Abstract
Background For more than twenty years, large and generally stable differences in academic achievement and cognitive ability have been reported within Germany. In such studies, the southern regions lead in the west and east, while city-states lag behind. Expressed in school learning time, the students in Bavaria are 14 months ahead of the students in Bremen. It is striking that there are no or only marginally received studies on causes and consequences. Purpose This study attempts to explore the causes and consequences of the differences within Germany and what can be learned in general about their development. Materials and methods We use data from student assessment and other studies (e.g., PISA, IQB) and apply correlational and path analyses, controlled for various background factors. Results There are no stable correlations with evolution (genes), educational level of society (adult school years) and wealth (GDP per capita). However, there are high correlations, robust across indicators, with "burgher-conservative" education policies, e.g., central exit examinations, early tracking, grades at a young age (around r ≈ .65); with measures of students' quantity of education (hours of instruction, no teacher shortage; r ≈ .40); with measures of tertiary educational quality and appreciation of education (university quality, short duration of studies, professors' salaries; r ≈ .50); with student native/immigrant ratio (r ≈ .50); with middle-class burgher lifestyle (less private debt, less welfare dependency and less crime; r ≈ .60); and with burgher-conservative-right politics (share of votes for CDU/CSU and non-left parties, non-left state governments; r ≈ .80). Longitudinal analyses over four decades reveal interaction effects, i.e., more burgher policies statistically lead to more cognitively competent students (β ≈ .45) and more cognitively competent populations vote for burgher parties (β ≈ .30). Conclusions The results, which support the efficacy a bourgeois-conservative education policy and of lower immigration rates, are delicate for the practice of student achievement research and for the political milieu that dominates the social sciences.

Abstract
Previous studies in population genetics have proposed that the Y-chromosomal (Y-DNA) haplogroup D ancestor likely originated from Africa. The haplogroup D branch next started Out-of-Africa migration, rapidly expanded across Eurasia, and later diversified in East Asia. Y-DNA haplogroup D-M55, one of the branches of haplogroup D, is only found in modern Japanese males, suggesting that individuals with Y-DNA haplogroup D migrated from the Eurasian continent. Based on previous observations, Y-DNA haplogroup D is expected to be associated with some male characteristics including personality. Therefore, this study investigated whether the Y-DNA haplogroup D-M55 is associated with several physiological and psychological characteristics, including exploratory motivation and human relationship-related perception. We recruited Japanese young adult males and females and investigated the association between Y-DNA haplogroup D-M55, physiological [body mass index (BMI)], and several psychological parameters [perceived number of close friends, behavioral inhibition system/behavioral activation system (BIS/BAS), perceived happiness, and perceived loneliness]. The results indicated that males with haplogroup D-M55 had a higher BMI and more close friends, compared with non-carrier males. Additional multiple regression analyses, which tested the hypothesis that haplogroup D-M55 predicts BMI and perceived number of close friends, confirmed our hypothesis, even after controlling for the potentially confounding variables of age and sex. We also analyzed the gene-gene interaction between haplogroup D-M55 and an autosomal gene polymorphism associated with BMI and human relationships, such as the dopamine D2 receptor gene (DRD2: rs1800497). Results showed gene-gene interactions between haplogroups D-M55 and DRD2 in BMI. Based on these findings, it is demonstrated that Y-DNA haplogroup D is associated with human personality.

Abstract
AbstractThe present paper, which is the first of two twin opinion papers, offers a theoretical approach of literacy and critical literacy in relation to language, thought, and reasoning. Literacy acquisition and practice proceed through two stages, which partially overlap in terms of processing abilities: the first is achieved when the learner becomes a skilled reader and writer, characterized by automatic word processing; the second, when reading comprehension and written production become expert instruments in the communication of progressively more abstract and sophisticated, but always linguistically-mediated, knowledge and ideas. The destiny of literacy, depending on educational and social factors, is thus to be to fused with language, thought and reasoning. Oral language becomes literate language; and our cognitive activity becomes—as indicated in the title—“seeing thought”, which paves the way, we will argue, for reasoning skills. Making of literacy an epistemic and social tool of our own collective history requires a critical stance that raises itself and ourselves to a stage called critical literacy. In this paper we focus on some of the favorable and unfavorable factors influencing this achievement. The main challenge is to bring literate cognition up to the capacity of choosing between accept and verify, between belief and disbelief, by weighting evidence and reasoning, by arguing and debunking errors and falsities. Accordingly, our objective is essentially to narrate how literacy gives birth to critical literacy and explain why, at the end of this process, critical literacy becomes hard to distinguish from thinking and reasoning.

