Abstract
In late December 1973, the United States enacted what some would come to call "the pitbull of environmental laws." In the 50 years since, the formidable regulatory teeth of the Endangered Species Act (ESA) have been credited with considerable successes, obliging agencies to draw upon the best available science to protect species and habitats. Yet human pressures continue to push the planet toward extinctions on a massive scale. With that prospect looming, and with scientific understanding ever changing, Science invited experts to discuss how the ESA has evolved and what its future might hold. -Brad Wible.

Abstract
The exponential increase in the availability of genomic data, derived from sequencing thousands of loci or whole genomes, provides exciting new insights into the diversity of life. However, it can also challenge established species concepts and existing management regimes derived from these concepts. Genomic data can help inform decisions about how to manage genetic diversity, but policies that protect identified taxonomic entities can generate conflicting recommendations that create challenges for practitioners. We outline three dimensions of management concern that arise when facing new and potentially conflicting interpretations of genomic data: defining conservation entities, deciding how to manage diversity, and evaluating the risks and benefits of management actions. We highlight the often-underappreciated role of values in influencing management choices made by individuals, scientists, practitioners, the public, and other stakeholders. Such values influence choices through mechanisms such as the Rashomon effect, whereby management decisions are complicated by conflicting perceptions of the causes and consequences of the conservation problem. To illustrate how this might operate, we offer a hypothetical example of this effect for the interpretation of genomic data and its implications for conservation management. Such value-based decisions can be challenged by the rigidity of existing management regimes, making it difficult to achieve the necessary flexibility to match the changing biological understanding. We finish by recommending that both conservation geneticists and practitioners reflect on their respective values, responsibilities, and roles in building a more robust system of species management. This includes embracing the inclusion of stakeholders in decision-making because, as in many cases, there are not objectively defensible right or wrong decisions.

Abstract
Climate action planning continues to accelerate rapidly across the globe as communities seek to prepare to thrive in an uncertain future. Climate action planning is a particularly contentious and complex topic in the southern United States, however, because of significant economic reliance on industries that contribute substantially to greenhouse gas emissions, and due to a complicated relationship between industry and persistent racial and economic inequities that contribute to distrust between communities, businesses, and state governments. Within the last decade, research efforts have begun to evaluate approaches used to develop city, state, and national-level climate action plans, finding that planning efforts are often as diverse as the localities they represent. Climate action planning processes that evaluate the potential implications of climate action on greenhouse gas emissions and societal values are often driven by either qualitative stakeholder engagement or by the results of numerical models. While both approaches are valuable, they also have limitations that can result in climate action plans that are unrealistic or unimplementable. Limited research is available that assesses planning efforts that integrate multiple evaluation methodologies. In this study, we evaluate the strengths and limitations of integrating qualitative and quantitative climate action evaluation methodologies in a planning process grounded in structured decision making using Louisiana as a case study. This mixed method planning approach applied both quantitative numerical models and qualitative expert elicitation to evaluate potential implications of climate action for Louisiana. We found that integration of approaches through a transparent, structured, and objectives-orientated process allowed for robust analysis of potential climate actions while engendering process buy-in across diverse stakeholder interests. This process ultimately resulted in the unanimous adoption of Louisiana's climate action plan, characterized by a wholistic and implementable set of climate actions balanced against the values of Louisianians. The process outlined in this study represents a replicable approach for other climate action planning efforts.

Abstract
Biodiversity and human well-being strategies are only as good as the set of ideas people think about. We evaluated value-focused thinking (VFT), a framework that emphasizes creating objectives and strategies that are responsive to the objectives. We performed a proof-of-concept study of VFT with 6 conservation planning teams at a global conservation organization. We developed a package of materials related to VFT, including meeting-session agendas, a virtual facilitation template, facilitator's guide, and evaluation questionnaires. We used these materials to test whether VFT applied in a group setting resulted in high-quality conservation strategies and participant satisfaction and whether our materials were scalable, meaning that someone newly trained in VFT could facilitate planning meetings that resulted in high-quality strategies and participant satisfaction, as compared with an experienced VFT facilitator. Net response indicated positive compelling, feasible, creative, and representative ratings for the conservation strategies per team. Participants indicated satisfaction overall, although satisfaction was greater for objectives than for strategies. Among the participants with previous conservation planning experience, all were at least as satisfied with their VFT strategies compared with previously developed strategies, and none were less satisfied (p = 0.001). Changes in participant satisfaction were not related to facilitator type (experienced or inexperienced with VFT) (p > 0.10). Some participants had a preconceived sense of shared understanding of important values and interests before participating in the study, which VFT strengthened. Our results highlight the advantages of structuring the development and evaluation of conservation planning frameworks around VFT.

