Abstract
BACKGROUND AND OBJECTIVES This research aims to examine the current level of soft and hard Total Quality Management (TQM) at Shahroud University of Medical Sciences and explore the factors contributing to its success. METHODS The present cross-sectional study included 462 university managers and employees selected by stratified random sampling method in 2022. The participants were asked to answer TQM, soft TQM, and hard TQM questionnaires. The data were analyzed using ANOVA and chi-square tests, Pearson's correlation coefficient, and structural equation modeling. RESULTS Managers made up 73 of the participants (15.8%). The average score for TQM was 143.02 ± 11.56, soft TQM 52.47 ± 9.35, and hard TQM 36.49 ± 9.54. There was no statistically significant variation in the mean score of hard TQM, soft TQM, and TQM based on gender or course completion. There was a strong and positive link between the scores of soft TQM, hard TQM, and TQM. Leadership commitment, employee suggestion systems, problem-solving groups, information quality, and preventive maintenance were strongly associated with quality management in the structural equation model. CONCLUSION Given the university's average level of TQM implementation, it appears that steps should be taken to improve the evaluation process and provide feedback to employees. Steps should also be taken toward improving the commitment of senior management to implementing and enhancing the system of employee suggestions, establishing problem-solving groups, and training job duties. TQM can assist employees and increase the quality of the information to improve the university's rank in quality management.

Abstract
Rapid urbanization poses challenges to meet the increased water supply demands. Apart from the quantity, the distributed water quality often fails to meet the permissible level. This study aimed to conduct a citywide spatio-temporal variation of water quality parameters. Water sampling points were selected by applying the Analytical Hierarchical Process (AHP) technique using ArcGIS considering pipe leakage, source water quality, pipe age, and pipe materials. The Chattogram city comprises 397 km of pipes; pipe material distribution shows 71.28% PVC, 20.94% asbestos, 5.16% mild steel, 2.17% ductile, and 0.45% cast iron. The citywide pipe network was established in 1963; 20.87% of pipes aged over 30 years, 15.07% 20-30 years, 26.38% 10-20 years, and 37.68% pipelines are relatively new, i.e., within 0-10 years. Eight water quality parameters, i.e., pH, temperature, turbidity, biochemical oxygen demand after five days (BOD5), total coliform, fecal coliform, chloride, and residual chlorine, were collected from the secondary source cross-checked by field survey. Computation of the Water Quality Index (WQI) was interpolated using Inverse Distance Weighted (IDW) method to generate a WQI map. Thus, this study could be a basis to improve the treatment system and proper distribution network maintenance.

Abstract
PurposeThis manuscript concentrates on addressing the success and failure factors to satisfy the small- and medium-sized enterprises (SMEs) need when facing challenges during the implementation of the quality management systems (QMSs) such as lack of both the financial and human resources and inadequate technical knowledge of quality management and employee indifference.Design/methodology/approachThis research employs a mixed-method research approach in three different steps. First, based on interviews and a review of previous research, a list of critical factors influencing the success and failure of QMS implementation in SMEs is provided. After conducting the interview and extracting the results, a quantitative questionnaire is recruited as a complementary tool to demonstrate the accuracy of the literature review and interview findings and to increase the validity and reliability of the data. By applying the exploratory factor analysis (EFA) method, the factors affecting the failure and success of QMS implementation are identified separately. In the third step, a focus group meeting is used to name the factors and identify the relationships among them. The relationships among the factors are also shown using the concept map. Finally, after conducting the focus group meeting, several key issues have been extracted from practice and literature to realize the critical success and failure factors.FindingsThe current study reveals that the factors supporting the SMEs during the implementation of the QMSs may be classified into nine groups. Of these, six factors are related to critical success factors (CSFs), and three factors are related to critical failure factors (CFFs).Originality/valueThere have been several studies developed and conducted to address the success factors supporting the QMSs in SMEs. However, the scope of these studies has only been set on either qualitative or quantitative approaches. Hence, the proposed method presented in this essay, which is, in turn, a new contribution, attempts to use a combined approach based on both the semistructured interviews and survey methods. The results of this study can be used as a reference by scholars and practitioners to identify the relevant issues of QMSs and their application in SMEs.

