Abstract
PurposeMismanagement and corruption in disaster relief operations (DROs) have created a demand for transparency and visibility in humanitarian logistics and supply chains. The global relief organisations and recent research endorse the adoption of digital solutions in DROs. The purpose of this research is to examine the moderating role of digitalisation in enhancing transparency in humanitarian logistics and supply chains of DROs in Pakistan.Design/methodology/approachEmploying the quantitative research method, the data were collected from 340 disaster relief workers through survey questionnaires using the snowball sampling technique. The data were analysed in the SmartPLS3 software of PLS-SEM.FindingsThe findings suggested that in Pakistan, where corruption and mismanagement in humanitarian logistics and supply chain have been the greatest concerns of all the stakeholders, digitalisation of the DROs is a way forward to create transparency in the system and build the trust of the donor organisations and public.Research limitations/implicationsThe sample included only 340 disaster relief workers, future researchers may test the proposed model on a larger sample size and from different stakeholders' perspectives such as the disaster victims, government agencies and NGOs.Social implicationsThe ultimate beneficiaries of a digitalised and transparent humanitarian logistics and supply chain will be the society as a whole and particularly the victims of the disasters. By adopting the appropriate technologies in DROs, the victims will receive timely and entitled resources, and early warnings will save many lives.Originality/valueThe paper contributes to the body of knowledge by providing the first empirical evidence of examining the moderating role of digitalisation in creating transparency in humanitarian logistics from one of the top ten most disaster-affected nations.

Abstract
PurposeThe purpose of this study is to understand how humanitarian service triad members contribute to value co-creation, and how they assess the continuity of services in humanitarian supply chains (HSCs) to ensure support for beneficiaries.Design/methodology/approachThe study applied a qualitative methodology through a single case study of a humanitarian service triad composed of non-governmental organisations (NGOs), service providers and beneficiaries. Empirical data were collected through semi-structured interviews and observations.FindingsThe findings confirm that the humanitarian service triad perspective in HSCs allows better understanding of humanitarian assistance. The findings indicate six components grouped into a humanitarian service triad framework, namely: service design, service reachability, training serviceability, collaboration, synergy, ethical considerations and after-service care.Research limitations/implicationsThis research contributes to understanding of humanitarian services provision by studying service triads in humanitarian settings. It also confirms the need for cooperation between practitioners in services provision. The findings are limited to the context of refugees in Turkey, specifically humanitarian service triad located in Izmir area.Practical implicationsThe Humanitarian Service Triad Framework for Service Provision proposed in this paper can be used as a tool for policy makers and practitioners involved in service design in HSC contexts, stressing the need for including all the framework components in practice.Originality/valueThis study is one of the first to focus on a humanitarian service triad, which includes beneficiaries as triad members in long-term humanitarian service provision.

Abstract
PurposeThis study intends to map the supply chain and characterize the business processes of a cultural center in an aggregated and coordinated operation to serve families in need during the Covid-19 pandemic. This case study analyzes distinct aspects of humanitarian management capable of contributing to the management of commercial supply chains.Design/methodology/approachAdopting a case study approach, this research contextualizes the view on humanitarian supply chains related to the importance of participating organizations' engagement and the relationship and similarity with business organizations.FindingsThe study presents the model adopted to undertake the aid operations, maps the cultural center's humanitarian supply chain, clarifies the relationships and operations developed and compares the business processes with those of commercial chains. Possibilities and initiatives are discussed that can contribute to business organizations' greater engagement in humanitarian actions.Research limitations/implicationsRestricted to one case involving the cultural center and the other agents researched, the information and considerations are limited, and any generalization should be treated with caution.Practical implicationsThe study is a practical example that clarifies how business organizations can engage in the supply chain of humanitarian institutions. It also illustrates ways to help these institutions improve their fund-raising initiatives.Social implicationsThis study is justified by the representativeness of humanitarian actions in critical periods such as the Covid-19 pandemic. The study also presents potential ways to contribute to operations of this nature and to encourage business organizations to improve participation in humanitarian movements.Originality/valueMany studies on the subject have highlighted the importance of comparing humanitarian and business supply chains through real case research.

