The Asylum-Integration Paradox: Comparing Asylum Support Systems and Refugee Integration in The Netherlands and the UK

(Over)crowded house: exploring asylum seekers' experiences of the COVID-19 pandemic while living at accommodation centers in Sweden

BACKGROUND

The COVID-19 pandemic has made visible the scale of health disparities in society, highlighting how the distribution of infection and deaths differs between population subgroups within countries. Asylum seekers represent a potentially vulnerable group; early in the pandemic, concerns were raised about their housing situation, usually involving overcrowded, camp-like accommodations, and the effects of COVID-19 in relation to this. Hence, this study aimed to explore asylum seekers' experiences of the COVID-19 pandemic while living at accommodation centers.

METHODS

In this qualitative study, 14 semi-structured interviews were conducted with asylum seekers at two accommodation centers in Sweden. Participants represented a diverse group of asylum seekers in regard to age, educational background, and gender. Data were analyzed using qualitative content analysis.

RESULTS

Experiences related to COVID-19 were highly dependent on the living situation at the accommodation centers and the experience of feeling unsafe in shared spaces. This was enhanced by the experiences of a challenging mix of COVID-19 messages where different understandings of COVID-19 and related measures existed, together with a feeling of loss of control and safety in shared rooms. Additionally, participants felt more isolated from the outside society and missed prior social activities. Adding to this experience of isolation was an increasing mistrust regarding the authorities' pandemic response.

CONCLUSION

This study highlights the importance of understanding the specific challenges and vulnerabilities of asylum seekers at accommodation centers during the pandemic, shaped by their housing situation and legal status. The findings underscore the need for context-specific support, holistic disease prevention approaches, and tailored health communication strategies using diverse formats. Additionally, the findings emphasize the crucial need to identify and mobilize existing community resources in planning and implementing pandemic control measures. Furthermore, the study emphasizes governmental responsibility in providing secure housing, and to address long-term vulnerabilities beyond pandemics.

Type of Refugee Accommodation and Health of Residents: A Cross-Sectional, Population-Based Cluster Analysis in South-West Germany

Objectives: Few studies have assessed whether refugees' health is associated with accommodation characteristics. We aimed to devise a typology of refugee accommodation based on variables on the accommodation and its physical context before assessing its association with health in multivariate analyses. Methods: We performed a cluster analysis based on a hierarchal, agglomerative clustering algorithm using Euclidean Distance and Ward's method. We analysed accommodation clusters based on number of inhabitants, degree of housing deterioration, urbanity of location (urban/rural distinction), and remoteness (walking distance to shops, medical or administrative services). In total, we analysed health and accommodation data of 412 refugees and asylum seekers from 58 different accommodation facilities in the federal state of Baden-Württemberg in the south-west of Germany. Results: Accommodations with a moderate occupation, lowest levels of deterioration, and a central urban location showed the best health outcomes in terms of subjective general health status, depression, and generalized anxiety disorder (GAD). Associations were strongest for GAD and weakest for depression. Conclusion: Our findings inform policymakers on layout and location of refugee collective accommodation centres.

Psychosocial Attributes of Housing and Their Relationship With Health Among Refugee and Asylum-Seeking Populations in High-Income Countries: Systematic Review

Objectives: Housing as a social determinant of health should provide not only shelter, but also a feeling of home. We explored psychosocial pathways creating a sense of home and influencing the relationship between housing and health among asylum seekers and refugees (ASR) in high-income countries. Methods: We performed a systematic review. To be included, studies had to be peer-reviewed, published between 1995 and 2022, and focus on housing and health of ASR in high-income countries. We conducted a narrative synthesis. Results: 32 studies met the inclusion criteria. The psychosocial attributes influencing health most often identified were control, followed by expressing status, satisfaction, and demand. Most attributes overlap with material/physical attributes and have an impact on ASR's mental health. They are closely interconnected with each other. Conclusion: Psychosocial attributes of housing play an essential role in the health of ASR; they are closely associated with material/physical attributes. Therefore, future research on housing and health of ASR should routinely study psychosocial attributes, but always in association with physical ones. Trauma Care for Forced Migrants

Ever since World War II, forced migrations have increased exponentially, shaping our world, economies, and political discussions. When the United Nations formed the United Nations High Commissioner for Refugees (UNHCR) in 1950, it could not predict the escalation of forced migration from civil unrest, personal persecution, war, and recently, climate crises. As forced migrations increase, we must understand the emotional trauma involved, and how to mitigate it. This study examined how providers of refugee services understand, assess, and treat trauma in the forced migration population. This paper is based on qualitative data collected from social work providers who work with forced migrants. Transcribed interviews were analyzed through content analysis regarding assessment and treatment approaches. The findings show that the lack of trauma-informed care was prevalent among the participants. This was reflected in the participants’ experiences. Three main themes emerged: (1) trauma was misdiagnosed; (2) few were trained in evidence-based practices to manage trauma; and (3) providers felt isolated in their work as if working in silos. These themes and their implications are discussed.

