Examining the barriers to operationalization of humanitarian supply chains: lessons learned from COVID-19 crisis

Humanitarian supply chains (HSC) have vital significance in mitigating different disruptive supply chain risks caused due to natural or man-made activities such as tsunami, earthquakes, flooding, warfare, or the recent COVID-19 pandemic. Each kind of disaster poses a unique set of challenges to the operationalization of HSC. This study attempts to determine the critical barriers to the operationalization of HSC in India during the COVID-19 pandemic. Initially, we determined and validated 10 critical barriers to HSC operationalization through a Delphi method. Further, we analyzed the barriers by computing the driving and dependence power of each barrier to determine the most critical ones. To do so, we coined a distinct form of interpretive structural modeling (ISM) by amalgamating it with the neutrosophic approach, i.e. Neutrosophic ISM. The findings indicate, "lack of Government subsidies and support, lack of skilled and experienced rescuers, and lack of technology usage" are the most critical barriers that influence the streamline operations of HSC during the COVID-19 outbreak, unlike other disruptions. This is the first-of-its-kind research work that has identified and analyzed the critical barriers to HSC operationalization during COVID-19 in the Indian context. The results and recommendations of the study can aid policymakers and HSC professionals in formulating suitable strategies for successful HSC operations.

An Evolutionary Game Model of the Supply Decisions between GNPOs and Hospitals during a Public Health Emergency

The distribution of medical supplies tied to the government-owned nonprofit organizations (GNPOs) is crucial to the sustainable and high-quality development of emergency response to public health emergencies. This paper constructs a two-sided GNPO–hospital game model in a Chinese context, and explores the strategies and influencing factors of medical supply distribution in public health emergencies based on evolutionary game theory. The results show that: (1) GNPOs, as the distributor of medical supplies, should choose strategies that balance efficiency and equity as much as possible. (2) Hospitals, as the recipient of medical supplies, should actively choose strategies that maximize the total benefit to society and strengthen trust in GNPOs. Meanwhile, hospital managers need to pay attention to reducing the impact of communication and coordination costs and strive for the reduction of conflicts between different values. (3) The government should strengthen supervision to avoid conflicts between medical distributors and receivers during a public health emergency and ensure the rescue efficiency. This study provides some reference for the sustainable development of emergency relief in public health emergencies.

Humanitarian actions of a cultural center during the Covid-19 pandemic: an analogy with supply chain business processes

Purpose

This study intends to map the supply chain and characterize the business processes of a cultural center in an aggregated and coordinated operation to serve families in need during the Covid-19 pandemic. This case study analyzes distinct aspects of humanitarian management capable of contributing to the management of commercial supply chains.

Design/methodology/approach

Adopting a case study approach, this research contextualizes the view on humanitarian supply chains related to the importance of participating organizations' engagement and the relationship and similarity with business organizations.

Findings

The study presents the model adopted to undertake the aid operations, maps the cultural center's humanitarian supply chain, clarifies the relationships and operations developed and compares the business processes with those of commercial chains. Possibilities and initiatives are discussed that can contribute to business organizations' greater engagement in humanitarian actions.

Research limitations/implications

Restricted to one case involving the cultural center and the other agents researched, the information and considerations are limited, and any generalization should be treated with caution.

Practical implications

The study is a practical example that clarifies how business organizations can engage in the supply chain of humanitarian institutions. It also illustrates ways to help these institutions improve their fund-raising initiatives.

Social implications

This study is justified by the representativeness of humanitarian actions in critical periods such as the Covid-19 pandemic. The study also presents potential ways to contribute to operations of this nature and to encourage business organizations to improve participation in humanitarian movements.

Originality/value

Many studies on the subject have highlighted the importance of comparing humanitarian and business supply chains through real case research.

Dynamic capabilities in humanitarian supply chain management: a systematic literature review

Purpose

The main purpose of this paper is to examine the extant literature of humanitarian supply chain management (HSCM) which specifically use dynamic capabilities (DCs) view. By this means, the objectives of this study are to identify and assess the DCs used in the HSCM context, the factors positively and negatively affecting the DCs and how the DCs affect humanitarian supply chain (HSC) operations. Furthermore, this research aims to give directions for future research in the field of HSCM.

Design/methodology/approach

This study adopts systematic literature review (SLR) approach proposed by Denyer and Tranfield (2009). Based on a SLR, this study synthesizes and compares the evidence, has a specific focus and research questions, has certain inclusion and exclusion criteria and provides evidence-based implications to the researchers and practitioners. This is a method which is replicable, transparent and auditable. The SLR methodology provides scholars and practitioners a basis for comprehending the current situation of relevant topic and taking correct steps in their future actions.

Findings

This SLR deduces that applying DCs view is still in its infancy in the HSCM literature. The result of this SLR reveals that supply chain agility (SCA), supply chain resilience (SCR), reconfiguration/transformation, integration, (short-term) collaboration, sustaining, sensing, seizing and knowledge access DCs have been used in the HSCM literature. In addition, it is determined that only one paper analyzed the influence of DCs on predisaster performance while rest of the papers focused on the postdisaster performance.