Abstract
Human activities negatively impact the welfare of wild vertebrates in many different contexts globally, and countless individual animals are affected. Growing concern for wild animal welfare, especially in relation to conservation, is evident. While research on wild animal welfare lags behind that focused on captive animals, minimising human-induced harm to wild animals is a key principle. This study examines examples of negative anthropogenic impacts on wild animal welfare, how these may be mitigated and what further research is required, including examples from wildlife management, biodiversity conservation, wildlife tourism and wildlife trade. Further, it discusses the relationship between animal welfare and biodiversity conservation, and synergies that may be achieved between these. Ultimately, it is discussed how the welfare of wild animals may be balanced with other priorities to ensure that welfare is afforded due consideration in interactions between people and wildlife.

Abstract
Wildlife translocations are increasingly used to combat declining biodiversity worldwide. Successful translocation often hinges on coexistence between humans and wildlife, yet not all translocation efforts explicitly include human dimensions (e.g., economic incentives, education programs, and conflict reduction assistance). To evaluate the prevalence and associated outcomes of including human dimensions as objectives when planning translocations, we analyze 305 case studies from the IUCN's Global Re-Introduction Perspectives Series. We find that fewer than half of all projects included human dimension objectives (42%), but that projects including human dimension objectives were associated with improved wildlife population outcomes (i.e., higher probability of survival, reproduction, or population growth). Translocation efforts were more likely to include human dimension objectives if they involved mammals, species with a history of local human conflict, and local stakeholders. Our findings underscore the importance of incorporating objectives related to human dimensions in translocation planning efforts to improve conservation success.

Abstract
Pastures and crops have been expanding at an accelerated rate in the forests of the Colombian Amazon since the peace accords were signed in 2016. The rapid loss of tropical rainforests is threatening the integrity of protected areas and connectivity in the Amazon and other natural regions. In the context of the post-conflict stage, a set of land use and land cover change scenarios were constructed for the Colombian Amazon for the year 2040, using expert coherent narratives. Three scenarios were designed: trend, extractivist, and sustainable development. Historic land use change and driving factors were analyzed throughout 14 transitions between the years 2002 and 2016, based on the interpretation of Landsat images and their relationship with 29 driving factors using artificial neural networks. The Markov chain model was calculated for the transitions, and the change allocation model was parameterized to spatially simulate the scenarios. The results showed that the LULC model calibration and validation were satisfactory (0.91). The sustainable development scenario that considers strong policies for the conservation of forests and implementation of sustainable production projects was the option with greater values for conserved forests and secondary vegetation in recovery, adding ~ 42 million hectares by 2040. The other scenarios showed that the Colombian Amazon will lose ~ 2 million hectares of forests in the trend scenario and ~ 4.3 million hectares in the extractivist scenario, based on the reference year (2016). In the trend scenario, pastures and crops could increase by 48%; and, in the extractivist scenario, these would increase by 117%, changing from ~ 3.9 to ~ 8.6 million hectares. We hope that the scientific contribution of this study will be relevant for informed discussion in decision-making and provide a framework for building a peaceful territory.

Abstract
Efforts to devolve rights and engage Indigenous Peoples and local communities in conservation have increased the demand for evidence of the efficacy of community-based conservation (CBC) and insights into what enables its success. We examined the human well-being and environmental outcomes of a diverse set of 128 CBC projects. Over 80% of CBC projects had some positive human well-being or environmental outcomes, although just 32% achieved positive outcomes for both (i.e., combined success). We coded 57 total national-, community-, and project-level variables and controls from this set, performed random forest classification to identify the variables most important to combined success, and calculated accumulated local effects to describe their individual influence on the probability of achieving it. The best predictors of combined success were 17 variables suggestive of various recommendations and opportunities for conservation practitioners related to national contexts, community characteristics, and the implementation of various strategies and interventions informed by existing CBC frameworks. Specifically, CBC projects had higher probabilities of combined success when they occurred in national contexts supportive of local governance, confronted challenges to collective action, promoted economic diversification, and invested in various capacity-building efforts. Our results provide important insights into how to encourage greater success in CBC.

Abstract
Improving the effectiveness of conservation translocations could contribute to reversing global biodiversity loss. Although evaluations of ecological factors affecting translocation outcomes are commonplace, consideration of human social factors remains rare, hindering improvements to this conservation practice. We analysed 550 translocation case studies to explore the inclusion of social factors in project feasibility assessments. Reviewed projects often failed to assess social feasibility, and assessments, where attempted, tended to be narrow in scope. Consequently, challenges such as proactively addressing conflict often remained unaddressed. Insufficient knowledge sharing and prioritisation of ecological feasibility, to the detriment of social feasibility, remain barriers to effective planning. Successful outcomes of translocations are linked to early assessment of social feasibility and to the establishment of long-term commitments between people, places, and partners.

