Waste of electrical and electronic equipment management from the perspective of a circular economy: A Review

In addition to the difficulties involved in the management of conventional solid waste, the management of waste of electrical and electronic equipment (WEEE) is significantly more complex due to its unusual chemical composition and fast generation. Both developed and developing countries have been looking for solutions to deal with the problems caused by the growing flow of WEEE, especially regarding sustainable solutions based on reducing resource exploitation by the recovery of materials from this type of waste. In this context, this work presents a quali-quantitative and comprehensive literature review of the publications on the management of WEEE, from the perspective of a circular economy. The results showed that the first publications on the topic appear in 2006, with a significant increase from 2015, the year when the Circular Economy Action Plan was instituted in the European Community. The most prominent authors have been giving emphasis to researches on recycling, reuse and technologies for the recovery of materials/energy from WEEE. Nevertheless, few studies have been found focusing on the prevention/reduction in WEEE generation, priority actions of the WEEE management hierarchy. The works analysed show that the current management of WEEE, despite considering the circularity of materials, prioritizes the development of technological solutions of the end-of-pipe type, greatly represented by the recovery of materials, instead of preventing the generation, which may be detrimental to long-term sustainability. The work ends with the presentation of a SWOT-TOWS (strengths, weaknesses, opportunities and threats) analysis conducted to define the main strategies for the improvement of WEEE management from a circular economy perspective.

Extending the Life Cycle of EEE—Findings from a Repair Study in Germany: Repair Challenges and Recommendations for Action

The increasing amount of waste from electrical and electronic equipment and the resulting environmental issues are challenging, since product life cycles are too short, and companies continue to rely on linear (business) models. The Circular Economy is an approach to meet these challenges by extending the product lifetime. One way to extend the product lifetime is to repair them. However, since there has been no detailed research on the repair sector yet, this article aims at conducting a repair study in Germany to understand the repair process and get insights into typical failure patterns. Therefore, we analyze the repair sector’s current barriers from different perspectives, especially of customers and businesses. We discuss the results of the repair study, where 382 repair attempts were conducted, with a total success rate of 55%. Moreover, the participants were interviewed to understand their barriers and motivation for repair. Based on the study’s interim findings, recommendations for action are given to make the repair services more attractive for the repairer and customer. Based on the findings, an interdisciplinary approach to improve repair processes by using a digital repair portal is derived.

Examining Generation Z’s Attitudes, Behavior and Awareness Regarding Eco-Products: A Bayesian Approach to Confirmatory Factor Analysis

The research examines Generation Z’s (Gen Z’s) attitudes, behavior and awareness regarding sustainability-oriented products in two European countries, located in the region of Western Balkans, Bosnia–Herzegovina and Serbia. The research deploys generational cohort theory (GCT) and a quantitative analysis of primary data collected through an online questionnaire among 1338 primary, high school and university students, all belonging to Generation Z. It deploys a Confirmatory Factor Analysis (CFA) by running both Maximum Likelihood (ML) and Markov Chain Monte Carlo (MCMC) procedures, the latter being suitable for binary variables, which have been deployed in the study. The results of MLCFA provide evidence that there is a statistically significant and relatively strong relation between sustainability and circular economy attitudes (SCEA) and sustainability and circular economy behavior (SCEB), while there is a statistically insignificant and relatively weak relation between sustainability and circular economy behavior (SCEB) and circular economy awareness (CEW). The results of the BCFA, which is based on MCMC procedure, are similar to the results based on a rather commonly used MLCFA procedure. The results also confirm that Gen Z knows more about the companies which recycle products than it does about the CE as a concept, while the vast majority is concerned about the future of the planet and is motivated to learn more about the CE through CE and various awareness-raising measures.

Macroeconomic and environmental consequences of circular economy measures in a small open economy

This paper investigates the economy-wide impact of the uptake of circular economy (CE) measures for the small open economy (SOE) of Belgium, in particular the impact of fiscal policies in support of lifetime extension through repair activities of household appliances. The impact assessment is completed by means of a computable general equilibrium model as this allows quantification of both the direct and indirect economic and environmental impact of simulated shocks. The results show that different fiscal policy types can steer an economy into a more circular direction. However, depending on the policy type, the impact on the SOE's macroeconomic structure and level of circularity differs. Furthermore, common claims attributed to a CE (e.g. local job creation or decreased import dependence) can be, but are not always, valid. Hence, policy-makers must prioritize their most important macroeconomic goals and opt for an according fiscal policy. Finally, this paper finds that the CO₂ equivalent emissions calculated from a production (or territorial) perspective increase, while they decrease from a consumption perspective. This is explained by the substitution of international activities by local circular activities. This comparative analysis advocates for the consumption approach to assess the CE's impact on CO₂ equivalent emissions.
