Financing mechanism for solid waste management in Anambra, Nigeria: analyses of emerging challenges and implication for circular economy

Waste management is a critical public service provided by municipalities around the world. It is often problematic, inefficient, and abysmally performed in developing countries. Among the problems associated with waste management in these global locations is the issue of finance. Finance is required for both capital investment and operational costs. Methods of waste management financing differ from place to place due to cultural, political, and socio-economic peculiarities. Understanding these conditionalities is necessary to be able to proffer sustainable solutions. Despite these facts, there is limited comprehensive and relevant academic literature on waste management financing mechanisms in developing countries both in the past and recent times. This work addresses a significant gap in the literature by studying the mechanism for waste management financing in developing countries using Anambra State, Nigeria, as a case study. The current study further investigated the associated challenges and opportunities and made critical discussions on the implications on the circular economy. User fees and subsidies from the government are the major financing sources. The absence of cost-revenue model analysis, economic and institutional volatility, the unwillingness of the service users to pay fees, and lack of transparency are major challenges to the financial sustainability of waste management in the studied context. The creation of incentives for behavioral changes, adoption of neo-liberal policies, and formal integration of informal waste pickers are factors that can minimize the cost of waste management services while promoting a circular economy.

Healthcare Waste Segregation Practice and Associated Factors among Healthcare Professionals Working in Public and Private Hospitals, Dire Dawa, Eastern Ethiopia

Background

The key to the effective management of healthcare wastes is the segregation of the waste at the point of generation; no matter what final strategy for the treatment and disposal of wastes is selected, it is critical that waste streams are separated.

Objective

The aim of the study is to assess the practice of healthcare waste segregation and associated factors among healthcare workers at public and private hospitals in Dire Dawa, Eastern Ethiopia.

Methods

An institution-based cross-sectional study was conducted among 280 healthcare workers from public and private hospitals. Data were collected through self-administered structured questionnaires and observation checklists. Bivariate and multivariable logistic regression were used to identify factors associated with the practice of healthcare workers using SPSS (Statistical Package for Social Sciences) version 25.

Results

This study showed that 56.4% (95% CI: 43.7-60.2) study participants had good healthcare waste segregation practices. Working in a public hospital (AOR = 0.09, 95% CI: (0.03-0.23)), working less than 40 hours a week (AOR = 4.28, 95% CI: (2.11-8.68)), adequate knowledge on healthcare waste management (AOR = 2.42, 95% CI: (1.27-4.61)), ever trained on waste management ((AOR = 2.74, 95% CI: (1.15-6.53)), the presence of guidelines, instructive posters on healthcare waste segregation ((AOR = 8.21, 95% CI: (3.84-17.55)), and availability of color-coded waste bins ((AOR = 9.53, 95% CI: (4.52-20.10)) were factors significantly associated with healthcare waste segregation practices.

Conclusion

The study revealed that healthcare waste segregation practices were unacceptably poor. It is very crucial to address the identified factors through ongoing enforcement of healthcare waste management rules and regulations, by providing training, instructive posters around the work area, and making color-coded bins available.

Evaluating strategies for sustainable recovery and recycling of plastic waste in the West Bank of Palestine: The perspectives of plastic companies

The plastic waste (PW) makes up the second largest portion of the total solid waste generated in Palestine. Hence, it is important to consider proper PW management mainly through recovery and recycling and implement appropriate strategies. This study aims to identify and evaluate the social, legal, technological, environmental, and economic strategies that can positively motivate plastic manufacturing and/or recycling companies to recover and recycle PW. A structured questionnaire was developed to address 30 plastic companies in the West Bank. The results indicate that 80% of the companies supported the social strategies that implement community awareness programs. Almost 92% of the companies agreed with legal strategies which enforce legislations to support PW recovery and recycling practices. As for technological strategies, 76% of the companies endorsed the application of modern technologies for PW management. However, only 68% of the companies accepted the environmental strategies which promote life cycle assessment and environmental awareness programs and adopted the use of recycled plastic materials in manufacturing from the context of the economic and market strategies. Palestinians are invited to implement PW recovery and recycling practices to better utilize available resources, achieve sustainable management of solid waste, and promote environmental health.

Municipal solid waste management in refugee hosting communities: Analysis of a case study in northern Jordan

The Syrian civil war, which broke out in 2011, caused the displacement of more than one million refugees to Jordan. Most of them settled in the Northern Govenorates of Jordan. Due to this, the local services and infrastructures of the hosting communities, in particular the solid waste management (SWM), were put under great pressure. The aim of this study is to evaluate how the off-camp refugees impacted the SWM in the Greater Irbid Municipality (GIM; in the Irbid Governorate), both quantitatively and qualitatively. Data and results obtained from the studies carried out before the Syrian crisis are compared with data collected by the authors in 2016 using similar or comparable methodologies. Moreover, local citizen perceptions of and satisfaction with the solid waste (SW) service level were assessed. A deterioration of the SWM in GIM between 2011 and 2016 was observed in terms of service performance indicators (e.g., an increase of SW collection and transportation costs by 2.5 times and of fines for improper SW disposal by 2.2 times) and of citizens' views (a decline in SWM quality was felt by 59% of the respondents). An attempt to cope with this situation has been made in recent years with international donors mobilizing efforts and resources to enable municipalities to meet the growing demand in basic SW services. There is however, still much to be done.