Factors Influencing the Formalization of Rural Land Transactions in Ethiopia: A Theory of Planned Behavior Approach. LAND 2022. Abstract
Despite the recent successful establishment of systematic land registration programs in some African countries including Ethiopia, updating the land registers has become a growing concern. However, there is limited empirical evidence about whether landholders’ behavior is driving the lack of updating land registers in Ethiopia. Using the theory of planned behavior, this study examines the factors that influence landholders’ behavior of formalizing rural land transactions in Ethiopia. Primary and secondary data were collected using surveys, key informant interviews, and a literature review. A total of 206 respondents participated in the survey from the Basona Worena district of the Amhara region, central Ethiopia. A structural equation model and descriptive statistics were used to analyze the survey data and supplemented by qualitative findings. The study findings revealed that landholders’ attitudes and subjective norms have positively and significantly influenced their intentions to formalize land transactions. However, perceived behavioral control has a negative and insignificant influence. The predictive relevance of the research model is significant and indicates strong intentions to formalize but less actual behavior. This behavior can influence the currency of the information in the land register in the near future and degrade the functions and sustainability of the land registration system in Ethiopia. The study findings recommended facilitating the behavioral changes of landholders to transform their strong intentions into actual practice. Policymakers should develop and implement an innovative information value creation strategy including landholder-oriented services that incentivize the formalization of land transactions and helps landholders overcome hurdles created by subjective norms.

Abstract
The decline of biodiversity from anthropogenic landscape modification is among the most pressing conservation problems worldwide. In North America, long-term population declines have elevated the recovery of the grassland avifauna to among the highest conservationpriorities. Because the vast majority of grasslands of the Great Plains are privately owned, the recovery of these ecosystems and bird populations within them depend on landscape-scale conservation strategies that integrate social, economic, and biodiversity objectives. The Conservation Reserve Program (CRP) is a voluntary program for private agricultural producers administered by the United States Department of Agriculture that provides financial incentives to take cropland out of production and restore perennial grassland. We investigated spatial patterns of grassland availability and restoration to inform landscape-scale conservation for a comprehensive community of grassland birds in the Great Plains. The research objectives were to (1) determine how apparent habitat loss has affected spatial patterns of grassland bird biodiversity, (2) evaluate the effectiveness of CRP for offsetting the biodiversity declines of grassland birds, and (3) develop spatially explicit predictions to estimate the biodiversity benefit of adding CRP to landscapes impacted by habitat loss. We used the Integrated Monitoring in Bird Conservation Regions program to evaluate hypotheses for the effects of habitat loss and restoration on both the occupancy and species richness of grassland specialists within a continuum-modeling framework. We found the odds of community occupancy declined by 37% for every 1 SD decrease in grassland availability [loge (km2 )] and increased by 20% for every 1 SD increase in CRP land cover [loge (km2 )]. There was 17% turnover in species composition between intact grasslands and CRP landscapes, suggesting that grasslands restored by CRP retained considerable, but incomplete, representation of biodiversity in agricultural landscapes. Spatially explicit predictions indicated that absolute conservation outcomes were greatest at high latitudes in regions with high biodiversity, whereas the relative outcomes were greater at low latitudes in highly modified landscapes. By evaluating community-wide responses to landscape modification and CRP restoration at bioregional scales, our study fills key information gaps for developing collaborative strategies, and for balancing conservation of avian biodiversity and social well-being in the agricultural production landscapes of the Great Plains.

Abstract
Scientific knowledge and advances are a cornerstone of modern society. They improve our understanding of the world we live in and help us navigate global challenges including emerging infectious diseases, climate change and the biodiversity crisis. However, there is a perpetual challenge in translating scientific insight into policy. Many articles explain how to better bridge the gap through improved communication and engagement, but we believe that communication and engagement are only one part of the puzzle. There is a fundamental tension between science and policy because scientific endeavors are rightfully grounded in discovery, but policymakers formulate problems in terms of objectives, actions and outcomes. Decision science provides a solution by framing scientific questions in a way that is beneficial to policy development, facilitating scientists’ contribution to public discussion and policy. At its core, decision science is a field that aims to pinpoint evidence-based management strategies by focussing on those objectives, actions, and outcomes defined through the policy process. The importance of scientific discovery here is in linking actions to outcomes, helping decision-makers determine which actions best meet their objectives. In this paper we explain how problems can be formulated through the structured decision-making process. We give our vision for what decision science may grow to be, describing current gaps in methodology and application. By better understanding and engaging with the decision-making processes, scientists can have greater impact and make stronger contributions to important societal problems.

Abstract
Biodiversity conservation decisions are difficult, especially when they involve differing values, complex multidimensional objectives, scarce resources, urgency, and considerable uncertainty. Decision science embodies a theory about how to make difficult decisions and an extensive array of frameworks and tools that make that theory practical. We sought to improve conceptual clarity and practical application of decision science to help decision makers apply decision science to conservation problems. We addressed barriers to the uptake of decision science, including a lack of training and awareness of decision science; confusion over common terminology and which tools and frameworks to apply; and the mistaken impression that applying decision science must be time consuming, expensive, and complex. To aid in navigating the extensive and disparate decision science literature, we clarify meaning of common terms: decision science, decision theory, decision analysis, structured decision-making, and decision-support tools. Applying decision science does not have to be complex or time consuming; rather, it begins with knowing how to think through the components of a decision utilizing decision analysis (i.e., define the problem, elicit objectives, develop alternatives, estimate consequences, and perform trade-offs). This is best achieved by applying a rapid-prototyping approach. At each step, decision-support tools can provide additional insight and clarity, whereas decision-support frameworks (e.g., priority threat management and systematic conservation planning) can aid navigation of multiple steps of a decision analysis for particular contexts. We summarize key decision-support frameworks and tools and describe to which step of a decision analysis, and to which contexts, each is most useful to apply. Our introduction to decision science will aid in contextualizing current approaches and new developments, and help decision makers begin to apply decision science to conservation problems.

