Barriers to use open government data in private sector and NGOs in Pakistan

Understanding National Nonprofit Data Environments

We develop the concept of the nonprofit data environment as all data collected and reported in a country resulting from law implemented into practice. We map data environments across 20 countries and propose explanations for differences between the information nongovernmental organizations report (collected) and what is made publicly available (reported). Domestic factors including regime type, civil society autonomy, and regulatory quality increase the amount of information collected and released publicly. Exposure to international political forces, including aid flows and globalization, increases the gap, which runs counter to expectations of greater openness with global engagement. Our findings point to the need for a better understanding of patterns in non-profit organizations (NPOs) data environments; while all governments collect information, countries with similar legal codes have widely varying data environments. This matters for NPOs as their ability to learn and improve depends on access to quality data and coincides with a feared global political backlash.

Whither the need and motivation for open government data (OGD) promotional strategies?

Purpose

It has been underscored in the extant literature that open government data (OGD) has not percolated across the length and breadth of any country, let alone the awareness of the OGD among the stakeholders themselves. In this vein, this study aims to underline the reasons as to why OGD promotion merits consideration apart from underlining the manner in which OGD promotion may be done.

Design/methodology/approach

Based on literature review on the OGD conceptual models and government promotion initiatives, the study further sketches an OGD model across four quadrants: beginners, followers, fast-trackers, trend-setters on the basis of the progress made in their OGD initiatives besides underlining the four elements of OGD promotional strategy as media, arena, substance and stakeholders. Also, the study explores the drivers and barriers to OGD promotional initiatives.

Findings

The study shows that across the OGD quadrants, the promotional strategies vary in terms of the 4As (acceptability, affordability, accessibility and awareness), and the same get reflected across MASS. Further, the drivers for OGD promotional initiatives are building citizens’ trust and forging stakeholder participation and collaboration in administration, thereby furthering transparency in administration, meeting the needs of the stakeholders, providing the desired impetus to value creation and innovation by the stakeholders and the need for furthering economic growth. Likewise, the barriers toward OGD promotion are linked with the lack of political will, lack of organizational leadership, mission and vision, lack of involvement of government departments, lack of budget and lack of requisite infrastructure for promotion.

Originality/value

Hitherto, OGD research has underscored the need to make the users aware of the potential of OGD initiative; however, no study has been undertaken to understand the manner in which the awareness may be driven among the users – the present study is a first step in this direction.

Developing Indicators to Improve Safety and Security of Citizens in Case of Disruption of Critical Infrastructures Due to Natural Hazards—Case of a Snowstorm in Finland

The changing climate inflicts ecological, economic, social, and cultural consequences that are interconnected and mutually reinforcing. Very often, this happens via interlinked critical infrastructures. Preparing these for natural hazards and carrying out risk assessments that consider their cascading effects on human livelihoods and well-being is a challenging task. Crisis management institutions can benefit from forecasts based on the idea of systemic risk. This study is based on stakeholder workshops, in which a systemic dynamic modelling method called the Causal Loop Diagram (CLD) was used to support contingency planning to identify the critical infrastructure-related factors, the vital functions in society, and to understand their interrelated nature. Together with the workshop participants (authorities and other service providers of critical infrastructures) we tested whether the CLD tool could help identify three types of indicators (threat factors, vulnerability, and resilience) that can help in assessing the risk level when a natural disaster hits. Our case study was a snowstorm, still a frequent phenomenon in the Nordic countries. This article describes and explains the possibilities and limitations of systemic dynamic modelling in contingency planning. Indicators describing the safety and security risks posed by natural hazards, as well as potential sources of data for these indicators, were identified. Identifying indicators that are relevant for anticipating interrelated and cascading effects offers valuable tools for risk assessment and security planning at operational and strategical levels.

Factors Influencing Citizens’ Intention to Use Open Government Data—A Case Study of Pakistan

Open government data (OGD) has gained much attention worldwide; however, there is still an increasing demand for exploring research from the perspective of its adoption and diffusion. Policymakers expect that OGD will be used on a large scale by the public, which will result in a range of benefits, such as: faith and trust in governments, innovation and development, and participatory governance. However, not much is known about which factors influence the citizens’ intention to use OGD. Therefore, this research aims at empirically investigating the factors that influence citizens’ intention to use OGD in a developing country using information systems theory. Improved knowledge and understanding of the influencing factors can assist policymakers in determining which policy initiatives they can take to increase the intention to widely use OGD. Upon conducting a survey and performing analysis, findings reveal that perceived usefulness, social approval, and enjoyment positively influences intention, whereas voluntariness of use negatively influences OGD use. Further, perceived usefulness is significantly affected by perceived ease of use, and OGD use is significantly affected by OGD use intention. However, surprisingly, the intention to use OGD is not significantly affected by perceived ease of use. The policymakers suggest increasing the intention to use OGD by considering significant factors.

Saudi scholars’ perceptions and use of open government data portals at Shaqra University, Saudi Arabia

This article reports the findings of a study on open data usage among Saudi scholars. It investigates the sample’s perceptions of open data and open data portals. The study reported the factors affecting the participants’ decision to use open data and aimed to understand Saudi researchers’ practices and perceptions related to the use and sharing of open data. It adopted a quantitative approach and a questionnaire was distributed to and collected from 190 Saudi academic staff to measure their perceptions, their open data usage, the benefits of open data, and the factors that significantly impacted their open data utilization. The findings reveal that 42.1% of Saudi researchers used government open data portals and regularly visited open data portals provided by the university and the government mainly for research purposes. The results also indicate that open data portals enabled Saudi researchers to obtain useful data for their research while giving them the tools to visualize and understand the data.

Why open government data initiatives fail to achieve their objectives: categorizing and prioritizing barriers through a global survey

Purpose

Existing overviews of barriers for openly sharing and using government data are often conceptual or based on a limited number of cases. Furthermore, it is unclear what categories of barriers are most obstructive for attaining open data objectives. This paper aims to categorize and prioritize barriers for openly sharing and using government data based on many existing Open Government Data Initiatives (OGDIs).

Design/methodology/approach

This study analyzes 171 survey responses concerning existing OGDIs worldwide.

Findings

The authors found that the most critical OGDI barrier categories concern (in order of most to least critical): functionality and support; inclusiveness; economy, policy and process; data interpretation; data quality and resources; legislation and access; and sustainability. Policymakers should prioritize solving functionality and support barriers and inclusiveness barriers because the authors found that these are the most obstructive in attaining OGDI objectives.

Practical implications

The prioritization of open data barriers calls for three main actions by practitioners to reduce the barrier impact: open data portal developers should develop advanced tools to support data search, analysis, visualization, interpretation and interaction; open data experts and teachers should train potential users, and especially those currently excluded from OGDIs because of a lack of digital skills; and government agencies that provide open data should put user-centered design and the user experience central to better support open data users.

Originality/value

This study contributes to the open data literature by proposing a new, empirically based barrier categorization and prioritization based a large number of existing OGDIs.