Abstract
There is a large amount of evidence that groups differ in average cognitive ability. The hereditarian hypothesis states that these differences are partly or substantially explained by genetics. Despite being a positive claim about the world, this hypothesis is frequently equated with racism, and scholars who defend it are frequently denounced as racists. Yet equating the hereditarian hypothesis with racism is a logical fallacy. The present article identifies ten common arguments for why the hereditarian hypothesis is racist and demonstrates that each one is fallacious. The article concludes that society will be better served if the hereditarian hypothesis is treated the same way as any other scientific claim—critically, but dispassionately.

Abstract
It is often claimed that race is a social construct and that scientists studying race differences are disruptive racists. The recent April 2018 “Race Issue” of the widely distributed National Geographic Magazine (NG) provided its millions of readers with a particularly illustrative example of this position. As discussions of race issues often recur, in both scientific and lay literature, stir considerable polemics, and have political, societal and human implications, we found it of both scientific and general interest to identify and dissect the following partly overlapping key contentions of the NG race issue magazine: (1) Samuel Morton’s studies of brain size is reprehensible racism (2) Race does not relate to geographic location, (3) Races do not exist as we are all equals and Africans, (4) Admixture and displacement erase race differences as soon as they appear, and (5) Race is only skin color deep. Also examined is the claim that Race does not matter. When analyzed within syllogistic formalism, each of the claims is found theoretically and empirically unsustainable, as Morton’s continuously evolving race position is misrepresented, race relates significantly to geography, we are far from equals, races have definitely not been erased, and race, whether self-reported or defined by ancestry, lineage, ecotype, species, or genes, is much more than skin color deep. Race matters vitally for people and societies. We conclude that important research on existing population differences is hurt when widely respected institutions such as NG mobilize their full authority in a massively circulated attempt to betray its scientific and public readership by systematically misrepresenting historical sources and scientific positions, shaming past scientists, and by selectively suppressing unwanted or unacceptable results–acts included as examples of academic fraud by the National Academy of Sciences (US, 1986). Any unqualified a priori denial of the formative evolutionary aspects of individual and population differences threatens to impede the recent promising research on effects of genome wide allelic associations, which would lames us in the vital quest to develop rational solutions to associated globally pressing societal problems.

The cause(s) of ubiquitous cognitive differences between American self-identified racial/ethnic groups (SIREs) is uncertain. Evolutionary-genetic models posit that ancestral genetic selection pressures are the ultimate source of these differences. Conversely, sociological models posit that these differences result from racial discrimination. To examine predictions based on these models, we conducted a global admixture analysis using data from the Pediatric Imaging, Neurocognition, and Genetics Study (PING; N = 1,369 American children). Specifically, we employed a standard methodology of genetic epidemiology to determine whether genetic ancestry significantly predicts cognitive ability, independent of SIRE. In regression models using four different codings for SIRE as a covariate, we found incremental relationships between genetic ancestry and both general cognitive ability and parental socioeconomic status (SES). The relationships between global ancestry and cognitive ability were partially attenuated when parental SES was added as a predictor and when cognitive ability was the outcome. Moreover, these associations generally held when subgroups were analyzed separately. Our results are congruent with evolutionary-genetic models of group differences and with certain environmental models that mimic the predictions of evolutionary-genetic ones. Implications for research on race/ethnic differences in the Americas are discussed, as are methods for further exploring the matter.

Abstract
Cognitive ability stimulates economic productivity. However, the effects of cognitive ability may be stronger in free and open economies, where competition rewards merit and achievement. To test this hypothesis, ability levels of intellectual classes (top 5%) and average classes (country averages) were estimated using international student assessments (Programme for International Student Assessment; Trends in International Mathematics and Science Study; and Progress in International Reading Literacy Study) (N = 99 countries). The ability levels were correlated with indicators of economic freedom (Fraser Institute), scientific achievement (patent rates), innovation (Global Innovation Index), competitiveness (Global Competitiveness Index), and wealth (gross domestic product). Ability levels of intellectual and average classes strongly predicted all economic criteria. In addition, economic freedom moderated the effects of cognitive ability (for both classes), with stronger effects at higher levels of freedom. Effects were particularly robust for scientific achievements when the full range of freedom was analyzed. The results support cognitive capitalism theory: cognitive ability stimulates economic productivity, and its effects are enhanced by economic freedom.

Abstract
Archaeological indicators of cognitively modern behaviour become increasingly prevalent during the African Middle Stone Age (MSA). Although the exploitation of ochre is viewed as a key feature of the emergence of modern human behaviour, the uses to which ochre and ochre-based mixtures were put remain ambiguous. Here we present the results of an experimental study exploring the efficacy of ochre as a topical photoprotective compound. This is achieved through the in vivo calculation of the sun protection factor (SPF) values of ochre samples obtained from Ovahimba women (Kunene Region, Northern Namibia) and the Palaeozoic Bokkeveld Group deposits of the Cape Supergroup (Western Cape Province, South Africa). We employ visible spectroscopy, energy-dispersive X-ray fluorescence (ED-XRF), X-ray diffraction (XRD) and granulometric analyses to characterise ochre samples. The capacity of ochre to inhibit the susceptibility of humans to the harmful effects of exposure to ultraviolet radiation (UVR) is confirmed and the mechanisms implicated in the efficacy of ochre as a sunscreen identified. It is posited that the habitual application of ochre may have represented a crucial innovation for MSA humans by limiting the adverse effects of ultraviolet exposure. This may have facilitated the colonisation of geographic regions largely unfavourable to the constitutive skin colour of newly arriving populations.

