Should we build a metaverse for the new capital of Indonesia?

Moving the capital of Indonesia from the Jakarta area to the island of Kalimantan is an inevitable necessity due to economic, political, socio-cultural and environmental factors, which require other areas of the archipelago to be developed. It has been decided that the green city and smart city concepts will be applied in the development of the new capital, using a state-of-the-art approach, including metaverse technology. The methodology employed in this study includes in-depth interviews, focus group discussions, direct field observations, and documentation. The findings of this research consist of an analysis of the readiness of IKN and its surrounding area for the implementation of metaverse technology in IKN. This paper examines whether metaverse technology is needed in the construction of the new capital city. If so, what are the needs for the development of the new capital's metaverse, and what are the advantages (and disadvantages) of using the metaverse. The results are expected to provide a more comprehensive view of the use of metaverse technology in the new capital.

Community needs for the digital divide on the smart city policy

This research aims to determine the influence of smart city policy and community needs on the effective implementation of such initiatives, considering the existence of a digital divide within Tangerang City. The digital divide presents a significant challenge for local governments as they strive to ensure equitable and inclusive access to adequate public services for the entire community. A quantitative method of explanatory survey approach was used in this research with questionnaires sent as part of the data collection process in 13 districts of Tangerang City. A total of 400 participants were utilized and data processing was carried out using the SEM-PLS model. Building a smart city was intended to enhance the quality of life by using urban information and technology to increase service effectiveness and cater to community needs. By harnessing information communication technology, the government proactively monitored city dynamics, drove positive changes, and enhanced residents' quality of life. This enabled direct engagement with both residents and infrastructure, making technology an indispensable component of smart city development. Through this mutual utilization, local governments and communities could equally benefit from the advantages and conveniences offered by smart city.

A Framework for Public eServices Transparency

Different aspects of government transparency have been analyzed by the research community, but no structured framework was found concerning public eServices transparency. This article considers transparency from a service users' point of view and outlines a framework rooted in a systematic literature review, complemented by a selected literature analysis on the fields of eServices quality and public sector values. The framework defines the concept of ‘public eServices transparency' and characterizes the information that should be made available, according to different service user profiles. The aim is to assist practitioners from public administration to develop eServices and scholars to assess existing eServices transparency.

The impact of e-government information quality (EGIQ) dimensions on the adoption of electronic government services

E-government's capacity to reform public service delivery is hinged on critical factors from the demand side of e-government. The demand side of e-government is the element that drives users’ behaviors to adopt e-government services and understanding these factors is fundamental to driving the realization of e-government targets. This study thus examined the extent to which e-government information quality dimensions can stimulate the acceptance and utilization of e-government services. The Unified Theory of Acceptance and Use of Technology (UTAUT) was used as the theoretical basis for this paper and the data congregated was evaluated with Analysis of Moment Structures (AMOS) statistical software using the structural equation modeling (SEM) approach. The results have revealed that both effort expectancy and facilitating conditions significantly drive the intention to use and recommend the adoption of e-government services. Also, e-government information quality dimensions such as availability, objectivity, utility, confidentiality, and integrity were all found to positively drive the intention to use e-government services. Additionally, people's intention to use e-government was significant in driving the recommendation behavior of e-government services to others. The practical and research repercussions of these discoveries on the development and deployment of e-government-empowered services are deliberated.

A framework for assessing trust in e-government services under uncertain environment

Purpose

In this study, a novel framework was proposed to assess the trust in e-government (e-Gov) services under an uncertain environment. The proposed framework was applied in Iranian municipality websites of e-Gov services to evaluate the readiness score of trust in e-Gov services.

Design/methodology/approach

A unique hybrid research methodology was proposed. In the first phase, a comprehensive set of indices were determined from an extensive literature review and finalized by employing the fuzzy Delphi method. In the second phase, interval-valued intuitionistic fuzzy set (IVIFS) -was utilized to model the problem's uncertainty with analytic called IVIFS- hierarchy process (AHP) to determine the importance of indices and indicators by assigning the weights. In the third phase, the fuzzy evaluation method (FEM) is followed for assessing the readiness score of indices in case studies.

Findings

The findings indicated that “Trust in government” is the most significant index affecting citizen's trust in e-Gov services while “Maintenance and support” has the least impact on user's intention to use e–Gov services.

