The Influence of Brief Outing and Temporary Fostering Programs on Shelter Dog Welfare

Human interaction is one of the most consistently effective interventions that can improve the welfare of shelter-living dogs. Time out of the kennel with a person has been shown to reduce physiological measures of stress as can leaving the shelter for a night or more in a foster home. In this study, we assessed the effects of brief outings and temporary fostering stays on dogs' length of stay and outcomes. In total, we analyzed data of 1955 dogs from 51 animal shelters that received these interventions as well as 25,946 dogs residing at these shelters that served as our controls. We found that brief outings and temporary fostering stays increased dogs' likelihood of adoption by 5.0 and 14.3 times, respectively. While their lengths of stay were longer in comparison to control dogs, this difference was present prior to the intervention. Additionally, we found that these programs were more successful when greater percentages of community members (as compared to volunteers and staff) were involved in caregiving as well as when programs were implemented by better-resourced shelters. As such, animal welfare organizations should consider implementing these fostering programs as evidence-based best practices that can positively impact the outcomes of shelter dogs.

Shelter Worker's Experiences and Perceptions of Capacity for Care (C4C)

Capacity for Care (C4C) is a shelter management strategy which utilizes managed intake to optimize in-shelter populations based on housing capacity and available resources. The purpose of this study was to 1) understand staff experiences using managed intake, 2) explore staff perceptions of how the C4C model has been regarded by other staff at their facility, and 3) explore the response of community members who are attempting to relinquish their cats, as perceived by the staff who are communicating with cat owners and scheduling relinquishment. Participants recruited from shelters who practiced C4C participated in a semi-structured interview and completed a written survey to share their experiences and perceptions of C4C. Based on the perceptions of the participants, evidence suggests the waitlist may decrease the admission of owned cats to the shelter as a result of advising cat owners about alternatives to relinquishment. The findings suggest that more research is needed to understand the potential impacts of managed intake, as an element of C4C, on the welfare of cats in the community who are waiting to be admitted to a shelter.

Financial and Socio-Economic Effects of Investment in the Context of Dog Population Management

The modern world faces serious challenges associated with the presence of stray dogs on the streets, especially in urban areas. Vardar Planning Region in North Macedonia, which consists of nine municipalities, experiences such challenges. According to current reports, the number of stray dogs on the streets of cities in this region has increased, which has resulted in an increase in the number of dog attacks on residents. As the existing capacities are small in the registered shelters, we considered the possibility of building a new shelter for stray dogs to meet the needs of this region. The goal of our paper is the evaluation of the financial and socio-economic justifications for the construction of a shelter for stray dogs in the Vardar Planning Region (VPR). The results of the financial justification analysis show that the project does not provide satisfactory financial results. Namely, the Financial Net Present Value (FNPV) is negative, with a value of EUR 75,291. The Financial Internal Rate of Return (FIRR) is 0.57%, lower than the discount rate, which is not acceptable for a private investor. The Financial Benefit-Cost Ratio (FB/CR) of this project is 0.925, suggesting that the total discounted costs are greater than the total discounted revenues. On the other hand, the expected socio-economic benefits from this project are multifaceted, including savings in stray dog bite costs, savings in the cost of traffic accidents caused by stray dogs, and savings in the treatment of diseases caused by stray dogs. The results of the economic analysis show that this investment has full socio-economic justification and that it should be implemented. The Economic Net Present Value (ENPV) is positive and amounts to EUR 789,916. The Economic Internal Rate of Return (EIRR) is 25.94% and the Economic Benefit-Cost Ratio (EB/CR) amounts to 1.90, i.e., greater than 1. The results of the sensitivity analysis also confirm the justification for the realization of this project.