Abstract
Purpose
The purpose of this paper is to investigate the factors that are important for improving the performance of ISO 9001 certified small- and medium-sized service enterprises (SMSEs).
Design/methodology/approach
Preliminary research questions were set on the basis of a literature review and then submitted to a Delphi panel of experts. The results from the Delphi panel were transformed into hypotheses in the form of a survey. A sample comprising 115 Italian SMSEs answered the survey, which also included specific fields for qualitative notes. The hypothesis tests used 95% confidence intervals, and notes and suggestions from the respondents were also collected.
Findings
The findings relate to the role and responsibilities of the quality manager, as well the entrepreneur and partners, the quality of the enterprise culture, training, awareness concerning process key performance indicators, visual management and modern digitised documentation and communication. Furthermore, criticisms emerged regarding the ISO 9001 standard in terms of cost of quality measurement, day-to-day improvement and problem-solving.
Research limitations/implications
This research is limited to SMSEs. The limitations of this research open avenues for further research. In particular, many suggestions from the respondents seem generalisable to other industries and also to large manufacturing firms.
Practical implications
The findings of this research could be used as a guideline for implementing ISO 9001 in the SMSE sector. Moreover, some of the criticisms could be taken into account for the next revision of the ISO 9001 standard.
Originality/value
This is one of the first papers to discuss important factors for improving the performance of ISO 9001 in the SMSE sector.

Abstract
Purpose
The purpose of this paper is to classify the total quality management (TQM) practices and position them based on their importance in the implementation of TQM in steel industries for obtaining improved business performance and customer satisfaction.
Design/methodology/approach
The study undergoes a deep literature review to recognise the TQM practices necessary for the implementation of TQM in the steel industry. The identified 17 practices were grouped under three activities such as “breakthrough activities”, “improvement activities” and “routine operational and maintenance activities” with experts’ suggestion. The positioning of 17 TQM practices and 3 activities of TQM was done using an analytical hierarchy process (AHP) technique as per their relevance in TQM implementation.
Findings
The findings of the research show that though all the 17 practices and 3 activities of TQM play a vital role in the successful implementation of TQM in steel industries, breakthrough activities have gained more weightage as compared to the other two activities. Top management commitment, quality system and continuous improvement are relatively more important than the other practices.
Research limitations/implications
The research has limitation analogous to the AHP technique. The technique considers all the sub-sets of each nod to be independent from each other, whereas in real world this does not stand true.
Practical implications
The study positions the TQM practices and activities on the basis of their relevance in TQM implementation in the steel industry, thus helping the managers in understanding which practice has to give how much importance for TQM implementation in steel industries. By following the practices according to the weights, the managers can achieve the results desired from TQM implementation.
Originality/value
The study gives the implementation priorities of TQM practices in the steel industry. To the best knowledge of researcher, it is the first study in the steel sector for TQM implementation. The lacuna was reported by the literature, and the researcher has made an attempt to fill that gap.

Abstract
Purpose
Building on the sociotechnical systems theory (STS), the purpose of this paper is to investigate the direct impacts of the social and technical QMs (ISO 9001) practices on both incremental and radical product innovation and the direct relationships relaying QMs (ISO 9001) as a sociotechnical system with incremental and radical product innovation.
Design/methodology/approach
The paper opted for a survey instrument to collect quantitative data from 82 Moroccan certified ISO 9001 firm. A partial least squares structural equation modeling (PLS-SEM) was used to test the research hypotheses.
Findings
Results show that the social and technical QMs (ISO 9001) practices do not have a significant relationship with incremental and radical product innovation when they are taken in isolation. However, when ranged together to constitute a whole sociotechnical system of QMs (ISO 9001), QMs (ISO 9001) prove to have a strong positive and significant impact on incremental product innovation and a weak positive and significant impact on radical product innovation.
Research limitations/implications
Because of the small sample size that might weaken the significance of the results and the use of cross-sectional data, this research may lack a large statistical generalizability vis-à-vis the analytical generalization.
Practical implications
The results provide useful implications for managers, suggesting that in order to develop their product innovation, they must ensure that both QMs (ISO 9001) social and technical practices achieve a high level of integration without allowing some quality practices to take over.
Originality/value
Based on the STS, this study is the first to focus primarily on the role of the multi-dimensional structure of QMs (ISO 9001), i.e. social and technical practices, in incremental and radical product innovation.

