Organic Foods on the Public Plate: Technical Challenge or Organizational Change?

Benefits, limitations and implementation issues for integrating organic foods into hospital foodservices: a systematic review

BACKGROUND

Public institutions have the opportunity to implement environmental sustainability policies through leveraging their buying potential. Given the role of hospitals within the food system, the implementation of sustainable initiatives into hospital foodservices is a priority. Compared to conventional agricultural methods, organic food production uses more sustainable practices and warrants consideration for utilisation in hospitals. This systematic review aimed to synthesise the published literature to identify benefits, limitations and implementation issues regarding the use of organic foods in hospital foodservice settings.

METHODS

The review protocol was prospectively published (PROSPERO registration CRD42022322245) and reported consistent with Preferred Reporting Items for Systematic reviews and Meta-Analyses (PRISMA) guidelines. A systematic search of four databases was undertaken for papers published from January 2000 to March 2022; key outcome data were extracted and synthesised. Study quality was assessed using the Quality Criteria Checklist for Primary Research or the Critical Appraisal Skills Programme checklist.

RESULTS

After review of 4102 titles/abstracts and 113 full-text papers, the final library comprised 10 papers of moderate to high quality. The implementation of organic foods increased quality in addition to environmental sustainability improvements. The price premium, additional production requirements, change to kitchen routines and concerns with food quality and security of supply were reported as barriers. Government targets for increasing organic food, organisational support, and staff knowledge and training supported implementation.

CONCLUSIONS

This review identified opportunities for the implementation of organic foods into hospital foodservices, but there are numerous barriers to be overcome through strategies including organisational support and staff training.

Addressing Sustainability within Public Procurement of Food: A Systematic Literature Review

Public procurement has been recognized as a tool to promote more sustainable production and consumption practices. As such, an increasing body of literature has become available in recent years focusing on the sustainable public procurement of food. This article reviews the literature on the sustainable public procurement of food with the aim to analyze how sustainability is framed. This is done by analyzing what aspects of sustainability are emphasized and what practices are identified as sustainable. A systematic literature review was conducted between the years 2000 and 2020, identifying 103 articles. Results from the literature review indicate that the focus has primarily been on studies to evaluate and explore policy and good practices for procuring sustainable foods. A dominant focus on specific foods types and origins, e.g., those locally sourced and organic foods, is highlighted by a large share of the literature to address all three sustainability pillars. We observed that most articles focus on all three pillars of sustainability (environmental, social, and economic), addressing different aspects and types of foods, although the focus varied depending upon geographic location. Despite many studies identifying opportunities and potential, few articles assess the sustainability or outcomes of procurement processes through quantitative or qualitative methods or how actors in the procurement process can improve procurement toward more sustainable foods. This indicates a need for further case studies and guidelines to measure the development, progress, and performance of public food procurement.

A Local Gap in Sustainable Food Procurement: Organic Vegetables in Berlin’s School Meals

Organic and local food plays an important role in the discussion of sustainable public procurement for school catering services. The present study investigates the value chain supplying school catering with organic produce, using the organic vegetable industry in the Berlin-Brandenburg region in Germany as an example. The qualitative case study employs a structuration theory approach to explore value chain actors’ perspectives and their practices. Data is collected by conducting 14 in-depth interviews with actors on different supply chain levels (farming, wholesale, and catering) and analyzed by means of qualitative content analysis. The results suggest that, while organic food is generally important in school catering in Berlin, locally produced organic vegetables play only a minor role. A constraining factor is the lack of incentives for the use of locally produced organic food in the procurement guidelines, combined with a very limited budget for sourcing. Also, there are no preprocessing facilities in the region, while work organization in school catering services depends heavily on preprocessed food. From a farmers’ perspective, focusing on process grade vegetables is rarely a common marketing strategy.

The effectiveness of the Danish Organic Action Plan 2020 to increase the level of organic public procurement in Danish public kitchens

OBJECTIVE

To measure the effect of organic food conversion projects on the percentage of organic food used in Danish public kitchens participating in the Danish Organic Action Plan 2020.

