Guidance for management competency identification and development in the health context: a systematic scoping review

BACKGROUND

Using management competency-based frameworks to guide developing and delivering training and formal education to managers has been increasingly recognized as a key strategy in building management capacity. Hence, interest in identifying and confirming the competency requirements in various contexts have been witnessed. Therefore, learnings from how competency studies were designed and conducted, how competencies were identified, and strategies in ensuring success in competency identification are of great value to researchers planning and conducting competency studies in their own country.

METHODS

A scoping review was conducted guided by the Arksey and O'Malley framework and reported according to the PRISMA Extension for Scoping Reviews (PRISMA-ScR). All papers that published empirical studies aiming at identifying and assessing manager's competencies at the peer-reviewed journals were identified from Web of sciences, PubMed, Scopus and Emerald Management between 2000 and 2021. In order to maximize learning, studies focusing on health and non-health sectors are all included.

RESULTS

In total, 186 studies were included in the review including slightly more than half of the studies conducted in health sector (54.5%). 60% of the studies focused on mid to senior level managers. Surveys and Interviews were the two most commonly used methods either solely or as part of the mix-method in the studies. Half of the studies used mixed methods approach (51.1%). Large proportion of the papers failed to include all information that is necessary to contribute to learning and improvement in future study design. Based on the results of the scoping review a four steps framework was developed that can guide designing and implementing management competency studies in specific country vs. sector context and to ensure benefits of the studies are maximised.

CONCLUSION

The review confirmed the increasing trend in investing in management competency studies and that the management competency identification and development process varied substantially, in the choice of methods and processes. The identification of missing information in majority of the published studies calls for the development of more rigorous guidelines for the peer-review process of journal publications. The proposed framework of improving the quality and impact of the future management competency study provides clear guidance to management competency identification and development that promotes the functional alignment of methods and strategies with intended uses and contexts.

The entrepreneurial advantages of experiencing foreignness: leveraging shocks for capability clusters

Purpose

Drawing on the “shocks to the system” concept in image theory, a mid-range theoretical model is developed to illuminate understanding on why cross-cultural experience is so conducive to stimulating entrepreneurship yet has remained largely unexplained at the individual level.

Design/methodology/approach

The novel idea is put forth that experience of foreignness, in itself, can be harnessed as a powerful cognitive resource for entrepreneurship – particularly the nascent stages of new venture development. Providing cross-cultural exposures arouse “self-image shocks”, they manifest over time as skill clusters that reflect the sensing, seizing and transforming capabilities at the heart of entrepreneurship. This paper's pivot helps delineate a common mechanism to explain how a diverse range of seemingly disparate cross-cultural experiences can be processed in a way that enhances entrepreneurial pursuits.

Findings

The insights of this paper reinforce the need for educators and policymakers to encourage and provide opportunities for aspiring entrepreneurs to engage in cross-cultural and overseas exposures as they are influential for stimulating each of the core sets of entrepreneurial capabilities. The model and synthesis table also help to practically unpack how to design and plan such cultural experiences to optimize the enduring entrepreneurial advantages.

Originality/value

The author turns a long-standing assumption surrounding cultural differences in entrepreneurship on its head. The shocks and tensions arising from intercultural interactions are not always inevitable liabilities to be “managed away” or attenuated. Rather, cross-cultural experience can be explicitly leveraged as an asset for nascent venturing as the juxtapositions they evoke provide both proximal and distal enhancements to ways in which entrepreneurs think and develop skills at the core of venturing.

Development of career capital during expatriation: partners' perspectives

Purpose

The purpose of this qualitative study is to examine the effects of expatriation on the development of career capital among the partners of expatriates.

Design/methodology/approach

The study draws on in-depth interviews with 30 Finnish partners of expatriates.