Abstract
Ethiopia has embarked on one of the largest digitalization programs for rural land registration in Africa. The program is called the national rural land administration information system (NRLAIS). Over the past couple of years, NRLAIS was rolled-out and made operational in over 180 woredas (districts). There is, however, limited empirical evidence on whether and to what extent NRLAIS has been successful. This study explores the factors that influence the acceptance and actual use of NRLAIS to gauge its operational success in Ethiopia. Data were collected both from primary and secondary sources using surveys, key informant interviews, and a literature review. Survey data were collected from 201 staff of 50 woreda land administration offices in three regional states (Amhara, Oromia, and SNNP) and analyzed using a structural equation model. The results revealed that system quality, information quality, service quality, and perceived usefulness of NRLAIS have positively and significantly influenced the acceptance and actual use of the system. However, perceived ease of use has an insignificant influence. The predictive relevance of the research model is significant and indicates substantial operational success of NRLAIS. The quick acceptance and use of NRLAIS will likely improve service delivery, promote data integration, and strengthen informed decision-making. The study recommends strengthening behavioral changes of the land administration experts through two enhanced service quality measures—technical and operational capacity to a robust and sustainable digitalization. Policymakers could leverage operational success to upgrade the NRLAIS into a unified national land registration information system that bridges the urban–rural land governance divide.

Abstract
Coexistence, as a concept and as a management goal and practice, has attracted increasing attention from researchers, managers and decision-makers dedicated to understanding and improving human-wildlife interactions. Although it still lacks a universally agreed definition, coexistence has increasingly been associated with a broad spectrum of human-wildlife interactions, including positive interactions, transcending a conservation focus on endangered wildlife, and involving explicitly considerations of power, equity and justice. In a growingly complex and interconnected human-dominated world, the key to turning human-wildlife interactions into large-scale coexistence is thorough planning. We present an approach for evidence-based, structured, and participatory decision-making in planning for human-wildlife coexistence. More specifically, we propose (i) a conceptual framework for describing the situation and setting the goals, (ii) a process for examining the causes of the situation and creating a theory of change, and (iii) a model for transdisciplinary research and collaboration integrating researchers, decision-makers and residents along with the interests of wildlife. To illustrate the approach, we report on the workshop considering the Jaguars of Iguaçu, a conservation project whose strategy includes the improvement of the relationship between ranchers and jaguars outside Iguaçu National Park, Brazil.

Abstract
Wildlife trafficking is a complex conservation issue that threatens thousands of species around the world and, in turn, negatively affects biodiversity and human well-being. It occurs in varied social-ecological contexts; includes numerous and diverse actors along the source-transit-destination trade chain, who are involved in illicit and often covert human behaviors driven by interacting social, economic, cultural, and political factors; and involves numerous stakeholders comprising multiple sectors and disciplines. Such wicked problems can be difficult to define and usually lack simple, clear solutions. Systems thinking is a way to understand and address complex issues such as wildlife trafficking and requires multisectoral, cross-disciplinary collaboration to comprehensively understand today's increasingly complex problems and develop holistic and novel solutions. We review methods utilized to date to combat wildlife trafficking and discuss their strengths and limitations. Next, we describe the continuum of cross-disciplinarity and present two frameworks for understanding complex environmental issues, including the illegal trade in wildlife, that can facilitate collaboration across sectors and disciplines. The Open Standards for the Practice of Conservation provides guidance and tools for defining complex social-ecological systems and identifying strategic points of intervention. One Health focuses on the nexus of human, wildlife, and environmental health, and can provide a framework to address concerns around human-wildlife interactions, including those associated with the illegal wildlife trade. Finally, we provide recommendations for expanding these and similar frameworks to better support communication, learning, and collaboration in cross-disciplinary efforts aimed at addressing international wildlife trafficking and its intersections with other complex, global conservation issues.

Abstract
Public lands alone are insufficient to address the needs of most at-risk wildlife species in the U.S. As a result, a variety of voluntary incentive programs have emerged to recruit private landowners into conservation efforts that restore and manage the habitats needed by specific species. We review the role of one such effort, Working Lands for Wildlife (WLFW), initiated by the Natural Resources Conservation Service in partnership with the U.S. Fish and Wildlife Service. Using two at-risk species in the eastern U.S. (where private lands dominate), we show the substantial potential that WLFW has for restoring and maintaining needed habitats. Monitoring how effective these efforts are on populations of the target species has been challenging, and both monitoring and implementation are being modified in response to new information. Identifying landowner motivations is essential for developing long-term relationships and conservation success. As WLFW projects develop, they are moving toward a more holistic ecosystem approach, within which the conservation goals of at-risk species are embedded.

