comparing and analyzing the existing methods, the effectiveness and superiority of the FNIFWGMSM method are further certified.

Abstract
Nowadays, how to choose a comfortable and relatively satisfactory residence is one of the multiple attribute group decision making (MAGDM) issues which people are paying more and more attention. However, since the inaccuracy and fuzziness of the information are given by decision makers (DMs) in practical decision-making and psychological factors of DMs should be considered in the decision-making process, this paper presents TOPSIS approach based on cumulative prospect theory (CPT) to deal with the MAGDM issues under the spherical fuzzy environment. Furthermore, considering the objective relationship between the attributes, the combined weights are used to get attribute weights in spherical fuzzy sets (SFSs). Finally, an example of residential location is introduced to prove the validity of our proposed approach by comparing with spherical fuzzy TOPSIS(SF-TOPSIS) method and spherical fuzzy WASPAS (SF-WASPAS) method.

Abstract
In the garment manufacturing industry, purchasing management is an important link. The materials of making clothes often need high cost. In addition, customers put forward a request in the quality of clothes. Thus, choosing an optimal supplier is an essential part of job. Reaching cooperation with an optimal supplier not only can help garment manufacturer improve the quality of clothes but also is benefit to reduce the cost of producing. Most importantly, it can improve the competitiveness of manufacture enterprises. So, it is important for managers to find an optimal supplier and make a cooperation with it. In this paper, we analysis an issue about choosing an optimal supplier during four different suppliers. With analyzing this problem, we can introduce an extended method under picture fuzzy environment to evaluate and choose an optimal supplier. In this article, we describe some basic knowledges about picture fuzzy sets (PFSs) and picture fuzzy numbers (PFNs). Then, we introduce the extension of MABAC method which is on the basis of prospect theory (PT) with picture fuzzy numbers (PF-PT-MABAC) and utilize the PF-PT-MABAC model to evaluate different suppliers to choose an optimal supplier. Finally, we compare the result of PF-PT-MABAC with the result of traditional MABAC, PFWG operators and traditional TODIM method to test the efficiency of PF-PT-MABAC model.

Abstract
Considering the goals of carbon peaking and carbon neutrality, along with their related policies, pumped storage power stations are set to develop quickly in China. The comprehensive performance of pumped storage power stations must urgently be evaluated, which can help investors in decision making and provide a reference for policymakers. In this paper, a hybrid novel fuzzy multicriteria decision-making (MCDM) method combining the fuzzy best worst method (BWM) and fuzzy TOPSIS was proposed for the comprehensive performance evaluation of pumped storage power stations in China. The fuzzy BWM was utilized to determine the criteria weights describing the comprehensive performance of pumped storage power stations, while the fuzzy TOPSIS was used to rank the comprehensive performance of pumped storage power stations. The index system for the comprehensive performance evaluation of pumped storage power stations in China incorporated economic, social, and environmental aspects. The comprehensive performance of four pumped storage power stations in China was empirically evaluated using the proposed hybrid novel fuzzy MCDM method, and the results indicate that pumped storage power station PSPS2 exhibited the best comprehensive performance, followed by pumped storage power stations PSPS1 and PSPS4, whereas pumped storage power station PSPS3 had the worst comprehensive performance. A sensitivity analysis and comparative analysis were also conducted. The results indicate that the proposed hybrid novel fuzzy MCDM method, combining the fuzzy BWM and fuzzy TOPSIS for comprehensive performance evaluation of pumped storage power stations, is robust and effective.

Abstract
Interval-valued intuitionistic fuzzy set (IVIFS) is a flexible method to deal with uncertainty and fuzziness. For the past few years, extensive researches about the multi-attribute group decision making (MAGDM) problems based on IVIFSs has been extensively studied in many fields. In this study, the Taxonomy method based on IVIFSs (IVIF-Taxonomy) was proposed for MAGDM problems. For the sake of the objectivity of attribute weight, entropy is introduced into the proposed model. The IVIF-Taxonomy method fully considers the weight of the decision makers (DMs) and the homogeneity of the chosen alternatives, making it more realistic. In addition, we apply IVIF-Taxonomy method to fund selection to verify the validity of IVIF-Taxonomy method. Finally, the trustworthy of IVIF-Taxonomy method is proved by comparing with the aggregate operator, IVIF-TOPSIS method, IVIF-GRA method and modified IVIF-WASPAS method.

Abstract
The optimal supplier selection in medical instrument industries could be considered a classical MAGDM issue. The probabilistic uncertain linguistic term sets (PULTSs) could depict uncertain information well and the Taxonomy method is appropriate to compare various alternatives according to their merits and utility degree from studied attributes. In such paper, we develop a Taxonomy method for probabilistic uncertain linguistic MAGDM (PUL-MAGDM) with the completely unknown attribute weights. Above all, the score function’s definition is utilized to derive the weights of attribute based upon the CRITIC method. In addition, the probabilistic uncertain linguistic development pattern (PULDP) is improved and the smallest development attribute value from the positive ideal solution under PULTSs is calculated to determine the optimal alternative. In the end, taking the supplier selection in medical instrument industries as an example, we demonstrate the usage of the developed algorithms. Based on this, the comparison of methods is conducted with existing methods, such as PUL-TOPSIS method, the PULWA operator, the PUL-EDAS method and the ULWA operator. The results verify that the decision-making framework is valid and effective for supplier selection. Thus, the advantage of this designed method is that it is simple to understand and easy to compute. The designed method can also contribute to the selection of suitable alternative successfully in other selection issues.

Abstract
The Multi-attribute group decision making (MAGDM) problem is an interesting everyday problem full of complexity and ambiguity. As an extended form of fuzzy sets, intuitionistic fuzzy sets (IFSs) can provide decision-makers (DMs) with a wider range of preferences for MAGDM. The grey relational analysis (GRA) is an effective method for dealing with MAGDM problems. However, in view of the incomplete and asymmetric information and the influence of DMs’ psychological factors on the decision result, we develop a new model that GRA method based on cumulative prospect theory (CPT) under the intuitionistic fuzzy environment. Moreover, the weight of attribute is calculated by entropy weight, so as to distinguish the importance level of attributes, which greatly improves the credibility of the selected scheme. simultaneously, the proposed method is used to the selection of optimal green suppliers for testifying the availability of this new model and the final comparison between this new method and the existing methods further verify the reliability. In addition, the proposed method provides some references for other selection problems.