PurposeThe study focuses on the value co-creation processes in humanitarian professional services provision, analysing the key enabling factors of beneficiaries' participation, involved in long-term integration programmes (L-TIPs).Design/methodology/approachThrough an in-depth case study, the research looks at the practices of value co-creation in humanitarian professional services, considering both the perspectives of the professional service provider and beneficiary.FindingsIn professional services beneficiary's participation affects the success of the L-TIPs outcomes. Participation's enablers can be classified into four different spheres, each belonging to different elements of professional service: the beneficiary, the professionals, the service design and the external environment.Research limitations/implicationsThis paper contributes to the literature on humanitarian operations & supply chain management. By focussing on an understudied phase of the disaster life-cycle management, it contributes to the theory of value co-creation by exploring new issues and drivers of beneficiary's participation.Practical implicationsThis research has interesting implications for policymakers and humanitarian practitioners. First, guidelines for professionals' behaviours and interventions should be designed as well as new practices and strategies should be adopted. Abstract
PurposeThe purpose of this study is to carry out the systematic literature review, bibliometric analysis and content analysis of extant literature of service supply chain (SSC).Design/methodology/approachSystematic literature review (SLR) technique was used for identifying the research papers. In the first step after reading titles, abstracts and keywords and, full-length articles wherever required, papers not related to SSC were removed. In second steps papers were read more critically and papers not related to SSC were removed. Finally on 502 papers bibliometric and content analysis was further carried out. Content analysis was based on the clusters formed by bibliographic coupling. Further, content analysis of the recent articles revealed the current research trends and research gaps.FindingsThis paper identified the six existing research diversifications in SSC as (1) logistics SSC, (2) model, framework and conceptual papers, (3) third-party logistics service providers, (4) articles from various perspective, (5) measurement of quality and performance on services and (6) impact of adoption of technology, cooperation and branding on logistics service providers. Further, six future research directions are also provided.Practical implicationsThis research provides a clear view of the progression of publication, research diversification, research themes of six identified clusters, sub-themes of clusters and content analysis of each cluster. Content analysis of recent articles reveals the current research trend and future research directions.Originality/valueThis is a first of its kind of study which presents the diversification of research areas within SSC, bibliometric analysis, content analysis and provides actionable future research direction.

Abstract
PurposeOutsourcing of logistics has great importance in disaster relief. Aid agencies spend several billion US dollars every year on logistics services. However, the concept of outsourcing has not been established adequately in literature on humanitarian logistics, leading to a fragmented view of the practice. This paper provides a holistic perspective of the concept by constructing a conceptual framework to analyze both practice and research of outsourcing in humanitarian operations. Based on this analysis, we explore future trends and identify research gaps.Design/methodology/approachThe paper is based on a structured review of academic literature, a two-round Delphi study with 31 experts from aid agencies and a complementary full-day focus group with twelve experts from aid agencies and logistics service providers.FindingsThe paper systemizes the current practice of outsourcing in humanitarian logistics according to a conceptual framework of five dimensions: subject, object, partner, design and context. In addition, it reveals ten probable developments of the practice over the next years. Finally, it describes eight important research gaps and presents a research agenda for the field.Research limitations/implicationsThe literature review considered peer-reviewed academic papers. Practitioner papers could provide additional insights into the practice. Moreover, the Delphi study focused on the perspective of aid agencies. Capturing the views of logistics service providers in more detail would be a valuable addition.Originality/valueThe paper establishes the academic basis for the important practice of outsourcing in humanitarian logistics. It highlights essential research gaps and, thereby, opens up the field for future research.

