Factors Affecting Citizen Adoption of E-Government in Developing Countries

This study aims to examine the critical factors that could influence citizens in their decisions to adopt e-Government services. Based on the review of relevant literature, an extension of the UTAUT research model is developed. Through semi-structured interviews conducted in Indonesia with citizens who have adopted e-Government services, the research model is examined using thematic analysis. Results indicate that performance expectancy, effort expectancy, system quality, and perceived transparency are factors that significantly influence the adoption of e-government in Indonesia, whereas social influence, facilitating conditions, perceived security, information quality, and government encouragement are moderately significant factors. Meanwhile, ICT literacy is the least significant factor in the adoption of e-Government in Indonesia. Such findings are presented in the action priority matrix to offer public organisations with relevant suggestions on how the adoption of e-Government can be improved.

Factors Affecting Malaysia’s SMEs in Using Public Electronic Procurement

This study illustrates the perception to use public electronic procurement (e-Procurement) system by Malaysia’s Small and Medium Enterprises (SMEs) and examines the six predictors for the SMEs employees’ perception to use e-procurement system in their daily activities. The study modified the Unified Theory of Acceptance and Usage Technology (UTAUT) by including two new variables that have been ignored by previous studies. As a result, 421 questionnaires were collected and analysed. The security construct has the strongest relationship among the rest. For moderation, it confirms that security has no moderation effect with the moderators. This study contributes to the available literature by filling the gap of past studies using UTAUT framework through adding two variables (system security and usage decision) in the revised framework and enhances transparency in the public sector acquisition.

Author Highlights for the Past 35 Years

This essay reviews leading contributions to The DATA BASE for Advances in Information Systems over the past 35 years, both in terms of identifying leading scholars who published most frequently in the journal as well as papers that have been cited most frequently. Using standard scientometric methods, I identify the leading authors who published five or more papers since 1982. In terms of analyzing highly cited papers, I organize the analysis into four time periods of nine years each, a structure that reveals that The DATA BASE has been a longstanding venue for IS scholars to introduce their early work - whether conceptual or empirical. Notably, several esteemed IS scholars published early conceptual versions of their ideas in The DATA BASE - often many years before they followed up with related work in other journals. In terms of highly cited papers, the analysis in this essay also reveals that The DATA BASE shifted toward publishing empirical papers after 1990 and, despite the prevalence of positivist, quantitative research during the past 25 years, qualitative research has also become prominent in the journal. More recently, the journal has also featured several literature review papers on important topic areas, such as virtual teams, technostress, IT outsourcing, and IT security. Development of quantitative model to investigate the strategic relationship between information quality and e-government benefits

Purpose

– This paper aims to investigate the relationship between improvements in information quality and the benefits and performance of e-government organizations. As information quality is multi-dimensional measure, it is very crucial to determine what aspects of it are critical to organizations to help them to devise effective information quality improvement strategies. These strategies are potentially capable of changing government organizational structures and business processes. It examines the nature, direction and strength of the connections between information quality and the success of e-government initiatives. A conceptual model by means of which organizations performance and information quality research can be viewed is proposed and validated in Kuwait.

Design/methodology/approach

– The study used a quantitative methodology to investigate the causal paths. A cross-sectional survey was completed by 268 employees positioned in the Kuwait Government ministries. Each of the main effect hypotheses was analyzed using stepwise multiple regression with stepwise selection.

Findings

– It was found that the relationships between information quality and strategic benefits along with institutional value were in upright agreement. Our statistical analysis highlighted that improvement in different aspects of information quality can lead to a better organizational image. Specifically, usability and usefulness attributes of information quality came on the top of the key influencers on both strategic benefits and institutional value.

Originality/value

– This is the first study which adequately covers the relationships between information quality and organizations performance in Kuwait. Based on our evaluation, the authors propose a conceptual model to assist in studying the effects of information quality improvement on e-government benefits and performance.