Originality/value

The result of the exhaustive literature search indicates that this is the first SLR that specifically analyzes the application of DCs view in the HSCM domain. This investigation determined the DCs used in HSCM and revealed the relations between the dependent and independent variables through the comprehensive model. In this way, this review provides a guidance to researchers in conduct their future investigations and practitioners to carry out supply chain (SC) operations by considering the factors affecting their operations.

Modelling performance measurement barriers of humanitarian supply chain

Purpose

Humanitarian supply chain (HSC) has been constantly challenged with multiple issues due to the complex dynamics of the disaster. These issues are inevitable and interrelated. The issues produce undesirable cascading effects that make performance measurement complicated. This paper aims to identify and model the critical barriers in the HSC.

Design/methodology/approach

The study identifies 17 barriers through the relevant literature and interviews with the stakeholders related to humanitarian organization (HO) in the developing economy. The barriers have been identified from strategic, technological, organizational, economic and operational point of view. Further, the barriers were ranked based on the degree of influence using the grey analytic network process (ANP) approach. The interrelationship among the influential barriers is established through modified total interpretive structural modelling (mTISM). To analyse and demonstrate the iterative consensus among the stakeholders, kappa statistics was adopted.

Findings

The barriers have been ranked to determine their extent of influence and modelled to reveal the interrelationship among them. The issues concerned with skills of personnel are the most influential barrier. Other three critical barriers identified are: chaotic operative environment, conflicting objectives of HO and lack of funding for information technology (IT) infrastructure. Appropriate funds need to be allocated towards IT infrastructure and personnel training.

Originality/value

Both quantitative and qualitative performance measurement frameworks had been proposed earlier for HSC. However, limited literature addresses the implementation issues with the available frameworks. This study advances the knowledge on performance measurement barriers of HSC and develops a functional description to identify the critical role of performance measurement in HOs. The study proposes a new version of the interpretive structure modelling, using mTISM technique, to determine the contextual interactions between various HSC performance measurement barriers.

Modeling the enablers of humanitarian supply chain management: a hybrid group decision-making approach

Purpose

This paper intends to explore and appraise the humanitarian supply chain management enablers (HSCMEs) for efficient and effective humanitarian operations. This research aims to analyze the interaction of enablers for humanitarian supply chain management (HSCM) using a proposed hybrid framework consists of fuzzy Delphi (FD), interpretive structural modeling (ISM)–matriced impacts croises multiplication appliquee a un classement (MICMAC) and revised Simos approach.

Design/methodology/approach

This research is deliberate to identify 28 HSCMEs through a literature review and experts' opinions; out of which 20 HSCMEs are selected using FD. ISM is applied to know contextual relationship among the selected HSCMEs for developing a hierarchical model. The MICMAC analysis classifies the HSCMEs based on driving power and dependence power to validate the developed hierarchical ISM structure. The revised Simos technique is used to prioritize the HSCMEs to access its relative significance in humanitarian operations.

Findings

The finding of the analysis suggests that government policy and leadership support obtained the highest priority, having high driving power and low dependence power is significantly strategic and emerged as the leading driver for the HSCM implementation.

Research limitations/implications

ISM model presents an insight into interrelationship among HSCMEs, but this cannot quantify the impact of each HSCMEs.

Practical implications

Disaster relief aid agencies and stakeholders may focus on the enablers having high driving power and higher weight in designing and executing an effective and efficient humanitarian supply chain and to improve their activities and strategies of HSCM.

Social implications

This research helps humanitarian logisticians and humanitarian organizations to make better decisions to improve their operational performance in pre and postdisaster phases.

Originality/value

This paper explores the application of proposed hybrid framework to analyze the HSCMEs that can be considered as the original contribution.

Horizontal Coordination of I-LNGOs in the Humanitarian Supply Chain: An Evolutionary Game Approach

Disasters accompanied by heavy casualties and huge economic losses directly result in the disruption or delay of economic development. Considering the urgent need for reducing losses and accelerating the process of social recovery, international nongovernment organizations (INGOs) and local NGOs (LNGOs) with different resource endowments should achieve organizational coordination to improve the relief efficiency and sustainability of the humanitarian supply chain. Due to conflicting interests and expectations, this coordination is hard to achieve. In this study, we first establish an evolutionary game model between INGOs and LNGOs to determine the influencing factors and explore the interaction of NGOs in a dynamic way. Our results show that: (1) coordination by resource sharing can improve the sustainability of the humanitarian supply chain; (2) coordination willingness is affected by the behavior of other players, which can nevertheless achieve equilibrium under certain conditions; and (3) the important factors and optimal strategies of players are highlighted in the dynamic model. This study provides several insights into the theory of organizational coordination in the humanitarian supply chain regarding sustainability.

Enhancing service delivery in humanitarian relief chains: the role of relational capital

Purpose

The study examined the influence of relational capital on inter-cluster coordination and service delivery of humanitarian organisations; the mediating and moderating role of inter-cluster coordination on the relationship between relational capital and service delivery.

