Abstract
Welfare is a fundamental aspect of animal management and conservation. In light of growing public awareness and welfare concerns about captive elephants, there is an urgent need for comprehensive, globally coordinated efforts for Asian elephants (Elephas maximus) that participate in religious, logging, or tourist activities in range countries where the majority reside, and where welfare issues have been identified but not addressed. This review provides a comparative analysis of available animal assessment tools. Each offers distinct features for assessment that allow institutions to select criteria for specific needs and available resources. Most are applied to general animal welfare assessments, although some are tailored to particular species, including elephants. The tools span diverse formats, from digital to primarily paper-based assessments. Assessments operate at individual and institutional levels and across multiple welfare domains. Methodologies rely on keeper ratings or expert evaluations, incorporate numerical scoring and Likert scales for welfare grading, and encompass inputs including behaviors, health, and physiological indicators. For tourist camp elephants, one challenge is that the tools were developed in zoos, which may or may not have application to non-zoological settings. Digital tools and assessment methodologies such as keeper ratings face logistical challenges when applied across tourist venues. As with any tool, reliability, validity, and repeatability are essential and must address the unique welfare challenges of diverse captive settings. We propose that a holistic, context-specific, evidence-based, and practical tool be developed to ensure high elephant welfare standards in non-zoological facilities throughout Asia.

Abstract
Zoos and aquaria are paying increasing attention to environmental enrichment, which has proven an effective tool for the improvement of animal welfare. However, several ongoing issues have hampered progress in environmental enrichment research. Foremost among these is the taxonomic bias, which hinders our understanding of the value of enrichment for neglected groups, such as reptiles. In this study, we evaluated the status of environmental enrichment for reptiles in European zoos using a survey approach. A total of 121 zoos (32% response rate) completed our main survey, focusing on the use of different enrichment types for reptiles. We found significant differences in the use and/or type of enrichment between reptile groups. Tortoises (family Testudinidae) and monitor lizards (genus Varanus) were the most enriched taxa while venomous snakes were the least. The enrichment types most used across taxa were structural/habitat design and dietary. A second, more detailed, questionnaire followed, where participants were questioned about specific enrichment techniques. A total of 42 enrichment methods were reported, with two being represented across all taxa: increasing structural/thermal complexity and enrichment objects. Finally, we present information from participating zoos on enrichment goals, assessment methods, sources of information for enrichment ideas, and whether enrichment for reptiles is considered essential and/or implemented routinely. Results suggest that, although usage is widespread across European zoos, our understanding of enrichment for reptiles needs to be re-evaluated, since many of the techniques reported tread a fine line between basic husbandry and actual enrichment.

Abstract
Zoological institutions, such as zoos and aquariums, have made animal welfare a top priority, as it is not only a moral obligation but also crucial for fulfilling their roles in education and conservation. There is a need for science-based tools to assess and monitor animal welfare in these settings. However, assessing the welfare of zoo animals is challenging due to the diversity of species and lack of knowledge on their specific needs. This review aims to discuss the advantages and disadvantages of existing methodologies for assessing zoo animal welfare through: (1) A critical analysis of the main approaches to zoo animal welfare assessment; (2) A description of the most relevant animal-based welfare indicators for zoo animals with a particular focus on behavioural and physiological indicators; and (3) An identification of areas that require further research.

Abstract
Male associations are a typical component of elephant society, allowing bulls to practice appropriate social behavior. To improve zoo elephant welfare, it is important to provide bulls with social opportunities. In fall 2018, Denver Zoo added two bull Asian elephants to its existing all-male group of three bulls, offering the opportunity to conduct a systematic behavioral study of the integration of the new bulls into the resident group. We recorded aggressive and affiliative behaviors before, during, and after the introduction of the new males. The proportion of aggressive behavior was significantly higher during the five-month introduction period compared to before their introduction. By the end of the study period, the elephants engaged in significantly more affiliative behavior and less aggressive behavior than during the introduction period, suggesting they had formed a new stable social dynamic. These results suggest group compatibility and positive elephant welfare resulting from housing male elephants together and can be used to inform management plans for bull elephants that prioritize their welfare.

