A Methodology for Harmonizing Safety and Health Scales in Occupational Risk Assessment

Occupational health risk assessment of workplace solvents and noise in the electronics industry using three comprehensive risk assessment models

Background

Occupational hazards such as solvents and noise in the electronics industry are serious. Although various occupational health risk assessment models have been applied in the electronics industry, they have only been used to assess the risks of individual job positions. Few existing studies have focused on the total risk level of critical risk factors in enterprises.

Methods

Ten electronics enterprises were selected for this study. Information, air samples and physical factor measurements were collected from the selected enterprises through on-site investigation, and then the data were collated and samples were tested according to the requirements of Chinese standards. The Occupational Health Risk Classification and Assessment Model (referred to as the Classification Model), the Occupational Health Risk Grading and Assessment Model (referred to as the Grading Model), and the Occupational Disease Hazard Evaluation Model were used to assess the risks of the enterprises. The correlations and differences between the three models were analyzed, and the results of the models were validated by the average risk level of all of the hazard factors.

Results

Hazards with concentrations exceeding the Chinese occupational exposure limits (OELs) were methylene chloride, 1,2-dichloroethane, and noise. The exposure time of workers ranged from 1 to 11 h per day and the frequency of exposure ranged from 5 to 6 times per week. The risk ratios (RRs) of the Classification Model, the Grading Model and the Occupational Disease Hazard Evaluation Model were 0.70 ± 0.10, 0.34 ± 0.13, and 0.65 ± 0.21, respectively. The RRs for the three risk assessment models were statistically different (P < 0.001), and there were no correlations between them (P > 0.05). The average risk level of all of the hazard factors was 0.38 ± 0.18, which did not differ from the RRs of the Grading Model (P > 0.05).

Conclusions

The hazards of organic solvents and noise in the electronics industry are not negligible. The Grading Model offers a good reflection of the actual risk level of the electronics industry and has strong practicability.

Occupational health risk assessment methods in China: A scoping review

Background

Over the decades, many assessment methods have been developed around the world and used for occupational health risk assessment (OHRA). This scoping review integrated the literature on methodological studies of OHRA in China and aimed to identifies the research hot-spots and methodological research perspectives on OHRA in China.

Methods

A scoping review of literature was undertaken to explore the research progress on OHRA methods in China. Focusing on OHRA methods, the authors systematically searched Chinese and English databases and relevant guideline websites from the date of establishment to June 30, 2022. Databases included Web of Science, PubMed, Scopus, the China National Knowledge Internet, WanFang Database. Some other websites were also searched to obtain gray literature. The extracted information included the author, year, region of first author, the target industry, risk assessment model, study type, the main results and conclusions.

Results

Finally, 145 of 9,081 studies were included in this review. There were 108 applied studies, 30 comparative studies and 7 optimization studies on OHRA in China. The OHRA methods studied included: (1) qualitative methods such as Romanian model, Australian model, International Council on Mining and Metals model, and Control of Substances Hazardous to Health Essentials; (2) quantitative methods such as the U. S. Environmental Protection Agency inhalation risk assessment model, Physiologically Based Pharmacokinetic, and Monte Carlo simulation; (3) semi-quantitative methods such as Singapore model, Fuzzy mathematical risk assessment model, Likelihood Exposure Consequence method and Occupational Hazard Risk Index assessment method; (4) comprehensive method (Chinese OHRA standard GBZ/T 298-2017). Each of the OHRA methods had its own strengths and limitations. In order to improve the applicability of OHRA methods, some of them have been optimized by researchers.

Conclusions

There is a wide range of OHRA methods studied in China, including applied, comparative, and optimization studies. Their applicability needs to be further tested through further application in different industries. Furthermore, quantitative comparative studies, optimization studies, and modeling studies are also needed.

