Knowledge management, customer satisfaction and organizational image discriminating certified from non-certified (ISO 9001) municipalities. Abstract
Purpose
The purpose of this paper is to ascertain the extent to which knowledge management (KM), customer satisfaction (CS) and organizational image (OI) discriminate quality-certified municipalities from non-certified ones (ISO 9001).
Design/methodology/approach
An empirical study was carried out involving 81 Portuguese municipalities (40 certified, 41 non-certified), paired in a random sampling procedure. The Knowledge Management Questionnaire (n=1,372 municipality employees), the Customer Satisfaction Questionnaire and the Organizational Image Questionnaire (n=3,096 residents) were applied. Multiple discriminant analysis was performed.
Findings
The results indicate that certified and non-certified municipalities are distinct based on a function that considers KM (competitive orientation and formal KM practices), CS (intangible and tangible factors) and OI (favorable image).
Research limitations/implications
The findings need further validation in other countries. However, the results highlight the importance of quality certification for both employees and residents.
Practical implications
The results encourage local public administration organizations to introduce and maintain quality certification.
Originality/value
This research is the only one, to the authors’ knowledge, that simultaneously explores organizational processes of KM, CS and OI in local public administration. The sampling procedure and the information from diverse data sources are unique contributions. The conclusions may aid practitioners and scholars in understanding these organizational phenomena in the context of quality-certified and quality non-certified municipalities.

Abstract
Purpose
The purpose of this paper is to explore the association between ISO 9000 certification and business performance for small-to-medium enterprises in the food and beverage (F&B) industry.
Design/methodology/approach
The research employed a qualitative approach based on case studies to investigate in depth how companies perceive ISO 9001. More specifically, four enterprises were examined, and a total of 26 semi-structured in-depth interviews were conducted with top and middle managers from the companies. Questions were validated by experts and through pilot interviews. In total, 45 documents of a broad range related to the quality management system were examined. Personal observation and non-structured consultation with personnel were also used to evaluate the possible impacts and livelihood outcomes.
Findings
Research findings showed that the certified companies in the F&B industry gain a number of both internal and external benefits, including: quality awareness, increased productivity, increased personnel participation and efficiency, improved image and penetration into new markets. Regarding the financial benefits of certification, the findings are not as convincing, as one company reported no financial benefits, and the rest reported that financial benefits are indirect and intangible. Conclusively, it can be said that SMEs that wish to pursue certification should certainly expect benefits.
Practical implications
Although many studies have concentrated on analyzing the impact of the implementation of ISO 9001 certification, there is still a clear need for research in specific sectors. Practicing managers and researchers will be able to examine findings in order to evaluate benefits and weaknesses from certification, thereby identifying and acting before and after certification.
Originality/value
Although the F&B industry has shown a great preference for the ISO 9000 standard and has adopted it extensively, scant empirical evidence has been recorded on the subject. This paper contributes to a better understanding of the benefits for implementing the ISO 9001 certification and to the analysis of its application to the ever-important F&B industry in Greece, a country whose economy is particularly supported by SMEs and has been severely hit by the economic crisis. Researchers will therefore further their knowledge, understand benefits but also acknowledge weaknesses.