Abstract
Within the southern African elephant tourism industry, chaining or tethering elephants is still a relatively routine practice, despite the known negative impacts. Cited reasons for chaining include fear of aggressive interactions between elephants when handlers are absent, or a general increase in expression of aggressive behaviours (both to other elephants and to their human handlers). In Zimbabwe, concerns expressed include the danger of elephants escaping and entering human-inhabited areas. Four male semi-captive elephants at a Zimbabwe tourist facility were taken off overnight (~12 h) tethers and were placed in small pens (‘bomas’), approximate sizes from 110 m2 to 310 m2), as part of a strategy to improve elephant welfare. Behavioural data were collected from overnight videos from December 2019 to March 2020, between 18:00 to 06:00, using focal, instantaneous sampling (5-min interval). Data were collected for three nights at three time periods: (i) Tethered; (ii) approximately four weeks post-release; (iii) approximately eight weeks post-release. Behavioural change over these time points was analysed using general linear models with quasibinomial error structures. Behavioural changes indicative of improved welfare were observed following these management changes, and no significant increases in aggression were observed either between elephants, or towards their human handlers. Proportion of time engaging in lying rest was higher in the first month after release from tethering (mean ± SD, 50 ± 14%) than when elephants were tethered (20 ± 18%) (p < 0.05). Additionally, although not statistically significant, stereotypies were reduced when elephants were no longer tethered (4 ± 6% observations tethered compared to 2 ± 2% off tethers), and positive social behaviour also increased (1 ± 1% on tethers, 2 ± 2% off tethers), with the greatest improvements seen in the pair-housed elephants. To improve elephant welfare in southern African tourism facilities we strongly advocate that less restrictive management practices which enable greater choice and freedom of movement overnight are implemented.

Effects of Positive Reinforcement Training and Novel Object Exposure on Salivary Cortisol Levels under Consideration of Individual Variation in Captive African Elephants ( Loxodonta africana). Abstract
Simple Summary Regular training for medical or enrichment purposes and the provision of environmental enrichment, such as varied feeding schedules and novel objects, are part of the management of African elephants in zoos. The present study aimed to find out whether training and enrichment in the form of a novel object induced physiological changes in captive African elephants. We repeatedly sampled the saliva of ten animals (three zoos) before and after training and the exposure to a novel object for the analysis of cortisol and as a measure of stress and arousal. We found high salivary cortisol levels before and low levels after training. A novel object, in contrast, moderately increased the salivary cortisol levels. Moreover, males and young elephants showed lower salivary cortisol levels than females and old elephants, respectively. The zoo, handling method (free vs. protected contact to keepers), reproductive and social status, however, did not influence the salivary cortisol levels of the animals studied. We conclude that the relatively high cortisol values before training could be due to anticipation of the training event. A novel object, in contrast, may have evoked arousal, which led to the observed cortisol increase. In addition, understanding why animals differ in stress responses will help to manage stress in zoo elephants with the goal of ensuring their welfare. Abstract Dealing with potential stress in species that have high husbandry requirements, such as elephants, is a challenge for zoos. The objective of the present study was to determine whether positive reinforcement training (PRT) and exposure to a novel object (NOV) for enrichment induced a salivary cortisol response indicative of activation of the hypothalamic–pituitary–adrenal (HPA) axis and which factors determine individual variation in this regard in captive African elephants. We repeatedly sampled the saliva of ten animals (three zoos) for the analysis of cortisol (SACort) before and up to 60 min (in 10–15 min intervals) after the onset of PRT (three repeats) or NOV (nine repeats), which lasted 10 min. There was considerable individual variation in SACort in response to PRT or NOV. Using mixed models, we were able to control these and to reveal that PRT was associated with high SACort before and relatively low SACort after PRT, while NOV induced a moderate SACort increase. The individual differences in SACort were related to age and sex (NOV), while the effects of zoo, handling method (free vs. protected contact) and reproductive and social status were variable. We conclude that positive affective states, such as anticipation or arousal, should be taken into account when interpreting the differences in the SACort responses between PRT and NOV. In addition, understanding the individuality of stress will support management decisions aimed at promoting captive elephant welfare.