Abstract
Purpose
The purpose of this paper is threefold: first, to investigate the role of big data and predictive analytics (BDPA) and social capital on the performance of humanitarian supply chains (HSCs); second, to explore the different performance measurement frameworks and develop a conceptual model for an HSC context that can be used by humanitarian organizations; and third, to provide insights for future research direction.
Design/methodology/approach
After a detailed review of relevant literature, grounded in resource-based view and social capital theory, the paper proposes a conceptual model that depicts the influence of BDPA and social capital on the performance of an HSC.
Findings
The study deliberates that BDPA as a capability improves the effectiveness of humanitarian missions to achieve its goals. It uncovers the fact that social capital binds people, organization or a country to form a network and has a critical role in the form of monetary or non-monetary support in disaster management. Further, it argues that social capital combined with BDPA capability can result in a better HSC performance.
Research limitations/implications
The proposed model integrating BDPA and social capital for HSC performance is conceptual and it needs to be empirically validated.
Practical implications
Organizations and practitioners may use this framework by mobilizing social capital, BDPA to enhance their abilities to help victims of calamities.
Social implications
Findings from study can help improve coordination among different stakeholders in HSC, effectiveness of humanitarian operations, which means lives saved and faster reconstruction process after disaster. Second, by implementing performance measurements framework recommended by study, donors and other stakeholders will get much desired transparency at each stage of HSCs.
Originality/value
The findings contribute to the missing link of social capital and BDPA to the existing performance of HSC literature, finally leading to a better HSC performance.

Abstract
PurposeThe increasing number of natural disasters has increased the attention on emergency plans aimed at providing fast support to affected communities. In this context, inventory pre-positioning management, which involves positioning the materials required to meet the affected community's needs early, has been increasingly acknowledged, but many challenges persist. The purpose of the paper is to provide a decision support system for the optimal quantification and location of humanitarian aid, trying to enhance and extend the existing literature on this topic.Design/methodology/approachThe paper develops a numerical model for inventory pre-positioning of humanitarian aid to reduce both emergency response times and costs connected to goods procurement for seismic events. By examining the characteristics of the territory and the affected population, the model defines the optimal stock levels for four basic need items (hygienic sanitary kits, beds, blankets and camp tents) to be pre-allocated in the territory.FindingsThe model was validated using data obtained from the two severe earthquakes that occurred in Italy. The case study showed how the simulated outputs differ from the real case data and the economic benefits of adopting inventory pre-positioning considering the cost reductions (purchase, storage, transport and fulfilment of requirements).Originality/valueThe proposed decision support system allows the pre-positioning of emergency supplies in local areas in order to reduce response times and increase the speed of intervention in the event of seismic events, exploiting the advantages of a simulation model. Numerical and graphical results can easily support improvements in humanitarian logistics, providing those affected with rapid, cost-effective and better-adapted responses.

Purpose
The purpose of this paper is to determine best practices of aid agencies for outsourcing logistics to commercial logistics service providers (LSPs) in disaster relief. Moreover, it evaluates the application of the Delphi method for research in humanitarian logistics.
Design/methodology/approach
The paper is based on a two-round Delphi study with 31 experts from aid agencies and a complementary full-day focus group with 12 experts from aid agencies and LSPs.
Findings
The study revealed 12 best practices for outsourcing logistics in disaster relief and a compilation of more than 100 activities for putting these practices into action. Experts consider a proper balance between efficiency and compliance, a detailed contract and a detailed service request most important. Additionally, the Delphi method was found to be a promising technique for research on humanitarian logistics.
Research limitations/implications
By critically examining the Delphi method, this study establishes the basis for a wider application of the technique in the field of humanitarian logistics. Furthermore, it can help to prioritize future research as the ranking of practices reflects the priorities of practitioners.
Practical implications
The paper provides guidance to practitioners at aid agencies in charge of outsourcing logistics.
Originality/value
This research is one of the first in the field of humanitarian logistics to apply the Delphi method. Moreover, it addresses the lack of literature dealing with approaches for building successful cross-sectoral partnerships.

Abstract
Purpose
The purpose of this paper is to explore the humanitarian service management categories that influence long-term transformation within complex community-based service ecosystems.
Design/methodology/approach
This study utilizes mixed methods to present a dynamic model that provides insight into the complexities of supplying, distributing and transporting charitable resources to underserved communities. The interdisciplinary study draws on the theory of service-dominant logic and service science, presents critical elements of transformative service research and uses system dynamics approach to propose a visual causal loop model.
Findings
This study develops a dynamic model for studying humanitarian service and value propositions in underserved communities. This paper combines the extant literature to emphasize key humanitarian service categories that influence, and are influenced by, service exchanges within community-based contexts.
Research limitations/implications
This paper is limited in providing quantitative methods in analyzing the case study data. However, the research is still helpful in providing acumen via the causal loop diagram to specifically look into each variable and see their cause and effect relationships in the community-based ecosystem. The research represents an opportunity to model the humanitarian aid and relief scenarios to help make more effective decision-making interventions.
Practical implications
The model serves as a managerial tool to determine critical services that optimize resource utilization within the community-based service ecosystems. Insights from this research are broadly applicable to the contexts of humanitarian logistics and supply chain management (HLSCM) solutions for community-based ventures.
Originality/value
This paper conceptualizes how the management of service-for-service exchanges, logistics services and charitable donation management provides transformational humanitarian services and value propositions within underserved communities. This study further provides fundamental contributions by addressing research gaps in the HLSCM domain by supporting service research and the community-based context.