Abstract
Purpose
The purpose of this paper is to frame an empirical model with the priority of implementing soft critical successful factors (CSFs) of total quality management (TQM) in Chinese manufacturing companies.
Design/methodology/approach
In total, 23 hypotheses regarding the relationships among TQM factors and business results have been developed through literature review and are tested using the structural equation modelling (SEM). The data used in this study are collected from 228 manufacturing companies in the central area of China.
Findings
Of the 23 hypotheses, 11 were statistically significant, and according to the empirical results a conceptual framework complying to Chinese condition is constructed and discussed in the finding parts to group soft CSFs of TQM into different levels of importance.
Research limitations/implications
Researchers can use the framework to further study soft CSFs of TQM in detail, and extend it to explore their impact mechanism for a clearer and deeper understanding of the TQM.
Practical implications
The empirical framework for soft CSFs of TQM provides a new perspective for managers to implement the soft CSFs and optimise the quality management system of their manufacturing companies.
Originality/value
This research uses multiple, distinct indicators for each soft factor to test an elaborate SEM model of the relationships among them, according to the empirical results constructs a holistic framework classifying the importance level of soft CSFs of TQM, which is novel and subjected with Chinese condition and manufacturing characteristics.

Abstract
Purpose
The purpose of this paper is to explore the effects of innovation orientation (IO) on both the implementation levels of soft and hard lean management (LM), as well as innovation performance. It also aims at exploring the effects of soft and hard LM on innovation performance.
Design/methodology/approach
The study analyzes survey data collected as a part of a high-performance manufacturing (HPM) project from 238 international manufacturing companies in eight countries and three industries. Exploratory factor analysis and confirmatory factor analysis were applied to assess construct validity. The study hypotheses were tested using structural equation modeling.
Findings
The results demonstrated that innovation-oriented companies tend to adopt aspects of both soft and hard LM. However, the results revealed an insignificant effect of soft and hard LM on innovation performance. The study also showed that innovation performance is positively influenced by an IO. These results indicate that having an IO is vital for enhancing both LM as well as innovation performance. They also evidently suggest that LM is more related to continuous improvement (incremental innovation) rather than (radical) innovation and, as such, is not important for firm’s intent on enhancing their innovation performance.
Practical implications
The current study demonstrates that IO and LM are complementary and not contradicting strategies. The two strategies share many cultural aspects, similarities and commonalities. However, LM is not sufficient to predict innovation performance. Managers of the surveyed manufacturing firms are advised to focus on IO, as it has beneficial impacts on both LM (continuous improvement initiatives) as well as innovation performance. This clearly indicates that placing the emphasis upon radical (innovative) improvement rather than incremental improvement (LM practices) is believed to support continuous and innovative improvement alike.
Originality/value
The relationship between LM and innovation is debated in the existing literature, but the debate is characterized by a lack of empirical evidence. This is one of the first studies that empirically investigates the relationships between IO, LM and innovation performance. It identifies some new insights to direct future research, particularly regarding different innovation types as well as in service organizations.

Abstract
PurposeThe purpose of this paper is to investigate the impact of hard total quality management (TQM) practices on operational performance dimensions in manufacturing organizations.Design/methodology/approachThe study was designed in the Jordanian manufacturing sector. Organizations that are familiar with hard TQM practices specifically that had already implemented ISO 9001 certificate were randomly surveyed through structured questionnaire, yielded a sample of 40 responding organizations. Principal component factor analysis was used to analyze hard TQM practices implementation and organizations operational performance dimensions. As a result, specific hard TQM practices and operational performance dimensions were extracted. The hard TQM practices that significantly influence operational performance dimensions were tested using simple and multiple linear regression analysis.FindingsThe research findings showed that hard TQM practices in manufacturing sector include; continuous improvement, statistical process control (SPC), process management and quality tools and techniques. Meanwhile, operational performance dimensions include; quality and inventory management performance. Also, the findings showed that continuous improvement and SPC practices play a major role in obtaining the desired results of operational performance.Research limitations/implicationsThree limitations can be identified in this research, using subjective measures of TQM practices and operational performance, low response rate and using a sample of organizations from various industries. This paper can help Jordanian manufacturing organizations to foster proper practices and make the right decisions related to operational performance.Originality/valueThis study describes a reliable hard TQM model that can be used by manufacturing organizations to improve their operational performance. Also, the results of this study contribute to prior literature and recommend some best practices for manufacturing organizations.