Abstract
Elephants are highly intelligent animals with a huge capacity for social cognition, living in large, long-lived, related herds. In captivity, it is extremely difficult to meet all of the species’ ecological needs, as well as those required individual by individual, but improvements are continually being made. After identifying impaired welfare, one collection made the decision to relocate four female African Elephants (Loxodonta africana) to a different facility. As the worlds’ largest land mammal, many safety, welfare, and logistical considerations were undertaken. The elephants travelled in two pairs, a mother–daughter pair and an older unrelated female and a younger unrelated female with a strong social bond. As a result, there was a short gap in between transports, allowing for further habituation to transport crates and the heat of summer. The changes in both social and individual behaviours of the two females remaining when their group was temporarily reduced from four to two were investigated using one-zero sampling. The study determined the daily activities of the elephants comparing ‘before transport’ to ‘after transport’ for the two remaining elephants to establish any changes in their behaviours as a result of this disturbance. Post transport, there was an increase in both human-audible vocalisations and temporal gland secretions, and hugely decreased play behaviour was observed. The dynamic between the remaining pair was also altered with more tactile behaviours from mother to daughter seen but more submission from daughter to mother. This led to the conclusion that the elephants, although mostly unrelated and living in an ‘unnatural’ captive setting, had the same signs of stress and behavioural change as would a highly related group if separated.

Simple Summary Human–animal interactions are an important focus of modern animal welfare research. A subset of this interest includes animal–visitor interactions that occur in zoos. One understudied aspect of animal–visitor interactions involves public feedings, where visitors can directly feed the zoo animals. We examined the effects of public feedings compared with nonpublic feed days on the general activity of three zoo-housed elephants. In addition, we examined the general activity of the elephants in the months prior to public feedings, as well as their general activity on public feed days before, during, and after a public feeding. Public feedings were effective at increasing social activity and decreasing stereotypies for two of the elephants when compared with nonpublic feed days. Additionally, all three elephants showed increased foraging and decreased inactivity following a public feeding. Our results suggest that public feedings can be an effective form of environmental enrichment for zoo-housed elephants. Abstract The past few decades have seen increased interest in studies examining the welfare of elephants and animal–visitor interactions. One understudied area for both pursuits is the impact of public feeding interactions. Our study examined the effects of public feedings on the general activity of three zoo-housed elephants. Prior to public feedings, we developed and assessed a 21-behavior ethogram split into six classes of behavior. Comparisons between the elephants demonstrated that only one of the elephants engaged in stereotypies with regularity (>30%), and that the stereotypies occurred in place of most foraging. During public feedings, we compared the general activity of each elephant independently and across both public feeding and nonpublic feeding days, as well as the general activity before, during, and after a public feeding. Public feedings increased social activity and decreased stereotypies when compared with nonpublic feeding days for two of the elephants. In addition, all three elephants showed increased foraging and decreased inactivity in the period after a public feeding session. These results demonstrate that public feedings can be a useful tool for enriching the welfare of zoo-housed elephants and are among the first sets of data to demonstrate positive welfare outcomes associated with public feedings.

Abstract
Historically, behaviour of zoo housed species during hours of limited staff and visitor presence has been poorly studied, largely due to the lack of appropriate technology. Advances in digital monitoring equipment and facility design by European elephant holders has given researchers scope to accurately evaluate behaviour for this species over 24 hrs. Various behavioural indicators of welfare have now been identified for zoo housed elephants; however the relationship between resting behaviour and welfare experience has been an area highlighted to require additional research. Lying rest is a potential positive welfare indicator for this species, with studies suggesting that engagement in lying rest can be used to monitor both psychological and physiological wellbeing. Throughout this work we aim to give insights into the behaviour of individual Asian elephants at ZSL Whipsnade Zoo, specifically between the hours of 16:00 and 10:00. In addition to presenting the activity budgets of our study individuals during these times, we explore individual engagement in resting behaviour. Furthermore, we evaluate the social associations of our study group during rest. We provide evidence that unrelated individuals can form strong associations with conspecifics when resting and show that life history is a factor to consider when evaluating social compatibility between group members. Finally, we demonstrate the positive role that calves and juvenile individuals can play in facilitating meaningful associations between group members during rest. Our study highlights the importance of evaluating behaviour during understudied time periods in order to obtain a holistic view of individual welfare, further emphasising the importance of adopting an evidence-based approach to management for this species in zoos.

