Life-Cycle Costing of Food Waste Management in Denmark: Importance of Indirect Effects

Prevention has been suggested as the preferred food waste management solution compared to alternatives such as conversion to animal fodder or to energy. In this study we used societal life-cycle costing, as a welfare economic assessment, and environmental life-cycle costing, as a financial assessment combined with life-cycle assessment, to evaluate food waste management. Both life-cycle costing assessments included direct and indirect effects. The latter are related to income effects, accounting for the marginal consumption induced when alternative scenarios lead to different household expenses, and the land-use-changes effect, associated with food production. The results highlighted that prevention, while providing the highest welfare gains as more services/goods could be consumed with the same income, could also incur the highest environmental impacts if the monetary savings from unpurchased food commodities were spent on goods/services with a more environmentally damaging production than that of the (prevented) food. This was not the case when savings were used, e.g., for health care, education, and insurances. This study demonstrates that income effects, although uncertain, should be included whenever alternative scenarios incur different financial costs. Furthermore, it highlights that food prevention measures should not only demote the purchase of unconsumed food but also promote a low-impact use of the savings generated.

Economics at the fringe: Non-market valuation studies and their role in land use plans in the United States

Over the past fifty years, economists have developed methods for estimating the public benefits of green spaces, allowing such information to be incorporated into land use planning. But the extent to which it is ever used is unclear. This paper reviews the literature on public values for lands on urban outskirts, not just to survey their methods or empirical findings, but to evaluate the role they have played - or have the potential to play - in actual US land use plans. Based on interviews with authors and representatives of land trusts and governments, it appears that academic work has had a mixed reception in the policy world. Reasons include a lack of interest in making academic work accessible to policy makers, emphasizing revealed preference methods which ignore important non-use values, and emphasizing average values over distributions of values. Nevertheless, some success stories illustrate how such information can play a role in the design of conservation policies.

Willingness to pay for improving the residential waste disposal system in Korea: a choice experiment study

This study attempts to apply choice experiments with regard to the residential waste disposal system (RWDS) in Korea by considering various attributes that are related to RWDS. Using data from a survey conducted on 492 households, the empirical analysis yields estimates of the willingness to pay for a clean food-waste collection facility, the collection of small items (such as obsolete mobile phones and add-ons for personal computers), and a more convenient large waste disposal system. The estimation results of multinomial logit models are quite similar to those of nested logit models. The results reveal that residents have preferences for the cleanliness of facilities and the collection of small items. In Korea, residents are required to purchase and attach stickers for the disposal of large items; they want to be able to obtain stickers at not only village offices but also supermarkets. On the other hand, the frequency of waste collection is not a significant factor in the choice of the improved waste management program.