Abstract
Purpose
– The purpose of this paper is to understand what are the benefits in terms of improvement of performances that a local government organization (LGO) can achieve embracing ISO 9001 certification as a strategy. This research is aimed at contributing to the answering of this question by exploring the Italian situation, in particular organizations linked to Italian local government which provide services to the citizens.
Design/methodology/approach
– This research is based on mixed methodologies. First, a qualitative interview based on a semi-structured interview guide was administered to ten LGO quality managers. From this first qualitative inquiry 11 hypotheses to be validated have been stated. A survey has been carried out to validate the hypotheses. By means of two distinct questionnaires each hypothesis has been transformed into a specific question. The question is based on the Likert scale which allows using a χ2-test and non-parametric test such as Cramer’s V. The results from the scale were augmented by the interviewees’ annotations, which comprised suggestions and comments, to each question. The questionnaires have been administered over the last five years to 201 LGOs.
Findings
– From the findings it seems that ISO 9001 could improve performances in terms of effectiveness, such as citizens’ satisfaction, reduction of defectiveness and claims, as well as staff awareness of citizens’ needs. Moreover, ISO 9001 seems to have a negative effect on citizens’ participation, internal communication and teamwork as well as cost reduction. Controversial issues related to the bureaucracy of documentation and the external auditing process emerged.
Research limitations/implications
– The findings are linked to Italian LGOs therefore they need further validation in other European countries where LGOs are managed in a similar way.
Practical implications
– The implications of this research are useful for consultants and managers who want to understand what the benefits and limitations of the ISO 9001 certification are in the LGOs. The results are also useful for local government managers and practitioners who are weighing the pros and cons of ISO 9001 certification.
Originality/value
– The paper discusses in a quantitative way the benefits of ISO 9001 certification process on the performances of LGOs opening an interesting debate on the topic.

Abstract
Purpose
– The purpose of this paper is to report the results of a survey on quality management systems (QMS)-related problems faced by management representatives.
Design/methodology/approach
– The survey was carried out on certified organisations by means of a self-administrated questionnaire. A total of 97 organisations participated in the study.
Findings
– It was found that the majority of management representatives believe themselves to be well aware of the weaknesses in their respective organisations and of the underlying causes. They also maintain that they know how to overcome them. They perceive insufficient involvement on the part of managers and staff and limited resources as being far more crucial problems.
Research limitations/implications
– The sample only covers 97 organisations, so including more entities would be strongly recommended in any future research. This would enable grouping by general characteristics, such as businesses and public administration, for instance, and allow a comparative analysis to be conducted. Furthermore, as the data in this study were collected from management representatives and are based on their subjective evaluations, they should be set in the perspective of other viewpoints, for example those of top management and internal auditors.
Practical implications
– The survey data make it possible to identify the personal traits and competences required for the role of management representative. An analysis of the problems identified by means of the survey indicates that those competences should fall within the areas of internal communication, motivation and so forth.
Originality/value
– ISO 9001 pays little attention to the competences and role of a management representative. Empirical research on the subject is also lacking. The survey results and their analysis presented here contribute towards a better understanding of the sources of success or failure in implementing, maintaining and improving a QMS.

Abstract
Purpose
– The purpose of this paper is to identify the level of resistance to change in implementation of total quality management (TQM) in Iranian schools and investigate the influence of principals’ and teachers’ gender and years of experience on resistance to change.
Design/methodology/approach
– This study presents the results of survey research carried out in Iran. The participants of this study are secondary school principals and teachers. The researchers employed descriptive analysis on data collected. Independent sample t-test was used to determine the difference in resistance to change based on teachers and principals gender, and one-way ANOVA and Kruskal-Wallis H-test were applied to determine the difference in resistance of teachers and principals based on years of experience.
Findings
– The researchers found that the level of resistance to change in Iranian schools is medium; the most important factor for resistance to change is confidence in the status quo. Gender has an effect on resistance to change only for teachers. Years of experience do not have an effect on resistance to change.
Originality/value
– The study identifies some useful points for school’s principals and teachers to implementation of TQM in school.