PurposeThe purpose of this paper is to present a new conceptual framework for service organizations to achieve sustainable business performance through strategic quality orientation and innovation capabilities on the basis of relevant literature review and integration of various innovation and business sustainability theories and models. The study tests if the strategic quality orientation enhances innovation capabilities in terms of exploitation and explorative innovation, which, in turn, can lead to sustainable business growth. Mediating impact of innovation capabilities between strategic quality orientation and sustainable business growth relationship is also examined.Design/methodology/approachA conceptual framework was developed to test and establish these relationships. Results were analyzed based on 442 questionnaires collected from five different service industries of Pakistan, and the structural equation modeling technique was used to empirically test the conceptual framework.FindingsThe results indicate that strategic quality orientation directly affects innovation capabilities and sustainable business growth and also indirectly impacts sustainable business growth through its effect on innovation capabilities.Practical implicationsThe study suggests service organizations can jointly implement quality and innovation using a structured approach, with strategic quality orientation as the foundation. In this way, they can leverage from their strategic quality management, supplier relationship, corporate quality culture, continual improvement and people management in order to ensure innovation and sustainability in their business growth.Originality/valueThe study integrates strategic quality orientation and innovation capabilities, and validates a new organizational framework through empirical examination which can be used by service organizations to ensure their sustainable business growth.

Abstract
Purpose
The purpose of this paper is to provide a conceptual framework for the development of total quality management (TQM) model for service organizations considering both internal and external environmental factors.
Design/methodology/approach
Through an extensive literature search, it is found that despite a large body of knowledge on TQM, there is hardly any research undertaken on the model of service quality including all external and internal factors that can affect the impact of soft and hard TQM factors on organizations performance. So, a systematic literature review has been conducted to extract the relevant journal articles for the study purpose.
Findings
The conceptual model fills this yawning gap and presents a framework of integrated relationships based on several constituent models. These are soft TQM factors, hard TQM factors and organizational performance. Moreover, quality improvement, market benefits, R&D performance and quality performance are used as mediators while industry rivalry and entry barriers are used as moderators between soft and hard TQM and organizational performance. The seven propositions, derived from these elements, highlight the dynamic relationship between above mentioned constructs.
Research limitations/implications
One major limitation is the testing of this model. It has not been tested in any environment or organization to assess its validity. Future research can be done to test the developed hypotheses. Besides three journals, other journals can also be focused in future to get detailed insight into different factors. Impact of IT on organizational processes toward TQM can also be studied in future. More rigorous statistical tests can also be applied to generate more findings with an extension of review time period and selection of more journals.
Practical implications
The model developed in this study can be applied in any service organization with slight modifications to enhance the service quality of organizations by integrating both internal and external aspects for quality improvement. By adopting this framework, organizations can increase their production quality.
Originality/value
This proposed framework will help organizations to effectively implement TQM in their organizations considering internal and external organizational factors.

Abstract
Purpose
– The purpose of this paper is to explore the influence of human factors in quality management on quality improvement practices and organisational performance in the Yemeni industrial sector.
Design/methodology/approach
– Data were collected via a quantitative survey with a questionnaire distributed to 261 managers from 87 industrial companies. Replies from 210 managers give a response rate of 80 per cent. Data were analysed with Statistical Package for the Social Sciences 16.0, including factor analysis, reliability analysis, descriptive statistics, and correlation analysis. Structural equation modelling was carried out using Amos to evaluate the model and hypotheses.
Findings
– Human factors influence positively quality improvement practices and organisational performance. Quality improvement practices positively influence organisational performance. Human factors indirectly and significantly influence organisational performance via the mediator of quality improvement practices.
Research limitations/implications
– The findings will be useful to both researchers and managers, especially those in Yemeni industrial companies. For further work, this study can be expanded to cover companies in other Middle East countries, and it may include more human factors.
Originality/value
– The study is one of a few that investigate the influence of human factors on quality management. Additionally, this study is the first to carry out such research in the Yemen and the Middle East region.

Abstract
Purpose
– The purpose of this paper is to identify the perception of total quality management (TQM) benefits, practices and obstacles in Kuwaiti industrial organizations certified against ISO 9001:2000 (or later) and following a TQM approach. A discrepancy in perception between project managers (PMs) and quality management representatives (QMRs) of organizations in the Gulf Cooperation Council countries has already been identified (Jaeger and Adair, 2013), and this study compares the perception of these two groups in more depth.
Design/methodology/approach
– Extensive representatives of both groups have been individually interviewed, a classification system for TQM benefits, practices and obstacles has been developed, and interview responses have been analyzed against this classification system.
Findings
– It emerges that all responses matched one of the benefits, obstacles and practices of the classification system. Comparing the total group of PMs with the total group of QMRs, it was found that both groups agree on their perception of the most important practice (i.e. an implemented management system) and, the biggest obstacle (i.e. lack of employee involvement). However, they disagree on their perception of the most important TQM benefit (i.e. PMs prefer quality of products and services, and QMRs prefer productivity).
Originality/value
– The results of the total groups and sub-groups give new insights regarding the different perceptions of PMs and QMRs. Also, the results enable practitioners of these two functions to discuss the differences and align their perceptions. This should increase the effectiveness of the TQM approach in their organizations. Finally, the results allow management consultants to focus on areas with high potential for improvements.

