Identification, assessment and management of food-related microbiological hazards: historical, fundamental and psycho-social essentials

Food packaging during the COVID-19 pandemic: Consumer perceptions

While plastics play an important role in the safety, shelf-life, and affordability of many foods, their mismanagement as waste presents a serious environmental problem. In 2019, governments in Canada and globally were poised to take legislative action to curb the use of single-use plastics, with strong public support. However, the COVID-19 pandemic has since disrupted those initiatives as well as the public sentiment underlying them. The aim of our study is to measure changes in Canadian consumers' attitudes toward single-use plastic food packaging, from Summer 2019 to Summer 2020. The methodology relies on two, representative surveys of the Canadian population, carried out in May 2019 (n = 1,094) and in June 2020 (n = 977). Our measures explored potential impacts on consumer perceptions, driven both by new food safety concerns during the pandemic and also by increased price consciousness during a time of economic recession. We found that 55% of respondents were more concerned about food safety since COVID-19, and that 50% of respondents had become more price conscious when buying groceries. However, we found only a slight decline in motivation to reduce plastics - though with a sharper reduction among males. A stronger shift was seen in attitudes towards policy, where our results show a clear decline in support for tighter regulations or bans on single-use plastics, along with an increase in consumers' willingness to pay for biodegradable alternatives. These findings suggest a more difficult road ahead for legislative approaches, but also potential opportunities for market-based strategies and innovations in the food sector.

Guidance on the requirements for the development of microbiological criteria

The European Food Safety Authority asked the Panel on Biological Hazards (BIOHAZ) to deliver a scientific opinion providing: (i) a review of the approaches used by the BIOHAZ Panel to address requests from risk managers to suggest the establishment of microbiological criteria; (ii) guidance on the required scientific evidence, data and methods/tools necessary for considering the development of microbiological criteria for pathogenic microorganisms and indicator microorganisms; (iii) recommendations on methods/tools to design microbiological criteria and (iv) guidelines for the requirements and tasks of risk assessors, compared to risk managers, in relation to microbiological criteria. This document provides guidance on approaches when: (i) a quantitative microbial risk assessment (QMRA) is available, (ii) prevalence and concentration data are available, but not a QMRA model, and (iii) neither a QMRA nor prevalence and/or concentration data are available. The role of risk assessors should be focused on assessing the impact of different microbiological criteria on public health and on product compliance. It is the task of the risk managers to: (1) formulate unambiguous questions, preferably in consultation with risk assessors, (2) decide on the establishment of a microbiological criterion, or target in primary production sectors, and to formulate the specific intended purpose for using such criteria, (3) consider the uncertainties in impact assessments on public health and on product compliance and (4) decide the point in the food chain where the microbiological criteria are intended to be applied and decide on the actions which should be taken in case of non‐compliance. It is the task of the risk assessors to support risk managers to ensure that questions are formulated in a way that a precise answer can be given, if sufficient information is available, and to ensure clear and unambiguous answers, including the assessment of uncertainties, based on available scientific evidence.

Aerobic plate counts as a measure of hazard analysis critical control point effectiveness in a pork processing plant

A hazard analysis critical control point (HACCP) system was designed to identify specific hazards so that preventive and control measures to ensure the safety of a food could be implemented. Microbiological data generated through sampling were used to characterize the hygienic performance and to validate and verify the various HACCP plans. Aerobic plate counts (APCs) often are chosen as an indicator of the effectiveness of HACCP plans, because data for all aerobic bacteria are more easily collected than are data for pathogens of concern or other indicator organisms. However, it is not clear whether APCs are useful in verifying that a HACCP plan is working satisfactorily. In this study, APC data were collected from one pork-cutting plant in Korea both before and after the company initiated its HACCP plan. These APC data were used to compare microbiological differences and to determine the effect of any changes before and after implementing the HACCP plan. For this pork plant, after the HACCP plan was implemented the proportion of samples exceeding the 3 log CFU/cm2 limit dropped from 73.39 to 4.29% for the overall process. These results indicate that this plant improved its hygienic performance considerably and that the HACCP plan was an effective and valuable tool for achieving this improvement. The APC data were sufficient for validation and verification of the HACCP system that was successfully implemented to improve hygienic performance.

Microbiological sampling of poultry carcass portions by excision, rinsing, or swabbing

Groups of 25 skin-on thighs or skin-on, skinned, or tumbled breast portions of broiler chicken carcasses were sampled by excision of skin or muscle tissue, rinsing, or swabbing. Counts of total aerobic bacteria, coliforms, and Escherichia coli were recorded for each sample. For all types of carcass portions, the mean log counts and the total log counts obtained for each group of bacteria by excision or rinsing mostly differed by <0.5 log unit. However, the counts obtained by swabbing were generally >0.5 log unit lower than the smaller of the values obtained by the other two sampling methods.

The use of epidemiological data to direct resources in food safety control

In the United States, food-borne disease results in financial losses estimated at $2.9 to $6.7 billion annually as a result of illness that is due to six specific food-borne pathogens. A model is proposed that analyzes epidemiological data and highlights areas in food safety control that have the greatest impact on food-borne disease. The model identifies Critical Control Points for use by the food industry, prioritizes criteria for inspection of food processes by regulatory authorities, and provides a focus for food hygiene training programs and campaigns. The model also provides a cost-benefit analysis that can be used to direct resources that are used in food safety control in a cost-effective manner.

Enterococci at the crossroads of food safety?

Enterococci are gram-positive bacteria and fit within the general definition of lactic acid bacteria. Modern classification techniques resulted in the transfer of some members of the genus Streptococcus, notably some of the Lancefield's group D streptococci, to the new genus Enterococcus. Enterococci can be used as indicators of faecal contamination. They have been implicated in outbreaks of foodborne illness, and they have been ascribed a beneficial or detrimental role in foods. In processed meats, enterococci may survive heat processing and cause spoilage, though in certain cheeses the growth of enterococci contributes to ripening and development of product flavour. Some enterococci of food origin produce bacteriocins that exert anti-Listeria activity. Enterococci are used as probiotics to improve the microbial balance of the intestine, or as a treatment for gastroenteritis in humans and animals. On the other hand, enterococci have become recognised as serious nosocomial pathogens causing bacteraemia, endocarditis, urinary tract and other infections. This is in part explained by the resistance of some of these bacteria to most antibiotics that are currently in use. Resistance is acquired by gene transfer systems, such as conjugative or nonconjugative plasmids or transposons. Virulence of enterococci is not well understood but adhesins, haemolysin, hyaluronidase, aggregation substance and gelatinase are putative virulence factors. It appears that foods could be a source of vancomycin-resistant enterococci. This review addresses the issue of the health risk of foods containing enterococci.