Interviews with Indian Animal Shelter Staff: Similarities and Differences in Challenges and Resiliency Factors Compared to Western Counterparts

Previous knowledge about animal sheltering systems and perspectives of staff working in animal shelters has been centered around Western countries. However, staff in Indian shelters must tackle different kinds of problems, such as care of free-ranging dogs. We conducted interviews with ten participants working in animal shelters in India to begin to gain an understanding of their experiences. Participants reported that inadequate funding, community conflict, and too many animals in need created a challenge for animal shelter work. However, flexibility and positive relationships in their workplace, feelings of duty to animals, and understanding animal needs were identified as positive factors. The perspectives of Indian animal shelter staff showed that certain issues are similar to those encountered in Western shelters; however, other issues are specific to social, political, and cultural influences. Context specific research in animal sheltering is needed to gain a broader world understanding of human–animal relationships.

Abstract

Animal shelters in India are at the forefront of efforts to improve free-ranging dog welfare and tackle animal overpopulation. In terms of cultural and political context, access to resources, and public health challenges, they operate in a very different environment than Western counterparts. Despite these distinctions, current sheltering literature is largely centered around countries such as the United States. The goal of this exploratory study was to examine the experiences of Indian animal shelter staff. Researchers conducted ten semi-structured interviews, in a mix of Hindi and English, with managers, veterinary nurses, and animal caretakers from three shelters. Using thematic analysis, shelter challenges as well as resiliency factors that enable staff to cope with these challenges were identified. Key challenges were inadequate funding, community conflict, and high intake numbers. Resiliency factors included flexibility, duty of care, co-worker relationships, and understanding animal needs. The results of this qualitative study revealed that the experiences of shelter staff are shaped by social, political, and cultural factors and that there is a need for further, context specific research on Indian sheltering rather than only relying on Western perspectives.

Owner-Related Reasons Matter more than Behavioural Problems-A Study of Why Owners Relinquished Dogs and Cats to a Danish Animal Shelter from 1996 to 2017

Many dogs and cats are relinquished to shelters by their owners. To reduce their number, it will be vital to know whether people relinquish their pets primarily as a result of real or perceived problems created by the animals, or because of problems in their own lives, i.e., whether the reasons are animal or owner related. We therefore investigated reported reasons for giving up cats and dogs to a large shelter in the second-largest city in Denmark, a wealthy Scandinavian country, in the period 1996 to 2017. We observed that owner-related issues were the most common reasons for both cats (74%) and dogs (75%). Problems with the health of the owner were the most common reason, but challenges with housing also contributed significantly, both with cats and dogs. Time pressures were reported by dog owners, but not cat owners. We conclude that the most important way to reduce relinquishments in Denmark, like in other countries studied, will involve focusing on owners—e.g., by finding ways to help them to look after their animals during their own episodes of ill health. Among the animal factors, behavioural problems were by far the most commonly reported reason for relinquishment for both species.

Abstract

Every year, dogs and cats are relinquished to animal shelters by their owners in large numbers. Reasons for relinquishment of dogs and cats to a large Danish shelter from 1996 to 2017 were obtained and characterised. The reasons were available for 86% of the owner-relinquished animals, including 3204 dog relinquishments (90%) and 2755 cat relinquishments (82%). They were allocated to 59 categories, which were further merged into four owner-related and three animal-related reasons. The most commonly reported of these seven reasons for relinquishment of dogs were owner health (29%), animal behavioural problems (23%), housing issues (21%) and lack of time (14%). For cats, the figures were: owner health (32%), housing issues (26%), and animal behavioural problems (25%). No systematic changes in these patterns were found over time. The number of relinquished cats was roughly stable, whereas the number of relinquished dogs decreased on average by 3% per annum. Owner issues were the primary reason for relinquishment in both species, but nearly one-quarter of the animals were relinquished as a result of behavioural problems. As the latter are often connected with the owner in some way, the results emphasise the importance of a focus on owners when addressing pet relinquishment challenges.