Abstract
Long-term population declines have elevated recovery of grassland avifauna to among the highest conservation priorities in North America. Because most of the Great Plains is privately owned, recovery of grassland bird populations depends on voluntary conservation with strong partnerships between private landowners and resource professionals. Despite large areas enrolled in voluntary practices through U.S. Department of Agriculture's Lesser Prairie-chicken (Tympanuchus pallidicinctus) Initiative (LPCI), the effectiveness of Farm Bill investments for meeting wildlife conservation goals remains an open question. Our objectives were to evaluate extents to which Conservation Reserve Program (CRP) and LPCI-grazing practices influence population densities of grassland birds; estimate relative contributions of practices to regional bird populations; and evaluate percentages of populations conserved relative to vulnerability of species. We designed a large-scale impact-reference study and used the Integrated Monitoring in Bird Conservation Regions program to evaluate bird population targets of the Playa Lakes Joint Venture. We used point transect distance sampling to estimate density and population size for 35 species of grassland birds on private lands enrolled in native or introduced CRP plantings and LPCI-prescribed grazing. Treatment effects indicated CRP plantings increased densities of three grassland obligates vulnerable to habitat loss, and LPCI grazing increased densities of four species requiring heterogeneity in dense, tall-grass structure (α = 0.1). Population estimates in 2016 indicated the practices conserved breeding habitat for 4.5 million birds (90% CI: 4.0-5.1), and increased population sizes of 16 species , totaling 1.8 million birds (CI: 1.4-2.4). Conservation practices on private land benefited the most vulnerable grassland obligate species (AICc weight = 0.53). By addressing habitat loss and degradation in agricultural landscapes, conservation on private land provides a solution to declining avifauna of North America and scales up to meet population recovery goals for the most imperiled grassland birds.

Abstract
There is an imperative for conservation practitioners to help biodiversity adapt to accelerating environmental change. Evolutionary biologists are well-positioned to inform the development of evidence-based management strategies that support the adaptive capacity of species and ecosystems. Conservation practitioners increasingly accept that management practices must accommodate rapid environmental change, but harbour concerns about how to apply recommended changes to their management contexts. Given the interest from both conservation practitioners and evolutionary biologists in adjusting management practices, we believe there is an opportunity to accelerate the required changes by promoting closer collaboration between these two groups. We highlight how evolutionary biologists can harness lessons from other disciplines about how to foster effective knowledge exchange to make a substantive contribution to the development of effective conservation practices. These lessons include the following: (1) recognizing why practitioners do and do not use scientific evidence; (2) building an evidence base that will influence management decisions; (3) translating theory into a format that conservation practitioners can use to inform management practices; and (4) developing strategies for effective knowledge exchange. Although efforts will be required on both sides, we believe there are rewards for both practitioners and evolutionary biologists, not least of which is fostering practices to help support the long-term persistence of species.

Abstract
Ko koe ki tēnā, ko ahau ki tēnai kīwai o te kete (you at that, and I at this handle of the basket). This Māori (New Zealanders of indigenous descent) saying conveys the principle of cooperation-we achieve more through working together, rather than separately. Despite decades of calls to rectify cultural imbalance in conservation, threatened species management still relies overwhelmingly on ideas from Western science and on top-down implementation. Values-based approaches to decision making can be used to integrate indigenous peoples' values into species conservation in a more meaningful way. We used such a values-based method, structured decision making, to develop comanagement of pekapeka (Mystacina tuberculata) (short-tailed bat) and tara iti (Sternula nereis davisae) (Fairy Tern) between Māori and Pākehā (New Zealanders of European descent). We implemented this framework in a series of workshops in which facilitated discussions were used to gather expert knowledge to predict outcomes and make management recommendations. For both species, stakeholders clearly stated their values as fundamental objectives from the start, which allowed alternative strategies to be devised that naturally addressed their diverse values, including mātauranga Māori (Māori knowledge and perspectives). On this shared basis, all partners willingly engaged in the process, and decisions were largely agreed to by all. Most expectations of conflicts between values of Western science and Māori culture were unfounded. Where required, positive compromises were made by jointly developing alternative strategies. The values-based process successfully taha wairua taha tangata (brought both worlds together to achieve the objective) through codeveloped recovery strategies. This approach challenges the traditional model of scientists first preparing management plans focused on biological objectives, then consulting indigenous groups for approval. We recommend values-based approaches, such as structured decision making, as powerful methods for development of comanagement conservation plans between different peoples.

Abstract
Spatial prioritization is a critical step in conservation planning, a process designed to ensure that limited resources are applied in ways that deliver the highest possible returns for biodiversity and human wellbeing. In practice, many spatial prioritizations fall short of their potential by focusing on places rather than actions, and by using data of snapshots of assets or threats rather than estimated impacts. We introduce spatial action mapping as an approach that overcomes these shortfalls. This approach produces a spatially explicit view of where and how much a given conservation action is likely to contribute to achieving stated conservation goals. Through seven case examples, we demonstrate simple to complex versions of how this method can be applied across local to global scales to inform decisions about a wide range of conservation actions and benefits. Spatial action mapping can support major improvements in efficient use of conservation resources and will reach its full potential as the quality of environmental, social, and economic datasets converge and conservation impact evaluations improve.

