Abstract
OBJECTIVE This study aimed to investigate the prevalence and pattern of traffic offenses associated with driving under the influence of drugs (DUID) in 31 provinces of mainland China. METHODS Traffic offenses were extracted from the nationally representative court file disclosure website. Drivers convicted of traffic offenses associated with DUID were included. The monthly percentage change (MPC) in rates was estimated by fitting negative binomial regression models to assess the time trends. Moran's I was used to determine the correlations of DUID-related rates among surrounding provinces. RESULTS In total, 896 individuals convicted of DUID offenses were identified (April 2007 to March 2022). Of these, 769 individuals were involved in traffic crashes, and they killed 629 people. Regarding the types of drugs, 638 used amphetamine-type stimulants (ATS; methamphetamine, 3,4-methylenedioxymethamphetamine, amphetamine, and tenamfetamine), 104 used ketamine, 104 used opioids (heroin, morphine, methadone, codeine, and tramadol), 20 used caffeine, 4 used tetrahydrocannabinol, and 1 used gamma-hydroxybutyric acid. The offense trends among overall drug users (MPC, -1.1; p < .001) declined from 2014 to 2020. The trends also decreased for DUID-related traffic crashes (-1.5; p < .001) and deaths (-1.7; p < .001) during the same period. Except in three provinces, ATS-related offense rates were higher than opioid-related offense rates. Ketamine-related offense rates showed a significant positive correlation among the surrounding provinces (Moran's I, 0.22; p < .01), and South China had the highest ketamine-related offense rates. CONCLUSIONS In the sample, the case fatality rate was 70.7%, which was a strong indicator of underreporting, and most minor DUID-related offenses could not be captured by Chinese court files. The frequency of drug screening tests for people should be increased. The traffic police in Qinghai, Tibet, and Xinjiang should always be equipped with fast screening test kits for drugs, which could increase the possibility of identifying DUID offenders.

Abstract
As a policy that is widely used worldwide, Vision Zero is a long-term strategic goal for road safety in China. The aim of this paper is to examine the literature in the field of Vision Zero retrieved by the Web of Science (WOS) Core Collection database from 1997 to 2021 based on mapping knowledge domain (MKD) and bibliometric methods. In this paper, we analyzed the overall development level of Vision Zero at different stages using the statistical analysis of the distribution of literature years. Based on the analysis, four major research directions of Vision Zero are obtained through keywords co-occurrence analysis, including "Vision Zero in road safety", "vulnerable road users' risks", "effect of speed on severity", and "responsibility management for crashes". Furthermore, we explore the influence and development potential of each country and region of Vision Zero based on the number and citation frequency of the literature, and the distribution of time dimensions. Among the research topics, all countries and regions are clustered into four clusters, and the current status of Vision Zero for countries in the most influential clusters, which include Sweden, the United States, Australia, China, and Norway, have been presented. Finally, an analysis of road safety in China is carried out, which includes displaying the changes in the number of road accidents, fatalities, and serious injuries in China between 2009 and 2018, comparing the fatalities per 10,000 vehicles and the fatalities per 100,000 people between China and other countries, and describing China's strategic routes toward Vision Zero.

Abstract
INTRODUCTION Driving under the influence (DUI) increases the probability of motor-vehicle collisions, especially for motorcycles with less protections. This study aimed to identify commonalities and differences between criminally DUI offenses (i.e., with a blood alcohol concentration (BAC) of 80 mg/dL or higher) committed by motorcyclists and car drivers. METHODS A total of 10,457 motorcycle DUIs and 8,402 car DUIs were compared using a series of logistic regression models, using data extracted from the documents of adjudication decisions by the courts of Jiangsu, China. RESULTS The results revealed that offenders from the high-BAC group (i.e., 200 mg/dL or higher) accounted for more than 20% of the total DUI offenses, and were more likely to be involved in a crash and punished with a longer detention. Motorcyclists had a higher likelihood of crash involvement, and were also more likely to be responsible for single-vehicle crashes associated with higher odds of injury sustained, compared to alcohol-impaired car drivers. In the verdict, motorcycle offenders were more likely to receive a less severe penalty. CONCLUSIONS Interventions are clearly required to focus on reducing in the high-BAC group of offenders. For alcohol-impaired motorcyclists, their risks of crash and injury against BAC climb more steeply than the risks for car drivers. The factors including frequent occurrences, uncertainty of detection, and short-term sentences may weaken the deterrence effect of the criminalization of motorcycle DUI. Practical Applications: The traffic-related adjudication data support traffic safety analysis. Strategies such as combating motorcycle violations (e.g., unlicensed operators or driving unsafe vehicles), undertaking education and awareness campaigns, are expected for DUI prevention.