Shelters Reflect but Cannot Solve Underlying Problems with Relinquished and Stray Animals-A Retrospective Study of Dogs and Cats Entering and Leaving Shelters in Denmark from 2004 to 2017

Data covering about 90% of the estimated intake of dogs and cats to Danish shelters from 2004 to 2017 were used to study the effects of tight control of dogs and of efforts to increase shelter services for unwanted or stray cats. During the period, there was a low and decreasing intake of dogs, while the annual proportion of euthanised dogs increased from 6% to 10%. The number of cats entering shelters increased by about 250%, while the annual proportion of euthanised cats increased from 15% to about 29%. At the same time, there seemed to be a decrease in the population of stray cats. The major increase in cat intake may be due to animal protection non-governmental organizations (NGOs) making it easier to relinquish cats into shelters. Dog shelters can successfully handle surplus animals because dogs are well controlled by owners and are tightly regulated. Cats are more difficult to confine, are often allowed to roam freely and are less regulated. Therefore, cat shelters cannot solve the problem of surplus cats on their own. It is argued that an economic analysis may serve as a point of departure for a discussion on better policy making for NGOs in charge of shelters.

Survey of Massachusetts Animal Shelter Record-Keeping Practices in 2015

The animal sheltering industry lacks standardized methods of data collection and analysis. The resulting lack of available data limits our understanding of the homeless animal population. The objective of this study was to better understand record-keeping practices and attitudes toward shelter statistics among Massachusetts shelter and rescue organizations and to identify barriers to data collection and analysis. A survey of 119 participants at Massachusetts sheltering organizations revealed that the animal welfare community held favorable attitudes toward data management and sharing, but desired additional resources and training to manage data more efficiently and effectively. While a large proportion of homeless dogs and cats in Massachusetts are handled by a small number of large organizations, there are also hundreds of smaller shelters, rescues and animal control officers in the system. Public agencies were the least likely to use electronic data-keeping means, and often cited lack of resources as a barrier. These results should prove useful not only in Massachusetts but for other regions hoping to improve data collection practices and for the evaluation of shelter statistics systems nationwide.

A canine identity crisis: Genetic breed heritage testing of shelter dogs

Previous research in animal shelters has determined the breeds of dogs living in shelters by their visual appearance; however the genetic breed testing of such dogs is seldom conducted, and few studies have compared the breed labels assigned by shelter staff to the results of this testing. In the largest sampling of shelter dogs’ breed identities to-date, 459 dogs at Arizona Animal Welfare League & SPCA (AAWL) in Phoenix, Arizona, and 460 dogs at San Diego Humane Society & SPCA (SDHS) in San Diego, California, were genetically tested using a commercially available product to determine their breed heritage. In our sample, genetic analyses identified 125 distinct breeds with 91 breeds present at both shelters, and 4.9% of the dogs identified as purebreds. The three most common breed signatures, in order of prevalence, American Staffordshire Terrier, Chihuahua, and Poodle, accounted for 42.5% or all breed identifications at the great grandparent level. During their stay at the shelter, dogs with pit bull-type ancestries waited longer to be adopted than other dogs. When we compared shelter breed assignment as determined by visual appearance to that of genetic testing, staff at SDHS was able to successfully match at least one breed in the genetic heritage of 67.7% of dogs tested; however their agreement fell to 10.4% when asked to identify more than one breed. Lastly, we found that as the number of pit bull-type relatives in a dog’s heritage increased, so did the shelter’s ability to match the results of DNA analysis. In total when we consider the complexity of shelter dog breed heritage and the failure to identify multiple breeds based on visual identification coupled with our inability to predict how these breeds then interact within an individual dog, we believe that focusing resources on communicating the physical and behavioral characteristics of shelter dogs would best support adoption efforts.

Strategies to Reduce the Euthanasia of Impounded Dogs and Cats Used by Councils in Victoria, Australia

