University spillovers into small technology-based firms: channel, mechanism, and geography

Heterogeneous knowledge spillover channels in universities and green technology innovation in local firms: Stimulating quantity or quality?

Sluggish status of green technology development has stimulated research into new incentives and pathways. Beyond the traditional regulatory-push and demand-pull approaches, we reposition the strength of the technology push. Based on the innovation diffusion theory, a multidimensional path model of knowledge spillover in universities is constructed, and the impact of heterogeneous knowledge spillover channels on green innovation activities of local firms is discussed. We find that R&D collaboration has a significant effect on local firms' quality but not the quantity of green innovation. Contrarily, patent citations and technology transfer have unequal positive effects on the quantity of green innovation of local firms, while there is no evidence that they can also improve the quality of green innovation. Despite regional disparities, strict environmental regulations are pushing companies to cite university patents in some regions. The university knowledge stock has largely contributed to both quantitative and qualitative advances in subsequent green innovation in local firms. Our conclusions provide a precise and objective evaluation of the impact mechanism of multiple knowledge spillover channels in universities on firms' green innovation, as well as a reference for the selection of the form of industry–university–research collaboration.

Innovation in emerging economies: How do university-industry linkages and public procurement matter for small businesses?

Small businesses face major challenges to becoming more innovative. These challenges are particularly prevalent in emerging economies where high uncertainties are a barrier to innovation. We know from previous studies that linkages to universities, on the one hand, and public procurement, on the other, support large and innovative firms in their efforts to become more innovative. However, we do not know whether these positive effects also hold true for small businesses. In this paper, we focus on how policy strategies reducing information, market and financial uncertainties shape small businesses’ innovation in China. Based on a sample of 926 small businesses derived from the World Bank Enterprises Survey in China (2012), we find that university-industry linkages enhance innovation, though only when it comes to minor forms of innovation. In line with the resource-based view of the firm, this effect is stronger for small businesses with higher capabilities. Moreover, we show that bidding for or delivering contracts to public sector clients has a positive effect on innovation, and in particular of major forms of innovation. In the bidding selection process, private firms and firms with higher capabilities are selected. Our findings show that both policy strategies have enhanced innovation, though with different effects on the degree of novelty. We attribute this finding to the different degrees of uncertainties they address.

Innovation effects of universities of applied sciences: an assessment of regional heterogeneity

The literature on the economics of science and technology shows that academic universities—institutions focusing on basic research—positively affect innovation activities in regional economies. Less is known about the innovation effects of universities of applied sciences (UASs)—bachelor-granting three-year colleges teaching and conducting applied research. Furthermore, the evidence for positive innovation effects is predominantly based on average effects, while heterogeneity in innovation effects due to the economic environment is far less considered. By exploiting a public policy development in Switzerland that led to the quasi-random establishment of UASs, we investigate the regional heterogeneity in innovation effects of these UASs. We rely on patent and business census data and analyze the influence and importance of three economic preconditions—labor market size, labor market density and high tech intensity—on innovation effects of UASs. Our results show that only regions with a large or a dense enough labor market or with an above average high tech intensity experience significant innovation effects of UASs. Comparing the relative importance of the three economic preconditions, we find that labor market size is the most important factor that drives heterogeneity in innovation effects of UASs.

Government-driven university-industry linkages in an emerging country: the case of China

Purpose

– The purpose of this paper is to analyze and summarize the development of science and technology (S & T) policies in China from a government-driven perspective in chronological order. To develop knowledge-based economy, China enacts a range of S & T policies since “Reform and Open Policy” started in 1978. Furthermore, it investigates the overall effects of these S & T policies on university-industry linkages (UILs).

Design/methodology/approach

– This paper conducts an analysis framework of S & T policies in historical sequence to explain how government drives UILs to stimulate technological progress and economic growth in China.

Findings

– More than a site for high-quality workforce education and knowledge spread, universities as an important part of national innovation are required to participate in economic activities. Considering that most Chinese universities are national, S & T policies with particular regard to university technology transfer would be more important and essential. This research finds that S & T policies enacted by government have made critical contributions to UILs in economic transition period, such as improving academic faculty, enhancing university–industry collaborations and supporting university spin-off formation. The experiences of China suggest that government should enact more effective S & T policies in the knowledge-based economy era.

Practical implications

– First, universities need to educate high-level human resources that are important for economic growth and social development. Second, universities need to engage in R & D activities and enhance their collaboration with industries, such as consulting services, research contracts with industry, patent licensing and other general knowledge commercial mechanisms. Third, universities also can directly transfer commercial knowledge to start up new businesses by itself or in partnership with industrial sectors. Without doubt, a series of S & T policies or programs enacted by China’s government to drive entrepreneurship continuously played critical role in the UILs over the past 26 years.

Originality/value

– This paper is a pioneering work on how S & T policies enacted by government drive UILs to stimulate technological progress in transitional China.