Abstract
SummaryCross-regional correlations between average IQ and socioeconomic development have been documented in many different countries. This paper presents new IQ estimates for the twelve regions of the UK. These are weakly correlated (r=0.24) with the regional IQs assembled by Lynn (1979). Assuming the two sets of estimates are accurate and comparable, this finding suggests that the relative IQs of different UK regions have changed since the 1950s, most likely due to differentials in the magnitude of the Flynn effect, the selectivity of external migration, the selectivity of internal migration or the strength of the relationship between IQ and fertility. The paper provides evidence for the validity of the regional IQs by showing that IQ estimates for UK nations (England, Scotland, Wales and Northern Ireland) derived from the same data are strongly correlated with national PISA scores (r=0.99). It finds that regional IQ is positively related to income, longevity and technological accomplishment; and is negatively related to poverty, deprivation and unemployment. A general factor of socioeconomic development is correlated with regional IQ atr=0.72.

Abstract
Immigration, immigration policies and education of immigrants alter competence levels. This study analysed their effects using PISA, TIMSS and PIRLS data (1995 to 2012, N=93 nations) for natives' and immigrants' competences, competence gaps and their population proportions. The mean gap is equivalent to 4.71 IQ points. There are large differences across countries in these gaps ranging from around +12 to -10 IQ points. Migrants' proportions grow roughly 4% per decade. The largest immigrant-based 'brain gains' are observed for Arabian oil-based economies, and the largest 'brain losses' for Central Europe. Regarding causes of native-immigrant gaps, language problems do not seem to explain them. However, English-speaking countries show an advantage. Acculturation within one generation and intermarriage usually reduce native-immigrant gaps (≅1 IQ point). National educational quality reduces gaps, especially school enrolment at a young age, the use of tests and school autonomy. A one standard deviation increase in school quality represents a closing of around 1 IQ point in the native-immigrant gap. A new Greenwich IQ estimation based on UK natives' cognitive ability mean is recommended. An analysis of the first adult OECD study PIAAC revealed that larger proportions of immigrants among adults reduce average competence levels and positive Flynn effects. The effects on economic development and suggestions for immigration and educational policy are discussed.

Abstract
SummaryCognitive abilities of children in Costa Rica and Austria were compared using three age groups (N=385/366). Cognitive ability tests (mental speed, culture reduced/fluid intelligence, literacy/crystallized intelligence) were applied that differed in the extent to which they refer to school-related knowledge. Preschool children (kindergarten, 5–6 years old,NCR=80,NAu=51) were assessed with the Coloured Progressive Matrices (CPM), primary school children (4th grade, 9–11 years old,NCR=71,NAu=71) with ZVT (a trail-making test), Standard Progressive Matrices (SPM) and items from PIRLS-Reading and TIMSS-Mathematics, and secondary school students (15–16 years old,NCR=48,NAu=48) with ZVT, Advanced Progressive Matrices (APM) and items from PISA-Reading and PISA-Mathematics. Additionally, parents and pupils were given questionnaires covering family characteristics and instruction. Average cognitive abilities were higher in Austria (Greenwich-IQMCR=87 andMAu=99,dIQ=12 points) and differences were smaller in preschool than in secondary school (dIQ=7 vs 20 points). Differences in crystallized intelligence were larger than in fluid intelligence (mental speed:dIQ=12, Raven:dIQ=10, student achievement tests:dIQ=17 IQ points). Differences were larger in comparisons at the level ofg-factors. Austrian children were also taller (6.80 cm,d=1.07 SD), but had lower body mass index (BMICR=19.35 vs BMIAu=17.59,d=−0.89 SD). Different causal hypotheses explaining these differences are compared.

Abstract
SummaryAccording to human capital theory, individual competences and personality attributes are relevant for individual productivity and income. Within human capital, intelligence is crucial. To study engineering and work successfully as an engineer, high cognitive abilities are necessary, especially for work in research and development. In a study of 30 German and 30 Emirati engineering students (mean age: 22 years), both groups were tested with mathematical and figural intelligence scales (CogAT). German engineering students achieved a mean IQ of 116, and Emirati students 104 (in converted UK norms). In both groups male students achieved better results than females (2 to 4 IQ point difference). The results are compared with those from PISA and TIMSS. The possible causes of these results, their consequences and strategies for improvement are discussed.