Using euthanasia to manage dog and cat overpopulation causes health issues and emotional stress in employees involved, increases staff turnover, and has financial, moral and ethical ramifications for communities. Welfare agencies and local government agencies (councils) share responsibility for managing companion animal populations. This study investigated Australian councils in the state of Victoria, to identify strategies used to reduce euthanasia. Statistics regarding animal populations, registration, intake, reclaim, rehome and euthanasia were obtained from the Domestic Animal Management Plan of each council. Of the 79 Victorian councils, 74% achieved ≤10% euthanasia of impounded dogs, which is widely quoted as zero euthanasia of adoptable and treatable animals. The mean euthanasia rates for cats by the councils was 48%, with only one council achieving a euthanasia rate of ≤10% for cats. Mean reclaim rates for dogs were higher (73%) than for cats (13%), as was the mean proportion of unclaimed dogs rehomed (71%), compared to cats (45%). Telephone questionnaires were conducted with animal management officers from 35 councils (44%). Those with low euthanasia rates had high reclaim rates and/or rehome rates. Reclaim, rehome and euthanasia rates for dogs and cats were not significantly different between councils that operated their own pound facilities and those that utilized the services of welfare organizations to operate pounds on behalf of the council. More council managers believed they would never achieve ≤10% euthanasia for cats (49%) than for dogs (11%). A variety of strategies were used by councils to achieve high reclaim and rehoming rates.

Characteristics of Cats Admitted to Czech Shelters

The aim of this study was to describe the numbers and characteristics of cats entering Czech shelters. Records of sheltered cats were collected from three cat shelters situated in different regions of the Czech Republic from 2011 to 2015. A total of 2170 cat admissions were analyzed in this study. Significantly (p < .001) greater numbers of females (56%) were admitted. Most cats (60%) were admitted when they were aged younger than six months. Cats with dark coat colors prevailed (73%), cats with medium-shade colors followed (20%), and light-colored cats were the rarest (7%). The greatest numbers of cats were admitted in summer (36%), followed by autumn (33%). The fewest cats were admitted in winter (14%). Adoption was the most common outcome for admitted cats (65%), followed by unassisted death (22%) and euthanasia (11%) due to health reasons. Only 2% of cats were reclaimed from the shelters by their original caretakers. The length of stay ranged from 0 days to 1736 days with a median of 45 days. These findings may help shelter operators define optimal strategies and operational plans.

Multistate matrix population model to assess the contributions and impacts on population abundance of domestic cats in urban areas including owned cats, unowned cats, and cats in shelters

Concerns over cat homelessness, over-taxed animal shelters, public health risks, and environmental impacts has raised attention on urban-cat populations. To truly understand cat population dynamics, the collective population of owned cats, unowned cats, and cats in the shelter system must be considered simultaneously because each subpopulation contributes differently to the overall population of cats in a community (e.g., differences in neuter rates, differences in impacts on wildlife) and cats move among categories through human interventions (e.g., adoption, abandonment). To assess this complex socio-ecological system, we developed a multistate matrix model of cats in urban areas that include owned cats, unowned cats (free-roaming and feral), and cats that move through the shelter system. Our model requires three inputs-location, number of human dwellings, and urban area-to provide testable predictions of cat abundance for any city in North America. Model-predicted population size of unowned cats in seven Canadian cities were not significantly different than published estimates (p = 0.23). Model-predicted proportions of sterile feral cats did not match observed sterile cat proportions for six USA cities (p = 0.001). Using a case study from Guelph, Ontario, Canada, we compared model-predicted to empirical estimates of cat abundance in each subpopulation and used perturbation analysis to calculate relative sensitivity of vital rates to cat abundance to demonstrate how management or mismanagement in one portion of the population could have repercussions across all portions of the network. Our study provides a general framework to consider cat population abundance in urban areas and, with refinement that includes city-specific parameter estimates and modeling, could provide a better understanding of population dynamics of cats in our communities.

Relationship between sources of pet acquisition and euthanasia of cats and dogs in an animal shelter: a pilot study

OBJECTIVE

Approximately 140,000 unwanted dogs and cats are culled in Australia annually. There is a paucity of information linking sources of pet acquisition with subsequent euthanasia, which may inform evidence-based strategies to reduce euthanasia rates. This pilot study aimed to determine whether there is a higher risk of euthanasia related to the source of acquisition for pets surrendered to an animal shelter.

METHODS

Data for 5391 dogs and 5581 cats surrendered to one Queensland shelter between January 2006 and December 2009 were analysed.

