Abstract
The availability of open, relevant, and up-to-date public data is becoming an increasingly important dimension of national competitiveness and sustainable development. It serves as a foundation for novel technologies, such as big data analytics, machine learning, and artificial intelligence, to take root and flourish, and it can help improve the quality and efficiency of government decision making and render governments more transparent and accessible to the public. Often referred as Open Government Data, or OGD, governments around the world have committed resources to constructing various OGD platforms. However, building a robust and effective OGD system has proved difficult, as the promise of OGD has not been realized fully around the world. At this important juncture, this study aims to explore the relationship between national technological and organizational capacities and environmental factor and the quality of OGD systems. In addition, national innovativeness and the degree of “globalization” in a country and their moderating effects between the predictors and OGD performance are examined. Our findings indicate strong positive effects of national technological capacity, government organization capacity, and globalization on OGD quality and a positive moderating effect of national innovativeness.

Abstract
Purpose
The purpose of this paper is to construct an indicator framework for evaluating open health data portals from the perspective of user experience (UX) to reduce users’ learning costs, save their time and energy and strengthen the emotional connection with users, thereby encouraging them to actively use open health data.
Design/methodology/approach
This study uses card sorting, Delphi and analytic hierarchy process to determine the weights of indicators for evaluating open health data portals. Then, this study uses a coding method to score, evaluate and compare the selection of more than 120 open health data portals supported by organizations in more than 100 countries or regions that are in the World's top confirmed cases of COVID-19 as released by the World Health Organization.
Findings
At present, open health data portals have shortcomings with regard to UX. Different types of open health data portals vary significantly in the dimensions of technical experience and functional experience, but the differences in the dimensions of aesthetic experience, emotional experience and content experience are not significant.
Originality/value
The constructed open health data portal evaluation indicator framework introduces users' actual application needs and proposes optimization suggestions for the portal to meet the needs of users to quickly obtain, reliable and accurate health data.

Abstract
High-quality power demand side information is necessary for scientific decision-making of power grid construction projects. Literature research shows that the current demand side management (DSM) information quality theories and methods need to be improved, and the information quality indicators and evaluation work are essential. In this paper, based on the grounded theory, about 250 copies of relevant literatures and interview records are reviewed. Through open coding, spindle coding, and selective coding, 105 initial concepts are finally extracted to 35 categories and 10 main categories. On this basis, four information dimensions including load extraction, monitoring, management, and government planning are summarized. An index system containing 34 indicators for DSM information quality evaluation on the power demand side is constructed. Finally, using matter-element extension evaluation method, a case study in China is performed to verify the feasibility and scientificity of the indexes. The results show that DSM information quality evaluation indexes are effective, and the evaluation method is also applicable. The establishment of DSM information quality indicators and the evaluation methods in this paper can provide a reference for similar information quality evaluation work in power systems.
