Climate Change Adaptation in Natural World Heritage Sites: A Triage Approach

Future Issues in Global Health: Challenges and Conundrums

This perspective lays out the challenges and conundrums facing global health and discusses possible solutions applicable in the future. The world is facing numerous challenges that include those associated with globalization, climate change, emerging diseases, continuation of non-communicable diseases, reemerging communicable diseases, antimicrobial resistance (AMR), wars, terrorism, and humanitarian crises, among others. The recent challenges exaggerated by the COVID-19 pandemic have exposed vulnerabilities within healthcare systems, particularly in low- and middle-income countries (LMIC). The solutions must be interprofessional and multifarious with collaborative efforts and partnerships. One world order seems to be a far-fetched ideal utopian goal, but it can be a remedy for ensuring health for all. In the meantime, strengthening the World Health Organization's role in coordinating global health efforts and improving its capacity to respond to future health crises will be critical in ensuring that the vision of a unified, healthier world becomes a reality.

Assessment of Climate-Driven Flood Risk and Adaptation Supporting the Conservation Management Plan of a Heritage Site. The National Art Schools of Cuba

This work illustrates the contribution of flood risk assessment and adaptation to set up a conservation management plan for a masterpiece of 20th-century architecture. Case study is the iconic complex, internationally known as the National Art Schools of Cuba. It consists of five buildings built in the early 1960s within a park of Habana next to the Caribbean Sea. The path of the river (Rio Quibù) crossing the estate was modified to fit the landscape design. The complex has then been exposed to the risk of flooding. The School of Ballet, located in a narrow meander of the river, slightly upstream of a bridge and partially obstructing the flow, is particularly subject to frequent flash floods from the Rio Quibù, and it needs urgent restoration. Keeping ISA Modern is a project aimed at preserving the Schools complex. Based upon in situ surveys on the Rio Quibù and local area measurements during 2019, numerical modelling, and previous work by the Cuban National Institute of Hydraulic Resources, we pursued a flood risk analysis for the area, and a preliminary analysis of available risk reduction strategies. Using HEC-RAS 2D software for hydraulic modelling, we evaluated the flooded area and the hydraulic conditions (flow depth, velocity) for floods with given return periods. Our results show that SB is a building most subject to flooding, with high levels of risk. Defense strategies as designed by Cuban authorities may include a (new) wall around the School of Ballet and widening of the river channel, with high impact and cost, although not definitive. Temporary, light, permanent, and low cost/impact flood proofing structures may be used with similar effectiveness. We demonstrate that relatively little expensive hydraulic investigation may aid flood modelling and risk assessment in support of conservation projects for historically valuable sites. This may support brainstorming and the selection of (low to high cost) adaptation and risk reduction measures in the coastal areas of Cuba in response to ever increasing extreme storms and sea level rise controlling flood dynamics under transient climate change.

Monitoring Climate Change in World Heritage Properties: Evaluating Landscape-Based Approach in the State of Conservation System

Climate change is increasingly being recognized as a threat to natural and cultural World Heritage (WH) sites worldwide. Through its interaction with other stressors, climate change accelerates existing risks while also creating new obstacles. A more considerable focus is needed in both research and practice to explore proactive measures for combatting this issue (e.g., mitigation and actions prior to impacts occurring). World Heritage values in climate change decision-making processes is an important factor in this regard. This paper explores a discussion of climate change within the WH monitoring system. It offers an overview of practice based on the extent to which WH properties (natural, mixed and cultural) implement landscape-based approaches alongside the conservation and management of their outstanding universal value within the context of climate uncertainty and environmental change. Landscape approaches are gaining importance in the WH conservation system, where they aim to provide concepts and tools for managing heritage toward sustainable practices. This research analyses the state of conservation reports and provides an overview of practice across time, categories and geographical regions. Based on a theoretical approach, empirical analyses identify four landscape principles that are increasingly shaping the debate around climate change issues in WH properties. Although these are highly relevant to advancing much-needed collaboration among scientific disciplines and governance sectors, we argue that further understanding is required on the transformational process of heritage values, as well as on the nature–culture relationship, in order to underpin heritage as a source for local resilience and climate mitigation.

Climate Change and Sustaining Heritage Resources: A Framework for Boosting Cultural and Natural Heritage Conservation in Central Italy

Climate change has dramatically affected the rainfall patterns and water systems in Central Italy. The vulnerability of this area to climate change and natural hazards necessitates that appropriate adaptation policies be put in place to protect heritage sites. This study aims to develop a cultural and natural heritage conservation framework for Central Italy that enhances the capacity of climate change adaptation for heritage resources. For this purpose, a comparison was made between the UNESCO (United National Educational, Scientific and Cultural Organization) Convention of 1972 and the European Landscape Convention of the Council of Europe to achieve a coherent vision for the protection of heritage resources in Europe. After describing the impacts of climate change on heritage resources in Central Italy, we analyze and suggest improvements to the conservation framework for wisely protecting heritage resources in a changing climate. The findings reveal that conservation sectors require assessments of the value of heritage resources at the territorial scale to effectively define conservation priorities, assess the vulnerabilities, and more precisely direct funding. In this respect, the integration of the European Landscape Convention with territorial planning may boost the unity of a conservation framework in terms of climate change while providing new opportunities for conservation authorities to develop adaptation policies.
