Implications of Flood Risk Reduction Interventions on Community Resilience: An Assessment of Community Perception in Bangladesh

Bangladesh, a flat densely populated country in a dynamic delta, is vulnerable to recurring flood disasters. Various types of structural and non-structural flood risk reduction interventions have been implemented over the years to safeguard the people and assets. In that context, the present study assesses the community perception about the implications of such diverse interventions on community resilience, in three reasonably proximate settlements, with varying characteristics: the Type 1 settlement has a flood protection embankment; the Type 2 settlement has no flood risk reduction intervention, and the Type 3 settlement has non-structural interventions. Through a mixed-method assessment in selected settlements, the study results reveal both positive and negative implications of these interventions on local communities. While the embankment has contributed towards enhancing infrastructural resilience in the Type 1 settlement, it still reportedly does not provide complete flood safety. On the other hand, the non-structural measures are reported to have increased community competencies in the Type 3 settlement, but the long-term sustainability of these traits is uncertain. Furthermore, the study results uncover “connectedness among local communities” as an inherent characteristic in all three locations, whereas flood risk reduction interventions are stated to be partly associated with social tension and the marginalization of certain socio-economic groups.

Microfinance institutions and a coastal community's disaster risk reduction, response, and recovery process: a case study of Hatiya, Bangladesh

Several researchers have examined the role of microfinance institutions (MFIs) in poverty alleviation, but the part that they play in disaster risk reduction remains unaddressed. Through an empirical study of Hatiya Island, one of the most vulnerable coastal communities of Bangladesh, this research evaluates perceptions of MFI support for the disaster risk reduction, response, and recovery process. The findings reveal no change in relation to risk reduction and income and occupation aspects for more than one-half of the clients of MFIs. In addition, only 26 per cent of them have witnessed less damage as a result of being members of MFIs. One can argue, though, that the longer the membership time period the better the disaster preparedness, response, and recovery process. The outcomes of this study could help to guide the current efforts of MFIs to enhance the ability of coastal communities to prepare for and to recover from disasters efficiently and effectively.

Insuring against earthquakes: simulating the cost-effectiveness of disaster preparedness

Ex-ante measures to improve risk preparedness for natural disasters are generally considered to be more effective than ex-post measures. Nevertheless, most resources are allocated after an event in geographical areas that are vulnerable to natural disasters. This paper analyses the cost-effectiveness of ex-ante adaptation measures in the wake of earthquakes and provides an assessment of the future role of private and public agencies in disaster risk management. The study uses a simulation model approach to evaluate consumption losses after earthquakes under different scenarios of intervention. Particular attention is given to the role of activity diversification measures in enhancing disaster preparedness and the contributions of (targeted) microcredit and education programmes for reconstruction following a disaster. Whereas the former measures are far more cost-effective, missing markets and perverse incentives tend to make ex-post measures a preferred option, thus occasioning underinvestment in ex-ante adaptation initiatives.

Microfinance investments in quality at private clinics in Uganda: a case-control study

Background

Small private-sector health care providers can play an important role in meeting the developing country health care needs, but a lack of credit can prove major constraint to small-provider expansion. This study examines the potential of small, microfinance loans to strengthen the private health sector and improve access to quality preventive and curative health services in Uganda.

Methods

This study estimates logistic regressions using 2,387 client exit interviews to assess the impact of microfinance loans on perceived quality and the viability and sustainability of small, private clinics.

Results

The study finds perceived quality improved with loan recipients' clients being more likely to choose clinics on the basis of drug availability, fair charges, cleanliness, and confidentiality. In addition, the assessment found evidence of increased client flows, but the changes produced mixed results for sustainability with respondents being only half as likely to "always" visit a particular clinic.

Conclusion

The results indicate that the microfinance program improved perceived quality at loan recipient clinics, especially as reliable drug outlets.

Programmes, resources, and needs of HIV-prevention nongovernmental organizations (NGOs) in Africa, Central/Eastern Europe and Central Asia, Latin America and the Caribbean

This study assessed the programmes, resources, and needs of HIV-prevention nongovernmental organizations (NGOs) in 75 countries in Africa, Central/Eastern Europe and Central Asia, Latin America and the Caribbean. Multiple databases and expert recommendations were used to identify one major HIV-prevention NGO in the capital or a large city in each country, and in-depth interviews were conducted with each NGO Director. Most NGOs are carrying out their programmes with minimal funding and few regularly employed personnel. Most are highly dependent on international donors, but reliance on small grants with short funding periods limits programme development capacity. HIV-prevention activities varied by region, with African NGOs most likely to use peer education and community awareness events; Eastern European NGOs most likely to offer needle exchange; Latin American NGOs to have resource centres and offer risk reduction programmes; and Caribbean organizations to use mass education approaches. Across regions, NGOs most often targeted the general public and youth, although specialized at-risk groups were the additional focus of attention in some regions. Limited funding, governmental indifference or opposition, AIDS stigma, and social discomfort discussing sex were often cited as barriers to new HIV-prevention programmes. NGOs are critical service providers. However, their funding, programmes, and resource capacities must be strengthened if NGOs are to realize their full potential in HIV prevention.

Evidence against disaster-induced migration: the 2004 tornado in north-central Bangladesh

Migration is generally considered to be one of the primary responses to a natural disaster. The existing literature widely acknowledges the fact that disaster victims migrate from affected areas. This paper, though, provides empirical evidence of the non-occurrence of out-migration in the aftermath of the 14 April 2004 tornado in Bangladesh. Data collected from 291 respondents from eight tornado-affected villages suggest that no one from these locations migrated to other areas. The constant flow of disaster aid and its proper distribution by the government and non-governmental organisations (NGOs) were the main reasons why victims did not leave. This study contributes to the disaster literature by providing three important findings: disasters do not always create out-migration; emergency aid can compensate in monetary terms for damage caused by disasters; and some of the arguments made in the literature against the provision of emergency relief for disaster victims are not always valid for all countries.
