Safety and health management response to COVID-19 in the construction industry: A perspective of fieldworkers

Preparing the occupational safety and health workforce for future disruptions

BACKGROUND

Despite some emerging lessons learned from the COVID-19 pandemic, evidence suggests the world remains largely underprepared for-and vulnerable to-similar threats in the future.

METHODS

In 2022, researchers at the US National Institute for Occupational Safety and Health (NIOSH) led a team of volunteers to explore how future disruptions, such as pandemics, might impact work and the practice of occupational safety and health (OSH). This qualitative inquiry was framed as a strategic foresight project and included a series of activities designed to help better understand, prepare for, and influence the future.

RESULTS

Findings from a thorough search for indicators of change were synthesized into nine critical uncertainties and four plausible future scenarios. Analysis of these outputs elucidated three key challenges that may impact OSH research, policy, and practice during future disruptions: (1) data access, (2) direct-to-worker communications, and (3) mis- and dis-information management.

CONCLUSIONS

A robust strategic response is offered to address these challenges, and next steps are proposed to enhance OSH preparedness and institutionalize strategic foresight across the OSH community.

Assessing the impact of COVID-19 pandemic on the performance indicators of safety management using the analytic hierarchy process (AHP) in an electricity industry

Introduction

The importance of evaluating the performance of different management systems in industries necessitates examining the performance of the Health, Safety, and Environment (HSE) management system along with other management systems. Particularly during the COVID-19 pandemic, there is a greater need than ever to assess the impact of the COVID-19 spread on the performance of the HSE management system compared to before this pandemic. This research aims to investigate safety performance indicators (SPIs) on the performance of the HSE management system and the impact of the COVID-19 spread on these indicators.

Methods

This cross-sectional, descriptive-analytical study was conducted to evaluate the influence of the COVID-19 outbreak on the safety performance to revise the industry safety index in an electricity distribution company using the multi-criteria decision-making method before and after the disease epidemic in three stages. In the first part, the safety indicators were identified according to the comprehensive safety indicators available in the industries and experts' opinions. In the second part, safety indicators were ranked, weighted, and prioritized using the Analytic Hierarchy Process (AHP). In the third part, these indicators were calculated and compared in the periods before and after the outbreak of COVID-19.

Results

Two main criteria, namely the "effectiveness criterion" and the "applicability/calculation criterion", were identified for the evaluation and pairwise comparisons of performance indicators. Among these two criteria, the applicability/calculation criterion had higher priority and importance for the evaluation of indicators. Pairwise comparisons of the indicators indicated that the "accident frequency rate" and "safe T-factor" indicators (with weights of 0.238 and 0.023 respectively) had the highest and lowest priorities, respectively, for the assessment of organizational safety performance among the SPIs.

Conclusion

Based on the calculations of the indicators and their analyses before and after the outbreak of COVID-19, the current status of the safety performance of the HSE unit was not significantly affected by this pandemic. However, the investigations carried out while collecting the data needed to calculate the indicators and evaluate the performance of this unit demonstrated that some indicators were not considered sufficiently in the studied electricity industry. Since conducting regular performance evaluations greatly impacts the achievement of continuous improvement, more attention should be paid to compiled indicators, which should be periodically assessed in the organization to achieve continuous improvement.

The impact of COVID-19 pandemic on construction safety in China and the U.S.: A comparative study

Many studies indicated that the COVID-19 pandemic had significant impacts on construction safety. However, the studies had differing views on whether the pandemic increased or decreased construction safety performance. Furthermore, past studies did not adopt a comparative time series approach to evaluate the impact of the pandemic on construction safety. Thus, this study explores the differences in the impact of the COVID-19 pandemic on construction safety in China and the United States. This study used SciNet to forecast the number of construction accidents without the pandemic. Subsequently, the forecast was compared with the actual number of accidents since the outbreak, and the analysis showed a reduced number of construction accidents during the pandemic. However, there were minimal changes and even a slight worsening of fatality rates. Moreover, the correlation analyses showed that the effect of the pandemic on construction safety was weak and lagging. Construction safety was significantly affected by the pandemic in China, and the impact is relatively rapid. In comparison, outbreaks did not have a major impact on construction safety in the U.S. in the early stage. Since the pandemic is still raging worldwide, this research helps governments or project stakeholders formulate more targeted and data-driven safety countermeasures to improve construction safety during the crisis. The study also helps nations respond to future pandemics and crises to prevent adverse effects on construction safety.

