Do marginal abatement costs matter for improving air quality? Evidence from China's major cities

A method of gas-related pollution source layout based on multi-source data: A case study of shaanxi province, China

The location and layout of enterprises have an important impact on local air quality. However, a few studies on exploring of the optimal layout of gas-related enterprises from the perspective of optimizing the layout of air pollution sources. This study developed a method for the evaluation of air pollution source layout based on air pollutant emission inventory data, atmospheric self-purification capacity data, and satellite remote sensing air quality data. Taking Shaanxi Province as an example, the Moran's I index and GIS spatial analysis techniques were used to evaluate the layout of air pollution sources, analyze the spatial variation characteristics of air pollution sources, and propose specific countermeasures to optimize the layout of air pollution sources. Results showed that northern Shaanxi and Guanzhong Plain are the most unsuitable for the distribution of NOx and CO sources, accounting for 13.78% and 21.77% of the total area, respectively. The most suitable area for the distribution of NOx is southern Shaanxi, accounting for 65.77% of the total area, mainly concentrated in Hanzhong and Ankang regions. The most suitable area for the distribution of CO is southern Shaanxi, accounting for 40.97% of the total area, mainly concentrated in Hanzhong and Shangluo regions. The findings of this study could supplement and improve the evaluation of the layout of industrial enterprises in China from technical and methodological aspects, and provide new insight for local governments to adjust and optimize the layout of air pollution sources.

Monetary valuation of unsorted waste: A shadow price approach

Improving the management of municipal solid waste (MSW) is fundamental to promote circular economy and sustainability. Unsorted waste involves negative environmental impacts which often are ignored in economic feasibility studies due to its difficult valuation. In this study the shadow price of unsorted waste using the directional distance function was estimated. This methodological approach also allowed us to compute eco-efficiency scores of a set of municipalities in the provision of MSW services. The empirical application focused on a sample of 119 Chilean municipalities. The results showed that the average shadow price of unsorted waste was 297.66 €/ton which means that the environmental cost of left waste as unsorted was 297.66 € per ton. A regression tree model illustrated that population density, tourism intensity and the generation of waste per capita significantly influenced the shadow price of unsorted waste. Moreover, it was illustrated that Chilean municipalities were very inefficient in the management of MSW since the average eco-efficiency score was 0.272. The findings from this study reveal that additional and alternative policies should be adopted to improve the management of MSW and increase its recycling rate.

Does the Clean Air Action Really Affect Labor Demand in China?

How to balance resources, environment, and economic growth to achieve sustainable development is a challenge for developing countries. In 2013, China implemented a high-stringency environmental regulation—the Clean Air Action, which has effectively controlled air pollution. To explore the economic cost of environmental regulation, this paper investigates the policy effect on employment in the industrial sector. However, there are still controversies about whether environmental regulations impact employment. Based on the city-level data and firm-level data, this study applied a quasi-natural experiment for policy evaluation and used the mediating effect model for mechanism analysis. The difference-in-difference estimation results show that environmental regulation has a significant impact on employment. The mechanism analysis verifies that output adjustment, capital input, and green innovation are the main channels, by which environmental regulation distresses employment. The findings of this paper could be extended to other countries at a similar stage of development.