Abstract
This study aimed to investigate how three groups of people of differing ages, and with differing knowledge of the species, perceived the emotional state of African elephants (Loxodonta africana) managed in captive and semi-captive environments. Fifteen video-clips of 18 elephants, observed during three different daily routines (release from and return to the night boma; interactions with visitors), were used for a free choice profiling assessment (FCP) and then analyzed with quantitative methods. A general Procrustes analysis identified two main descriptive dimensions of elephant behavioral expression explaining 27% and 19% of the variability in the children group, 19% and 23.7% in adults, and 21.8% and 17% in the expert group. All the descriptors the observers came up with showed a low level of correlation on the identified dimensions. All three observers' groups showed a degree of separation between captive and semi-captive management. Spearman analyses showed that stereotypic "trunk swirling" behavior correlated negatively with first dimension (free/friendly versus sad/bored) in the children's group; second dimension (agitated/confident versus angry/bored) amongst the adults; and first dimension (active/excited versus agitated/bored) amongst the experts. More studies are needed to investigate other potential differences in assessing elephants' emotional states by visitors of different ages and backgrounds.

Abstract
Simple Summary Zoo elephant welfare has been the topic of much debate over the last two decades, with criticisms made regarding the husbandry and welfare of these species held in European and North American zoos. The aim of this study was to evidence the value of a species-specific behavioural monitoring programme and highlight the positive improvements in elephant welfare that were made in a single collection case study, by the comparison of behavioural activity budgets (time spent performing a particular behaviour) with previous published literature. This study identifies numerous indicators of positive welfare in our collection, including species-appropriate levels of feeding, low engagement in stereotypy (abnormal repetitive behaviour), and proportions of resting behaviour that are consistent with figures published from comparative zoo individuals. Additionally, we show that positive social associations exist between individuals in our study group, with low incidences of agonistic social behaviour and high engagement in positive social interactions. Finally, we acknowledge that improvements are required to further enhance elephant welfare in zoos and we have used the data collected throughout this research programme to adopt an evidence-based approach to the husbandry and management of Asian elephants at Zoological Society of London (ZSL) Whipsnade Zoo. Abstract Over the last two decades, criticisms were raised regarding the welfare experienced by elephants in European and North American zoos. Concerns regarding the welfare of zoo-housed elephants in the UK and Europe were consolidated in the publication of several key reports, and media interest peaked. Throughout this study we aim to outline the behavioural measures of welfare observed in the current group of Asian elephants (Elephas maximus) at Zoological Society of London (ZSL) Whipsnade Zoo, using key welfare indicators for this species and comparing them to previous published work. Following the instigation of a species-specific research programme, empirical behavioural data were available to quantify any developments in care and welfare. The collection of behavioural information revealed that individuals in our study group engage in low levels of stereotypic behaviour, have formed and maintain strong associations with one another and display a high proportion of engagement in lying rest. We outline that by applying simple, low-cost methods of behavioural data collection and analysis, it is possible to collect evidence that allows us to evaluate individual level welfare. This facilitates the adoption of an evidence-based approach to zoo management as well as demonstrating compliance with updated legislation for this species.

Abstract
Abstract: This review paper is a synthesis of results from multiple studies that we have conducted over the past several years using similar methodologies to identify factors related to welfare of captive populations of elephants in North American zoos and Thailand tourist camps. Using multiple conservation physiology tools, we found that, despite vastly disparate management systems, there are commonalities in how environmental and husbandry factors affect physical and physiological outcomes. Elephants appear to have better welfare, based on fecal glucocorticoid metabolite (FGM) analyses, when housed under conditions that provide a more enriched, stimulating, and less restrictive environment. We also found it is essential to balance diet and exercise for good body condition and metabolic function. In Thailand, use of tools to control elephants, such as the ankus (i.e., guide, hook) and chains, did not equate to poor welfare per se, nor did riding; however, improper uses were associated with higher wound scores and FGM concentrations. Foot health was good overall in both regions, with cracks being the most common problem, and better foot scores were found in elephants kept on softer substrates. Based on these findings, science-based guidelines are being developed in Thailand, while in North America, changes are being incorporated into elephant standards and husbandry resource guides. Management across venues can be improved by encouraging elephant exploration and exercise, establishing socially compatibility groups, ensuring proper use of tools, and providing balanced diets. We contend there is no "one-size-fits-all" management strategy to guarantee good welfare for elephants, but there are essential needs that must be met regardless of where or how they are managed. Future studies are needed to find ways to better socialize elephants; determine how temperament affects coping styles and resilience; study the importance of good handler-elephant relationships; identify more ways for elephants to engage with the environment; and assess the effect of life history on subsequent physiological and psychological well-being.

