Abstract
Photosensitizer design of luminescent terbium (Tb(III)) complexes with narrow bandwidths is important for advancing luminescent materials. In this study, we report an effective photosensitizer model in a thermally populated lowest excited triplet (T1) state during Tb(III) emission. The Tb(III) complex comprises a Tb(III) ion (serving as an emission center), hexafluoroacetylacetonates (acting as photosensitizer ligands), and bulky cyclohexyl group-attached phosphine-oxide-type ligands (functioning as an oxygen barrier system). Emission properties including emission and excitation spectra, ligand-excited emission quantum yields, and emission lifetimes were evaluated in the absence and presence of oxygen. Coordination geometry structures were determined through analysing single-crystal structures. The electronic structure based on 4f-orbitals was estimated from radiative rate constants and quantum chemical calculations. The bulky phosphine oxide ligand not only provides an oxygen barrier system but also induces an electronic structural modulation based on 4f-orbitals, allowing for effective photosensitized Tb(III) emission in a thermally populated ligand T1 state in air.

Abstract
Oxygen quantification using luminescence has attracted considerable attention in various fields, including environmental monitoring and clinical analysis. Among the reported luminophores, trivalent lanthanide complexes have displayed characteristic narrow emission bands with high brightness. This bright emission is based on photo-sensitized energy transfer via organic triplet states. The organic triplet states in lanthanide complexes effectively react with the triplet oxygen, enabling oxygen quantification by lanthanide luminescence. Some TbIII and EuIII complexes with slow deactivation processes have also formed the excited state equilibrium, thus resulting in the emission-lifetime based oxygen sensing property. The combination of TbIII /EuIII emission, EuIII /SmIII emission, EuIII /ligand phosphorescence, and ligand fluorescence/ligand phosphorescence provide the ratiometric oxygen-sensing properties. Moreover, the reaction generates singlet oxygen species which exhibit numerous applications in the photo-medical field. The ligands with large π-conjugated aromatic systems, such as porphyrin, phthalocyanine, and polyaromatic compounds, induces highly efficient oxygen generation. The combination of effective luminescence with singlet-oxygen generation by the lanthanide complexes render them suitable for photo-driven theranostics. This review summarizes the research progress of lanthanide complexes with efficient oxygen-sensing and singlet-oxygen generation properties.

Abstract
In this work, we synthesized a polydimethylsiloxane membrane containing two emitter groups chemically attached to the membrane structure. For this, we attached the anthracene group and the [Eu(bzac)3] complex as blue and red emitters, respectively, in the matrix via hydrosilylation reactions. The synthesized membrane can be used as a bifunctional temperature and oxygen ratiometric optical probe by analyzing the effects that temperature changes and oxygen levels produce on the ratio of anthracene and europium(III) emission components. As a temperature probe, the system is operational in the 203-323 K range, with an observed maximum relative sensitivity of 2.06% K-1 at 290 K and temperature uncertainties below 0.1 K over all the operational range. As an oxygen probe, we evaluated the ratiometric response at 25, 30, 35, and 40 °C. These results show an interesting approach to obtaining bifunctional ratiometric optical probes and also suggest the presence of an anthracene → europium(III) energy transfer, even though there is no chemical bonding between species.

Abstract
A dissolved oxygen sensor was developed based on time-domain lifetime measurement with an oxygen sensing film. The oxygen sensing film was fabricated by embedding PtOEP in a highly stable and highly hydrophobic fluorinated matrix synthesized from methacrylate, fluorinated methacrylate, and 3-(tris(trimethylsilyloxy)silyl)propyl methacrylate via free radical polymerization. The fluorinated methacrylate provided the high stability and the 3-(tris(trimethylsilyloxy)silyl)propyl methacrylate provided the extra hydrophobicity. The PtOEP was excited using pulsed signals from a green-light LED and the fluorescence lifetime was evaluated by time-domain lifetime measurement. The dynamical quenching of fluorescence response by dissolved oxygen was calibrated using the Stern-Volmer plot with a high [[EQUATION]] ratio of 5.68 and a Stern-Volmer constant of 0.112 mg -1 dm 3 . It was demonstrated that the dissolved oxygen sensing film showed high stability under the varied excitation intensity and long-term stability in the accelerated aging experiment and the repeated freeze-thaw-cycling tests.

Abstract
We report a detailed characterization of Eu3+ and Tb3+ complexes derived from a tripyridinophane macrocycle bearing three acetate side arms (H3tpptac). Tpptac3- displays an overall basicity (∑ log KiH) of 24.5, provides the formation of mononuclear ML species, and shows a good binding affinity for Ln3+ (log KLnL = 17.5-18.7). These complexes are also thermodynamically stable at physiological pH (pEu = 18.6, pTb = 18.0). It should be noted that the pGd value of Gd-tpptac (18.4) is only slightly lower than that of commercially available MRI contrast agents such as Gd-dota (pGd = 19.2). Moreover, a very good selectivity for these ions over the endogenous cations (log KCuL = 14.4, log KZnL = 12.9, and log KCaL = 9.3) is observed. The X-ray structure of the terbium complex shows the metal coordinated by the nine N6O3 donor set of the ligand and one inner-sphere water molecule. DFT calculations result in two Eu-tpptac structures with similar bond energies (ΔE = 0.145 eV): one structure in which the water is coordinated to the metal ion and one structure in which the water molecule is farther away from the ion, bound to the ligand with an OH-π bond. By detailed luminescence experiments, we demonstrate that the europium complex in aqueous solution presents a hydration equilibrium between nine-coordinate, dehydrated [Eu-tpptac]0 and ten-coordinate, monohydrated [Eu-tpptac(H2O)]0 species. A similar trend is observed for the terbium complex. Despite the presence of this hydration equilibrium, the H3tpptac ligand sensitizes Eu3+ and Tb3+ luminescence efficiently in buffered water at physiological pH. Particularly, the terbium complex displays a long excited-state lifetime of 2.24 ms and an overall quantum yield of 33% with a brightness of 3600 M-1 cm-1. Such features of Ln3+ complexes of H3tpptac indicate that this platform appears to be particularly appealing for the further development of luminescent lanthanide labels.

Abstract
The delocalization of spin populations (DSPs) could be used to describe the dependence of oxygen sensitivity on the molecular structures of Ir(iii) complexes. And excellent operational stability of an Ir(iii) oxygen sensing film is presented.