RESULTS

The main sources of acquisition for owner-surrendered dogs were 'shelter' and 'pet shop' and for owner-surrendered cats were 'own litter' and 'shelter'. Euthanasia rates for different sources varied. For adult dogs, acquisition through newspaper advertisements was associated with the highest euthanasia rate. Adult cats obtained as gifts (from friend or family member) had the highest euthanasia rate. For junior cats, the overwhelming source was the owner's own litter (68% of intake) and only kittens acquired as strays were at significantly higher risk of euthanasia. For both dogs and cats, animals acquired from shelters had lower rates of euthanasia than most other sources, which suggests that shelter-sourced animals may be considered a preferred source for pet acquisition to assist in reducing the number of adoptable pets euthanased.

CONCLUSION

There was evidence from the study animal shelter that the risk of euthanasia was related to acquisition source. These findings should be confirmed by prospective studies, which should also investigate the interaction between acquisition source and other factors, using larger data sets from a variety of shelters.

Stated Preferences for Dog Characteristics and Sources of Acquisition

How people choose to acquire dogs and the characteristics they seek may provide insight into perceptions of ethical and socially responsible dog ownership, as acquiring a dog is the first step in dog ownership. Even if one does not intend to acquire a dog, perceptions of acquisition methods may impact views of pet industries and/or voting behaviors related to animal welfare regulation. This analysis (1) investigates the relationships between U.S. resident demographics and their level of agreement regarding statements related to dog acquisition and welfare considerations, (2) analyzes the relationships between U.S. resident demographics and their views on dog characteristics, and (3) analyzes U.S. residents’ relative ranking (in terms of most ethical) ways to acquire a dog. The findings of the current study affirm that appearance, compatibility with owner lifestyles, previous experience, and cost inform people’s decisions about dog acquisition. The relative importance of these criteria varied across respondents; as has been previously observed, women favored rescue/adoption more than men. Our results collectively indicate the growing appeal of adopting dogs from shelters and rescue organizations for many respondent segments. Different segments of the companion animal industry and those with different dog interests may want to consider tailoring their education and/or marketing communications to these groups accordingly.

Abstract

People’s preferences for where they acquire dogs and the characteristics they focus on may provide insight into their perceptions of socially responsible pet ownership, as acquiring a dog is the first step in dog ownership. An online survey of 1523 U.S. residents was used to aid understanding of public perceptions of dog acquisition. Likert-scale questions allowed respondents to assign a level of agreement, within the given scale, to ten statements related to dog acquisition. A significantly higher percentage of women (39.6%) than men (31.7%) agreed that the only responsible way to acquire a dog is through a shelter/rescue. More women (71.3%) than men (66.4%), as well as those with a higher household income (71%), identified source as important. Best-worst methodology was used to elicit perceptions regarding the most/least ethical ways to acquire a dog. Three subgroups were identified, one of which had an overwhelmingly large preference share (96%) for adoption. The second group had more evenly distributed preference shares amongst the various dog acquisition methods, while the third indicated a preference for “homeless” pets. Additional investigation of the values/beliefs underlying the preferences of these groups is necessary to design appropriately tailored companion animal-focused communication strategies for these different groups.

Welfare Impacts of Spay/Neuter-Focused Outreach on Companion Animals in New York City Public Housing

Spay/neuter (S/N) programs aim to reduce shelter intake and euthanasia. However, there is little published evidence of a causal effect between S/N programs and shelter intake or euthanasia. To uncover any ancillary effects of S/N, this study examined the impact of S/N door-to-door outreach on welfare-related outcomes and attitudes around S/N in underserved areas of New York City. There was no significant difference between a group receiving intensive outreach and a comparison group on whether they had rehomed a companion animal in the last year. There was a significantly higher level of saturation of S/N in the intensive-outreach area. A significantly higher percentage of those in the intensive-outreach group reported knowing at least 1 way to get help for their companion animals and that the caregiver-defined general well being of nonhuman animals in their neighborhood was better during the previous year. These data suggest that intensive S/N outreach has an impact on the level of saturation of S/N, the perceived efficacy of caregivers to find help if needed, and the perception that animal welfare is being improved.

