Abstract
Globally, unowned urban cats are a major concern because they may suffer from poor welfare and cause problems, including public health risks, nuisances, and urban wildlife predation. While management options are often presented as a choice between culling or trap−neuter−return (TNR), for 25 years, the Lonely Miaow (Inc.) charity in Auckland, New Zealand (hereafter LM), has used a third strategy—intensive adoption or trap−assess−resolve (TAR). As of 2019, of 14,611 unowned cats trapped, 64.2% were adopted, 22.2% were euthanized if unsocialised or in grave ill-health, 5.7% were neutered and returned to the site, and 7.9% had other outcomes, such as being transferred to other shelters. Adoption rates increased over this time, exceeding 80.0% in 2018 and 2019. The cost of processing each cat from capture to adoption rose from NZD 58 in 1999 to NZD 234 by 2017. Approximately 80% of colonies (sites where cats were trapped) were around residential areas. Approximately 22% of cats required veterinary treatment after capture; common ailments included respiratory infections, ringworm, dental problems, and trauma. Consistently, 52% of cats were young kittens (<10 weeks old), c. 80% of cats were <1 year old, and only c. 2% were estimated to be >5 years old. TAR avoids euthanasia where possible. Its effectiveness would be enhanced by fewer abandonments of owned cats and kittens, fitting within integrated strategies for the control of unowned cats involving community education. Cat adoptions improve the welfare of cats and, with appropriate husbandry, should alleviate concerns about nuisances, public health, and attacks on wildlife or the cats themselves, essentially benefitting the community and the cats. This case study is relevant to other cities around the world that are seeking to manage unowned cats.

Abstract
Simple Summary Free-roaming cats in New Zealand include companion, stray, and feral cats, mostly defined based on their relationship with people. As such, the different policy mechanisms in New Zealand related to addressing the impacts of free-roaming cats reflect these different types of relationships. In this paper, we review the current laws and related regulations, codes, plans, and local bylaws related to cat management and identify the implications they have on cat welfare. Currently, there is no national law for cat management in New Zealand; however, we suggest that there is reason to create national legislation to ensure that cat management is humane and consistent across New Zealand. Abstract A lack of national legislation for cat management in New Zealand poses challenges for ensuring that practices are consistently humane and effective. In this paper, we review the current cat management policies in New Zealand and the implications they have on the welfare of free-roaming cats (from here on, referred to as ‘cats’). Our review demonstrates that there are multiple policy mechanisms used to manage cats in New Zealand for a variety of reasons, including animal welfare, pest management, and nuisance, and that these different policies have both positive and negative implications for cat welfare. We provide context pertaining to New Zealanders’ acceptance of current or future laws and regulations and compare the New Zealand policy landscape with other countries, with a particular emphasis on Australia, to identify potential directions and outcomes of increased regulation. We discuss the future of the regulatory environment in New Zealand, including the need to better understand the impact of policies on cats, people, and other animals in urban, rural, and wild spaces. We further discuss the need to better understand the cat–human relationship for future policy decisions and offer a solution based on national cat legislation.

A shift towards early-age desexing of cats under veterinary care in Australia. Sci Rep 2021; 11:811. Abstract
The global problem of unowned domestic cats, driven by their phenomenal reproductive success, carries significant economic, animal welfare and biodiversity costs. Desexing owned cats prior to puberty prevents unwanted litters that contribute to unowned cat populations. The prevalence and predictors of desexing, and the age at which surgery was carried out were investigated using anonymized electronic patient records in the VetCompass Australia database of cats presented to veterinary practices. Of 52,941 cats born between 2010 and 2017, 83.6% were desexed. Among 7463 desexed females, 21.5% had been desexed by 4 months of age, 59.8% by 6 months and 85.4% by 1 year. Sex, breed, location and socioeconomic indices significantly influenced desexing status and age at surgery. Cats born between 2010 and 2017 had greater odds of being desexed than cats born between 1995and 2009 at each age cut-off (≤ 4 months [OR 1.76, CI95 1.58-1.97], ≤ 6 months [OR 1.50, CI95 1.38-1.62] and ≤ 1 year [OR 2.33, CI95 2.11-2.57] p < 0.001). Most cats presented to veterinarians in Australia are desexed. Compared with cats born before 2010, cats born later are significantly younger at desexing but, even so, many cats would have reached sexual maturity before surgery. These findings will inform the design of front-line strategies promoting prepubertal desexing and they demonstrate, for the first time, a shift towards desexing younger cats.