Purpose
The purpose of this paper is to identify how coordination has evolved in humanitarian logistics (HL), what were the triggers for change and how have they been facilitated.
Design/methodology/approach
This paper applies a systematic literature review of academic journals.
Findings
This is the first paper to discuss the concepts of network orchestration and choreography in a humanitarian context. The research revealed that network coordination has moved on in the commercial sector to include orchestration and now, choreography concepts which have not been tested in HL literature. This reveals a lag exists between HL research and practice.
Research limitations/implications
This paper represents an exploratory study and provides the basis for further research on the concepts of orchestration and choreography in HL. The paper sets a research agenda for academics.
Practical implications
This paper is the first to discuss the concepts of network orchestration and choreography in a humanitarian context.
Originality/value
The areas of orchestration and choreography have received limited consideration within the humanitarian aid logistics literature to date. This paper is designed to redress this shortfall. As a result, it is hoped that it will act as a catalyst for further research and to widen and deepen the resultant debate with a view to improving the outcome for those affected by current and future disasters.

Abstract
Purpose
Service development and outsourcing are growing trends in humanitarian logistics (HL). Humanitarian organizations (HOs) have developed specialized units to perform logistics activities on behalf of other aid organizations, as a commercial logistics service provider (LSP) would do. The purpose of this paper is to explore the characteristics of HOs acting as LSPs and the differences with their commercial counterparts.
Design/methodology/approach
This research uses a two-level content analysis of 149 annual reports from 50 local and international HOs, performed with the help of qualitative data analysis software. First, a manifest content analysis identified the number of occurrences of logistics-related words and later, a latent content analysis studies the use in context of such words to characterize the nature of HOs as LSPs.
Findings
Evidence shows that some international HOs – in some cases through specialized logistics units – perform the same activities as commercial LSPs, providing similar services. However, due to the characteristics of the humanitarian context, HOs acting as LSPs can offer a wider range of value-added and dedicated services to clients (other HOs) than commercial LSPs.
Research limitations/implications
Exploring the activities performed by HOs on behalf of other aid organizations and characterizing them as service providers constitutes a first attempt to grasp the unique features of these particular humanitarian LSPs. The results open the discussion about the services HOs offer, thus contributing to theory development in HL.
Practical implications
The identification of HOs acting as LSPs introduces a new actor to the humanitarian network, which the authors refer to as humanitarian service provider (HSP). This supposes two main managerial implications. First, the results support the idea of seeing servitization as a competitive difference, having a substantial impact on the way HOs build their strategies and achieve competitive advantage. Second, HSPs can push their commercial equivalents to identify new activities or services to offer and maintain their competitive advantage with regard to the newcomers.
Originality/value
This paper furthers the discussion on the concept of HSPs and demonstrates its uniqueness, thus contributing to the ever-growing body of knowledge of HL research.

