A Call for an Aloft Air Quality Monitoring Network: Need, Feasibility, and Potential Value

Changing precursor emission patterns in conjunction with stringent health protective air quality standards necessitate accurate quantification of nonlocal contributions to ozone pollution at a location due to atmospheric transport, that by nature predominantly occurs aloft nocturnally. Concerted efforts to characterize ozone aloft on a continuous basis to quantify its contribution to ground-level concentrations, however, are lacking. By applying our classical understanding of air pollution dynamics to analyze variations in widespread surface-level ozone measurements, in conjunction with process-based interpretation from a comprehensive air pollution modeling system and detailed backward-sensitivity calculations that quantitatively link surface-level and aloft pollution, we show that accurate quantification of the amount of ozone in the air entrained from aloft every morning as the atmospheric boundary layer grows is the key missing component for characterizing background pollution at a location, and we propose a cost-effective continuous aloft ozone measurement strategy to address critical scientific gaps in current air quality management. Continuous aloft air pollution measurements can be achieved cost-effectively through leveraging advances in sensor technology and proliferation of tall telecommunications masts. Resultant improvements in ozone distribution characterization at 400-500 m altitude are estimated to be 3-4 times more effective in characterizing the surface-level daily maximum 8-h average ozone (DM8O3) than improvements from surface measurements since they directly quantify the amount of pollution imported to a location and furnish key missing information on processes and sources regulating background ozone and its modulation of ground-level concentrations. Since >80% of the DM8O3 sensitivity to tropospheric ozone is potentially captured through measurements between 200 and 1200 m altitude (a possible design goal for future remote sensing instrumentation), their assimilation will dramatically improve air quality forecast and health advisories.

The air quality forecast rote: Recent changes and future challenges

Air quality forecasting is a recent development, with most programs initiated only in the last 20 years. During the last decade, forecast preparation procedure-the forecast rote-has changed dramatically. This paper summarizes the unique challenges posed by air quality forecasting, details the current forecast rote, and analyzes prospects for future improvements. Because air quality forecasts must diagnose and predict several pollutants and their precursors in addition to standard meteorological variables, it is, compared with weather forecasts, a higher-uncertainty forecast. Forecasters seek to contain the uncertainty by "anchoring" the forecast, using an a priori field, and then "adjusting" the forecast using additional information. The air quality a priori, or first guess, field is a blend of past, current, and near-term future observations of the pollutants of interest, on both local and regional scales, and is typically coupled with predicted air parcel trajectories. Until recently, statistical methods, based on long-term training data sets, were used to adjust the first guess. However, reductions in precursor emissions in the United States, beginning in the late 1990s and continuing to the present, eroded the stationarity assumption for the training data sets and degraded forecast skill. Beginning in the mid-2000s, output from modified numerical air quality prediction (NAQP) models, originally developed to test pollution control strategies, became available in near real time for forecast support. The current adjustment process begins with the analyses and postprocessing of individual NAQP models and their ad hoc ensembles, often in concert with new statistical techniques. The final adjustment step uses forecaster expertise to assess the impact of mesoscale features not resolved by the NAQP models. It is expected that advances in model resolution, chemical data assimilation, and the formulation of emissions fields will improve mesoscale predictions by NAQP models and drive future changes in the forecast rote.

IMPLICATIONS

Routine air quality forecasts are now issued for nearly all the major U.S. metropolitan areas. Methods of forecast preparation-the forecast rote-have changed significantly in the last decade. Numerical air quality models have matured and are now an indispensable part of the forecasting process. All forecasting methods, particularly statistically based models, must be continually calibrated to account for ongoing local- and regional-scale emission reductions.

Space-time analysis of the Air Quality Model Evaluation International Initiative (AQMEII) Phase 1 air quality simulations

This study presents an evaluation of summertime ozone concentrations over North America (NA) and Europe (EU) using the database generated from Phase 1 of the Air Quality Model Evaluation International Initiative (AQMEII). The analysis focuses on identifying temporal and spatial features that can be used to stratify operational model evaluation metrics and to test the extent to which the various modeling systems can replicate the features seen in the observations. Using a synoptic map typing approach, it is demonstrated that model performance varies with meteorological conditions associated with specific synoptic-scale flow patterns over both eastern NA and EU. For example, the root mean square error of simulated daily maximum 8-hr ozone was twice as high when cloud fractions were high compared with when cloud fractions were low over eastern NA. Furthermore, results show that over both NA and EU the regional models participating in AQMEII were able to better reproduce the observed variance in ambient ozone levels than the global model used to specify chemical boundary conditions, although the variance simulated by almost all regional models is still less that the observed variance on all spatiotemporal scales. In addition, all modeling systems showed poor correlations with observed fluctuations on the intraday time scale over both NA and EU. Furthermore, a methodology is introduced to distinguish between locally influenced and regionally representative sites for the purpose of model evaluation. Results reveal that all models have worse model performance at locally influenced sites. Overall, the analyses presented in this paper show how observed temporal and spatial information can be used to stratify operational model performance statistics and to test the modeling systems' ability to replicate observed temporal and spatial features, especially at scales the modeling systems are designed to capture.

IMPLICATIONS

The analyses presented in this paper demonstrate how observed temporal and spatial information can be used to stratify operational model performance and to test the modeling systems' ability to replicate observed temporal and spatial features. Decisions for the improvement of regional air quality models should be based on the information derived from only regionally representative sites.

A FRAMEWORK FOR EVALUATING REGIONAL-SCALE NUMERICAL PHOTOCHEMICAL MODELING SYSTEMS

This paper discusses the need for critically evaluating regional-scale (~200-2000 km) three-dimensional numerical photochemical air quality modeling systems to establish a model's credibility in simulating the spatio-temporal features embedded in the observations. Because of limitations of currently used approaches for evaluating regional air quality models, a framework for model evaluation is introduced here for determining the suitability of a modeling system for a given application, distinguishing the performance between different models through confidence-testing of model results, guiding model development, and analyzing the impacts of regulatory policy options. The framework identifies operational, diagnostic, dynamic, and probabilistic types of model evaluation. Operational evaluation techniques include statistical and graphical analyses aimed at determining whether model estimates are in agreement with the observations in an overall sense. Diagnostic evaluation focuses on process-oriented analyses to determine whether the individual processes and components of the model system are working correctly, both independently and in combination. Dynamic evaluation assesses the ability of the air quality model to simulate changes in air quality stemming from changes in source emissions and/or meteorology, the principal forces that drive the air quality model. Probabilistic evaluation attempts to assess the confidence that can be placed in model predictions using techniques such as ensemble modeling and Bayesian model averaging. The advantages of these types of model evaluation approaches are discussed in this paper.
