Management of Smart and Sustainable Cities in the Post-COVID-19 Era: Lessons and Implications

Nowadays, the concept of smart sustainable governance is wrapped around basic principles such as: (i) transparency, (ii) accountability, (iii) stakeholders’ involvement, and iv) citizens’ participation. It is through these principles that are influenced by information and communication technologies (ICT), Internet of Things (IoT), and artificial intelligence, that the practices employed by citizens and their interaction with electronic government (e-government) are diversified. Previously, the misleading concepts of the smart city implied only the objective of the local level or public officials to utilize technology. However, the recent European experience and research studies have led to a more comprehensive notion that refers to the search for intelligent solutions which allow modern sustainable cities to enhance the quality of services provided to citizens and to improve the management of urban mobility. The smart city is based on the usage of connected sensors, data management, and analytics platforms to improve the quality and functioning of built-environment systems. The aim of this paper is to understand the effects of the pandemic on smart cities and to accentuate major exercises that can be learned for post-COVID sustainable urban management and patterns. The lessons and implications outlined in this paper can be used to enforce social distancing community measures in an effective and timely way, and to optimize the use of resources in smart and sustainable cities in critical situations. The paper offers a conceptual overview and serves as a stepping-stone to extensive research and the deployment of sustainable smart city platforms and intelligent transportation systems (a sub-area of smart city applications) after the COVID-19 pandemic using a case study from Russia. Overall, our results demonstrate that the COVID-19 crisis encompasses an excellent opportunity for urban planners and policy makers to take transformative actions towards creating cities that are more intelligent and sustainable.

Persistent Periodic Uplink Scheduling Algorithm for Massive NB-IoT Devices

Narrowband Internet of Things (NB-IoT) is one of the low-power wide-area network (LPWAN) technologies that aim to support enormous connections, featuring wide-area coverage, low power consumption, and low costs. NB-IoT could serve a massive number of IoT devices, but with very limited radio resources. Therefore, how to enable a massive number of IoT devices to transmit messages periodically, and with low latency, according to transmission requirements, has become the most crucial issue of NB-IoT. Moreover, IoT devices are designed to minimize power consumption so that the device battery can last for a long time. Similarly, the NB-IoT system must configure different power-saving mechanisms for different types of devices to prolong their battery lives. In this study, we propose a persistent periodic uplink scheduling algorithm (PPUSA) to assist a plethora of Internet of Things (IoT) devices in reporting their sensing data based on their sensing characteristics. PPUSA explicitly considers the power-saving mode and connection suspend/resume procedures to reduce the IoT device’s power consumption and processing overhead. PPUSA allocates uplink resource units to IoT devices systematically so that it can support the periodic–uplink transmission of a plethora of IoT devices while maintaining low transmission latency for bursty data. The simulation results show that PPUSA can support up to 600,000 IoT devices when the NB-IoT uplink utilization is 80%. In addition, it takes only one millisecond for the transmission of the bursty messages.

Multi-Agent System for Intelligent Urban Traffic Management Using Wireless Sensor Networks Data

Intelligent traffic management is an important issue for smart cities. City councils try to implement the newest techniques and performant technologies in order to avoid traffic congestion, to optimize the use of traffic lights, to efficiently use car parking, etc. To find the best solution to this problem, Birmingham City Council decided to allow open-source predictive traffic forecasting by making the real-time datasets available. This paper proposes a multi-agent system (MAS) approach for intelligent urban traffic management in Birmingham using forecasting and classification techniques. The designed agents have the following tasks: forecast the occupancy rates for traffic flow, road junctions and car parking; classify the faults; control and monitor the entire process. The experimental results show that k-nearest neighbor forecasts with high accuracy rates for the traffic data and decision trees build the most accurate model for classifying the faults for their detection and repair in the shortest possible time. The whole learning process is coordinated by a monitoring agent in order to automate Birmingham city’s traffic management.

Automating IoT Data Ingestion Enabling Visual Representation

The Internet of things has produced several heterogeneous devices and data models for sensors/actuators, physical and virtual. Corresponding data must be aggregated and their models have to be put in relationships with the general knowledge to make them immediately usable by visual analytics tools, APIs, and other devices. In this paper, models and tools for data ingestion and regularization are presented to simplify and enable the automated visual representation of corresponding data. The addressed problems are related to the (i) regularization of the high heterogeneity of data that are available in the IoT devices (physical or virtual) and KPIs (key performance indicators), thus allowing such data in elements of hypercubes to be reported, and (ii) the possibility of providing final users with an index on views and data structures that can be directly exploited by graphical widgets of visual analytics tools, according to different operators. The solution analyzes the loaded data to extract and generate the IoT device model, as well as to create the instances of the device and generate eventual time series. The whole process allows data for visual analytics and dashboarding to be prepared in a few clicks. The proposed IoT device model is compliant with FIWARE NGSI and is supported by a formal definition of data characterization in terms of value type, value unit, and data type. The resulting data model has been enforced into the Snap4City dashboard wizard and tool, which is a GDPR-compliant multitenant architecture. The solution has been developed and validated by considering six different pilots in Europe for collecting big data to monitor and reason people flows and tourism with the aim of improving quality of service; it has been developed in the context of the HERIT-DATA Interreg project and on top of Snap4City infrastructure and tools. The model turned out to be capable of meeting all the requirements of HERIT-DATA, while some of the visual representation tools still need to be updated and furtherly developed to add a few features.