Abstract
Road traffic crashes cause fatalities and injuries of both drivers/passengers in vehicles and pedestrians outside, thus challenge public health especially in big cities in developing countries like China. Previous efforts mainly focus on a specific crash type or causation to examine the crash characteristics in China while lacking the characteristics of various crash types, factors, and the interplay between them. This study investigated the crash characteristics in Shenzhen, one of the biggest four cities in China, based on the police-reported crashes from 2014 to 2016. The descriptive characteristics were reported in detail with respect to each of the crash attributes. Based on the recorded crash locations, the land-use pattern was obtained as one of the attributes for each crash. Then, the relationship between the attributes in motor-vehicle-involved crashes was examined using the Bayesian network analysis. We revealed the distinct crash characteristics observed between the examined levels of each attribute, as well the interplay between the attributes. This study provides an insight into the crash characteristics in Shenzhen, which would help understand the driving behavior of Chinese drivers, identify the traffic safety problems, guide the research focuses on advanced driver assistance systems (ADASs) and traffic management countermeasures in China.

Aim
This study was performed within an international organization (IO), headquartered in Washington, D.C. The employees are facing great risks during their missions abroad, where developing countries are the most common travel destination. The IO conducted a staff road safety survey in 2008 and based a road safety policy on the results of this survey. In 2017, a follow-up survey investigated the impact of the policy implementation. The aim of this study was to investigate the effect of that policy.
Subjects and methods
This study is based on two cross-sectional road safety surveys conducted by the IO’s Staff Road Safety Task Force. The study population consisted of both regular employees and consultants based at country offices (CO) worldwide. The number of reported road traffic crashes and near-crashes (nearly had a crash), as well as road safety behavior, was compared between these two surveys. The analysis was performed from a gender perspective. High-risk countries were identified based on the number of reported road traffic crashes and near-crashes.
Results
Over a period of nine years, the incidence rates had dropped from 1.6 to 0.7 road traffic crashes per 1000 travel days and from 14 to 8.9 near-crashes per 1000 travel days. Seat belt usage had increased from 70% to 80%. There were no major differences between male and female respondents. Developing countries had the highest travel adjusted event rates.
Conclusion
The findings of this study suggest that the policy had a positive impact on road safety among CO staff within the IO.

Abstract
UNLABELLED Driving under the influence of alcohol (DUIA) is a significant factor contributing to road traffic crashes, injuries, and fatalities. Although the effects of alcohol on driving performance are widely acknowledged, studies of the effects of alcohol impairment on driving performance and particularly on the control system of Chinese adults are rare. This study attempts to evaluate the effects of alcohol on the driving performance of Chinese adults using a driving simulator. METHOD A double-blind experimental study was conducted to evaluate the effects of alcohol impairment on the driving performance of 52 Chinese participants using a driving simulator. A series of simulated driving tests covering two driving modules, including emergency braking (EB) and following braking (FB), at 50km/h and 80km/h were performed. Linear mixed models were established to evaluate driving performance in terms of braking reaction time (BRT), the standard deviation of lateral position (SD-LANE), and the standard deviation of speed (SD-SPEED). RESULTS Driving performance in terms of BRT and SD-LANE was highly correlated with the level of alcohol consumption, with a one-unit increase in breath alcohol concentration (BrAC) degrading BRT and SD-LANE by 0.3% and 0.2%, respectively. Frequent drinkers generally reacted faster in their BRT than less-frequent drinkers and non-drinkers by 10.2% and 30.6%, respectively. Moreover, alcohol impairment had varying effects on certain aspects of the human control system, and automatic action was less likely to be affected than voluntary action from a psychological viewpoint. CONCLUSION The findings should be useful for planning and developing effective measures to combat drink driving in Chinese communities.

Abstract
OBJECTIVE Driving after drinking is one of the main causes associated with road accidents in China. China has been concerned about this serious problem and updated the regulations of road traffic safety law about driving after drinking 3 times in the last 10 years to deter this offense. The deterrence effect of the current punishment measures implemented since January 2013 was studied in this article. METHODS Data applied in the study were collected by questionnaire surveys carried out in Chongqing, a city in southwest China. A total of 329 drivers participated in 3 rounds of the survey and a 5-point scale rating was applied in the investigation. RESULTS There was a slight difference between drivers' familiarity of the law regarding driving after drinking in April 2013 and April 2014. The perceived certainty of being caught for driving after drinking was higher in April 2013 than in April 2014 and it had a time-dependent decreasing tendency. Our investigations also show that license suspension is the most practical and effective measure and penalty points system ranks second. A monetary fine appears to be inefficient to achieve the desired effects. CONCLUSIONS The fourth edition of the Road Traffic Safety Law of the People's Republic of China, which took effect in January 2013 coinciding with the application of random breath testing and intensification of enforcement activity, is effective in deterring driving after drinking according to our investigation. More measures should be implemented to change the decreasing tendency of perceived certainty of being caught for driving after drinking. An increase in the monetary fine is suggested.