Abstract
Cats are prolific breeders, and if most cats were desexed prior to puberty, numbers of unwanted cats and kittens, and hence numbers entering shelters, would be expected to decline. Although traditionally in Australia it has been reported that 90% of veterinary clients' cats are desexed, there are still hundreds of cats and kittens that end up unwanted and in shelter care annually. In this study, we surveyed Queensland veterinary practices to describe ages that veterinarians are recommending cats should be desexed at, ages at which desexing actually occurs, what veterinary practices are doing to promote desexing of cats, and what veterinarians see as the barriers to desexing of cats before puberty. A questionnaire was developed and sent to all veterinary practices in Queensland. The response rate was 50%. Almost 45% of respondents recommended desexing at the traditional age of 6 months, which is later than puberty in most cats; for more than 56% of practices, the actual average age at which desexing occurred was at least 6 months; and in a substantial proportion of practices, when desexed, high percentages of cats had already had litters. Most practices took steps to encourage their clients to have their cats desexed, and most thought these steps were effective. The results from this study suggest that although veterinarians generally agree that cats should be desexed prior to having their first litter, recommended and actual desexing ages are commonly too late to ensure this is achieved. Better understanding is required about both the likely impact of more veterinary practices recommending and conducting desexing before puberty on numbers of unwanted cats and numbers surrendered to shelters, and the drivers of age at which cats are desexed. This could inform strategies to reduce numbers of unwanted cats.

Abstract
To continue dialogue over proposed Australian trials of Trap-Neuter-Return (TNR), we applied a framework requiring identification of areas of agreement, areas of disagreement, and identification of empirical data collection required to resolve disagreements. There is agreement that Australia has a problem with stray cats, causing problems of impacts on wildlife, nuisance, disease transmission (including public health issues and exchange of diseases between stray cat and pet cat populations), poor welfare outcomes for stray cats, and an emotional burden on staff euthanising healthy stray cats. There is disagreement on whether (i) current measures are failing, leading to unacceptably high euthanasia levels, (ii) some contributors to the debate misunderstand TNR, (iii) TNR trials will reduce urban cat populations and associated problems, (iv) TNR is an ethical solution to cat overpopulation, and (v) some contributors to the debate promulgated misinformation. Although not everyone agrees that TNR trials should proceed, as a hypothetical exploration, we propose an experimental approach explicitly comparing TNR to alternatives. Trials could only be considered if other detailed and well-funded attempts at stray cat control focusing across an entire Local Government Area (LGA) prove ineffective.

Abstract
Research and management attention on the impacts of the introduced domestic cat (Felis catus) on Australian fauna have focussed mainly on the feral population. Here, we summarise the evidence for impacts of predation by pet cats on Australian wildlife. We collate examples of local wildlife population decline and extirpation as a result, at least in part, of predation by pet cats. We assemble information across 66 studies of predation by pet cats worldwide (including 24 Australian studies) to estimate the predation toll of pet cats in Australia, plus the predation pressure per unit area in residential areas. We compared these estimates to those published for feral cats in Australia. The per capita kill rate of pet cats is 25% that of feral cats. However, pet cats live at much higher densities, so the predation rate of pets per square kilometre in residential areas is 28–52 times larger than predation rates by feral cats in natural environments, and 1.3–2.3 times greater than predation rates per km2 by feral cats living in urban areas. Pet cats kill introduced species more often than do feral cats living in natural environments, but, nonetheless, the toll of native animals killed per square kilometre by pet cats in residential areas is still much higher than the toll per square kilometre by feral cats. There is no evidence that pet cats exert significant control of introduced species. The high predation toll of pet cats in residential areas, the documented examples of declines and extirpations in populations of native species caused by pet cats, and potential pathways for other, indirect effects (e.g. from disease, landscapes of fear, ecological footprints), and the context of extraordinary impacts from feral cats on Australian fauna, together support a default position that pet cat impacts are serious and should be reduced. From a technical perspective, the pet cat impacts can be reduced more effectively and humanely than those of feral cats, while also enhancing pet cat welfare. We review the management options for reducing predation by pet cats, and discuss the opportunities and challenges for improved pet cat management and welfare.