How effective are integration policy reforms? The case of asylum-related migrants

The marked increase of asylum seekers arriving in Western Europe after 2014 has renewed debates on policy measures that countries should put into place to support their integration. Although implemented by many countries in recent years, research has neglected the effect of integration policy reform packages combining economic and social policy measures on asylum-related immigrants' adjustment processes. Exploiting a comprehensive integration policy reform in Switzerland, using survey data from the Health Monitoring of the Swiss Migrant Population, and registering data on the whole asylum-related population, our difference-in-differences analyses reveal that provisionally admitted individuals benefiting from the reform have higher employment probability, increased income levels, better language skills, and feel less lonely or without a homeland relative to comparable asylum seekers who did not benefit from the reform. Robustness checks assessing common pre-reform trends support our findings, which highlight the importance of evaluating entire reform packages when assessing integration policies' effectiveness.

Lessons learned from conducting a study of emotions and positive personality change in Syrian origin young adults who have recently resettled in the Netherlands

Post-traumatic growth is a compelling idea, yet extant research has often employed retrospective reports of change, rather than examining change over time. Research on samples of people that are traditionally seen as hard-to-reach are rare within personality psychology. In Karakter, we assessed a sample of Syrian origin young adults who recently resettled in the Netherlands (initial  N = 168) four times over a 13-month period to examine experiences of adversity, emotions, and positive personality change. Here, we provide a detailed narrative of the research process, beginning with a description of how we incorporated open science practices in Karakter. We then turn to a discussion of the changes, challenges, and opportunities we encountered in the research. In doing so, we discuss conceptual and methodological considerations when examining personality change. We close with suggestions for researchers who are interested in conducting similar studies with populations that are underrecruited in the future.

Resiliency with Forced Migrants: A Qualitative Study of Providers and Forced Migrants through a ResiliencePerspective

In the last ten years, the world has experienced unprecedented, forced migration due to civil unrest, political persecution, and the ever-growing climate crisis. This is a qualitative study of the professional experiences of social workers (n = 73) working with forced migrants (n = 34) and the lived experiences of forced migrants in several countries: Germany, Greece, Iceland, Mexico, Switzerland, and the United States. Social workers reported that most of their interventions involved short-term case management that focused on securing initial housing and healthcare. Cognitive Behavioral Therapy (CBT) was the primary intervention for behavioral health issues. The recipients of these services were appreciative of the pragmatic approach of case management as it helped them meet concrete needs. When resiliency enhancing interventions were used, recipients reported a greater sense of self-control, greater optimism for the future, and less anxious symptoms. The resiliency model used is discussed. This is a possible universal approach to working with forced migrants.

States and Refugee Integration: a Comparative Analysis of France, Germany, and Switzerland

The Syrian civil war led to mass migration and Europe becoming a potential site of refuge. How have Syrians experienced refuge in Europe? Drawing on 58 interviews with Syrian refugees in Germany, France, and Switzerland, we find that refugees continue to experience exclusion in all integration domains including those found as markers and means, social connections, facilitators, and foundations of integration . While our cases demonstrate that Syrian refugees in Europe experience discrimination across all domains, not all conditions are equal. Using narrative analysis, differences were observed within three integration domains. Accessing language programs was more challenging in France, finding housing was more challenging in Germany, and F type residence permits limited refugees’ rights in Switzerland more than in other countries. Discrimination across domains is deepening the socio-cultural-economic divide between autochthonous communities and Syrian refugees, but not all domains are equally divisive across countries. The findings outline that where these states outsourced refugee services, refugees experienced increased barriers to integration.