Factors Affecting Preventive Behaviors for Safety and Health at Work during the COVID-19 Pandemic among Thai Construction Workers

Occupational health and safety risks are of major concerns in construction industry. The COVID-19 outbreak provides an additional risk that could drastically affect the safety risks and health of construction workers. Understanding the factors that affect the health and safety of construction workers is significant in reducing risky behaviors and enhancing worker preventive behaviors. Via integrating the Protection Motivation Theory (PMT) and the extended Theory of Planned Behavior (TPB), this study investigates the factors that affect preventive behaviors among construction workers during the COVID-19 pandemic in Bangkok, Thailand. A total of 610 Thai construction workers participated in an online questionnaire survey, which consisted of nine factors with 43 questions. Structure equation modeling (SEM) was adopted to analyze the causal relationships among the latent variable. The SEM results indicated that organizational support and knowledge about COVID-19 had significant (p < 0.0001) direct influences on perceived vulnerability and perceived severity. In addition, perceived vulnerability and perceived severity had significant direct influences on perceived behavioral control. Perceived severity had significant (p < 0.0001) direct influence on attitude towards behavior. Moreover, perceived behavioral control and attitude towards behavior had significant (p < 0.0001) direct influence on intention to follow the preventive measure. Furthermore, the intention to follow the preventive measure had significant (p < 0.0001) direct influences on the COVID-19 preventive behavior. Of note, organizational support and knowledge about COVID-19 had significant (p < 0.0001) indirect influence on COVID-19 preventive behavior. The findings of this study may assist project managers/supervisors and authorities in the construction industry in understanding the challenge during COVID-19 and possible similar epidemics in the future. In addition, conducting effective strategies would improve construction industry safety and promote preventive behaviors among construction workers.

Better safe than sorry: the role of anticipated regret and organizational ethical climate in predicting workplace safety behavior

Purpose

Based on the theory of reasoned action, this study aims to illustrate how employees’ safety behavior can be enhanced in the workplace by specifically examining how anticipated regret leads to workplace safety behavior and the contextual factor of organizational ethical climate.

Design/methodology/approach

The authors adopted a quantitative approach and designed their survey from validated scales in prior studies. Data were obtained from two different sources, including 149 employees and 31 immediate supervisors. Hierarchical linear modeling techniques were applied to test the hypotheses.

Findings

The results showed that anticipated regret was significantly related to safety compliance and safety participation; egoistic ethical climate was negatively correlated with safety compliance and safety participation, while benevolent ethical climate was only positively correlated with safety participation. For cross-level moderating effects, both benevolent and principle ethical climate moderate the relationship between anticipated regret and safety participation, whereas all three ethical climates did not moderate the relationship between anticipated regret and safety compliance.

Research limitations/implications

It contributes to current literature by identifying critical determinants of employees’ safety behavior, which would enable practitioners to manage safety in the workplace and foster a safe working environment. Specifically, fostering benevolent ethical climate can better promote employees’ perceptions of the importance of discretionary safety behavior.

Originality/value

This study suggests that organizational practitioners could use the salience of anticipated regret to promote the safety behavioral intentions of employees in the workplace. Further, the authors examined a multilevel framework, which elaborates individual- and organizational-level antecedents of employee safety behavior as well as the impact of cross-level interactions on employee safety behavior.

Demographic Influences on Perceived Stressors of Construction Workers during the COVID-19 Pandemic

Construction work is one of the most stressful occupations in the world, and the COVID-19 pandemic has only exacerbated this reality. This research conducted a detailed investigation on the perceived stressors of different demographic groups among construction workers. Empirical data were collected using a structured questionnaire in the Chinese construction industry. The empirical data were processed using both an independent sample t-test and an Analysis of Variance (ANOVA). The findings indicated that male workers reported greater workloads than did females. Married workers experienced more pandemic fear and job insecurity, and they were more sensitive to the poor working environment. Highly-educated workers were inclined to be more satisfied with organizational pandemic responses, and had lower job insecurity and role ambiguity, but they experienced heavier workloads. In addition, the differences in work experience and age were statistically significant with regards to job insecurity. This research contributes to the body of knowledge by giving a comprehensive understanding of demographic influences on perceived stressors among construction workers. It also provides valuable insights to identify sensitive demographic groups and promote their health and wellbeing during and after the pandemic.