Research limitations/implications

The study contributes by introducing a unique research methodology that integrates three phases, including fuzzy Delphi, IVIFS AHP and fuzzy evaluation method. Moreover, the fuzzy sets theory helps to reach a more accurate result by modeling the inherent ambiguity of indicators and indices. Interval-valued intuitionistic fuzzy models the ambiguity of experts' judgments in an interval.

Practical implications

The study helps policy makers to monitor wider aspects of trust in e-Gov services as well as understanding their importance. The study enables policy makers to apply the framework to any potential case studies to evaluate the readiness score of indices and recognizing strengths and weakness of trust dimensions as well as recommending advice for improving the situation.

Originality/value

The study is one of the few to indicate significant indices of trust in e-Gov services in developing countries. The study shows the importance of indicators and indices by assigning a weight. Additionally, the framework can assess the readiness score of various case studies.

Application of Open Government Data to Sustainable City Indicators: A Megacity Case Study

The access to open government data has been a relevant topic for societies around the world, especially over the last ten years. This paper aims to analyze the indicators of the São Paulo City Observatory (ObservaSampa), confronting them with the ISO 3712x series (sustainable, smart, and resilient cities) standards, to assess if the former meet both open data principles and the ISO prescriptions. Bibliometric analysis, comparative analysis, cluster analysis, and principal component analysis (PCA) were the methods used in this research. From the comparative analysis, 18 indicators were identified as conforming and 41 as partially conforming. Thus, 20% of the ObservaSampa indicators adhere to the ISO standards. The PCA applied to the conforming indicators shows component 1 is related to socioeconomic dimensions, while component 2 refers to social policy, with both appraisals confirmed by cluster analysis. Measuring and presenting city data in compliance with indicator standards is relevant because they open the possibility of comparing different cities. However, there is still a lack of consensus on a common set of indicators to be accommodated within the current ISO standards system.

How do dairy farmers communicate with the government? A case study in northwest of Spain

With the aim of assessing the farmers’ situation in terms of the use of ICT (Information and Communication Technologies) and their relationship with the e-government (electronic government), a case study consisting of 34 face-to-face surveys between February and March 2020 in dairy farms in the region of Galicia (Spain) was conducted. From the census, we chose those farms considered most representative taking into account the following criteria: the level of CAP (Common Agricultural Policy) and the production of milk (litres / cow and year). The results show that, in spite of the fact that a vast majority of the users use the web tools of the Public Administration, there are many users who find problems related to the agility and ease of use of these tools, especially when compared with private APPs which they also use daily in connection to their farms. Our research delves into those farmers who do not use the internet and the alternative methods which they employ. The telephone helpline is particularly important, as it is the favourite method of smaller farms.

Assessing the Effectiveness of E-Government Services in Ghana

The adoption and implantation of electronic government service are on the rise as government services to citizens through electronic means has increased. However, assessing the effectiveness of e-government systems is still limited in the literature. This study sort to evaluate the effectiveness and benefits of information systems (E-registrar) at the Registrar General Department (RGD) in Ghana, using the updated DeLone and McLean IS Success Model. Via the purposive sampling technique, data for the study were collected from 102 staff of RGD and analyzed following the Partial Least Squares Structural Equation Modelling (PLS-SEM) technique. The results of the study indicate that Service Quality, System Quality, and Information Quality positively influence System Usage and User Satisfaction. Also, System Usage and User Satisfaction positively influence the Net Benefits derived from the E-Registrar system. The findings provide a relevant recommendation to policymakers and management of organizations when it comes to information systems implementation.

Security Trend and Trust in India’s e-governance framework

In an e-governance framework, the end user frequently falls victim to the digital divide and a lack of required knowledge regarding self-protection against cyber-attacks. The purpose of this research is to examine the threats to the e-governance framework, end users' trust in the security of e-governance applications, and end users' security behaviour on the Internet. Additionally, the research forecasts future trends in various types of security attacks in India. To forecast future trends in various types of security attacks in India, historical data from the CERT-in annual report is gathered (2006 to 2020). To forecast future trends, the AutoRegressive Integrated Moving Average (ARIMA) is applied to the collected data. Additionally, an anonymous survey of 1,000 end users was conducted to ascertain end users' trust in the security of e-governance applications and some end users' security behaviour on the Internet. The research concludes that five of the six attack categories identified by CERT-in will see a consistent increase in the next five years.
