Parenting style, young driver compliance and the imposition of additional driving restrictions within graduated driver licensing systems

Provisional (or intermediate) drivers do not always comply with graduated driver licensing restrictions and road laws. The aim of this study was to explore the effect of parenting style on young driver compliance with licensing restrictions. Two surveys, the first a sample of parents of provisionally licensed drivers (n = 101) from Queensland and the Australian Capital Territory (Australia), while the second, and separate sample, was of provisionally licensed drivers (n = 132) from Queensland. A series of regression analyses identified that parents who reported higher levels of control were more likely to feel responsible for their child's driving and to have a child that complied with licensing restrictions. Parents who reported higher levels of support were more likely to offer their child practical assistance in order to help them to comply with licensing restrictions. Young drivers who reported that their parents had higher levels of control were more likely to indicate that they complied with restrictions. Given that parenting style appears to influence provisional driver compliance with licensing requirements, there may be an opportunity to develop interventions to enhance compliance.

Graduated Driver Licensing: An international review

Graduated driver licensing (GDL) aims to gradually increase the exposure of new drivers to more complex driving situations and typically consists of learner, provisional and open licence phases. The first phase, the learner licence, is designed to allow novice drivers to obtain practical driving experience in lower risk situations. The learner licence can delay licensure, encourage novice drivers to learn under supervision, mandate the number of hours of practice required to progress to the next phase and encourage parental involvement. The second phase, the provisional licence, establishes various driving restrictions and thereby reduces exposure to situations of higher risk, such as driving at night, with passengers or after drinking alcohol. Parental involvement with a GDL system appears essential in helping novices obtain sufficient practice and in enforcing compliance with restrictions once the new driver obtains a provisional licence. Given the significant number of young drivers involved in crashes within Oman, GDL is one countermeasure that may be beneficial in reducing crash risk and involvement for this group.

The role of parents and non-parents in the supervision of learner drivers in Australia

The purpose of this study was to contrast the role of parental and non-parental (sibling, other family and non-family) supervisors in the supervision of learner drivers in graduated driver licensing systems. The sample consisted of 522 supervisors from the Australian states of Queensland (n=204, 39%) and New South Wales (n=318, 61%). The learner licence requirements in these two states are similar, although learners in Queensland are required to accrue 100h of supervision in a log book while those in New South Wales are required to accrue 120h. Approximately 50 per cent of the sample (n=255) were parents of the learner driver while the remainder of the sample were either siblings (n=72, 13.8%), other family members (n=153, 29.3%) or non-family (n=114, 21.8%). Parents were more likely than siblings, other family or non-family members to be the primary supervisor of the learner driver. Siblings provided fewer hours of practice when compared with other supervisor types while the median and mode suggest that parents provided the most hours of practice to learner drivers. This study demonstrates that non-parental supervisors, such as siblings, other family members and non-family, at least in jurisdictions that require 100 or 120h of practice, are important in facilitating learner drivers to accumulate sufficient supervised driving practice.

Views of parents of teenagers about licensing policies: a national survey

OBJECTIVE

During the past two decades, many changes in licensing policies have been made in U.S. states, and more are being discussed. The views of parents of teenagers can inform debates about what licensing provisions should be considered and how well they will be received. The objective was to obtain the views of a nationally representative sample of parents of teenagers on a wide range of licensing practices.

METHODS

Parents were interviewed via the internet in early 2010. Participants were 1226 parents of 15- to 18-year-olds drawn from a nationally representative panel of U.S. households recruited using probability-based sampling. The panel included cell phone-only households, and Internet access was provided to those without it. Weighting procedures were applied to ensure that participants reflect the national population.

RESULTS

Parents generally favored licensing policies that are as strong as or stronger than exist in any U.S. jurisdiction, including higher permit and licensing ages, long learner periods with high practice hour requirements, plus strong and long-lasting night and passenger restrictions. The majority of parents approved of tougher driving tests, including a test to graduate to full license status (75%), enhanced penalties for traffic violations (94%) and violations of graduated licensing restrictions (78%), cell phone and texting bans (96-98%), and, to a somewhat lesser extent, license status identifiers (decals) on vehicles (65%) and the application of graduated licensing rules to novice drivers 18 and older (61%). Parents in the Northeast were significantly more supportive of older learner's permit and restricted driving ages than parents in other regions, and parents in the West were more supportive of strong passenger restrictions.

CONCLUSIONS

Results suggest that many parents will support comprehensive licensing policies. Many of these policies are known to reduce teenage crash involvement. For others, research evidence of their effects is lacking and needs to be established.
