Employment, Income, and SSI Effects of Postsecondary Education for People With Intellectual Disability

The low employment rates of individuals with intellectual disability (ID) are a major concern. This study examined the effect of postsecondary education on employment atrnd earnings for individuals with ID and the effect of state variation on those outcomes. Rehabilitation Services Administration 911 (RSA-911) files for 2008-2013 were analyzed (n = 11,280 individuals with ID). Multilevel modeling techniques were used to understand state variation, such as various economic and programmatic features that influence outcomes. Postsecondary education was associated with increased employment, increased weekly earnings, decreased reliance on Supplemental Security Income (SSI) benefits. Policy implications are discussed.

Predictors Associated With Paid Employment Status of Community and Technical College Students With Intellectual Disability

The present study sought to identify predictors associated with paid employment outcomes for community and technical college students with intellectual disability (ID). Data used were collected from the Transition and Postsecondary Programs for Students With Intellectual Disabilities (TPSID) implemented in two community and technical colleges in the upper Midwest. The participants included 228 students with ID attending college who received supports based on the Check & Connect model. Results using logistic regression showed that students who only took inclusive classes, participated in campus events, had prior paid work experience, and participated in volunteering and/or community service were more likely to earn at or above minimum wage during their most recent year in the TPSID program. Implications for policy and practice are discussed.

Supporting Postsecondary Education Programs for Individuals With an Intellectual Disability

As postsecondary education (PSE) programs for individuals with an intellectual and developmental disability (IDD) emerge across the country, it is crucial that these programs involve adult agency partners to enhance planning and service delivery, thereby increasing the likelihood that the skills obtained during these experiences will lead to improved employment outcomes. The present study aims to extend the current knowledge base regarding PSE programs’ and vocational rehabilitation (VR) agencies’ collaborative roles and activities. The present study examines state VR involvement with PSE programs as perceived by PSE administrators, specifically, the extent to which PSE and VR are collaborating, and the roles and activities rehabilitation counselors perform during this collaboration. Findings indicate that PSE administrators report variability in both the levels of collaboration with state VR agencies and the understanding of VR roles. Furthermore, data show that the majority of respondents felt VR seldom or never provide services beyond financial assistance. Implications for research and practice are also discussed.

Students with intellectual disability in higher education: adult service provider perspectives

Postsecondary education (PSE) is increasingly becoming an option for students with intellectual disability (ID; Grigal & Hart, 2012 ). Postsecondary education offers the promise of pursuing a valued social role (that of college student), enhanced social networks, and, most significantly, increased employment options. To date, research and practice in the area of transition to PSE for students with ID has focused primarily upon the sending (public school systems) and receiving (colleges or universities) agencies ( Oertle & Bragg, 2014 ; Thoma et al., 2011 ). Yet adults with ID often require ongoing supports through state and federally funded developmental disability waivers, and agency providers of waiver services have, for the most part, not been part of this vital conversation. This study represents an exploratory study of directors of developmental disability provider agencies in one midwestern state to assess their knowledge of PSE for individuals with ID. A total of 87 directors responded; quantitative results are presented and, based on these findings, we provide implications for the future.

Navigating University Policies to Support Postsecondary Education Programs for Students With Intellectual Disabilities

Many colleges across the country are now broadening their mission to promote educational opportunities to an increasingly diverse population that includes individuals with intellectual and developmental disabilities (ID/DD). As a result, postsecondary education programs for students with ID/DD are emerging across the United States. While these programs grow, it is important that colleges and universities consider various university policies. In this article, the authors address critical considerations and discussion points to help guide college and university professionals and administration to ensure smooth program development. Specifically, the authors address three issues: (a) participant eligibility and admission, (b) access to academic and nonacademic services, and (c) area of liability. Guiding questions and recommendations for policy and practice are also provided.