Abstract
Purpose
– This paper aims to advance in the knowledge of the EFQM model as a framework for implementing total quality management (TQM). To do so, the work identifies the soft-hard TQM factors in the EFQM model, investigates the relationships between these factors and analyses their influence on key business results.
Design/methodology/approach
– The methodology used is factorial analysis and structural equations – specifically the partial least squares technique. The sample is made up of 116 private firms. TQM is an integral management philosophy which is based on a set of social and technical factors that must be put into practice through a reference framework, such as the one in the EFQM model.
Findings
– The work empirically identifies three dimensions that correspond to the soft-hard TQM factors (management and human resources, strategic management of partnerships and resources and processes management). Furthermore, it shows how these dimensions make up a management system that has a significant effect on key business results.
Research limitations/implications
– The main limitations are to be found in the sample used – private firms from a specific geographical context.
Practical implications
– The research model facilitates the design of a management system for professionals and orientates them in its implementation and improvement with a view to influencing key results.
Originality/value
– The data have been obtained from the scores of the processes of self-assessment and external assessment followed by firms that were candidates for excellence awards. The work empirically identifies the social and technical factors implied in the EFQM model and their relationships. Moreover, it presents the effect on a type of result that has not been analysed very much: key results (economic, financial, innovation or processes improvement).

Abstract
PurposeThe purpose of this paper is to provide insights into the relationship between ISO 9001 conformance of suppliers and the quality of products they provide, within a procurement system of a manufacturer operating under contracts with the US Department of Defense.Design/methodology/approachChi‐square tests of independence were performed to compare the receipt acceptance rate of material provided by ISO 9001‐conforming suppliers to that of non‐ISO 9001‐conforming suppliers, for more than 46,000 receipts representing 21 material commodity groups provided by almost 800 suppliers. Acceptance of receipts required conformance to both hardware and paperwork requirements. Tests were also performed on data subsets, to determine the impact of ISO 9001 conformance on product quality for each of the 21 material commodity groups, for manufacturers versus distributors, and for two material control levels.FindingsFor the overall data set, and for the majority of data subsets analyzed, the product quality of non‐ISO 9001‐conforming suppliers was significantly better than that of ISO 9001‐conforming suppliers. When only hardware non‐conformances were considered to cause rejections, the results were similar, but effect sizes were generally smaller.Research limitations/implicationsThe quantities of receipts and suppliers included in this investigation were very large; however, care should be exercised in generalizing the results, because of the potential influence of the defense industry‐related requirements imposed upon the material and the suppliers.Originality/valueThis is believed to be the first paper to investigate the impact of ISO 9001 conformance on product quality using a large quantity of actual product data, for both ISO 9001‐conforming and non‐ISO 9001‐conforming suppliers, in contrast to numerous assessments of quality impact performed using interview and survey data.

Abstract
The farmers’ community in Bangladesh is one of the most deprived ones in terms of economy and access to social facilities. An agricultural market information service (AMIS) can be one of the important tools for reducing such social inequality by integrating the farmers with their markets more efficiently. Following the failure of a web-based AMIS initiated by the Government of Bangladesh and considering the wide availability of cellular networks, a mobile phone based AMIS was implemented on a pilot basis in some remote villages in Bangladesh. This paper evaluates the efficiency and effectiveness of this mobile service in terms of users, technology, process and facilitating conditions in a rural context. In general this is an interpretive case study as well as an evaluation research which is based on two small scale surveys and observations. Based on a literature review, a conceptual model is also applied for a systematic evaluation. Findings show that effectiveness of a rural e-service depends on the design and delivery of the service in accordance with the individual’s information needs, adaptive technologies with easy accessibility within a given infrastructure, affordable services with a rational business model, adequate awareness and efficient communication with the respective community.
