The Situation of Hazardous Materials Accidents during Road Transportation in China from 2013 to 2019

The safety situation of hazardous materials (hazmat) accidents during road transportation in China is severe and very serious accidents occurred frequently. Such accidents not only have a huge impact on the environment but also have serious consequences for people and the economy, such as fires and explosions. Therefore, it is necessary to understand the characteristics and laws of road transport accidents of hazmat systematically. This paper investigated 2777 hazmat transportation accidents in China from 2013 to 2019 to identify the characteristics, consequences, and causes of the accident. The results show that August (10.05%) and December (9.76%) are the peak periods of hazmat transportation accidents, while most hazmat transportation accidents occurred in the early morning (6:00-9:00 a.m.) and at noon (9:00 a.m.-12:00 p.m.) hours. For the geographical location, the accidents mainly occurred in the east China (34.35%) and the northwest China areas (14.87%). The main types of hazmat transportation accidents were rollover (35.36%), rear-end (22.58%), and collision (14.87%), where the probability of a major leak was high. The most common hazmat transportation accidents involve gas (17.79%), flammable liquid (56.07%), and corrosive substance (12.28%). The most common consequences of the hazmat transportation accidents were leakage (80.34%), followed by fire release (8.32%) and explosion release (2.34%). Human factor (26.74%) is the main cause of hazmat transportation accidents. These findings could help hazmat transportation managers and planners develop appropriate measures for improving hazmat transportation safety.

Work-Related Injuries Reported toWorkers Compensation Fund in Tanzania from 2016 to 2019

Quality data on the magnitude and determinants of work-related injuries is an important element in the development of appropriate preventative strategies. However, there have been many challenges in obtaining quality information on work-related injuries in the developing countries. This archival study based on the data from workers' compensation registry from the year 2016 to 2019 aimed at determining trends and factors associated with work-related injuries (WRI). Data from 4578 WRI claims reported to Workers Compensation Fund (WCF) in Tanzania were analyzed. As expected, this new workers' compensation system had increasing participation from inception in 2016 through 2019, resulting in increasing numbers of fatal and non-fatal work-related claims. Motor traffic accidents, machine faults and falls were the most reported causes of WRI. Males had more than 2-fold increased odds of sustaining fatal injuries compared to females. More than 6-fold increased odds of fatal injuries were observed for injuries occurring during conveyance. Explosions, motor traffic accidents, and falls were more likely to result into fatal injuries. Increased odds of fatal injuries were observed in workers from transportation and storage sector; information and technology; construction and building; and electricity, gas, and steam sectors, as well as among teachers, drivers, office workers, and security guards. The current study offers some insights regarding trends and associated factors that are vital in planning and implementation of appropriate preventative strategies for work-related injuries in Tanzania.

Assessing the accuracy of the death certificate injury at work box for identifying fatal occupational injuries in Michigan

BACKGROUND

Death certificates contain a box labeled "Injury at Work" which is to be marked "Yes" for all fatal occupational injuries. The accuracy of this box in Michigan is not fully characterized.

METHODS

The accuracy of the Injury at Work box on the Michigan death certificate was compared to deaths identified from 2001 through 2016 by the Michigan Fatality Assessment and Control Evaluation multi-source surveillance system. The sensitivity was calculated across this time period, while specificity and positive and negative predictive values were derived for 2011-2016. Univariate and multivariate regression were used to examine differences in the sensitivity over time and across demographic variables, industry, and the type of death.

RESULTS

We found a sensitivity for the Injury at Work box of 73.1% among 2156 deaths. The sensitivity showed a significant declining trend over the 17 years, from 79.8% to 63.1%. Sensitivity varied significantly across incident type (aircraft, animal-related, drug overdose, motor vehicle, and suicides having particularly lower sensitivities, and electrocutions, falls, and machine-related incidents having higher sensitivities), and industry sector (construction, manufacturing, public safety, transportation, and trade sectors having higher sensitivities, and agriculture and services sectors showing lower sensitivities). Across nearly all categories the sensitivity was significantly below 1.

CONCLUSIONS

The Injury at Work box on the Michigan death certificate was often incorrectly completed and has become less accurate with time, though the degree of this inaccuracy varies by the industry of the victim and the type of incident.

Motor vehicle towing: An analysis of injuries in a high-risk yet understudied industry

OBJECTIVES

National fatality rates for commercial tow truck operators exceed those of other first responders who also perform traffic incident management services. The objectives of the current study are to (1) characterize causal factors associated with injuries among commercial tow truck operators engaged in roadside assistance through analysis of coded and free text data obtained from U.S. Occupational Safety and Health Administration (OSHA) investigation files, and (2) utilize supplemental data sources to analyze environmental factors for injuries in which commercial tow truck operators were struck by roadway traffic.

METHODS

Searches of OSHA's online IMIS database were performed to identify investigations of incidents in which tow truck operators were injured while performing roadside assistance duties. Freedom of Information Act (FOIA) requests were submitted to obtain full investigation files for each case. Coded and narrative text analyses were performed to identify causal themes across the identified cases.

RESULTS

One-hundred and six cases of tow truck operators being killed or severely injured were identified in IMIS; 41 FOIA requests for related investigation documents were fulfilled. Two major event type themes were identified which accounted for 9 in 10 of the cases identified. These were (1) 'struck-by' incidents, which were primarily injuries resulting from contact with roadway traffic, rolling vehicles and equipment or other non-motorized objects; and (2) 'caught-in or -between' incidents, which were primarily injuries resulting from being pinned beneath and between vehicles and being caught in moving parts.

CONCLUSIONS

The towing industry should provide initial and refresher safety training on vehicle loading and unloading, defensive techniques when exposed to traffic on roadways, and proper wheel chocking and braking procedures. States should include tow trucks as a first responder vehicle type in their "Move Over" laws and implement public awareness campaigns to protect all first responders, including tow truck operators.