FedResilience: A Federated Learning Application to Improve Resilience of Resource-Constrained Critical Infrastructures

Critical infrastructures (e.g., energy and transportation systems) are essential lifelines for most modern sectors and have utmost significance in our daily lives. However, these important domains can fail to operate due to system failures or natural disasters. Though the major disturbances in such critical infrastructures are rare, the severity of such events calls for the development of effective resilience assessment strategies to mitigate relative losses. Traditional critical infrastructure resilience approaches consider that the available critical infrastructure agents are resource-sufficient and agree to exchange local data with the server and other agents. Such assumptions create two issues: (1) uncertainty in reaching convergence while applying learning strategies on resource-constrained critical infrastructure agents, and (2) a huge risk of privacy leakage. By understanding the pressing need to construct an effective resilience model for resource-constrained critical infrastructure, this paper aims at leveraging a distributed machine learning technique called Federated Learning (FL) to tackle an agent’s resource limitations effectively and at the same time keep the agent’s information private. Particularly, this paper is focused on predicting the probable outage and resource status of critical infrastructure agents without sharing any local data and carrying out the learning process even when most of the agents are incapable of accomplishing a given computational task. To that end, an FL algorithm is designed specifically for a resource-constrained critical infrastructure environment that could facilitate the training of each agent in a distributed fashion, restrict them from sharing their raw data with any other external entities (e.g., server, neighbor agents), choose proficient clients by analyzing their resources, and allow a partial amount of computation tasks to be performed by the resource-constrained agents. We considered a different number of agents with various stragglers and checked the performance of FedAvg and our proposed FedResilience algorithm with prediction tasks for a probable outage, as well as checking the agents’ resource-sharing scope. Our simulation results show that if the majority of the FL agents are stragglers and we drop them from the training process, then the agents learn very slowly and the overall model performance is negatively affected. We also demonstrate that the selection of proficient agents and allowing them to complete only parts of their tasks can significantly improve the knowledge of each agent by eliminating the straggler effects, and the global model convergence is accelerated.

Decision-Making under Uncertainty for the Deployment of Future Hyperconnected Networks: A Survey

Among the several emerging dimensioning, control and deployment of future communication network paradigms stands out the human-centric characteristic that creates an intricate relationship between telematics and human activities. The hard to model dynamics of user behavior introduces new uncertainties into these systems that give rise to difficult network resource management challenges. According to this context, this work reviews several decision-making computational methods under the influence of uncertainties. This work, by means of a systematic literature review, focuses on sensor-based Internet of Things scenarios such as Smart Spaces and Industry 4.0. According to our conclusions, it is mandatory to establish a means for modeling the human behavior context in order to improve resource assignment and management.

A scenario-based robust time–cost tradeoff model to handle the effect of COVID-19 on supply chains project management

The COVID-19 pandemic outbreak deeply impressed supply chains in different aspects. In response to this unexpected situation, supply chain managers have decided to recover and reinforce their supply chains. Considering the expanse of these decisions, project management principle and tools seems inevitable to successfully manage the transformation from before pandemic to post-pandemic supply chains (SCs). In this study, the problem of time–cost tradeoff is extended to time, cost, and risk tradeoff. The risk factor is considered to convey the uncertainty arising from the COVID-19 pandemic situation. Since projects are affected by the level of pandemic expansion and different countries ruled out various quarantine policies (isolation, quarantine, social distancing, and lock-down), the tradeoff problem is influenced accordingly. Therefore, a scenario-based robust optimization model is proposed to deal with time, cost, and risk tradeoff problems to reflect the effects of the global pandemic of COVID-19 on managing projects in supply chains. In addition, various quarantine policies (isolation, quarantine, social distancing, and lock-down) as a prevalent response to the pandemic have been investigated separately. To illustrate the model, a real-world case study in the emerging economy of Iran is examined using the proposed approach. The results indicated that supply chain managers can use the designed model and approach as a tool for a flexible and adaptable decision-making framework dealing with a global pandemic such as COVID-19.

Cyber Resilience Meta-Modelling: The Railway Communication Case Study

Recent times have demonstrated how much the modern critical infrastructures (e.g., energy, essential services, people and goods transportation) depend from the global communication networks. However, in the current Cyber-Physical World convergence, sophisticated attacks to the cyber layer can provoke severe damages to both physical structures and the operations of infrastructure affecting not only its functionality and safety, but also triggering cascade effects in other systems because of the tight interdependence of the systems that characterises the modern society. Hence, critical infrastructure must integrate the current cyber-security approach based on risk avoidance with a broader perspective provided by the emerging cyber-resilience paradigm. Cyber resilience is aimed as a way absorb the consequences of these attacks and to recover the functionality quickly and safely through adaptation. Several high-level frameworks and conceptualisations have been proposed but a formal definition capable of translating cyber resilience into an operational tool for decision makers considering all aspects of such a multifaceted concept is still missing. To this end, the present paper aims at providing an operational formalisation for cyber resilience starting from the Cyber Resilience Ontology presented in a previous work using model-driven principles. A domain model is defined to cope with the different aspects and “resilience-assurance” processes that it can be valid in various application domains. In this respect, an application case based on critical transportation communications systems, namely the railway communication system, is provided to prove the feasibility of the proposed approach and to identify future improvements.
