Location Optimization of Emergency Station for Dangerous Goods Accidents Considering Risk

Emergency station is very important for emergency rescue work in hazardous chemical accidents. In order to ensure the efficiency of emergency rescue work, the setting characteristics and objectives of the emergency station should be comprehensively considered. A bi-level programming model of emergency station location for hazardous chemical accidents is established in this paper. The optimization objectives of the model include the minimum risk of emergency station location, the minimum construction and operation cost, the minimum weighted path distance, and the highest coverage level. Based on the NSGA-II algorithm, the model solving technology is designed and applied to the case analysis. The obtained results showed that the efficiency of emergency rescue is continuously improving with the increase in the number of emergency stations.

Optimization of Shelter Location Based on a Combined Static/Dynamic Two-Stage Optimization Methodology: A Case Study in the Central Urban Area of Xinyi City, China

Determining how to reasonably allocate shelters in the central area of the city and improve evacuation efficiency are important issues in the field of urban disaster prevention. This paper introduces the methodology and mathematical model from the field of crowd emergency evacuation to shelter location optimization. Moreover, a shelter location optimization method based on the combination of static network analysis and dynamic evacuation simulation is proposed. The construction costs and evacuation times are taken as the objective functions. In the first stage, based on the static network analysis, a circular evacuation allocation rule based on the gravity model is proposed, and the genetic algorithm is then designed to solve the feasible schemes with the lowest shelter construction costs. In the second stage, the evacuation time is taken as the optimization objective. The age differences of refugees, the selection of evacuation routes, and the behavior of adults helping children and the elderly are simulated in a dynamic evacuation simulation model. The traditional social force model is improved to conduct a regional evacuation simulation and determine the optimal scheme with the shortest evacuation time. Finally, the central urban area of Xinyi City, Jiangsu Province, China, is taken as an empirical case.

Distributionally robust optimization for fire station location under uncertainties

Emergency fire service (EFS) systems provide rescue operations for emergencies and accidents. If properly designed, they can decrease property loss and mortality. This paper proposes a distributionally robust model (DRM) for optimizing the location of fire stations, the number of fire trucks, and demand assignment for long term planning in an EFS system. This is achieved by minimizing the worst-case expected total cost, including fire station construction cost, purchase cost for fire trucks, transportation cost, and penalty cost for not providing adequate service. The ambiguity in demands and travel durations distributions are captured through moment information and mean absolute deviation. A cutting plane method is used to solve the problem. Due to fact that it is computationally intensive for larger problems, two approximate methods are introduced; one that uses linear decision rules (LDRs), and another that adopts three-point approximations of the distributions. The results show that the heuristic method is especially useful for solving large instances of DRM. Extensive numerical experiments are conducted to analyze the model’s performance with respect to different parameters. Finally, data obtained from Hefei (China) demonstrates the practical applicability and value of the model in designing an EFS system in a large metropolitan setting.

A Review of Incident Prediction, Resource Allocation, and Dispatch Models for Emergency Management

In the last fifty years, researchers have developed statistical, data-driven, analytical, and algorithmic approaches for designing and improving emergency response management (ERM) systems. The problem has been noted as inherently difficult and constitutes spatio-temporal decision making under uncertainty, which has been addressed in the literature with varying assumptions and approaches. This survey provides a detailed review of these approaches, focusing on the key challenges and issues regarding four sub-processes: (a) incident prediction, (b) incident detection, (c) resource allocation, and (c) computer-aided dispatch for emergency response. We highlight the strengths and weaknesses of prior work in this domain and explore the similarities and differences between different modeling paradigms. We conclude by illustrating open challenges and opportunities for future research in this complex domain.

Study on the Allocation of a Rescue Base in the Arctic

Risk assessment and emergency responses to ensure the safety of ships crossing the Arctic have gained tremendous attention in recent years. However, asymmetry in the probability that people will receive aid when navigating through the Arctic still exists because of the unsystematic allocation of rescue bases in the Arctic. At the same time, no study has proposed an overall solution to the problem of allocating rescue bases in the Arctic region to safeguard people’s interests. In this paper, we investigated the main natural factors affecting the safety of ship navigation in the Arctic based on the statistics of ship accidents in the Arctic from 1995 to 2004. The navigation risk of the Arctic was then assessed based on these natural factors, reflecting the need for rescue at all locations in the Arctic. Next, 37 cities with good infrastructure were selected among those along the Arctic as candidate locations for rescue bases. Finally, a new model was constructed based on the Set Covering Location Model, Double Covering Location Model, and P-Median Model to determine the optimal allocation of rescue bases in the Arctic. The rescue bases covered all the areas in the Arctic, and minimized cost in terms of distance and other economic factors. In addition, the constructed model ensured that two rescue bases were allocated to the areas with high navigation risk.
