The ratification status of ILO conventions related to occupational safety and health and its relationship with reported occupational fatality rates

An Analysis of Individual and Social Factors Affecting Occupational Accidents

BACKGROUND

Workforce health is one of the primary and most challenging issues, particularly in industrialized countries. This article aims at modeling the major factors affecting accidents in the workplace, including general health, work-family conflict, effort-reward imbalance, and internal and external locus of control.

METHODS

A cross-sectional study was conducted in Esfahan Steel Company in Iran. A total of 450 participants were divided into two groups-control and case-and the questionnaires were distributed among them. Data were collected through a 7-part questionnaire. Finally, the results were analyzed using SPSS 22.0 and Amos software.

RESULTS

All the studied variables had a significant relationship with the accident proneness. In the case group, general health with a coefficient of -0.37, work-family conflict with 0.10, effort-reward imbalance with 0.10, internal locus of control with -0.07, and external locus of control with 0.40 had a direct effect on occupational stress. Occupational stress also had a positive direct effect on accident proneness with a coefficient of 0.47. In addition, fitness indices of control group showed general health (-0.35), work-family conflict (0.36), effort-reward imbalance (0.13), internal locus of control (-0.15), and external locus of control (0.12) have a direct effect on occupational stress. Besides, occupational stress with a coefficient of 0.09 had a direct effect on accident proneness.

CONCLUSION

It can be concluded that although previous studies and the present study showed the effect of stress on accident and accident proneness, some hidden and external factors such as work-family conflict, effort-reward imbalance, and external locus of control that affect stress should also be considered. It helps industries face less occupational stress and, consequently, less occurrence rates of accidents.

Psycho-socio-cultural factors and global occupational safety: Integrating micro- and macro-systems

Occupational health and safety varies greatly around the world. However, there is a dearth of information on contributing factors to global occupational safety at both micro- and macro-level. The aim of this study was to examine which psycho-socio-cultural factors including economic contexts are associated with occupational fatality rates in 51 countries from six continents (Study 1), as well as fatality rates and serious occupational injury rates in 31 European countries (Study 2). Multiple regression analysis showed that universal healthcare and individualism were significantly associated with lower occupational fatality rates in Study 1. To expand Study 1, additional variables regarding healthcare systems and occupational safety were utilized in Study 2 and it was shown that greater overall quality of healthcare system, greater quality of healthcare systems' prevention effort, and higher individualism were meaningfully linked with lower occupational fatality rates. Meanwhile, greater overall quality of healthcare and greater quality of healthcare systems' prevention efforts were meaningfully linked with higher serious occupational injury rates. To prevent workplace fatalities more effectively and to promote workplace safety and health at the global level, socioeconomic and cultural factors at micro- and macro-level need to be appropriately considered. Specifically, safety policies, regulations, procedures, and practices in countries with healthcare systems of greater quality can be benchmarked for other countries. Also, functional aspects of safety communication and participation in cultures with high individualism can be referenced by other countries.

A global survey on occupational health services in selected international commission on occupational health (ICOH) member countries

BACKGROUND

The United Nations General Assembly (UNGA), the International Labour Organization (ILO), the World Health Organization (WHO), the International Commission on Occupational Health (ICOH), and the European Union (EU) have encouraged countries to organize occupational health services (OHS) for all working people irrespective of the sector of economy, size of enterprise or mode of employment of the worker. The objective of this study was to survey the status of OHS in a sample of countries from all continents.

METHODS

A questionnaire focusing on the main aspects of OHS was developed on the basis of ILO Convention No. 161 and several other questionnaire surveys used in various target groups of OHS. The questionnaire was sent to 58 key informants: ICOH National Secretaries.

RESULTS

A total of 49 National Secretaries responded (response rate 84.5%), from countries that employ 70% of the total world labour force. The majority of the respondent countries, 67%, had drawn up an OHS policy and implement it with the help of national occupational safety and health (OSH) authorities, institutes of occupational health or respective bodies, universities, and professional associations. Multidisciplinary expert OHS resources were available in the majority (82%) of countries, but varied widely in quantitative terms. The average OHS coverage of workers was 24.8%, with wide variation between countries. In over two thirds (69%) of the countries, the content of services was mixed, consisting of preventive and curative services, and in 29% preventive only. OHS financing was organized according to a mixed model among 63% and by employers only among 33% of the respondents.

CONCLUSIONS

The majority of countries have drawn up policies, strategies and programmes for OHS. The infrastructures and institutional and human resources for the implementation of strategies, however, remain insufficient in the majority of countries (implementation gap). Qualitatively, the content and multidisciplinary nature of OHS corresponds to international guidance, but the coverage, comprehensiveness and content of services remain largely incomplete due to a lack of infrastructure and shortage of multiprofessional human resources (capacity gap). The estimated coverage of services in the study group was low; only a quarter of the total employed population (coverage gap).

Occupational health crossing borders part 2: Comparison of 18 occupational health systems across the globe

BACKGROUND

Occupational health and safety (OHS) is considered one of the most important factors for a sustainable development; however, it is often considered a luxury by decision-makers. This article compares OHS systems of 18 countries at different stages of development.

METHODS

In an international summer school, structure of the national OHS system, definition of occupational accidents and diseases, procedures for compensation claims, outcome (expressed as incidence of occupational accidents) and training opportunities were presented.

RESULTS

National OHS systems ranged from non-existent to systems implemented almost 200 years ago. Priorities, incidence of occupational accidents and training opportunities varied. Common problems included the lack of OHS service for small enterprises and in rural areas.

CONCLUSIONS

International training programs like this summer school might enhance the exchange about OHS opportunities around the globe and contribute to improved workers health.

Political economy of US states and rates of fatal occupational injury

OBJECTIVES

We investigated the extent to which the political economy of US states, including the relative power of organized labor, predicts rates of fatal occupational injury.

METHODS

We described states' political economies with 6 contextual variables measuring social and political conditions: "right-to-work" laws, union membership density, labor grievance rates, state government debt, unemployment rates, and social wage payments. We obtained data on fatal occupational injuries from the National Traumatic Occupational Fatality surveillance system and population data from the US national census. We used Poisson regression methods to analyze relationships for the years 1980 and 1995.

RESULTS

States differed notably with respect to political-economic characteristics and occupational fatality rates, although these characteristics were more homogeneous within rather than between regions. Industry and workforce composition contributed significantly to differences in state injury rates, but political-economic characteristics of states were also significantly associated with injury rates, after adjustment accounting for those factors.

CONCLUSIONS

Higher rates of fatal occupational injury were associated with a state policy climate favoring business over labor, with distinct regional clustering of such state policies in the South and Northeast.
