Gender, resistance and land: interlinked struggles over resources and meanings in South Asia

Examining the Gender Dynamics of Green Grabbing and Ejido Privatization in Zacatecas, Mexico

The ejido is the most important form of collectively owned property in Mexico; approximately half of the country's territory belongs to ejidatarios of whom women make up roughly 20%. Recent legal reforms aimed at privatizing the ejido are forcing ejidatarios/as to sell or rent their lands to corporations seeking to invest in oil, mining, and energy production. This paper examines the gender impacts of land privatization for renewable energy generation in two ejidos of Zacatecas, Mexico: El Orito and Benito Juárez. The first agreed to rent their lands to a private company while the other did not. Results show that land rentals benefitted a handful of ejidatarios, while the people affected the most include male stone miners, ejidatarias who were excluded from decision-making, and women who obtain food and fuel from ejido common lands. Benito Juárez served as a good point of comparison because its common lands were not privatized, and people continue to use them in traditional ways. However, people in Benito Juárez also hold different bundles of rights to common lands based on gender, economic status and age. The paper calls for a gender and intersectional approach to continue examining the differentiated impacts of ejido privatization in Mexico.

Could Mapping Initiatives Catalyze the Interpretation of Customary Land Rights in Ways that Secure Women’s Land Rights?

Although land forms the basis for marginal livelihoods in Sub-Saharan Africa, the asset is more strategic for women as they usually hold derived and dependent rights to land in customary tenure areas. Initiatives to secure women’s land tenure in customary areas are undermined by the social embeddedness of the rights, patriarchy, lack of awareness by the communities, legal pluralism, and challenges of recording the rights. As pressure on customary land tenure increases due to foreign and local land-based investment interests, land titling initiatives, tourism, and mineral resources exploration, communities and women within them are at real risk of losing their land, the basis of their livelihoods. Women stand to lose more as they hold tenuous land rights in customary land tenure areas. Accordingly, this study analyzes case studies of selected mapping initiatives in Sub-Saharan Africa to interrogate the extent to which mapping both as a cadastral exercise and emerging practice in the initiation of participatory land governance initiatives, catalyze the transmission of customary land rights in ways that have a positive impact on women’s access to land in customary land tenure areas. The results indicate that mapping initiatives generate opportunities, innovations, and novel spaces for securing women’s access to land in customary tenure areas which include catalyzing legislative changes and facilitating technology transfer, increasing awareness of women’s interests, providing opportunities for women to participate in decision-making forums, providing a basis for securing statutory recognition for their land rights, and improving natural resource stewardship. The potential challenges include the community’s capacity to sustain the initiatives, the expense of the technology and software, widespread illiteracy of women, power asymmetries and bias of the mapping experts, increased vulnerability of mapped land to exploitation, the legal status of the maps in the host community and /or country, compatibility with existing land recording systems, statutory bias in recording land rights and the potential of mapping initiatives to unearth existing land boundary conflicts. These challenges can be mediated by sensitive planning and management to ensure real and sustainable land tenure security for women. The paper contributes to debates around customary land tenure dynamics, specifically the issues pertaining to registration of primary and derived customary rights to land. These includes policy debates and choices to be made about how best to secure tenuous customary land rights of women and other vulnerable people. The paper also contributes to our understanding of what instruments in land registration toolkits might strengthen women’s land rights and the conditions under which this could be done.

Going global: Indian adolescents’ eating patterns

Objective

To describe adolescents’ eating patterns of traditional, global/non-local and mixed foods, and the factors that may influence food consumption, access and preferences, in a globalizing city.

Design

A representative sample of school-going adolescents completed a cross-sectional survey including an FFQ designed to identify traditional and global foods. Student’sttest and ordinal logistic regression were used to examine weekly food intake, including differences between boys and girls and between adolescents attending private and public schools.

Setting

Vijayapura city, Karnataka State, India.

Subjects

Adolescents (n399) aged 13–16 years.

Results

Compared with dietary guidelines, adolescents consumed fruit, green leafy vegetables, non-green leafy vegetables and dairy less frequently than recommended and consumed energy-dense foods more frequently than recommended. Traditional but expensive foods (fruits, dairy, homemade sweets and added fat) were more frequently consumed by private-school students, generally from wealthier, more connected families, than by public-school students; the latter more frequently consumed both traditional (tea, coffee, eggs) and mixed foods (snack and street foods;P≤0·05). Girls reported more frequent consumption of global/non-local packaged and ready-to-eat foods, non-green leafy vegetables and added fat than boys (P≤0·05). Boys reported more frequent consumption of eggs and street foods than girls (P≤0·05).

Conclusions

Adolescents’ eating patterns in a globalizing city reflect a combination of global/non-local and traditional foods, access and preferences. As global foods continue to appear in low- and middle-income countries, understanding dietary patterns and preferences can inform efforts to promote diversity and healthfulness of foods.

Impediments to Women in Post-civil War Economic Growth in Sri Lanka

This policy-oriented article is an ethnographic study of the impact of the economic growth on women in the Eastern and Northern Provinces of Sri Lanka in the aftermath of the civil war. Preliminary indications are that the resurgent economic growth in the former conflict-affected regions have had very limited positive impact on women in terms of livelihood opportunities and economic empowerment. The impediments to realizing the opportunities by women are identified through ethnographic investigation and a consultative process with key stakeholders. Programmes and projects could and should be developed to address the profound difficulties faced by women in taking advantage of the opportunities spurred by the resurgent regional economies of Sri Lanka during the post-civil war era.

A neoliberalisation of civil society? Self-help groups and the labouring class poor in rural South India

This paper notes the prominence of self-help groups (SHGs) within current anti-poverty policy in India, and analyses the impacts of government- and NGO-backed SHGs in rural North Karnataka. It argues that self-help groups represent a partial neoliberalisation of civil society in that they address poverty through low-cost methods that do not challenge the existing distribution of power and resources between the dominant class and the labouring class poor. It finds that intra-group savings and loans and external loans/subsidies can provide marginal economic and political gains for members of the dominant class and those members of the labouring classes whose insecure employment patterns currently provide above poverty line consumption levels, but provide neither material nor political gains for the labouring class poor. Target-oriented SHG catalysts are inattentive to how the social relations of production reproduce poverty and tend to overlook class relations and socio-economic and political differentiation within and outside of groups, which are subject to interference by dominant class local politicians and landowners.
