Environmental Policy Integration in the Energy Sector of China: The Roles of the Institutional Context

The rapid growth of China’s renewable energy market and production capacity has attracted worldwide attention. Environmental policy integration in the energy sector and the institutional background behind this growth have seen little examination. In this paper, we present an assessment of environmental policy integration (EPI), attempting to reveal how the institutional factors facilitate EPI in the energy sector of China. A qualitative analytical framework involving normative, organizational, and procedural dimensions, incorporating multiple pieces of quantitative evidence, was applied. The results show that an ambitious and long-term normative vision covering political will, social backing, and cultural foundation in China is indispensable to the EPI process in the energy sector. The energy agency’s trans-sector cooperation in policy-making has been established to overcome the sectoral compartmentalization. China’s EPI in energy has a relatively complete and stable regulating system but, at the same time, it is expected to obtain more benefits from market cultivation and public participation. In this process, advantages such as the co-evolution of the green energy innovation, market, and society do exist; however, this market-oriented approach may bring the risk of economic and societal disturbances when interest-driven production capacity growth far surpasses market and societal requirements. This potential risk needs to be handled and prevented by strong governmental guidance and support. The continuous ambitious and long-term visioning of EPI, sufficient governmental funds, and a proactive industrial plan for renewable energy, are suggested.

Policy change implications for forest water protection in Sweden over the last 50 years

Improving water quality has become an important environmental issue, spurred in part by the Water Framework Directive. However, the relationship of policy change with forest water protection measures is relatively unknown. We analyzed how policy and practice have developed in Sweden using 50 years of historic data from the Krycklan Catchment Study, focusing on riparian buffers. Corresponding to legislation, education and voluntary measures emphasizing stream protection, two step changes occurred; between the 1970s-1980s, buffers increased by 67%, then by 100% between 1990s and 2000s. By 2013, just 50% of the stream length affected by forestry was protected and the application has varied by stream size; small streams lacked a buffer approximately 65% of the time, while 90% of large streams had buffers. The doubling of buffer implementation from the 1990s-2000s corresponded to the adoption of a number of environmental protection policies in the 1990s that all came into effect during this period.

Water Quality and the Effectiveness of European Union Policies

This article is a first attempt to examine the effectiveness of EU water policies in a comparative perspective. It provides a systematic analysis of the relationship between EU water policies and the quality of national water resources for 17 EU member states over a period of 23 years (1990–2012). The analysis reveals that EU policies have contributed to the water quality in the member states. Moreover, it finds that decentralized implementation processes enhance the effectiveness of top-down policy instruments while not making a significant difference for bottom-up policy instruments. Administrative capacities and (neo-)corporatist arrangement seem to play some, yet only minor, role in determining the effectiveness of EU water policies. This way, the article speaks to the literature on EU compliance and implementation and the broader public policy literature.