Simple Summary Cat owners are responsible for keeping their pet cats safe, but some behaviors that keep cats and other animals safe, such as keeping the cat contained, are not supported by all owners. Non-owner attitudes towards responsible cat ownership behaviors are also important because cat owner behavior may be influenced by friends and family who do not own cats. Therefore, we asked owners and non-owners, recruited via social media sites associated with companion animal or wildlife issues, to describe their support for cat containment, microchipping, and neutering. Non-owners were more likely to report that cats should always be contained, but there was no difference in support for keeping cats contained at night. Owners were more likely to agree that cats should be neutered/spayed. In-principle support among owners was often higher than actual compliance with relevant behaviors, particularly for keeping cats indoors at night. This information may be useful for helping design campaigns to increase responsible cat ownership behaviors. Abstract Responsible cat ownership is important for keeping pet cats and wildlife safe. Much research investigating levels of compliance with and attitudes towards responsible cat ownership practices has focused on cat owners. Non-owner attitudes are relevant because their opinions may encourage cat-owning friends and family to engage (or not) in a cat management practice. The aim of this study was to determine levels of compliance with responsible cat ownership practices among cat owners, as well as attitudes towards those behaviors by owners and non-owners alike. An online survey was completed by 6808 people living in Australia who were recruited via companion animal or wildlife interest groups on social media. Frequency data were used to measure owner compliance with responsible cat ownership behaviors and t-tests were used to determine whether owners and non-owners differed in their attitudes towards these behaviors. Owner compliance with responsible practices ranged from 46.5% (complete cat containment all day and night) to 76.9% (cat is de-sexed). Owner attitudes towards these practices were generally more positive than the reported levels of management practices implemented for their own cat. For example, 47.3% of owners agreed or strongly agreed that cats should always be contained and 88.6% agreed that cats should be contained at night. Non-owners were more likely than owners to agree that cats should be contained during the day, but there was no difference for containment at night. Owners were more likely to report that cats should be de-sexed. These results can be used to inform campaigns aimed at increasing compliance with responsible cat ownership behaviors.

Abstract
Trap-Neuter-Return (TNR) programs, in which stray cats are captured, neutered and returned to the environment are advocated as a humane, ethical alternative to euthanasia. We review the TNR literature in light of current debate over whether or not there should be further TNR trials in Australia. We revisit the problems arising from stray cats living in association with human habitation and estimate how many stray cats would have to be processed through a scientifically-guided TNR program to avoid high euthanasia rates. We also identify 10 ethical and welfare challenges that have to be addressed: we consider the quality of life for stray cats, where they would live, whether the TNR process itself is stressful, whether TNR cats are vulnerable to injury, parasites and disease, can be medically treated, stray cats' body condition and diet, and their impacts on people, pet cats, and urban wildlife, especially endemic fauna. We conclude that TNR is unsuitable for Australia in almost all situations because it is unlikely to resolve problems caused by stray cats or meet ethical and welfare challenges. Targeted adoption, early-age desexing, community education initiatives and responsible pet ownership have greater promise to minimize euthanasia, reduce numbers rapidly, and address the identified issues.