PurposeThe purpose of this paper is to evaluate the effectiveness of humanitarian logistics training for the Finnish Red Cross (FRC) Emergency Response Unit (ERU) delegates, and the factors that influence its success. The managerial purpose of this research is to support the FRC in improving their Logistics ERU Foundation training. Additionally, this research provides humanitarian organisations, engaged in emergency response efforts, insights for logistics training design.Design/methodology/approachThis is a case study examining the FRC, with qualitative data being collected in a field study, utilising participant observation and in-context interview techniques for rich data collection.FindingsThis research evaluated the effectiveness of the Logistics ERU Foundation training of the FRC by adapting the four-level training evaluation model by Kirkpatrick and transfer of training theories. The research has contributed to Grallaet al.’s (2015) call for further research in evaluating what people learn from humanitarian logistics trainings and in documenting and sharing experiences with specific training programs.Practical implicationsThe conceptual framework serves as a basis for exploratory qualitative investigation of training transfer, from the perspectives of trainees, facilitators and human resource personnel.Originality/valueThis research contributes to the humanitarian community by identifying gaps in Red Cross Logistics ERU training and to the development of curricula content relating to Red Cross logistics response phase operations. Abstract
The continuing incidence of disasters and their associated challenges has increased the demand for humanitarian logisticians. However, there is a dearth of research on their essential competencies. This paper proposes, therefore, a humanitarian logistics competency framework (HlCF) to assist with the professional development of humanitarian logisticians. In creating the HlCF, nine competency domains containing 29 specific competencies across four levels (entry to senior management) were identified. This study makes two key contributions to the literature: (i) it extends the discussion of competency frameworks in humanitarian logistics; and (ii) it presents a framework designed to support the human resource plans and practices of aid agencies. The HlCF allows not only individual humanitarian logisticians to develop the competencies necessary for career success, but also humanitarian organisations to map their own competency frameworks to a common standard. Abstract
Purpose
The purpose of this paper is to explore service triads in humanitarian logistics (HL). The study uses agency theory to understand the dynamics between principal(s) and agent(s) and how contractual arrangements influence the service buyer–service provider alignment in humanitarian service triads.
Design/methodology/approach
This is a case study on a specific humanitarian service triad, with qualitative data being collected in a field study, utilising participant observation and in-context interview techniques for rich data collection.
Findings
The findings highlight the importance of both contractual and relational contracts between the service buyer, service provider and end customer – here donor (government), United Nations agency and implementing partner (IP). The alignment of the three parties in the service triad is more easily achieved through hybrid contracts rather than legal arrangements focussing on outcomes only.
Research limitations/implications
Results stem from a specific case study that constitutes a typical humanitarian service triad. An increased understanding of managing services and their service providers in the triadic context of outsourced service delivery adds to the body of knowledge in supply management.
Originality/value
This is the first examination of governance structures in contractual arrangements in a humanitarian service triad. The research fills the gap in humanitarian literature regarding the interaction of practitioners in HL, specifically, a service buyer organisation (a donor – government), a service provider (a UN agency) and the end customer (an IP). The research is field based and is grounded in empirical observations thus adding to the literature and offering insights to practice.

Purpose
The purpose of this paper is to empirically explore the potential of outsourcing of humanitarian logistics activities to commercial logistics service providers (LSPs) throughout the different disaster phases. The authors identify incentives for initiating outsourcing of humanitarian logistics activities to commercial logistics providers, humanitarian logistics activities to be outsourced and selection criteria for partners.
Design/methodology/approach
This study is based on empirical data collected by interviewing 12 practitioners from commercial LSPs and 12 practitioners from humanitarian organizations (HOs). A review of related literature guided this research.
Findings
This research shows that incentives for initiating outsourcing engagements, partner selection criteria and activities to be outsourced are changing throughout the different disaster phases. A number of research propositions are presented.
Research limitations/implications
This research constitutes a first step towards the goal of a comprehensive analysis of humanitarian logistics outsourcing throughout the different disaster phases. The authors collected data from practitioners and large organizations based mainly in Europe and the USA. Hence, insights from national and local organizations of other parts of the world are missing.
Practical implications
This research provides a deeper understanding of outsourcing of humanitarian logistics activities. As the main implication for practice, the research suggests a strategic use of outsourcing during the three disaster phases. The authors acknowledge that business objectives, risks, stakeholder agendas and requirements, as well as costs play a vital and changing role for outsourcing decision-making during the three disaster stages. The managerial implications arising from the research can provide support to commercial LSPs and HOs that initiate or develop strategic outsourcing relationships.
Originality/value
This study covers the gap in the humanitarian literature related to context-specific factors of outsourcing in humanitarian logistics by empirically investigating the phenomenon. This is one of the first studies that empirically investigate the potential of outsourcing of humanitarian logistics activities throughout the disaster phases.

This paper argues that a broader servitization paradigm needs to be integrated for international humanitarian organisations (IHOs) to maintain a competitive advantage.