Abstract
Purpose
– The purpose of this paper is to explore the relationship between the acquisition of an ISO 9000 certification and the overall financial performance of the certified firms. More specifically, the study proposes a multidimensional conceptual framework, including “customers’ demand”, “ISO adoption”, “operation efficiency”, “market efficiency” and “overall financial performance”. Such a multidimensional approach has randomly been explored in the existing literature, making the examination of the proposed conceptual framework an interesting research topic.
Design/methodology/approach
– The proposed conceptual framework was tested on a sample of Greek ISO 9000-certified companies of various economic sectors. Quality managers were used as key respondents. The final sample consisted of 168 companies. The reliability and the validity of the questionnaire were thoroughly examined. Empirical data were analyzed using the structural equation modelling technique. The findings are based on the 2000 version of the ISO series, which is generally accepted and has widespread use, as it has eliminated most of the disadvantages of the 1994 version. The present study is empirical (it is based on primary data), explanatory (examines cause and effect relationships), deductive (tests research hypotheses) and quantitative (includes the analysis of quantitative data collected with the use of a structured questionnaire).
Findings
– The findings of the study provide strong evidence that ISO 9000 implementation is highly associated with improvements in overall financial performance. Moreover, it was found that ISO implementation is directly associated with significant improvements in quality awareness, operations execution, market share, customer satisfaction and sales revenue. Finally, customers’ demand was not found to be the most important motivation for implementing an ISO certification. Rather, it seems that companies seek for quality improvement due to internal motives.
Research limitations/implications
– A limitation stemming from the implemented methodology is the use of self-report scales to measure the constructs of the proposed model. Moreover, the present paper lacks a longitudinal approach, since it is cross-sectional and provides a static picture of ISO implementation.
Practical implications
– The paper makes an analytical effort in order to point out areas that companies should emphasize in order to successfully implement ISO 9000 and, therefore, harvest its potential benefits. Certain practical implications are offered in the final part of the paper.
Originality/value
– The paper proposes an enhanced conceptual framework that examines vital issues concerning the successful implementation of ISO 9000, thus, providing valuable outcomes for decision makers and academics. Moreover, the results of the study may be generalized in other developed countries whose economy faces similar significant challenges as Greece.

Abstract
Purpose
– The purpose of this paper is to compare ISO 9001 certified and non-certified manufacturing companies with regard to performance measures, both financial and non-financial.
Design/methodology/approach
– A research study was carried out in 140 Greek manufacturing companies by means of a questionnaire. The questionnaire was sent by e-mail and it was requested that it should be answered by a company representative. Exploratory factor analysis is applied in order to extract the latent factors of performance measures. The differences between the ISO 9001 certified and non-certified manufacturing companies are determined through non-parametric tests such as the χ2-test and the Mann-Whitney U-test.
Findings
– The ISO 9001 certified manufacturing companies significantly outperform the non-certified with regard to product quality, customer satisfaction, operational, market and financial performance. This is evident in a business environment where an economic downturn and financial crisis dominates.
Research limitations/implications
– The sub-samples of the responding ISO 9001 certified and non-certified manufacturing companies are small sized and they are limited to small- and medium-sized enterprises. The subjective character of the data collected through the company representatives involves the risk of receiving biased responses regarding the performance measures. The above limitations suggest future research recommendations.
Practical implications
– The increased performance measures of the ISO 9001 certified manufacturing companies may motivate the non-certified ones to implement the ISO 9001 standard and apply for the certification in order to increase their performance and withstand the current economic downturn and financial crisis. The present study may also stimulate manufacturing companies to adopt traditional and modern benchmarking techniques, in an additional effort to improve their businesses and competitiveness.
Originality/value
– The present study compares performance measures of ISO 9001 certified and non-certified manufacturing companies operating under unprecedented circumstances due to the current economic downturn and financial crisis.

PurposeThe aim of this paper is to explore interactions between change and stability during the implementation of a specific change initiative (ISO 9000). It attempts to develop a theoretical framework on change and stability management in small firms.Design/methodology/approachThis research uses a process approach based on retrospective comparative case study methodology. Data collection in the six companies lasted over a year. This gives the opportunity to contrast failed change initiatives against successful ones.FindingsTwo models emerged from this approach; they support the notion that change and stability could be complementary during the different phases of the change initiative the authors analyzed. The findings show that total absence of stability variables in the change initiative could have negative effect on results.Research limitations/implicationsThe research is based on a multiple case study approach, which limits the generalizability of the findings.Originality/valueThis is one of the first studies that applies and empirically tests the change and stability relation in small firms.
