Does polycentricity fit? Linking social fit with polycentric governance in a large-scale marine protected area

Exploring Science Identity and Latent Factors of Student Gains in a Place-based Marine Science CURE Designed to Provide Access to Hawai'i Students from Historically Marginalized Ethnicities

Hawai'i students, and in particular Native Hawaiian students, face high rates of attrition and low representation in Science, Technology, Engineering, and Mathematics (STEM) academic majors and careers, but place-based Course-based Undergraduate Research Experiences (CUREs) such as the Research Experiences in Marine Science (REMS) summer program may help to better engage these students with scientific content understanding and skills development. This article assesses latent factors of student gains after participating in the REMS program as they relate to student science identity. Results from an exploratory factor analysis examining the internal structure of an assessment measure delivered during the program suggest strong evidence of four latent factors in student self-reported learning gains: Content Understanding, Scientific Skills, Interest, and Integration. These factors will guide the development and delivery of the REMS survey as it is applied to additional cohorts of students participating in REMS and other, similar programs being developed and implemented in Hawai'i to support Native Hawaiian students. Although there were no significant relationships between these factors and responses to a science identity survey item, additional insights from an alumna of the program highlight how place-based elements in CUREs provide authentic and rigorous research training experiences for students from populations historically marginalized in STEM.

Commoning the governance: a review of literature and the integration of power

The concept of commoning is continuing to gain scholarly interest, with multiple definitions and interpretations across different research communities. In this article, we define commoning as the actions by groups with shared interests towards creating shared social and relational processes as the basis of governance strategy. Perhaps it can be more simply defined as collective ways of relating and governing. This article addresses two specific gaps in the commoning literature: (1) to bridge disparate strands of literature on commoning by briefly reviewing each and arguing for integration through epistemic pluralism, and (2) to explicitly examine how power is manifest in commoning processes by bringing in a framework on power (i.e., power over, power with, power to, power within) to understand the links between power and commoning governance processes in two case studies. The two cases are tourism governance on Gili Trawangan, Indonesia and aquatic food production systems in Bulacan, Philippines. We preface this analysis with the argument that power is an integral part of the commoning concept, but that it has yet to be analytically integrated to applications of the broader institutional analysis and development framework or within the networks of action situations approach. We argue that by making explicit how an analysis of power can be coupled to a network of action situations analysis in a qualitative way, we are advancing a key feature of the commoning concept, which we introduce as rooted in epistemic and analytical pluralism in the analysis of governance. In the discussion, we expand on how each case study reveals each of the four power dynamics, and how they improve the understanding of commoning as a pluralistic and perhaps bridging analytical concept.

The Evolution of Polycentric Governance in the Galapagos Small-Scale Fishing Sector

Addressing the multiple anthropogenic and non-anthropogenic factors affecting small-scale fisheries requires collaboration from diverse regions, geographical scales, and administrative levels in order to prevent a potential misfit between governance systems and the socio-ecological problems they address. While connecting actors and stakeholders is challenging, as they often hold opposing perceptions and goals, unveiling the network configurations of governance systems remains one effective way to explore collaborative alliances in light of the diverse drivers of change present in small-scale fishery systems. This study employed descriptive statistics, exponential random graph models (ERGMs), and qualitative data analysis to explore preferential attachments of new nodes to well-positioned nodes within the Galapagos small-scale fishery governance system network and the propensity of cross-sectoral reciprocity and cross-sectoral open triads formation in the network. Our findings identified significant players and network configurations that might be essential in the collaboration diffusion and robustness of the Galapagos small-scale fishery sector governance system.

Preserving Community’s Environmental Interests in a Meta-Ocean Governance Framework towards Sustainable Development Goal 14: A Mechanism of Promoting Coordination between Institutions Responsible for Curbing Marine Pollution

The United Nations has recently recognised the global community’s environmental interests in ocean governance through the Sustainable Development Goal 14. The marine environmental protection targets stand in need of rejuvenating international environmental law, which fosters interconnection between oceans, climate, and terrestrial ecosystems. The existing literature on this aspect of ocean governance, however, is segregated and lacks an ecosystem-based approach. Therefore, a comprehensive review of the literature on ocean governance with an ecosystem-based approach becomes essential and is conducted through this research. This research has proposed that ocean governance programmes and plans need to be re-arranged under established legal frameworks at national and regional levels. Such a challenge can be addressed by taking the elements of governance provided by the list of targets of sustainable development goals. This research has facilitated the given hypothesis via a meta-ocean-governance framework that incorporates a deliberate regional monitoring system, intergovernmental review, capacity building techniques, national action through strong institutions, scientific decision making, and policy coherence. The idea is to fit the conceptualisation of ocean governance under international environmental law in the existing initiatives within a box of institutions to coordinate and encourage an ecosystem-based approach.

The Impact of Village Rules and Formal Environmental Regulations on Farmers' Cleaner Production Behavior: New Evidence from China

Village rules and formal environmental regulations are of great significance for standardizing farmers’ cleaner production behavior, promoting green transformation of agriculture and realizing sustainable development of agriculture. Based on the survey data of 946 farmers in five provinces of China, taking seed coating technology, soil testing and formulated fertilization technology, subsoiling tillage technology, green technology for pest and disease control and straw returning technology as examples, this article empirically analyzes the impact of village rules and formal environmental regulations on farmers’ cleaner production behavior by using the multivariate probit model. When formal environmental regulations are relatively lacking or weak, village rules can be used as a useful supplement to formal environmental regulations to promote farmers’ participation in cleaner production. Based on this, this article argues that the important reason for formal environmental regulations falling into relative system failure is that village rules have not been paid enough attention in promoting farmers’ cleaner production behavior. In the future, we should not only continue to strengthen the role of formal environmental regulations in farmers’ cleaner production, but also cultivate the informal institution represented by the village rules, and build the regulatory system of mutual support between informal institution and formal institution.