Abstract
Purpose
The purpose of this paper is to evaluate the financial and material flows in cash-based responses (CBRs) and their implications for humanitarian operations. This research proposes to view cash as a commodity used by humanitarian actors in emergency operations and therefore aims to explore how CBRs impact on humanitarian logistics and ultimately, affect beneficiaries.
Design/methodology/approach
The methodological approach of grounded theory was chosen for this inquiry because it allowed the researchers to generate a general explanation for the process of CBRs in emergency situations based on the views of participants interviewed. Interviews were conducted with senior managers, supply chain managements and logistics officers from international humanitarian organisations (HOs), United Nations agencies and commercial organisations involved in humanitarian operations. Examples of topics covered during the field work included, procedures and policy; knowledge and information management; systems and technology; actors and agents.
Findings
The impact of CBRs on humanitarian operations can though not be understated. They alter supply chain design, the very role of beneficiaries as well as HOs, and change the strategy of aid delivery from push to pull. Perhaps, the most important factor is the elimination of many logistical activities that needed to be performed by HOs. Delivering cash diminishes the needs for lengthy procurement and assessment processes, pre-positioning, transportation and distribution. This bears the potential of significant reductions in costs for delivering humanitarian aid at the same time as it is an important move from aid to trade.
Practical implications
The challenge for humanitarian agencies in the coming years is to overcome their fears surrounding CBRs, and to implement cash programmes where they are judged to be the most appropriate response. This will require not only a change in donor policies, but also a fundamental change in the skill set of humanitarian logisticians, who are used to identifying needs and providing commodities and thus to maintaining control over the provision of assistance.
Originality/value
The contribution of this research is twofold: this is the first examination of cash-based interventions in humanitarian operations through the prism of supply chain management. Second, the research is field based and grounded in empirical observations thus adding to the literature and offering insights to practice.

This paper supports the call for using a separate research stream for long-term recovery vs disaster relief in humanitarian studies. The purpose of this paper is to highlight the thematic shift towards service operations during this developmental phase and explores the role of social entrepreneurial organizations. It builds from the literature on service operations management and social entrepreneurship to promote theory in humanitarian operations management.
Design/methodology/approach
This exploratory study uses literature concepts and field data from multiple development case studies of social entrepreneurial organizations and social enterprises in Africa and the Middle East to analyze service operations.
Findings
Clear contributions to the role of social entrepreneurship in providing humanitarian and development services were identified and categorized according to service operations management stages.
Practical implications
This paper has important practical implications. The positioning of social entrepreneurial organizations as humanitarian service providers would open opportunities for new collaborations between donors and social organizations. Mainstream NGOs dominate the scene of servicing local communities; leaving aside social entrepreneurial organizations with substantial room for innovation that they might bring to the sector. In addition, social entrepreneurial organizations’ ability to build business models and design sustainability and scalability aspects for their operations may bring long-term development to impoverished communities. Global NGOs as well as government actors who carry out the first three stages of humanitarian operations could plan on working with (or even help creating) social entrepreneurial organizations to help with long-term recovery.
Originality/value
This study examines the implications of two bodies of literature; service operations management and social entrepreneurship on humanitarian operations management research. It concludes with a conceptual framework emphasizing the contributions of social entrepreneurship in planning, development, delivery, and distribution of services in the long-term recovery humanitarian and development operations.

Purpose
The previous literature has indicated that the productisation of services may play a role in service management, although a certain level of obscurity still surrounds the concept. Therefore, the purpose of this paper is to clarify the meaning of service productisation (SP) as well as to contribute to a greater understanding of the concept.
Design/methodology/approach
An inductive analysis was applied to 13 instances of activities related to the productisation of services, with secondary data being analysed to identify practices relevant to SP and to examine their significance. The analysis is guided by an extensive literature review.
Findings
SP has been found to play a role in systematising and tangibilising a service offering and its related processes as well as in formalising the processes and service offerings. The potential elements of SP have been identified and supporting evidence has been provided. The findings indicate that SP has a specific focus on the offering and its related processes, with the aim being to create a service product that can be sold, delivered and invoiced. SP may utilise various practices and techniques, and customer orientation also plays a significant role. A typology of SP has been created by reflecting on its commercial and technical aspects.
Practical implications
This study has important implications for the service industry as it provides a structure and key considerations for productising services.
Originality/value
This study is one of the first to seek evidence for the concept of SP from multiple instances of SP as well as an extensive literature base. The typology created provides a context for discussing SP as well as reflecting on its commercial and technical aspects.