Abstract
Governments pass conservation laws, adopt policies, and make plans yet frequently fail to implement them. Implementation of conservation, however, often requires costly sacrifice: people foregoing benefit for the benefit of biodiversity. Decisions involve trade-offs with outcomes that depend on the values at stake and people's perceptions of those values. Psychology, ethics, and behavioral science have each addressed the challenge of making difficult, often tragic, trade-off decisions. Based on these literatures, values can be classified as secular or sacred, where sacred values are those for which compensation may be unthinkable (e.g., freedom). Taboo trade-offs emerge when secular values are pitted against sacred ones. These are difficult to discuss, much less negotiate. Confronting taboo trade-offs in conservation may require discursive approaches to better understand particular attributes of decisions that place sacred human values at risk. Tragic trade-offs emerge when sacred values are pitted against one another. The trolley problem-a forced choice between 2 unthinkable outcomes-is a simple heuristic illustrating ethical challenges of tragic trade-offs. Behavior studies illustrate that people have a strong aversion to losses where an active choice was made, resulting in a bias toward status quo decisions. Faced with tragic, trolley-problem-like choices, people tend to avoid taking responsibility for action, defer decisions, evade opinions on painful choices, and regret unfortunate outcomes of actions. To help close the implementation gap, conservation actors may need to directly address the psychological, ethical, and behavioral barriers created by the remorse, regret, and moral residue of implementing conservation choices that have tragic outcomes. Recognition of these predictable features of the human psyche may foster better administrative structures to support action with durable outcomes as well as new research directions.

Abstract
Conservation decisions are typically made in complex, dynamic, and uncertain settings, where multiple actors raise diverse and potentially conflicting claims, champion different and sometimes contradictory values, and enjoy varying degrees of freedom and power to act and influence collective decisions. Therefore, effective conservation actions require conservation scientists and practitioners to take into account the complexity of multiactor settings. We devised a framework to help conservation biologists and practitioners in this task. Institutional economic theories, which are insufficiently cited in the conservation literature, contain useful insights for conservation. Among these theories, the economies of worth can significantly contribute to conservation because it can be used to classify the types of values peoples or groups refer to when they interact during the elaboration and implementation of conservation projects. Refining this approach, we designed a framework to help conservation professionals grasp the relevant differences among settings in which decisions related to conservation actions are to be made, so that they can adapt their approaches to the features of the settings they encounter. This framework distinguishes 6 types of agreements and disagreements that can occur between actors involved in a conservation project (harmony, stricto sensu arrangement, deliberated arrangement, unilateral and reciprocal compromise, and locked-in), depending on whether they disagree on values or on their applications and on whether they can converge toward common values by working together. We identified key questions that conservationists should answer to adapt their strategy to the disagreements they encounter and identified relevant participatory processes to complete the adaptation.

Abstract
The complexity and magnitude of threats to black (Diceros bicornis) and white (Ceratotherium simum) rhinoceros conservation in Africa have triggered global concerns and actions. In this study, we analyzed (i) threats to rhinoceros conservation including external shocks, (ii) historical rhinoceros conservation strategies in Zimbabwe and Africa, more broadly, and (iii) opportunities for enhanced rhinoceros conservation in Zimbabwe and Africa. A literature search from 1975 to 2020 was carried out using a predefined search protocol, involving a number of filters based on a set of keywords to balance search sensitivity with specificity. A total of 193 articles, which were most relevant to key themes on rhinoceros conservation, were used in this study. The common threats to rhinoceros conservation identified in this paper include poaching, habitat fragmentation and loss, international trade in illegal rhino products, and external shocks such as global financial recessions and pandemics. Cascading effects emanating from these threats include small and isolated populations, which are prone to genetic, demographic, and environmental uncertainties. Rhinoceros conservation strategies being implemented include education and awareness campaigns, better equipped and more antipoaching efforts, use of innovative systems and technologies, dehorning, and enhancing safety nets, and livelihoods of local communities. Opportunities for rhinoceros conservation vary across the spatial scale, and these include (a) a well-coordinated stakeholder and community involvement, (b) strategic meta-population management, (c) enhancing law enforcement initiatives through incorporating real-time surveillance technologies and intruder detection sensor networks for crime detection, (d) scaling up demand reduction awareness campaigns, and (e) developing more certified wildlife crime and forensic laboratories, and information repository for international corporation.

