Worker empowerment in Bangladesh: The European initiative for the garment industry

BACKGROUND

Empowering workers through operational safety committees and having an effective safety reporting mechanism improves occupational health and safety. The Western large retailers mostly from Europe formed the Accord on Fire and Building Safety in Bangladesh (Accord) in 2013 to advance occupational health and safety in the Bangladesh garment industry and one of its missions was to empower the workers.

OBJECTIVE

The objective of this study was to investigate the impact of Accord's programs on improving safety and quality of the working environment in the garment sector.

METHOD

All reports of Accord published and made available for the public were accessed and analyzed. Data were gathered and presented on 1) number of Safety Committees formed 2) Safety Training Programs conducted and 3) Safety and Health Complaints received.

RESULTS

By 2021, a total of 1581 factories and 1.8 million workers were covered by Accord. By May, 2021, Accord formed Safety Committees and completed training sessions on these in 1022 factories (65% of the target). By 2020, the average number of total complaints received per factory was around two and the number of occupational health and safety (OSH) complaints -which was deemed to be dealt directly by Accord- was less than one per factory. The numbers of OSH complaints were less than two per 1000 workers and non-OSH complaints made up almost one third (25-35%) of all complaints during 2016 to 2019; however, in 2020 and 2021, non-OSH complaints constituted half (50%) of all complaints.

CONCLUSION

Accord's worker empowerment mission could not form Safety Committees or deliver training sessions in all its factories and the number and relevance of complaints received appeared to be low given the number of factories and workers it covered.

Experiences of Conducting Research With Vulnerable and Disempowered Participants in a Developing Country: Perspectives From a Novice Researcher

Sensitive, emotionally laden research requires mental strength, emotional fortitude, and logistic supports for novice researchers. Little is known about the challenges that the novice researcher faces while conducting sensitive, emotionally laden research. This is exacerbated where participants of such studies have little/no idea about expressing the value of a particular research study (i.e., where the first question to arise from the participants is "what would be my benefit if I participate in your research?"). Based on the student researcher's self-reflections, this article focuses on the inherent challenges that a researcher faced while conducting in-depth interviews among a group of emotionally vulnerable people-survivors of the disastrous Rana Plaza collapse in Bangladesh. It suggests how the challenges can be reduced or mitigated, and the researcher's self-care can be ensured. It also raises important methodological questions, including whether in-depth narrative interviews are appropriate in relation to those living with significantly different cultural norms.

Prevalence of Suicide Thoughts and Behaviours among Female Garment Workers Who Survived the Rana Plaza Collapse: An In-Depth Inquiry

The Rana Plaza building collapse occurred on 24 April 2013 in Savar, near the capital city of Bangladesh, killing more than 1130 garment workers and injured about 2500, mostly females. Those who survived face ongoing challenges, including socio-cultural constraints, economic hardship, post-traumatic stress disorders (PTSD), depression, and critical health issues, which may lead to suicidal ideation and death. The aim of this article is to explore why and how female garment workers who survived the Rana Plaza collapse are now at risk of suicide thoughts and behaviours, and suicide death. Unstructured face-to-face interviews were held from April to July 2018 with 11 female garment workers who survived the Rana Plaza building collapse. Interviews continued until data saturation was reached. The interviews were tape-recorded and transcribed verbatim while simultaneously being translated into English from Bengali/Bangla. Transcripts were coded and thematically analysed. The study found that all participants were living with multiple risk factors of suicidal ideation (including low socio-economic status, poverty, social stigma, psychological distress, and trauma) which the participants directly linked to the collapse of the Rana Plaza building. Our analysis uses the three-step theory of suicide (3ST, Klonsky & May, 2015) to understand female Rana Plaza survivors' suicide risk. Female survivors' overall vulnerability requires urgent attention while taking the socio-cultural setting of Bangladesh into account. In addition, a lifelong caring system (combining financial security and free healthcare) needs to be initiated to accommodate the female survivors with mainstream society to avoid possible future suicides. They require long-term social and economic security and psychological support.