Design/methodology/approach

Data was collected from 60 humanitarian organisations. Potential respondents were five officers from each humanitarian organisation involved in delivering humanitarian assistance. Respondents from the different organisations were selected using purposive sampling. The SPSS software, SMART PLS and CB-SEM software were used to obtain results on the influence of relational capital on inter-cluster coordination and service delivery in humanitarian organisations; and the mediating and moderating role of inter-cluster coordination on the relationship between relational capital and service delivery.

Findings

Findings indicated that relational capital influences inter-cluster coordination and service delivery in humanitarian relief chains; inter-cluster coordination partially mediates the relationship between relational capital and service delivery in humanitarian relief chains; and no interactive effect was found when the moderation effect of inter-cluster coordination on the relationship between relational capital and service delivery in humanitarian organisations was examined.

Research limitations/implications

The study was mainly focused on humanitarian organisations excluding beneficiaries and the logistics suppliers. The research has implications to decision-makers in government and humanitarian organisations concerned with providing relief aid to beneficiaries.

Originality/value

The influence of relational capital on inter-cluster coordination and service delivery in humanitarian relief chains; the mediating role and moderating role of inter-cluster coordination on the relationship between relational capital and service in humanitarian relief chains are aspects that have not been given significant attention empirically.

Influence of big data and predictive analytics and social capital on performance of humanitarian supply chain

Purpose

The purpose of this paper is threefold: first, to investigate the role of big data and predictive analytics (BDPA) and social capital on the performance of humanitarian supply chains (HSCs); second, to explore the different performance measurement frameworks and develop a conceptual model for an HSC context that can be used by humanitarian organizations; and third, to provide insights for future research direction.

Design/methodology/approach

After a detailed review of relevant literature, grounded in resource-based view and social capital theory, the paper proposes a conceptual model that depicts the influence of BDPA and social capital on the performance of an HSC.

Findings

The study deliberates that BDPA as a capability improves the effectiveness of humanitarian missions to achieve its goals. It uncovers the fact that social capital binds people, organization or a country to form a network and has a critical role in the form of monetary or non-monetary support in disaster management. Further, it argues that social capital combined with BDPA capability can result in a better HSC performance.

Research limitations/implications

The proposed model integrating BDPA and social capital for HSC performance is conceptual and it needs to be empirically validated.

Practical implications

Organizations and practitioners may use this framework by mobilizing social capital, BDPA to enhance their abilities to help victims of calamities.

Social implications

Findings from study can help improve coordination among different stakeholders in HSC, effectiveness of humanitarian operations, which means lives saved and faster reconstruction process after disaster. Second, by implementing performance measurements framework recommended by study, donors and other stakeholders will get much desired transparency at each stage of HSCs.

Originality/value

The findings contribute to the missing link of social capital and BDPA to the existing performance of HSC literature, finally leading to a better HSC performance.

Lessons from the humanitarian disaster logistics management

Purpose

The purpose of this study is to draw lessons for logistics management in humanitarian disasters, using the earthquake in Haiti as a case study. In Haiti, there were problems with the logistical response. This study investigates the humanitarian logistics challenges faced by various stakeholders in Haiti during the disaster-relief operations.

Design/methodology/approach

In this exploratory case study, the central methodology used was data triangulation. Data triangulation involved interviews with respondents grouped into three categories, non-governmental organizations (NGOs), the military establishment and the governmental agencies. Prominence is given to the common themes expressed by each group. These common themes are then compared to the themes of other groups to identify opportunities and problems for future disaster relief operations.

Findings

The study indicates that there is a clear gap in terms of how the humanitarian efforts were coordinated between different actors. Lack of civil–military cooperation and coordination was one of the findings from the interviews, and many of the resources and initiatives were overlapping or redundant. Timeliness and efficiency need to be at the forefront of all planning and would result in more saved lives and reduced human suffering. The key goal of humanitarian logistics stipulates is to form connections and relationships, which was well illustrated through the informants' interviews. It was found that organizing different stakeholders/actors to work together by sharing processes and distribution channels demands a vision that goes beyond logistics management. Government agencies, the military establishment, NGOs, locals and victims need to collaborate to create a synergy in generating solutions that are tailored to the shock of the disaster in the first place.

Research limitations/implications

The current study relies on a single case study approach as disaster scenarios are unique in terms of their impact, magnitude, timing and location. Despite these limitations, this study provides a detailed account of the logistical challenges in dealing with the disaster that took place in Haiti. The logistics-related lessons learned from this case study should be carefully applied in other settings, taken into consideration contextual differences.

Practical implications

One important aspect of measuring efficiency for any commercial logistics system is key performance indicators (KPIs) that indicate how well the firm is doing in managing its inbound and outbound operations. From a practical standpoint, the Haiti case raised a challenging concern with regard to how to measure the performance of humanitarian disaster logistics. This is a starting point to understand the dynamics of disaster system efficiency and logistics interplay and offers a few lessons to improve the resource availability in the case of future emergencies.

Originality/value

This study lays the groundwork for future researchers to explore and debrief on the topic once disaster relief draws to a close and time has allowed logisticians and relief workers to analyze the response mechanisms used in disasters.