Analysis of Factors Relating to Companion Rabbits Relinquished to Two United Kingdom Rehoming Centers

Rabbits are a common companion animal in the United Kingdom, and some reports have suggested that large numbers are relinquished to rehoming centers each year. This study aimed to investigate the characteristics of rabbits relinquished to 2 UK rehoming centers and explore reasons given for relinquishment. The centers contributed data for all rabbits who entered their center during 2013 (n = 205). Most rabbits (59.5%) were relinquished by a guardian. Similar numbers of males and females were relinquished, and a larger number of rabbits were not neutered (72.4%) and adults (56%). Most rabbits were healthy on arrival (61.5%). The most common reasons for relinquishment were: "too many rabbits/unplanned litters" (30.3%) and "housing problems" (23.8%). Rabbit-related reasons accounted for 12.2% of rabbits relinquished. Reasons for relinquishment were associated with 1 of the recorded rabbit characteristics. Further detailed studies are needed to explore the dynamics of companion rabbit ownership and factors that affect the breakdown of rabbit-guardian relationships in the United Kingdom.

Effects of Video Footage Versus Photographs on Perception of Dog Behavioral Traits

Photographs are frequently used to promote adoption of dogs on rescue shelter websites. While physical traits are well illustrated via photographs, conveying a dog's behavioral traits is more problematic. Traits such as sociability, obedience, and friendliness are likely to be better displayed via video footage. This study explored the effects of video versus photographs on the perception of dog behavioral traits. Four dogs from a Gloucestershire Rescue Shelter (2 desirable breeds, 2 from a stigmatized breed) were individually photographed, and a 30-s video of each was recorded. Two questionnaires were produced containing either a video or photograph of each dog. Each questionnaire presented all 4 dogs but via different media. Participants rated their agreement with 12 statements relating to their perceptions of the dog seen. Dogs viewed via video were considered to be more trainable, intelligent, friendly, and gentle and less dominant, aggressive, and unsociable. This finding was observed in desired and stigmatized breeds. Perceived behavioral traits can impact the likelihood of adoption. These findings suggest that greater use of video footage by rehoming shelters could help promote dog adoptions.

What's in a Name? Effect of Breed Perceptions & Labeling on Attractiveness, Adoptions & Length of Stay for Pit-Bull-Type Dogs

Previous research has indicated that certain breeds of dogs stay longer in shelters than others. However, exactly how breed perception and identification influences potential adopters' decisions remains unclear. Current dog breed identification practices in animal shelters are often based upon information supplied by the relinquishing owner, or staff determination based on the dog's phenotype. However, discrepancies have been found between breed identification as typically assessed by welfare agencies and the outcome of DNA analysis. In Study 1, the perceived behavioral and adoptability characteristics of a pit-bull-type dog were compared with those of a Labrador Retriever and Border Collie. How the addition of a human handler influenced those perceptions was also assessed. In Study 2, lengths of stay and perceived attractiveness of dogs that were labeled as pit bull breeds were compared to dogs that were phenotypically similar but were labeled as another breed at an animal shelter. The latter dogs were called "lookalikes." In Study 3, we compared perceived attractiveness in video recordings of pit-bull-type dogs and lookalikes with and without breed labels. Lastly, data from an animal shelter that ceased applying breed labeling on kennels were analyzed, and lengths of stay and outcomes for all dog breeds, including pit bulls, before and after the change in labeling practice were compared. In total, these findings suggest that breed labeling influences potential adopters' perceptions and decision-making. Given the inherent complexity of breed assignment based on morphology coupled with negative breed perceptions, removing breed labels is a relatively low-cost strategy that will likely improve outcomes for dogs in animal shelters.