Simple Summary Globally, desexing is used to reduce/prevent overpopulation of cats. However, its effective use is hampered by widely held views that it should occur at around six months of age, whereas female cats can breed from four months of age. As a result, many cats may have an unplanned litter before they are desexed. In Australia, increasing numbers of municipalities are mandating desexing of cats by three months of age, before the traditional age of 4–6 months. Achieving this goal requires support from veterinary professionals, so we used online and face-to-face surveys to determine the preferred desexing ages for cats and rationale of 957 Australian veterinarians, veterinary nurses, veterinary science students, and veterinary nursing students. A complementary survey of 299 veterinary practice websites across Australia documented information provided about desexing cats. Vet nurses and nursing students were more conservative than vets or vet students, preferring to desex cats (especially females) after four months because of concerns about anaesthetic risk. Over half of surveyed websites provided no information about desexing cats or offered desexing without explaining why it was necessary or when to perform it. In Australia, the preferences and practices of some current/future veterinary professionals do not match changing cat legislation. Abstract Surgical desexing of cats is typically carried out after six months of age (Mature Age Desexing, MAD); between 4–6 months (Traditional Age Desexing, TAD); or before four months (Early Age Desexing, EAD). We complemented existing surveys of veterinarians’ acceptance of EAD with online and face-to-face surveys, to ascertain the preferred desexing ages for cats and rationale of 957 Australian veterinarians, veterinary nurses, veterinary science students, and veterinary nursing students. A complementary survey of 299 veterinary practice websites across Australia documented any information provided about desexing cats. The most common reason for preferred desexing ages was reducing stray cat populations (30%); 78% of these respondents chose ages aligning with EAD. Vet nurses and nursing students were more conservative than vets or vet students, preferring to desex cats >4 months. Perceived anaesthetic risk was a major motivation, especially for nurses ≤5 years’ experience. Across 299 urban practices in Australian capital cities, 55% of surveyed websites provided no information about desexing cats or listed desexing without explaining why it was necessary, or when to perform it. Increasingly, Australian legislatures mandate desexing of cats by three months of age, so the practices of some current/future veterinary professionals do not match changing legislation.

Abstract
Simple Summary The aim of this study was to identify changes that contributed to the markedly improved live release of cats in Royal Society for the Prevention of Cruelty to Animals (RSPCA) Queensland shelters by comparing data from 2011 and 2016. Admission numbers were similar in these two years. The number and percentage euthanized decreased substantially from 58% in 2011 to 15% in 2016. The greatest contributor to this were marked increases in cats rehomed (i.e., adopted). The number of cats adopted doubled from 2011 to 2016, with over half the increase contributed by increased shelter adoptions, and the remainder achieved by increased off-site adoptions, largely through agreements with Petbarn stores. Improved outcomes were facilitated by nearly doubling the number of cats temporarily in foster care. Cats euthanized for behavioral reasons decreased by 85%, including a marked decrease in the number of euthanasias because the cat was deemed feral. Euthanasia of young kittens dramatically decreased. The number of cats reclaimed by their owner was similar in the two years and was only a small contributor to the numbers of cats released live. To achieve further improvements, programs that decrease intake for both stray and owned cats would be beneficial. Abstract This retrospective study of cat admissions to RSPCA Queensland shelters describes changes associated with improved outcomes ending in live release in 2016 compared to 2011. There were 13,911 cat admissions in 2011 and 13,220 in 2016, with approximately 50% in both years admitted as strays from the general public or council contracts. In contrast, owner surrenders halved from 30% to 15% of admissions. Percentages of admissions ending in euthanasia decreased from 58% to 15%. Only 5% of cat admissions were reclaimed in each of these years, but the percentage rehomed increased from 34% to 74%, of which 61% of the increase was contributed by in-shelter adoptions and 39% from non-shelter sites, predominately retail partnerships. The percentage temporarily fostered until rehoming doubled. In 2011, euthanasias were most common for medical (32% of all euthanasias), behavioral (36%) and age/shelter number (30%) reasons, whereas in 2016, 69% of euthanasias were for medical reasons. The number of young kittens euthanized decreased from 1116 in 2011 to 22 in 2016. The number of cats classified as feral and euthanized decreased from 1178 to 132, in association with increased time for assessment of behavior and increased use of behavior modification programs and foster care. We attribute the improved cat outcomes to strategies that increased adoptions and reduced euthanasia of young kittens and poorly socialized cats, including foster programs. To achieve further decreases in euthanasia, strategies to decrease intake would be highly beneficial, such as those targeted to reduce stray cat admissions.