The “Pull Factor” Problematization in the Emergence of Everyday Bordering in the UK Welfare State

The “everyday bordering” concept has provided key insights into the effects of diverse bordering practices upon social life, placing the bordering of the welfare state among wider state interventions in an autochthonous politics of belonging. Sociological contributions have also introduced new explanations as to why states pursue such measures, positing that neoliberal states seek legitimacy through increasing activities to (re)affirm borders within this politics of belonging, compensating for a failure to govern the economy in the interests of citizens. To what extent is this visible in the state-led emergence of (everyday) borders around welfare in the United Kingdom, often cited as a key national case? This article draws from 20 elite interviews to contribute to genealogical accounts of the emergence of everyday bordering through identifying the developing “problematizations” connected to this kind of bordering activity, as the British state began to distinctly involve welfare-state actors in bordering policies in the 1990s and early 2000s. This evidence underlines how these policies were tied to a “pull factor” problematization of control failure, where the state needed to reduce various “pull factors” purportedly attracting unwanted migrants in order to control immigration per se, with little evidence that legitimacy issues tied to perceived declining economic governability informed these developments in this period. These findings can inform future genealogical analyses that trace the emergence of everyday bordering.

Can Community-Based Social Protection Interventions Improve the Wellbeing of Asylum Seekers and Refugees in the United Kingdom? A Systematic Qualitative Meta-Aggregation Review

The Sustainable Development Goals 2030 call for an end to poverty in all its forms everywhere through the adoption of integrated social protection policies. However, recent literature suggests an implicit and explicit discrimination towards asylum seekers and refugees (ASRs) in United Kingdom social policy, leading to high rates of destitution, poor health and isolation. Due to the limited nature of UK government support, many ASRs become involved with semi-formal and informal social protection. This systematic literature review synthesizes existing qualitative literature that documents the impact of these interventions on the wellbeing of adult ASRs in the United Kingdom. The literature offers useful insights into asylum seeker and refugee perceptions of wellbeing, agency, and support responsibility, and how their interaction with social protection providers constrains or enables the realization of their fundamental human needs. The findings demonstrate that government support is inadequate to meet the needs of many asylum seekers and refugees, leading to disempowerment, lack of agency and exploitation. Positive wellbeing outcomes are linked to semi-formal and informal interventions, summarized into six categories: the positive impact of volunteering; physical space and intentional gathering; practical and material support; training and skills development; solidarity, inclusion and understanding; and peer support and advice.

Integration and social determinants of health and wellbeing for people from refugee backgrounds resettled in a rural town in South Australia: a qualitative study

BACKGROUND

There has been a recent focus on resettlement of migrants and refugee in rural settings in Australia and elsewhere. Rural resettlement is seen as an opportunity to revitalise rural communities, to fill the needs of employers in these areas, and to provide a welcoming community within which new arrivals can integrate and settle. However, challenges to rural resettlement have been identified including difficulties securing employment, discrimination and social isolation. These challenges can affect resettlement outcomes including health and wellbeing, though relatively little research has examined these links. In this paper we explored experiences of people from refugee background settling in a rural Australian town, examining interconnections between social determinants of health (SDH) and integration.

METHODS

Face-to-face interviews were conducted with 44 participants from Southeast Asia and Africa in a rural setting in South Australia, covering experiences of resettlement and impacts on health and wellbeing. Participants were recruited through existing connections within the community and snowball sampling. Audio recorded data were transcribed verbatim and analysed using framework thematic analysis.

RESULTS

The study findings revealed a mixture of settlement experiences for participants across a range of elements of SDH and integration. A sense of safety and some elements of social connectedness and support were key enablers for integration and health and wellbeing, with main challenges including limitations in employment opportunities, mismatched education provision, experiences of discrimination and constrained access to services.

CONCLUSIONS

Challenges experienced by refugees resettled in rural areas can affect integration, health and wellbeing and subsequent onward migration intentions. Attention to broader socioeconomic, cultural and environmental conditions, alongside tailored settlement support policies and practices for individual rural resettlement sites, is required to support integration and health and wellbeing.

Attitudes Toward Asylum Policy in a Divided Europe: Diverging Contexts, Diverging Attitudes?

The large inflow of asylum-seekers in recent years has heralded a diversification in adopted asylum policies across European societies. Although a growing body of research has addressed these versatile approaches and their implications for the European integration project, insight into the social basis of these restrictive or open asylum policies remains underdeveloped. Hence, the current study provides detailed insight into public preferences for asylum policies and offers a new understanding of how these attitudes are affected by diverging socio-economic realities across Europe. In addition, this paper considers the role of individual factors that coincide with publicly adopted frames in contemporary asylum debates. In particular, to explain how contextual differences reflect on opinion climates, the impacts of the policy, economic, and migratory context are studied. On the individual-level, we focus on threat perception and human values, which represent humanitarian, economic, and cultural frames. To explore these relations, data on 20 countries from the European Social Survey Round 8 (2016) are analyzed through a multilevel structural equation modeling approach. Results indicate that, on the contextual-level, only unemployment rates have a significant impact and, rather surprisingly, lower unemployment rates provoke a more negative opinion climate. Yet, this relationship seems to be largely driven by some specific countries that are characterized by large unemployment rates and relatively positive opinion climates simultaneously. The migratory and policy context, on the other hand, do not influence attitudes toward asylum policy. This indicates that it is not necessarily the countries facing the largest inflow of asylum-seekers or issuing the most positive decisions on asylum applications that have the most restrictive opinion climates. As shown by the important roles of human values and threat perceptions, which represent widely adopted frames, public discourses seem much more important in explaining attitudes toward asylum policy across Europe.