Global Sourcing in Fast Fashion Retailers: Sourcing Locations and Sustainability Considerations

For decades, apparel companies have profited from moving their manufacturing to low-cost countries and several academic studies have focused on understanding whether low-cost locations could support optimal supply chain configurations. However, the exploitation of resources in foreign sourcing countries often resulted in many environmental and social issues and apparel companies became progressively more concerned about the negative exposure that they could face with a limited supply chain transparency. Therefore, this paper aims at investigating global sourcing strategies of fast fashion retailers in order to understand whether the decision criteria influencing sourcing locations have changed over time to also embrace sustainability considerations. Drawing on a literature review on sustainability in fashion supply chains, offshore outsourcing, and fast fashion global sourcing, a new theoretical framework concerning fast fashion retailers’ sourcing locations is proposed together with a content analysis of their reports. The findings show that fast fashion retailers identify sustainability as a key element to consider in selecting sourcing locations since sustainability issues at suppliers’ factories may represent relevant hidden costs. Moreover, actions aimed at checking and improving sustainable practices in global sourcing policies are proven to support the development of a strategic sourcing reputation for their fast fashion brands.

The Current Health and Wellbeing of the Survivors of the Rana Plaza Building Collapse in Bangladesh: A Qualitative Study

This study aims to identify the ongoing physical and psychological health vulnerabilities of the readymade garment (RMG) factory workers involved in the Rana Plaza building collapse in 2013, along with their experiences within the current socioeconomic and political contexts of Bangladesh. Seventeen Rana Plaza survivors participated in unstructured, face-to-face, in-depth interviews. Interviews were thematically analyzed using Haddon’s matrix to examine pre-event, event, and post-event injury experiences. The collapse of the Rana Plaza building resulted in significant physical and emotional trauma for those who survived the event. The majority of the participants were forced to attend work on the day of the collapse. Participants reported physical health complaints related to bone injuries/fractures and amputation, severe headache, kidney problems, and functional difficulties. In addition to the reported physical health issues, the participants revealed psychological health issues including trauma, depression and suicidal ideation, sleep disorders, anxiety, and sudden anger. Participants described barriers to their potential for re-employment in the RMG sector and outlined their limited access to free healthcare for follow-up treatment. Those who survived the collapse of the Rana Plaza building continue to experience significant adverse physical and emotional outcomes related to the disaster. Yet, they have little recourse to ensure the availability of adequate health care and rehabilitation. Given the international reliance on the Bangladeshi RMG industry, continued pressure to ensure care is provided for these survivors, and to reduce the risk of future disasters, is necessary.

How are the surviving workers of the Rana Plaza factory collapse in Bangladesh doing: quality of life, participation restriction, income and occupation

PURPOSE

On April 24, 2013 a building called "Rana Plaza" that housed several garment factories collapsed in Bangladesh. Around 1134 people died and more than 2500 sustained serious injuries. This study evaluates the change in income and occupation of the Rana Plaza survivors as well as their level of community participation and quality of life two years after the incident. It also aimed to gain insight into these survivors' success or failure in economic reintegration.

METHODS

A cross-sectional survey collected data from the injured garment workers using convenience sampling method. The Short Form 36 Items Questionnaire measured their quality of life, and the Participation Scale measured their community participation restriction level. Poor economic reintegration was defined when a survivor was not working or had an income less than 3000 Taka [US$36]/month.

RESULTS

Data were collected from 338 Rana Plaza survivors all of who were previously garment workers. Their income decreased substantially after the disaster. The majority were now engaged in earning livelihood from retail shop management and animal husbandry. A total of 124 survivors (36.6%) were found to be poorly economically reintegrated; females were found to be at greater odds (twice) of poor economic reintegration than males. Those with severe participation restriction scores had four times greater odds and who reported moderate restriction had two times greater odds of poor economic reintegration compared to those with no restriction.

CONCLUSIONS

Survivors of Rana Plaza factory disaster were facing many health and economic challenges two years after the event. Implications for rehabilitation Rehabilitation service providers should document and describe the health status correctly to understand the burden and monitor the effectiveness of their intervention. Government needs to develop and strengthen rehabilitation capacity as more workers will be injured as the country rapidly industrializes. Factory owners should create light duty work opportunities and provide other workplace modification for injured workers to re-enter the workforce.
