Evaluation of Agricultural Ecosystem Service Value in Arid and Semiarid Regions of Northwest China Based on the Equivalent Factor Method

Abstract

A reasonable assessment of the value of ecosystem services is an effective measure to maintain the normal operation of the ecosystem and adjust the balance between economic development and the ecological environment. With the help of the related concepts of ecosystem services, this paper establishes an evaluation framework system and adopts the widely used and comprehensive evaluation method of equivalent factors, which is a rapid accounting tool used for the evaluation of ecosystem services. The value of agricultural ecosystem services was estimated from 2008 to 2017 in a typical arid-semiarid region, and nine ecosystem service functions were analyzed. Our research showed that from 2008 to 2017 the value of agricultural ecological services in Gansu Province increased annually, and the annual growth rate in 2012 was the highest (15%). The results showed that the selection of appropriate methods could quickly and effectively evaluate the value of agricultural ecosystem services. In-depth research on the function and value of agroecological services could better promote the sustainable development of agroecosystems and maintain the balance and integrity of ecological service functions. Evaluation of the balance and integrity of agricultural ecosystem ecological service functions in arid semi-arid regions will provide recommendations for land use and sustainable development and ecological environment protection in these regions.

Analyzing the Impacts of Climate Variability and Land Surface Changes on the Annual Water–Energy Balance in the Weihe River Basin of China

The serious soil erosion problems and decreased runoff of the Loess Plateau may aggravate the shortage of its local water resources. Understanding the spatiotemporal influences on runoff changes is important for water resource management. Here, we study this in the largest tributary of the Yellow River, the Weihe River Basin. Data from four hydrological stations (Lin Jia Cun (LJC), Xian Yang (XY), Lin Tong (LT), and Hua Xian (HX)) and 10 meteorological stations from 1961–2014 were used to analyze changes in annual runoff. The Mann–Kendall test and Pettitt abrupt change point test diagnosed variations in runoff in the Weihe River basin; the time periods before and after abrupt change points are the base period (period I) and change period (period II), respectively. Within the Budyko framework, the catchment properties (ω in Fu’s equation) represent land surface changes; climate variability comprises precipitation (P) and potential evapotranspiration (ET0). All the stations showed a reduction in annual runoff during the recording period, of which 22.66% to 50.42% was accounted for by land surface change and 1.97% to 53.32% by climate variability. In the Weihe River basin, land surface changes drive runoff variation in LT and climate variability drives it in LJC, XY, and HX. The contribution of land surface changes to runoff reduction in period I was less than that in period II, indicating that changes in human activity further decreased runoff. Therefore, this study offers a scientific basis for understanding runoff trends and driving forces, providing an important reference for social development, ecological construction, and water resource management.

Decoupling and Driving Factors of Economic Growth and Groundwater Consumption in the Coastal Areas of the Yellow Sea and the Bohai Sea

Seawater intrusion has occurred in the coastal area of the Yellow Sea and the Bohai Sea as early as the 1970s, and the situation is worsening, with rapid socioeconomic development in recent years. Substantial amounts of groundwater have been exploited to support socioeconomic activities, especially agricultural activities, causing a reduction in the groundwater level, and hence the intrusion of seawater. This issue seriously restricts the sustainable socioeconomic development of these coastal areas. To this end, this paper applied the improved Tapio decoupling theory to analyze the degree of decoupling, and the spatial difference between the economic growth and the groundwater consumption of the five provinces and cities in the coastal areas of the Yellow Sea and Bohai Sea in the period of 2003–2016. Based on the improved STIRPAT (Stochastic Impacts by Regression on Population, Affluence, and Technology) model and panel data, we determined the driving factors of groundwater consumption in the coastal areas of the Yellow Sea and Bohai Sea. The results demonstrated that the effective irrigation area of farmland should be expanded, new water-saving technology should be introduced, the crop planting structure should be readjusted, and the consumption of groundwater should be reduced. By implementing these measures, it would be possible to contain seawater intrusion in the coastal areas of the Yellow Sea and Bohai Sea.

Transaction Costs, Modes, and Scales from Agricultural to Industrial Water Rights Trading in an Inland River Basin, Northwest China

Water transactions from agriculture to industry have become an important means to address water scarcity and improve water economic efficiency. Transaction costs (TCs) are one of the main factors preventing water markets from forming or efficiently operating. To evaluate the level of transactions costs, we set the appropriate transaction modes for cross-sector lever water trading and evaluated the TCs from agriculture to industry in the Heihe River Basin (HRB), an inland basin in northwest China. We found that the ranges of transaction costs per m3 of water ranged from 0.06 to 1.10 yuan, and the ratios of TCs to transaction prices ranged from 4.11% to 244.44%. The transaction scale should be more than 15,267 m3 or 29,888 m3 when the TC is at the lower or upper limit in the study area. When the transaction scales are set correctly, the range of the transaction costs will be in an acceptable range, and the proportion of TCs to transaction price will not exceed the 8% limit of the California Water Bank, which was employed as a comparison. The key restrictive factor of water trading in HRB may be the low transaction scale, followed by the high water TCs. The effects of improving water use efficiency in cross-sector trading could not neutralize the restrictions caused by the negative effects of small water demand transaction scales for undeveloped secondary industries in HRB. However, considering the industrial structure and development trends of the regional economy, the future driving force of water transactions across sectors likely lies in tertiary industries in HRB.

Resilient or Not: A Comparative Case Study of Ten Local Water Markets in China

Despite the global expansion of water markets, their resilience has received little scholarly attention, even though they are vulnerable to external and internal disturbances. Since the 1990s, the water market has been actively promoted by China as an important institutional coordination mechanism for efficient water use. This article examines what contextual factors, in configurations, contribute to the resilience of water markets in China. We distinguish between resilient and factitious water markets as two outcome variables and distil four conditions from market environmentalism to explain the variance in their outcomes: ownership of water entitlements, market intermediaries, water pricing, and spot/forward trade categories. Using crisp-set qualitative comparative analysis (csQCA), we analyzed seven resilient and three factitious water markets in China. Our findings show that a water market’s framework is multidimensional and complex and that no necessary conditions contribute to resilience. Two sufficient solutions display the configurational complexity of water markets’ resilience. Path 1 includes strong intermediary, uncompetitive price, and forward water trade. Path 2 includes privatization of water entitlements, spot contracts, and competitive pricing. Weak intermediary together with forward water trade determines factitious water markets. The QCA results reveal that there exist multiple paths that a resilient water market can follow and develop. Therefore, policymakers must be cautious about pushing for water market indiscriminately, especially by over-privatization and unlimited investment in water banks.

Investigating the Effects of Social Trust and Perceived Organizational Support on Irrigation Management Performance in Rural China

Understanding the factors affecting irrigation management performance is crucial for sustainable resource use, especially with the decentralized management mode of irrigation systems being implemented in rural China. This paper contributes to the research field by incorporating different categories of social trust and perceived organization support (POS) into the analysis of irrigation management performance, by linking multiple elements that are based on the Institutional Analysis and Development (IAD) framework. We employed principal component analysis (PCA) and ordered probit regression to analyze a database covering 785 households in the upstream of the Yellow River basin. The results suggested that social trust and POS positively affected the irrigation management performance, and social trust strengthened the positive effect of POS on the performance. Furthermore, the results indicated that personal trust and institutional trust, as well as perceived emotional support and physical support, positively affected the performance. In addition, we also found that household characteristics, household cognition, group characteristics, physical conditions, and rules-in-use also had significant impact on the performance. This paper can be used to inform the government that social trust and POS need to be considered in the common-pool resources (CPRs) management.