Risk Management Methodology for Transport Infrastructure Security

The development of transport infrastructure is associated with risks, expressed in the likelihood of harm to the road users’ health during road accidents and their consequences. The risk management process is aimed at reducing the influence of factors that contribute to the occurrence of an accident and increase the consequences’ severity after it. This article proposes a risk management methodology within five stages: identification, analysis and evaluation, processing, development of recommendations, and monitoring. For each step, we describe the methods and models that allow us to effectively solve the problem of risk management. We proposed a risk management algorithm based on feedback. We tested the adequacy of the methodology on a specific example: we conducted an analysis, an assessment, and proposed risk management measures in the field of ensuring road safety in a small town.

Assessing the Risk of Hazards with Multidimensional Consequences for Industrial Processes

Risk assessment plays an important role in process safety. The result of the assessment is used to determine risk priorities and then develop preventions to reduce risks. A hazard may have multidimensional consequences, including loss of health and safety, asset loss, and environmental damage. Traditionally, these multidimensional consequences are often measured disjointedly. A comprehensive risk assessment would be conducted by many professionals from multiple areas. Each of these professionals uses different indicators to evaluate risks. The poor integration among risk indicators further confuses managers in the risk resilience and prevention development. In addition, this lacks a solid method for assessing the risk of hazards that with multidimensional consequences. The aim of the work is to develop a risk-measuring instrument using a newly proposed approach, the Risk Assessment for Hazards with Multidimensional Consequences (RAMC), which is developed based on the theory of quality of life (QOL), a theory from health management. RAMC uses the ‘diminished quality of life in organization safety’ (DQLOS) as a risk indicator to represent the level of risk exposure. The main results of the work show that the method of RAMC and the indicator ‘DQLOS’ are able to support practitioners to assess the risk of a hazard with multidimensional consequences and could be used to deliver reasonable risk control priorities. A case study associated with the coal-to-methanol gasification process is discussed for RAMC’s application and validation. The case study result also indicates that the DQLOS has the potential to assist the industry to design safe process systems and develop ongoing improvements in safety.

Evaluation of a Fast Test Based on Biometric Signals to Assess Mental Fatigue at the Workplace-A Pilot Study

Non-pathological mental fatigue is a recurring, but undesirable condition among people in the fields of office work, industry, and education. This type of mental fatigue can often lead to negative outcomes, such as performance reduction and cognitive impairment in education; loss of focus and burnout syndrome in office work; and accidents leading to injuries or death in the transportation and manufacturing industries. Reliable mental fatigue assessment tools are promising in the improvement of performance, mental health and safety of students and workers, and at the same time, in the reduction of risks, accidents and the associated economic loss (e.g., medical fees and equipment reparations). The analysis of biometric (brain, cardiac, skin conductance) signals has proven to be effective in discerning different stages of mental fatigue; however, many of the reported studies in the literature involve the use of long fatigue-inducing tests and subject-specific models in their methodologies. Recent trends in the modeling of mental fatigue suggest the usage of non subject-specific (general) classifiers and a time reduction of calibration procedures and experimental setups. In this study, the evaluation of a fast and short-calibration mental fatigue assessment tool based on biometric signals and inter-subject modeling, using multiple linear regression, is presented. The proposed tool does not require fatigue-inducing tests, which allows fast setup and implementation. Electroencephalography, photopletismography, electrodermal activity, and skin temperature from 17 subjects were recorded, using an OpenBCI helmet and an Empatica E4 wristband. Correlations to self-reported mental fatigue levels (using the fatigue assessment scale) were calculated to find the best mental fatigue predictors. Three-class mental fatigue models were evaluated, and the best model obtained an accuracy of 88% using three features, β/θ (C3), and the α/θ (O2 and C3) ratios, from one minute of electroencephalography measurements. The results from this pilot study show the feasibility and potential of short-calibration procedures and inter-subject classifiers in mental fatigue modeling, and will contribute to the use of wearable devices for the development of tools oriented to the well-being of workers and students, and also in daily living activities.