DESIGN

The current longitudinal study was based on measurements of organic food percentages in Danish public kitchens before and after kitchen employees participated in conversion projects.

SETTING

Public kitchens participating in the nine organic food conversion projects under the Danish Organic Action Plan 2020, initiated during autumn 2012 and spring 2013 and completed in summer 2015.

SUBJECTS

A total of 622 public kitchens.

RESULTS

The average (median) increase in organic food percentage from baseline to follow-up was 24 percentage points (P<0·001) during an overall median follow-up period of 1·5 years. When analysing data according to public kitchen type, the increase remained significant for seven out of eight kitchens. Furthermore, the proportion of public kitchens eligible for the Organic Cuisine Label in either silver (60-90 % organic food procurement) or gold (90-100 % organic food procurement) level doubled from 31 % to 62 %, respectively, during the conversion period. Conversion project curriculum mostly included elements of 'theory', 'menu planning', 'network' and 'Organic Cuisine Label method' to ensure successful implementation.

CONCLUSIONS

The study reports significant increases in the level of organic food procurement among public kitchens participating in the Danish Organic Action Plan 2020. Recommendations for future organic conversion projects include adding key curriculum components to the project's educational content and measuring changes in organic food percentage to increase the chances of successful implementation.

Wellbeing at work among kitchen workers during organic food conversion in Danish public kitchens: a longitudinal survey

BACKGROUND

In 2011, the Danish Ministry of Food, Agriculture and Fisheries launched the Danish Organic Action Plan 2020 intending to double the organic agricultural area in Denmark. This study aims to measure experienced physical and psychological wellbeing at work along with beliefs and attitudes among kitchen workers before and after participating in educational training programmes in organic food conversion.

METHOD

This longitudinal study applied an online self-administered questionnaire among kitchen workers before and after the implementation of an organic food conversion programme with 1-year follow-up. The study targeted all staff members in the participating public kitchens taking part in the organic food conversion process funded by the Danish Organic Action Plan 2020.

RESULTS

Of the 448 eligible kitchen workers, 235 completed the questionnaire at baseline (52%) and 149 at follow-up (63% of those surveyed at baseline). No substantive differences between baseline and follow-up measurements of organic food conversion were detected on physical or psychological wellbeing at work. Kitchen workers reported a significant improvement in the perceived food quality, motivation to work and application of nutritional guidelines. Reported organic food percentages for the kitchens also increased significantly (P< 0.001) and a shift from using ready-made food products to producing more food from base was indicated.

CONCLUSION

Within 1 year, a significant increase in motivation to work among kitchen staff was observed with no substantive changes in physical or psychological wellbeing at work identified. The results support the Danish Organic Action Plan 2020 and initiatives of similar kind.

The Danish Organic Action Plan 2020: assessment method and baseline status of organic procurement in public kitchens

Objective

With political support from the Danish Organic Action Plan 2020, organic public procurement in Denmark is expected to increase. In order to evaluate changes in organic food procurement in Danish public kitchens, reliable methods are needed. The present study aimed to compare organic food procurement measurements by two methods and to collect and discuss baseline organic food procurement measurements from public kitchens participating in the Danish Organic Action Plan 2020.

Design

Comparison study measuring organic food procurement by applying two different methods, one based on the use of procurement invoices (the Organic Cuisine Label method) and the other on self-reported procurement (the Dogme method). Baseline organic food procurement status was based on organic food procurement measurements and background information from public kitchens.

Setting

Public kitchens participating in the six organic food conversion projects funded by the Danish Organic Action Plan 2020 during 2012 and 2013.

Subjects

Twenty-six public kitchens (comparison study) and 345 public kitchens (baseline organic food procurement status).

Results

A high significant correlation coefficient was found between the two organic food procurement measurement methods (r=0·83, P<0·001) with measurements relevant for the baseline status. Mean baseline organic food procurement was found to be 24 % when including measurements from both methods.

Conclusions

The results indicate that organic food procurement measurements by both methods were valid for the baseline status report of the Danish Organic Action Plan 2020. Baseline results in Danish public kitchens suggest there is room for more organic as well as sustainable public procurement in Denmark.