Findings

The results reflect the various learning experiences reported by partners of expatriates that developed their career capital during expatriation. The learning experiences related to the experience of living abroad itself and to the specific activities undertaken when abroad. The extent to which partners developed knowing-why, knowing-how and knowing-whom career capital was found to partly reflect their situation abroad as stay-at-home partners or as employees in less-demanding or more-demanding jobs. Though the experiences were developmental for all partners as have been reported among expatriates, the authors also identified several aspects in which partners' experiences differed from the typical developmental experiences of expatriates.

Practical implications

The results also highlight the influence of initiative, an active role and career self-management skills in partners' career capital development.

Originality/value

This paper advances the understanding of how expatriation affects expatriate partners' career capital, a topic that has not previously been studied in-depth.

Antecedent factors for success in international assignments: the case of expatriates in Peru

Purpose

– The purpose of this paper is to explore the relative most important antecedent factors related to success in international assignment (IA) in specific context such as Peru. It reviews the full range of individual, organizational and contextual factors associated with success in IA as well as discusses the importance of context in expatriate research. Combined with limited interviews, synthesis is offered and the most relevant determinant factors are identified.

Design/methodology/approach

– This is a qualitative approach based on semi-structured interviews with 45 participants who currently hold IA positions or have broad experience in overseas positions. The interviews were conducted in the English and Spanish languages. A priori coding system classification technique based on a content analysis methodology was administrated for the purpose of analyzing and codifying the interviews.

Findings

– The findings reveal that a combination of individual, organizational and contextual antecedent factors are relevant for explaining success in IA. However, only nine of the 32 factors were found to be the most determinant to success. In particular, cross-cultural competencies, spouse adjustment, motivational issues, time on assignment, emotional competencies, previous international experience, language fluency and social relational skills, as well as contextual cultural differences and organizational recruitment and selection practices, were found to be the most associated to success in IA. The relative importance of the antecedents are discussed related to the context.

Research limitations/implications

– Because of the nature of qualitative design, a single factor may affect the interpretation and generalization of the findings. In addition, the ample and broad conceptualizations and definitions of the antecedent factors examined from different viewpoints may cause theoretical overlapping and cross-over definition biases, which may result in misleading findings. Therefore, the authors encourage future research to continue examining the full range of antecedent factors employing different methodological approaches by integrating context in a more systematic manner.

Practical implications

– The paper reviews the implications for IA selection design and process implementation, cross-cultural training and development.

Originality/value

– To begin with, this paper fills a need to study the antecedents of IA success and determine their relevance. In particular, and to the best of the knowledge, this is one of the few studies that include multi-level perspective: individual, organizational and contextual factors. This comprehensive approach aids in better understanding of the role and relevance of the respective antecedent factors that leads to success in IA with an aim to integrate context in the equation. Second, the sample consists of expatriates in particularly in Peru which gives information about adjustment of expatriates in Peru.

Predictors of protean career and the moderating role of career strategies among professionals in Malaysian Electrical and Electronics (E & E) Industry

Purpose

– The purpose of this paper is to examine the effects of individually related variables and the moderating role of career strategies on protean career among professionals in Malaysian Electrical & Electronics (E & E) industry.

Design/methodology/approach

– Research data were gathered from a sample of 306 of professional employees in 18 E & E multinational corporations in Malaysia. Partial least squares structural equation modelling was employed to examine the influences of individually related factors and the moderating role of career strategies on protean career.

Findings

– The results demonstrate that individually related variables, namely, self-efficacy, outcome expectation, goal orientation and locus of control are viewed as potential predictors of protean career. There are significant moderating effects of career strategies on the relationship between goal orientation and protean career among professional employees.

Research limitations/implications

– This paper provide an empirical framework to explain protean career based on the review of career-related literatures.

Practical implications

– The findings provide implications to both individuals and human resource development (HRD) practitioners on new career trends of protean career. Practical interventions are suggested to assist individuals and organizations towards protean career development.

Social implications

– This paper supports individual protean career development.

Originality/value

– This paper offers new insight into the predicting factors of protean career and its moderating role on career strategies.
