Defining Coastal Resilience

The concept of resilience has taken root in the discourse of environmental management, especially regarding Building with Nature strategies for embedding natural physical and ecological dynamics into engineered interventions in developed coastal zones. Resilience is seen as a desirable quality, and coastal management policy and practice are increasingly aimed at maximising it. Despite its ubiquity, resilience remains ambiguous and poorly defined in management contexts. What is coastal resilience? And what does it mean in settings where natural environmental dynamics have been supplanted by human-dominated systems? Here, we revisit the complexities of coastal resilience as a concept, a term, and a prospective goal for environmental management. We consider examples of resilience in natural and built coastal environments, and offer a revised, formal definition of coastal resilience with a holistic scope and emphasis on systemic functionality: “Coastal resilience is the capacity of the socioeconomic and natural systems in the coastal environment to cope with disturbances, induced by factors such as sea level rise, extreme events and human impacts, by adapting whilst maintaining their essential functions.” Against a backdrop of climate change impacts, achieving both socioeconomic and natural resilience in coastal environments in the long-term (>50 years) is very costly. Cost trade-offs among management aims and objectives mean that enhancement of socioeconomic resilience typically comes at the expense of natural resilience, and vice versa. We suggest that for practical purposes, optimising resilience might be a more realistic goal of coastal zone management.

Influence of Agropastoral System Components on Mountain Grassland Vulnerability Estimated by Connectivity Loss

Over the last decades, global changes have altered the structure and properties of natural and semi-natural mountain grasslands. Those changes have contributed to grassland loss mainly through colonization by woody species at low elevations, and increases in biomass and greenness at high elevations. Nevertheless, the interactions between agropastoral components; i.e., ecological (grassland, environmental, and geolocation properties), social, and economic components, and their effects on the grasslands are still poorly understood. We estimated the vulnerability of dense grasslands in the Central Pyrenees, Spain, based on the connectivity loss (CL) among grassland patches that has occurred between the 1980s and the 2000s, as a result of i) an increase in biomass and greenness (CL-IBG), ii) woody encroachment (CL-WE), or iii) a decrease in biomass and greenness (CL-DBG). The environmental and grassland components of the agropastoral system were associated with the three processes, especially CL-IBG and CL-WE, in relation with the succession of vegetation toward climax communities, fostered by land abandonment and exacerbated by climate warming. CL-IBG occurred in pasture units that had a high proportion of dense grasslands and low current livestock pressure. CL-WE was most strongly associated with pasture units that had a high proportion of woody habitat and a large reduction in sheep and goat pressure between the 1930s and the 2000s. The economic component was correlated with the CL-WE and the CL-DBG; specifically, expensive pastures were the most productive and could maintain the highest rates of livestock grazing, which slowed down woody encroachment, but caused grassland degradation and DBG. In addition, CL-DBG was associated with geolocation of grasslands, mainly because livestock tend to graze closer to passable roads and buildings, where they cause grassland degradation. To properly manage the grasslands, an integrated management plan must be developed that includes an understanding of all components of the agropastoral system and takes into account all changes that have occurred in dense mountain grasslands. Addressing the problems individually risks the improvement of some grasslands and the deterioration of others.

Feedbacks in human-landscape systems

This article identifies key questions and challenges for geomorphologists in investigating coupled feedbacks in human-landscape systems. While feedbacks occur in the absence of human influences, they are also altered by human activity. Feedbacks are a key element to understanding human-influenced geomorphic systems in ways that extend our traditional approach of considering humans as unidirectional drivers of change. Feedbacks have been increasingly identified in Earth-environmental systems, with studies of coupled human-natural systems emphasizing ecological phenomena in producing emerging concepts for social-ecological systems. Enormous gaps or uncertainties in knowledge remain with respect to understanding impact-feedback loops within geomorphic systems with significant human alterations, where the impacted geomorphic systems in turn affect humans. Geomorphology should play an important role in public policy by identifying the many diffuse and subtle feedbacks of both local- and global-scale processes. This role is urgent, while time may still be available to mitigate the impacts that limit the sustainability of human societies. Challenges for geomorphology include identification of the often weak feedbacks that occur over varied time and space scales ranging from geologic time to single isolated events and very short time periods, the lack of available data linking impact with response, the identification of multiple thresholds that trigger feedback mechanisms, the varied tools and metrics needed to represent both physical and human processes, and the need to collaborate with social scientists with expertise in the human causes of geomorphic change, as well as the human responses to such change.