Abstract
As humans continue to alter Earth systems, conservationists look to remote sensing to monitor, inventory, and understand ecosystems and ecosystem processes at large spatial scales. Multispectral remote sensing data are commonly integrated into conservation decision-making frameworks, yet imaging spectroscopy, or hyperspectral remote sensing, is underutilized in conservation. The high spectral resolution of imaging spectrometers captures the chemistry of Earth surfaces, whereas multispectral satellites indirectly represent such surfaces through band ratios. Here, we present case studies wherein imaging spectroscopy was used to inform and improve conservation decision-making and discuss potential future applications. These case studies include a broad array of conservation areas, including forest, dryland, and marine ecosystems, as well as urban applications and methane monitoring. Imaging spectroscopy technology is rapidly developing, especially with regard to satellite-based spectrometers. Improving on and expanding existing applications of imaging spectroscopy to conservation, developing imaging spectroscopy data products for use by other researchers and decision-makers, and pioneering novel uses of imaging spectroscopy will greatly expand the toolset for conservation decision-makers.

Abstract
Urbanization-driven landscape changes are harmful to many species. Negative effects can be mitigated through habitat preservation and restoration, but it is often difficult to prioritize these conservation actions. This is due, in part, to the scarcity of species response data, which limit the predictive accuracy of modeling to estimate critical thresholds for biological decline and recovery. To address these challenges, we quantify effort required for restoration, in combination with a clear conservation objective and associated metric (e.g., habitat for focal organisms). We develop and apply this framework to coho salmon (Oncorhynchus kisutch), a highly migratory and culturally iconic species in western North America that is particularly sensitive to urbanization. We examine how uncertainty in biological parameters may alter locations prioritized for conservation action and compare this to the effect of shifting to a different conservation metric (e.g., a different focal salmon species). Our approach prioritized suburban areas (those with intermediate urbanization effects) for preservation and restoration action to benefit coho. We found that prioritization was most sensitive to the selected metric, rather than the level of uncertainty or critical threshold values. Our analyses highlight the importance of identifying metrics that are well-aligned with intended outcomes.

Abstract
Balancing human well-being with the maintenance of ecosystem services (ES) for future generations has become one of the central sustainability challenges of the 21st century. In working landscapes, past and ongoing production-centered objectives have resulted in the conversion of ecosystems into simple land-use types, which has also altered the provision of most ES. These inevitable trade-offs between the efficient production of individual provisioning ES and the maintenance of regulating and cultural ES call for the development of a land-use strategy based on the multifunctional use of the landscape. Due to the heterogeneous nature of working landscapes, both protection and restoration actions are needed to improve their multifunctionality. Systematic conservation planning (SCP) offers a decision support framework that can support landscape multifunctionality by indicating where ES management efforts should be implemented. We describe an approach that we developed to include ES provision protection and restoration objectives in SCP with the goal of providing ongoing benefits to society. We explain the general framework of this approach and discuss concepts, challenges, innovations, and prospects for the further development of a comprehensive decision support tool. We illustrate our approach with two case studies implemented in the pan-Canadian project ResNet.

Abstract
Proper functioning land information (LI) plays an indispensable role in supporting land-related decision-making processes. In recognition to this, substantial efforts have been made in Ethiopia to develop and modernize land information both in urban and rural land administration sectors. However, in Ethiopia, the quality of the current land information (completeness, appropriateness, time, cost, development, governance, sharing, and so on) needed for making decision is scantly evidenced, whilst the particular aspects of how the current urban and rural land information systems are functioning in view of the needs of peri-urban land governance are rarely studied. Thus, the main objective of this paper is to evaluate the quality of the current land information sources for supporting peri-urban land-related decision-making. The research relied on both quantitative and qualitative data. Primary data were collected using questionnaires, focus group discussions (FGD), and interviews. The data collected using a closed-ended questionnaire was analyzed using descriptive statistics. The validity and consistency of the data were tested using Cronbach’s alpha reliability coefficient. The result signals that the quality of land information in the study area lacks responsiveness to support land-related decisions such as land use intervention and spatial management of peri-urban areas. The inefficiencies in the governance of land information and weak institutional efficiency prevailing in the different tiers of land administration institutions are the main causes. Furthermore, the variations in the governance of land information between urban and rural tiers of land administration institutions hamper data sharing, and it derives information redundancies and contradictions, which combined lead to ambiguous information use and reliance. The results further imply that the recordation of LI alone does not mean that it always supports decision making. When reasoning from the perspectives of the 8R framework of responsible land management, we conclude that the existing LI does not support many of the 8Rs. The researchers thus advocate responsive governance of land information and an alternative framework to embed effective land information for any peri-urban land decision making process.