– The purpose of this paper is to increase understanding of the use of standards and modularity for improving responsiveness in the humanitarian context.
Design/methodology/approach
– Based on a conceptual framework and a systematic literature review, the authors conducted a longitudinal, explorative case on the Emergency Response Unit (ERU) concept in the International Federation of Red Cross Red Crescent Society (IFRC), focussing particularly on the Health ERU in the Norwegian Red Cross.
Findings
– The authors found that the ERU concept makes use of many types of standards that complement and influence each other, and that the focus on modularity is increasing due to a growing need for responsiveness. Main challenges are trade-offs between autonomy and adaptability to the context resulting in more modularization which may be in danger of breaking the concept.
Research limitations/implications
– Results from this study could be refined by surveying staff involved in all types of ERU deployments. To explore the generalizability of the findings and test the propositions developed, more studies should be conducted.
Practical implications
– The study provides more understanding of the use of standards and modularity for improving responsiveness. Practitioners can use the framework as a check-list to identify potential means for improvements. The case can be used for training, discussions, and reflections. The research feeds into IFRC’s and NORCROSS ongoing work to their global response tools.
Social implications
– The results of the study can support improvements in humanitarian supply chains, thereby providing affected people with cost-efficient, rapid, and better-adapted responses.
Originality/value
– The authors develop a framework for categorization of standards and modularity in the humanitarian context. Purpose
– The purpose of this paper is to identify the value of fourth-party logistics (4PL) services in a humanitarian supply chain. Furthermore, it shows a framework for a fourth-party humanitarian logistics concept.
Design/methodology/approach
– The research paper presents a framework of fourth-party humanitarian logistics based on the four core components described by Christopher (2005) which was evaluated with a nonlinear approach called analytical hierarchy process (AHP). The AHP method explores qualitative and quantitative decision-making criteria in case of solving multi-attribute and complex problems. In total, seven experts from academia and practice have contributed to this research, resulting in a better understanding of the decisive needs of humanitarian supply chain actors for implementing and integrating a 4PL concept.
Findings
– The research shows an increased value for humanitarian supply chain actors of establishing a 4PL concept. The results present a positive influence of 4PL in complex disasters environments and provide key drivers for increasing and simplifying collaboration between the humanitarian supply chain actors.
Research limitations/implications
– Future research has to consider different disaster types and needs to further emphasize the added value for beneficiaries of implementing a 4PL concept in a humanitarian supply chain environment. Further research should preferably also consider case studies in order to analyse challenges, drawbacks and benefits of this concept (qualitative and quantitative factors) in a real-life humanitarian supply chain setting.
Practical implications
– The research offers managerial insights into the use of a 4PL concept in the humanitarian supply chain environment to improve efficiency due to an improved collaboration between the humanitarian supply chain actors.

– This paper has four main findings. First, a categorisation of humanitarian logistics literature is achieved through a systematic review. Second, a classification of military involvement in humanitarian relief logistics is presented. Third, the research substantiated systematic differences in the kinds of military cooperation not only due to stage of operations but also depending upon whether the disaster is “natural” or “manmade”. Fourth, the research identifies the challenges of civil military logistical cooperation, coordination and collaboration and posits recommendations to overcome the identified challenges.
Research limitations/implications
– This paper represents an exploratory study and provides the basis for further research on cooperation, coordination and collaboration between military and civilian agencies in humanitarian operations. The paper sets a research agenda for academics.
Practical implications
– This paper is the first to offer practical guidance to military commanders and managers of humanitarian agencies on solutions and recommendations to overcome the challenges to civil military logistical cooperation/coordination in humanitarian operations.
Originality/value
– The area of civil military logistical cooperation/coordination has received limited consideration within the humanitarian aid logistics literature to date. This paper is designed to redress this shortfall. As a result, it is hoped that it will act as a catalyst for further research and to widen and deepen the resultant debate with a view to improving the outcome for those affected by current and future disasters.