Abstract
Simple Summary A substantial proportion of cats and a smaller proportion of dogs entering animal shelters are juveniles. Cats are prolific breeders and can be pregnant by 4 months of age, although the traditional desexing age in veterinary practice is 6 months for dogs and cats. Understanding what veterinary students across Australia and New Zealand are being taught in regards to early age desexing (EAD) is necessary to determine the reasons why EAD is not utilized in client-owned cats and dogs more frequently. There are no current studies documenting the exposure of new veterinary graduates to EAD, nor the opinions to EAD of the academics teaching these students. Of staff teaching veterinary students in Australia and New Zealand in 2015, a majority (64%) did not advocate EAD in their teaching of students. Only three out of eight universities provided a majority of students with exposure to EAD procedures before graduation, and only two of these allowed most students to perform EAD. Abstract Approximately 50% of cats admitted to Australian shelters are kittens, and 26% of dogs are puppies, and, particularly for cats, euthanasia rates are often high. Cats can be pregnant by 4 months of age, yet the traditional desexing age is 5–6 months, and studies in Australasia and Nth America reveal that only a minority of veterinarians routinely perform early age desexing (EAD) of cats or dogs, suggesting they are not graduating with these skills. This study aimed to describe the attitudes of veterinary teaching staff in Australian and New Zealand universities towards EAD, and to determine if these changed from 2008 to 2015. It also aimed to identify students’ practical exposure to EAD. Most (64%) of the 25 participants in 2015 did not advocate EAD in their teaching and, in their personal opinion, only 32% advocated it for cats. Concerns related to EAD cited by staff included anesthetic risk, orthopedic problems, hypoglycemia, and, in female dogs, urinary incontinence. Those who advocated EAD cited benefits of population control, ease of surgery and behavioral benefits. Only three of the eight universities provided a majority of students with an opportunity to gain exposure to EAD procedures before graduation, and in two of these, most students had an opportunity to perform EAD. In conclusion, most veterinary students in Australia and New Zealand are not graduating with the knowledge or skills to perform EAD, and have little opportunity while at university to gain practical exposure. Welfare agencies could partner with universities to enable students to experience EAD.

Abstract
International differences in practices and attitudes regarding pet cats' interactions with wildlife were assessed by surveying citizens from at least two cities in Australia, New Zealand, the UK, the USA, China and Japan. Predictions tested were: (i) cat owners would agree less than non-cat owners that cats might threaten wildlife, (ii) cat owners value wildlife less than non-cat owners, (iii) cat owners are less accepting of cat legislation/restrictions than non-owners, and (iv) respondents from regions with high endemic biodiversity (Australia, New Zealand, China and the USA state of Hawaii) would be most concerned about pet cats threatening wildlife. Everywhere non-owners were more likely than owners to agree that pet cats killing wildlife were a problem in cities, towns and rural areas. Agreement amongst non-owners was highest in Australia (95%) and New Zealand (78%) and lowest in the UK (38%). Irrespective of ownership, over 85% of respondents from all countries except China (65%) valued wildlife in cities, towns and rural areas. Non-owners advocated cat legislation more strongly than owners except in Japan. Australian non-owners were the most supportive (88%), followed by Chinese non-owners (80%) and Japanese owners (79.5%). The UK was least supportive (non-owners 43%, owners 25%). Many Australian (62%), New Zealand (51%) and Chinese owners (42%) agreed that pet cats killing wildlife in cities, towns and rural areas was a problem, while Hawaiian owners were similar to the mainland USA (20%). Thus high endemic biodiversity might contribute to attitudes in some, but not all, countries. Husbandry practices varied internationally, with predation highest where fewer cats were confined. Although the risk of wildlife population declines caused by pet cats justifies precautionary action, campaigns based on wildlife protection are unlikely to succeed outside Australia or New Zealand. Restrictions on roaming protect wildlife and benefit cat welfare, so welfare is a better rationale.