Abstract
Conservation managers are required to make decisions in complex and uncertain contexts. To strengthen the robustness of conservation decisions, several approaches have been proposed to facilitate stakeholder engagement in the setting of conservation objectives and priority actions. While such processes have led to the formulation of several invasive alien plant management strategies to achieve specific objectives, the long-term consequences and trade-offs inherent in these strategies have not been tested. The performance of five of these strategies over 50 years was tested in the protected area context using empirical data from Table Mountain National Park, South Africa. A simulation model based on data for invasive Acacia species in a fire-driven ecosystem, focused on the interaction between strategy performance and clearing efficacy in achieving a management goal or reducing Acacia density to below 1 plant per hectare. At near perfect levels of clearing efficacy, all strategies converged towards reaching the management goal, while at lower efficacy levels the strategies diverged in their ability to achieve desired outcomes. Despite working across the largest area, strategies that focussed on clearing low density invasions, maintained the least area in a maintenance state over time. In contrast, strategies that focussed on a mix of post-fire, low density areas and high altitude areas cleared less area annually, but maintained a much larger area in a maintenance state. At higher levels of efficacy, strategies that return to previously worked areas were more successful than a post-fire strategy. Strategies that focused solely on securing water, performed poorly in maintaining low overall density of aliens. However, the influence of efficacy was significant and substantial and a much larger difference in area reaching the management goal was achieved by varying efficacy than varying strategy. As such, improving quality of work and implementation will have a far greater effect than which areas are prioritized or how this prioritization is done. While acacias are likely to persist in the long-term, improving work quality coupled with correct strategy selection will ensure continued gains in the area under maintenance and improved return on investment over time.

Abstract
Sustainable management of wildlife populations can be aided by building models that both identify current drivers of natural dynamics and provide near-term predictions of future states. We employed a Strategic Foresight Protocol (SFP) involving stakeholders to decide the purpose and structure of a dynamic state-space model for the population dynamics of the Willow Ptarmigan, a popular game species in Norway. Based on local knowledge of stakeholders, it was decided that the model should include food web interactions and climatic drivers to provide explanatory predictions. Modeling confirmed observations from stakeholders that climate change impacts Ptarmigan populations negatively through intensified outbreaks of insect defoliators and later onset of winter. Stakeholders also decided that the model should provide anticipatory predictions. The ability to forecast population density ahead of the harvest season was valued by the stakeholders as it provides the management extra time to consider appropriate harvest regulations and communicate with hunters prior to the hunting season. Overall, exploring potential drivers and predicting short-term future states, facilitate collaborative learning and refined data collection, monitoring designs, and management priorities. Our experience from adapting a SFP to a management target with inherently complex dynamics and drivers of environmental change, is that an open, flexible, and iterative process, rather than a rigid step-wise protocol, facilitates rapid learning, trust, and legitimacy.

Abstract
Coral reefs worldwide are degrading due to climate change, overfishing, pollution, coastal development, coral bleaching, and diseases. In areas where the natural recovery of an ecosystem is negligible or protection through management interventions insufficient, active restoration becomes critical. The Reef Futures symposium in 2018 brought together over 400 reef restoration experts, businesses, and civil organizations, and galvanized them to save coral reefs through restoration or identify alternative solutions. The symposium highlighted that solutions and discoveries from long-term and ongoing coral reef restoration projects in Spanish-speaking countries in the Caribbean and Eastern Tropical Pacific were not well known internationally. Therefore, a meeting of scientists and practitioners working in these locations was held to compile the data on the extent of coral reef restoration efforts, advances and challenges. Here, we present unpublished data from 12 coral reef restoration case studies from five Latin American countries, describe their motivations and techniques used, and provide estimates on total annual project cost per unit area of reef intervened, spatial extent as well as project duration. We found that most projects used direct transplantation, the coral gardening method, micro-fragmentation or larval propagation, and aimed to optimize or scale-up restoration approaches (51%) or provide alternative, sustainable livelihood opportunities (15%) followed by promoting coral reef conservation stewardship and re-establishing a self-sustaining, functioning reef ecosystems (both 13%). Reasons for restoring coral reefs were mainly biotic and experimental (both 42%), followed by idealistic and pragmatic motivations (both 8%). The median annual total cost from all projects was $93,000 USD (range: $10,000 USD-$331,802 USD) (2018 dollars) and intervened a median spatial area of 1 ha (range: 0.06 ha-8.39 ha). The median project duration was 3 years; however, projects have lasted up to 17 years. Project feasibility was high with a median of 0.7 (range: 0.5-0.8). This study closes the knowledge gap between academia and practitioners and overcomes the language barrier by providing the first comprehensive compilation of data from ongoing coral reef restoration efforts in Latin America.

Abstract
The resources available for conserving biodiversity are limited, and so protected areas need to be established in places that will achieve objectives for minimal cost. Two of the main algorithms for solving systematic conservation planning problems are Simulated Annealing (SA) and exact integer linear programing (EILP) solvers. Using a case study in BC, Canada, we compare the cost-effectiveness and processing times of SA used in Marxan versus EILP using both commercial and open-source algorithms. Plans for expanding protected area systems based on EILP algorithms were 12–30% cheaper than plans using SA, due to EILP’s ability to find optimal solutions as opposed to approximations. The best EILP solver we examined was on average 1,071 times faster than the SA algorithm tested. The performance advantages of EILP solvers were also observed when we aimed for spatially compact solutions by including a boundary penalty. One practical advantage of using EILP over SA is that the analysis does not require calibration, saving even more time. Given the performance of EILP solvers, they can be used to generate conservation plans in real-time during stakeholder meetings and can facilitate rapid sensitivity analysis, and contribute to a more transparent, inclusive, and defensible decision-making process.