Does social cohesion solve forced migration riddles? Troubled concepts and constrained practices in Turkey

Amid the epistemic divide about what social cohesion means as a foundational concept, the pursuit of social integration as a policy objective is more desirable than ever among policy makers. While scholarly debates seek to restore conceptual clarity for social cohesion and social integration separately, referring to them interchangeably in policy reports seems to go conveniently unnoticed across different migration contexts. This study seeks answers to the question: how does the concept of social cohesion manifest itself in forced migration contexts? It does so by first reviewing the state of the art on social cohesion-forced migration nexus to identify the recurring themes and substitute concepts in the literature. Secondly, based on an in-depth textual analysis of 327 scholarly articles and policy reports on the forcibly displaced theme in Turkey published between 2011 and 2018, this study presents a classification of conceptual frames on social cohesion in forced migration contexts as security threat-based, humanitarian emergency-driven, policy regime-oriented, and socio-interactional. One of the main findings is that the existing social cohesion models of the settlement countries do not explain what has been unfolding in Turkey in the post-2011 period with the mass influx of the forcibly displaced and ongoing conflict at its borders. The study concludes with a discussion on why integrating policy regime-oriented and socio-interactional approaches are more likely to advance both the quest for conceptual clarity around social cohesion and facilitate the design of actionable policies in protracted large-scale displacement contexts.

An estimate of the effect of waiting time in the Danish asylum system on post-resettlement employment among refugees: Separating the pure delay effect from the effects of the conditions under which refugees are waiting

We provide an estimate of the effect of refugees’ length of waiting time in the Danish asylum system on their subsequent employment using administrative data. In contrast to previous studies, we take into account that refugees’ labor market integration is delayed since their labor market access is restricted during the asylum-seeking phase. We find that an additional year of waiting time decreases subsequent employment by 3.2 percentage points on average. This effect is mostly driven by the delay in the labor market engagement among refugees. Waiting time may have an effect on subsequent employment that is additional to the delay effect, and this could be either positive or negative depending on the nature of the conditions under which asylum seekers live while waiting for their cases to be processed. We find that this additional effect is positive and statistically significant until observable individual characteristics are included, at which point it becomes small in magnitude and no longer significant.

A mixed methods systematic review of studies examining the relationship between housing and health for people from refugee and asylum seeking backgrounds

Housing is an important social determinant of health and a key element of refugee integration into countries of resettlement. However, the way in which housing may affect mental and physical health for refugees and asylum seekers has not been systematically examined. This systematic review aimed to explore the effects of housing on health and wellbeing for this population, in order to identify key pathways for public health interventions. The review was undertaken following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) and Social Care Institute for Excellence (SCIE) guidelines. We identified publications through a search of Medline, PsychInfo, Scopus, Web of Science, Embase, CINAHL, Cohrane Library, Google, ProQuest, OpenGrey, MedNar and WHOLIS. Eligibility criteria included: publication in English between 1997 and 2017, with findings pertaining to the relationship between housing and health for refugees and/or asylum seekers. Out of 2371 items, 25 papers were included with a further five identified through reference lists. Eleven of the papers explored housing and health for those refugees and asylum seekers living within refugee camps, with 19 focusing on countries of resettlement. All studies identified housing issues for refugees and asylum seekers, with physical housing conditions particularly poor in refugee camps, and issues of affordability, suitability, insecure tenure and mobility as well as difficulties securing housing also highlighted in countries of resettlement. Consistent relationships were found between physical aspects of housing and physical and mental health, with other aspects of housing such as safety and overcrowding linked to mental health. There were a number of methodological issues with most of the studies, making it difficult to specify precise pathways. However, improvements to housing quality particularly in refugee camps, and targeted housing interventions more generally for refugees and asylum seekers would likely have an important public health benefit.
