Uncertainties in incremental reactivities of volatile organic compounds

Issues with ozone attainment methodology for Houston, TX

To comply with the federal 8-hr ozone standard, the state of Texas is creating a plan for Houston that strictly follows the U.S. Environmental Protection Agency's (EPA) guidance for demonstrating attainment. EPA's attainment guidance methodology has several key assumptions that are demonstrated to not be completely appropriate for the unique observed ozone conditions found in Houston. Houston's ozone violations at monitoring sites are realized as gradual hour-to-hour increases in ozone concentrations, or by large hourly ozone increases that exceed up to 100 parts per billion/hr. Given the time profiles at the violating monitors and those of nearby monitors, these large increases appear to be associated with small parcels of spatially limited plumes of high ozone in a lower background of urban ozone. Some of these high ozone parcels and plumes have been linked to a combination of unique wind conditions and episodic hydrocarbon emission events from the Houston Ship Channel. However, the regulatory air quality model (AQM) does not predict these sharp ozone gradients. Instead, the AQM predicts gradual hourly increases with broad regions of high ozone covering the entire Houston urban core. The AQM model performance can be partly attributed to EPA attainment guidance that prescribes the removal in the baseline model simulation of any episodic hydrocarbon emissions, thereby potentially removing any nontypical causes of ozone exceedances. This paper shows that attainment of all monitors is achieved when days with observed large hourly variability in ozone concentrations are filtered from attainment metrics. Thus, the modeling and observational data support a second unique cause for how ozone is formed in Houston, and the current EPA methodology addresses only one of these two causes.

Technical challenges involved in implementation of VOC reactivity-based control of ozone

Controlling VOC emissions on the basis of their individual contribution to ozone formation has been subject to extensive discussion and research in past years, and the concept has gained some acceptance in the air pollution community for certain product categories and industrial operations. Despite its potential to decrease ozone formation, there are some technical challenges that still remain before we can confidently apply the concept of reactivity in the most beneficial manner to reduce ozone concentrations. The goal of this paper is to (1) assess how existing science in this area supports the use of reactivity, particularly, the maximum incremental reactivity, for VOC control under a national policy application and (2) identify where uncertainties exist that could affect such a policy. Box model and air quality model results are used to show that there are ways to describe a chemical's reactivity that are relatively robust across large geographic areas. Modeling results also indicate that the choice of metric is important in determining the potential benefits and detriments of a reactivity-based emission control policy.

Kinetic and mechanistic studies of the recombination of OH with NO2: Vibrational deactivation, isotopic scrambling and product isomer branching ratios

The kinetics and mechanism of the three-body recombination of OH with NO2 were studied using a pulsed laser photolysis pulsed laser induced fluorescence technique. The rate coefficients for deactivation of vibrationally excited OH (v = 1-5) by NO2 were found to be independent of vibrational level with a value of (6.4 +/- 0.3) x 10(-11) cm3 molecule s (-1) at 298 K. The rate coefficient for reaction of 18OH with NO2 was measured and found to be much faster than for unlabeled OH with a "zero pressure" rate of 1 x 10(-11) cm3 molecule(-1) s(-1) at 298 K and 273 K. Observation of temporal profiles of 16OH and 18OH suggest that isotopic scrambling in the initially formed [H18ON16O2] complex is complete on the microsecond time scale of our experiments. The rate coefficient for reaction of unlabeled OH with NO2 was measured at 413 K in 400 Torr of He. Biexponential temporal profiles were obtained and are consistent with a 10 +/- 3% yield of the weakly bound HOONO isomer.

Urban Ozone Control and Atmospheric Reactivity of Organic Gases

Control strategies for urban ozone traditionally have been based on mass reductions in volatile organic compounds (VOCs). Studies show, however, that some organic gas species (such as alkanes and alcohols) form an order of magnitude less ozone than equal mass emissions of others (such as alkenes and aldehydes). Chemically detailed photochemical models are used to assess uncertainty and variability in reactivity quantification. VOC control strategies based on relative reactivity appear to be robust with respect to nationwide variations in environmental conditions and uncertainties in the atmospheric chemistry. Control of selective organic gas species on the basis of reactivity can offer cost savings over traditional strategies.
