Viewing research assessment, the academic reward system, and academic publishing through the power/knowledge lens of Foucault

The academic research assessment system, the academic reward system, and the academic publishing system are interrelated mechanisms that facilitate the scholarly production of knowledge. This article considers these systems using a Foucauldian lens to examine the power/knowledge relationships found within and through these systems. A brief description of the various systems is introduced followed by examples of instances where Foucault's power, knowledge, discourse, and power/knowledge concepts are useful to provide a broader understanding of the norms and rules associated with each system, how these systems form a network of power relationships that reinforce and shape one another.

An Ethical Exploration of Increased Average Number of Authors Per Publication

This article explores the impact of an Increase in the average Number of Authors per Publication (INAP) on known ethical issues of authorship. For this purpose, the ten most common ethical issues associated with scholarly authorship are used to set up a taxonomy of existing issues and raise awareness among the community to take precautionary measures and adopt best practices to minimize the negative impact of INAP. We confirm that intense international, interdisciplinary and complex collaborations are necessary, and INAP is an expression of this trend. However, perverse incentives aimed to increase institutional and personal publication counts and egregious instances of guest or honorary authorship are problematic. We argue that whether INAP is due to increased complexity and scale of science, perverse incentives or undeserved authorship, it could negatively affect known ethical issues of authorship at some level. In the long run, INAP depreciates the value of authorship status and may disproportionately impact junior researchers and those who contribute to technical and routine tasks. We provide two suggestions that could reduce the long-term impact of INAP on the reward system of science. First, we suggest further refinement of the CRediT taxonomy including better integration into current systems of attribution and acknowledgement, and better harmony with major authorship guidelines such as those suggested by the ICMJE. Second, we propose adjustments to the academic recognition and promotion systems at an institutional level as well as the introduction of best practices.

A comprehensive analysis of the journal evaluation system in China

Journal evaluation systems reflect how new insights are critically reviewed and published, and the prestige and impact of a discipline’s journals is a key metric in many research assessment, performance evaluation, and funding systems. With the expansion of China’s research and innovation systems and its rise as a major contributor to global innovation, journal evaluation has become an especially important issue. In this paper, we first describe the history and background of journal evaluation in China and then systematically introduce and compare the most currently influential journal lists and indexing services. These are the Chinese Science Citation Database (CSCD), the Journal Partition Table (JPT), the AMI Comprehensive Evaluation Report (AMI), the Chinese S&T Journal Citation Report (CJCR), “A Guide to the Core Journals of China” (GCJC), the Chinese Social Sciences Citation Index (CSSCI), and the World Academic Journal Clout Index (WAJCI). Some other influential lists produced by government agencies, professional associations, and universities are also briefly introduced. Through the lens of these systems, we provide comprehensive coverage of the tradition and landscape of the journal evaluation system in China and the methods and practices of journal evaluation in China with some comparisons to how other countries assess and rank journals.

Open Sesame? Open access priorities, incentives, and policies among higher education institutions in the United Arab Emirates

Higher education institutions (HEIs) have an instrumental role in the move towards Open Access (OA) by shaping the national strategies, policies, and agendas. This study sets out to explore the role of HEIs in the United Arab Emirates (UAE) OA uptake and reflect on the ongoing international initiatives pushing for universal OA to research. The study is based on an online survey targeted at UAE higher education institutions research management units. In order to measure the institutional views, only one response was solicited from each institution. A total of 19 valid responses were received, making up 47% of HEIs included in the population of organisations. Our results suggest that there is low commitment to OA among UAE HEIs as attested by the low number of OA policies, scarce OA funding, limited proliferation of institutional repositories, perceived lack of urgency to migrate from current access models, and little consideration of OA for promotion purposes. The study is the first of its kind in the UAE, Arab and Middle Eastern countries, providing rare insight into a growing phenomenon that is global, yet most vocally discussed from a western perspective and context. The study contributes to the debate on the role of HEIs in the transition to OA and in shaping national and regional OA policies, as well as informing international initiatives about the current status of OA in the region.