Effects of sheltering on physiology, immune function, behavior, and the welfare of dogs

Approximately 4 million dogs live in animal shelters each year. However, understanding and measuring the welfare of these kenneled dogs presents a challenge. One way to determine welfare is by assessing how stay at the shelter influences physiology, immune function, and behavior of the dogs. Prior research, from all of these domains, has not resulted in clear conclusions on how the animal shelter influences the well-being of dogs. One robust finding is that, when placed into a kennel environment, dogs experience a spike in cortisol levels followed by a decrease to original at-home levels. Current evidence cannot differentiate between several proposed hypotheses that may be responsible for this pattern. In addition, very few studies have assessed the effects of kenneling on immune function of dogs, and of these, no consistent findings have emerged. However, this line of inquiry can have a large impact as infectious diseases are rampant in animal shelters. The ability of behavioral measures to inform us about the welfare of dogs is discussed by reviewing published and new data on the effects of kenneling on dog behavior. Prior research has suffered from a lack of consistent operational definitions when defining abnormal behavior in dogs, resulting in difficult to interpret results. Research on the well-being of individual dogs, rather than on group averages, may be a fruitful next step in determining and improving the welfare of dogs housed in shelters.

Dogs on the Move: Factors Impacting Animal Shelter and Rescue Organizations' Decisions to Accept Dogs from Distant Locations

Long-distance dog transfer programs are a topic of burgeoning interest in the animal welfare community, but little research has focused on such programs. This exploratory study, which surveyed 193 individuals associated with animal shelter and rescue organizations in the United States, evaluated factors that impacted organizations’ decisions to transfer in dogs over long distances (>100 miles) and assessed what criteria were commonly valued by destination organizations. Specifically, we examined the following aspects of long-distance transfer programs: (1) logistics of long-distance dog transfers; (2) factors impacting dog selection; (3) medical requirements; (4) partnerships formed between source and destination organizations; and (5) perceptions of long-distance dog transfer programs by individuals affiliated with the destination organizations. This study revealed that many logistical considerations factor into transfer decisions and the formation of healthy partnerships between source and destination organizations. Participants indicated their organization’s willingness to receive dogs of various sizes, coat colors and ages, but organizations often had restrictions regarding the breeds they would accept. Study findings indicate some organizations have strict quarantine policies and pre-transfer medical requirements, while others have no such requirements.

The Use of a Shelter Software (a) to Track Frequency and Selected Risk Factors for Feline Upper Respiratory Infection

Objective-Feline upper respiratory infection (URI) is a common, multi-factorial infectious disease syndrome endemic to many animal shelters. Although a significant cause of morbidity and mortality in shelter cats, URI is seldom formally monitored in shelter cat populations. Without monitoring, effective control and prevention of this often endemic disease is difficult. We looked at an integrated case management software system (a) for animal care organizations, widely used in shelters across the United States. Shelter staff routinely enter information regarding individual animals and disease status, but do not commonly use the software system to track frequency of disease. The purpose of this study was to determine if the software system (a) can be used to track URI frequency and selected risk factors in a population, and to evaluate the quality and completeness of the data as currently collected in a shelter. Design (type of study)-Descriptive Survey. Animals (or Sample)-317 cats in an animal shelter. Procedures-Reports from the software system (a) containing data regarding daily inventory, daily intake, animal identification, location, age, vaccination status, URI diagnosis and URI duration were evaluated. The reports were compared to data collected manually by an observer (Ann Therese Kommedal) to assess discrepancies, completeness, timeliness, availability and accuracy. Data were collected 6 days a week over a 4 week period. Results-Comparisons between the software system (a) reports and manually collected reports showed that 93% of inventory reports were complete and of these 99% were accurate. Fifty-two percent of the vaccination reports were complete, of which 97% were accurate. The accuracy of the software system's age reports was 76%. Two-hundred and twenty-three cats were assigned a positive or negative URI diagnosis by the observer. The predictive value of the URI status in the software system (a) was below 60% both for positive and negative URI diagnosis. Conclusions and Clinical Relevance-data currently collected and entered into the software systems in the study shelter, was not useful for tracking URI frequency and risk factors, due to issues with both data quality and capture. However, the potential exists to increase the practicality and usefulness of this shelter software system to monitor URI and other diseases. Relevant data points, i.e., health status at intake and outcome, vaccination date and status, as well as age, should be made mandatory to facilitate more useful data collection and reporting.