The Risks Of Construction PPP Projects in Palestine

Many developing nations, such as Palestine, implemented PPP (public-private partnership) to fulfill the increasing needs for public services and facilities. Nonetheless, PPP projects have numerous risks which influence each other and can cause project failures. Unfortunately, current studies related to the PPP risk association have not provided adequate details. This paper tries to fill the literature gap by proposing a practical approach in analyzing the relationship among PPP risks. First, the research identifies risk for PPP projects in the Palestinian construction industry by integrating the interviews and literature review. Next, this study reflects the associations among the risks and reveals the failure instruments of PPP projects using FISM (fuzzy interpretative structural modeling). Besides, this paper uses MICMAC (matrix impact cross-reference multiplication applied to a classification) and FISM method to discover and finalized the 19 crucial risk elements. The MICMAC-FISM approach reckons the fuzzy of the PPP risk association and enhances upon previously published works.

Reverse supply chain conceptual model for construction and demolition waste

Construction and demolition waste (CDW) substantially contributes to environmental degradation because of its intrinsic characteristics of fast and high generation volume, low recycling rate, and low revenue margins. A systemic problem is that recycling facilities are not usually a part of a reverse supply chain (RSC) specific for CDW. This makes the recovery process costs prohibitive, especially where companies are unable to receive and process large volumes of waste continuously. This paper presents a systematic analysis of the extant literature and utilizes the results accrued to develop a conceptual RSC model for CDW. In so doing, the research seeks to provide clarity on this phenomenon, while simultaneously stimulating wider academic discourse and further research endeavours. A mixed philosophies epistemological design was adopted using both interpretavism and constructivism to undertake a qualitative systematic analysis of the literature. A process diagram was produced to represent the conceptual model (CM) and thematically group the nodes into three key swim lanes that delineate the boundaries between distribution, manufacturing, and sourcing and warehousing processes. Within each swim lane, stakeholders were incorporated as key actors. A further layer of nuanced complexity was added to illustrate the key actors involved in the process, government strategies, and activity flow paths. This novel CM offers both practical and theoretical contributions to existing knowledge and signposts a future research direction. Such work will demystify reverse logistics for managing CDW, and assist government policy-makers to develop informed policies that reduce the negative environmental impact of construction activities.

Adoption of sustainable solid waste management and treatment approaches: A case study of Iran

Developing countries face serious environmental, social and economic challenges when it comes to managing different kinds of solid waste. Iran, as one such country, is forced to deal with many difficulties including the absence of a comprehensive policy framework, a lack of technical know-how, insufficient financial resources and lack of proper disposal facilities. This study attempts to suggest ways to overcome those problems by providing applicable waste management solutions to the local conditions. The research was performed in four structured phases: diagnosis of the existing solid waste management system practised, identification of areas of weakness in the waste management frameworks, bridging the gaps to ensure the sustainability of the concepts offered, and finally the provision of affordable solutions. A source-separated collection system for wet and dry fractions was drawn up. Establishment of a mechanical biological treatment facility and the introduction of biological treatment technology were considered as the main treatment options. From the economic point of view, the extended producer responsibility concept was provided as a resource management tool. The involvement of the stakeholders, as well as the public-private partnership model, was identified as the cornerstone in the planning and implementing of the new approaches. A roadmap was consequently designed aimed at gradually introducing a waste management system in a sustainable and environmentally sound manner.

EASIER: An Evaluation Model for Public–Private Partnerships Contributing to the Sustainable Development Goals

Recently, public–private partnerships (PPPs) have attracted renewed attention as a valuable tool to close the gap between public services and social needs. In fact, the United Nations (UN) proposed collaboration across multiple stakeholders as one of the key goals for securing global sustainable development. Yet, PPPs remain a controversial proposition for many due to, among other factors, the complexity and limitation of current systems to assess their impact beyond the notion of value for money. This study offers a conceptual model (EASIER) that accounts for six dimensions that are relevant for social, environmental, and economic progress. We also propose a questionnaire to assess the impact of PPPs on UN Sustainable Development Goals (SDGs) and apply it to a PPP contract as an illustration. We advocate the use of EASIER as an initial evaluation model due to its simplicity and its holistic perspective.