Community partnering as a tool for improving live release rate in animal shelters in the United States

Collaboration among all shelters and nonhuman animal welfare groups within a community along with the transparent, shared reporting of uniform data have been promoted as effective ways to increase the number of animals' lives saved. This article summarizes the shelter intakes, outcomes, and live release rate (LRR) from 6 geographically diverse communities participating in the American Society for the Prevention of Cruelty to Animals Partnership program for 5 years (2007–2011). This program is both a grant program and a coaching program that works to focus the community partners on a data-driven goal using standardized definitions and metrics. There was improvement in LRR in all communities over time regardless of intake numbers, human population, or mix of dogs/puppies and cats/kittens entering shelters. Averaged across all communities over the 5-year period, there was an overall improvement in LRR of 62%. Within individual communities, the degree of improvement ranged from 18% to 96%. This improvement in LRR was accomplished through a wide variety of programs in each community based on resources and interests during the time period.

Effect of single-cat versus multi-cat home history on perceived behavioral stress in domestic cats (Felis silvestrus catus) in an animal shelter

This study investigates the effect of living with other cats in a prior home on stress levels of cats recently surrendered to an animal shelter. A total of 63 cats was evaluated using a Cat-Stress-Score and an approach test. Cats were categorized in terms of previous home history with or without other cats. No significant difference was found in stress scores between cats from single-cat households and those from multiple-cat households, although single cats that had been in the shelter less than 4 days demonstrated higher stress levels. No significant difference was found between the two groups in terms of approach results. Results of this study suggest that, in traditional individual cage settings, cats that are not accustomed to living with other cats may experience more stress in the initial few days of attempting to adjust to shelter existence. Through the use of such assessments, shelter personnel may develop an increased awareness to the needs of these cats and attempt to provide measures to improve their well-being within the shelter environment.

Shelter animal management and trends in Taiwan

Trends in the number of dogs entering and departing Taiwan public shelters are analyzed in this article. There were 40 public shelters surveyed from 2000 to 2005 for dog entries and departures. The results indicate that (a) adoption rates and relinquished animal numbers increased, and euthanasia rates decreased at the beginning of the study, but they are showing signs of reversal; (b) shelters in cities have higher adoption rates than those in rural areas; (c) euthanasia remains the main means of controlling dog numbers in most shelters; and (d) potential adopters in Taiwan prioritize animal health and body size when selecting dogs for adoption. There is a need for increased and persistent public education to ensure continued progress is made in encouraging people to treat companion animals responsibly. In addition to educational efforts, creating new, specialized shelters for housing highly adoptable animals can alleviate the space constraint problems in existing kennels and improve the welfare of stray dogs.

The Effects of Implementing a Feral Cat Spay/Neuter Program in a Florida County Animal Control Service

In 1995, a county animal control service implemented a feral cat sterilization program with the goal of reducing the number of healthy cats euthanized, complaints, and the county's costs. The service collected data from a 6-year period both before and after the program's implementation. The service totaled the numbers of both cat and dog impoundments, surgeries, adoptions, euthanasias, and complaints for each year; standardized both sets of numbers on a per- 10,000-person basis to compare trends between dogs and cats; and calculated estimated costs for neutering versus impounding and euthanizing the feral cats. Changing from a policy of euthanasia of feral cats to support for trap-neuter-return did not result in an increase in the number of complaints or cat impoundments. The percentage of impounded cats euthanized decreased between the periods before and after the program began, and the percentage adopted increased. The ratio of complaints to impounds decreased between the 2 periods, and the ratio of surgeries to impounds increased. Impoundments of cats were relatively steady in spite of the continually increasing human population. Euthanasias decreased for both cats and dogs since 1997. Since 1996, complaints decreased for both. Surgeries for both cats and dogs increased over the 12 years. Adoptions for cats and dogs increased greatly in fiscal year 1998/1999.