Abstract
Simple Summary It is essential that elephant workers monitor the stress levels of their animals to uphold high standards of welfare. This can be done quickly and efficiently by observing elephant behaviour, however, the consistency of this approach is likely to vary between workers. While this variation has been tested in zoo elephants when observations were carried out by experienced observers, the consistency of observations made by non-experienced observers on the much larger population of Asian elephants working in Southeast Asia has yet to be explored. By constructing a list of elephant working behaviours, we employed three volunteer observers with no experience of elephant research to record the behaviour of Asian elephants working in Myanmar. We then tested the similarity between observations collected by the three observers, as well as the consistency that individual observers could repeatedly recognise the same behaviour. Overall, observers recognised the same behaviour from the videos and were highly consistent across repeated observations. These results suggest that the behaviours tested may represent useful indicators for welfare assessment, and that non-experienced observers can meaningfully contribute to the monitoring of elephant welfare. Abstract Recognising stress is an important component in maintaining the welfare of captive animal populations, and behavioural observation provides a rapid and non-invasive method to do this. Despite substantial testing in zoo elephants, there has been relatively little interest in the application of behavioural assessments to the much larger working populations of Asian elephants across Southeast Asia, which are managed by workers possessing a broad range of behavioural knowledge. Here, we developed a new ethogram of potential stress- and work-related behaviour for a semi-captive population of Asian elephants. We then used this to collect observations from video footage of over 100 elephants and evaluated the reliability of behavioural welfare assessments carried out by non-specialist observers. From observations carried out by different raters with no prior experience of elephant research or management, we tested the reliability of observations between-observers, to assess the general inter-observer agreement, and within-observers, to assess the consistency in behaviour identification. The majority of ethogram behaviours were highly reliable both between- and within-observers, suggesting that overall, behaviour was highly objective and could represent easily recognisable markers for behavioural assessments. Finally, we analysed the repeatability of individual elephant behaviour across behavioural contexts, demonstrating the importance of incorporating a personality element in welfare assessments. Our findings highlight the potential of non-expert observers to contribute to the reliable monitoring of Asian elephant welfare across large captive working populations, which may help to both improve elephant wellbeing and safeguard human workers.

Simple Summary The welfare of elephants in captivity is of significant public interest and the cause of considerable debate amongst the scientific, legislative, zoo and animal welfare advocacy communities. A tool capable of identifying what elephants need to experience to have good welfare would not only help bring clarity to this debate, it could also direct elephant welfare policy and management to more effectively optimise welfare and provide a valuable reference tool by which elephant welfare could be assessed. To that end, a systematic process is trialed to identify the welfare priorities for Asian elephants. These pilot assessments demonstrate the importance of providing species-appropriate feeding, social and mental opportunities to protect elephant welfare and suggest that the current priorities established in husbandry guidelines do not accurately reflect the psychological needs of elephants; in particular, they appear to underestimate the importance of behaviours and mental processes associated with acquiring food. Abstract The welfare status of elephants under human care has been a contentious issue for two decades or more in numerous western countries. Much effort has gone into assessing the welfare of captive elephants at individual and population levels with little consensus having been achieved in relation to both the welfare requirements of captive elephants, or their absolute welfare status. A methodology capable of identifying the psychological priorities of elephants would greatly assist in both managing and assessing captive elephant welfare. Here, a Delphi-based Animal Welfare Priority Identification System© (APWIS©) is trialled to evaluate the reliability of the methodology and to determine the welfare significance of individual behaviours and cognitive processes for Asian elephants (Elaphus maximus). APWIS© examines the motivational characteristics, evolutionary significance and established welfare impacts of individual behaviours and cognitive processes of each species being assessed. The assessment carried out here indicates appetitive behaviours essential for survival in the wild, together species-specific social and cognitive opportunities are likely to be important to the welfare of Asian elephant in captivity. The output of this assessment, for the first time, provides comprehensive species-specific psychological/welfare priorities for Asian elephants that should be used to inform husbandry guidelines, habitat design and management strategies and can also provide a valuable reference tool for Asian elephant welfare assessment. The effective application of these insights could lead to substantive improvements in captive Asian elephant welfare.

Abstract
Caring for all aspects of zoo elephants' well-being is considered a major challenge. Providing an appropriate flooring substrate to facilitate lying rest presents a meaningful part of a holistic management concept. Investigating the impact of a new sand flooring on the nocturnal resting behavior of a breeding group of seven African elephants living at one zoo revealed more total lying rest, longer bouts of lying rest and a reduced side preference in the adult females. With an average total daily lying rest of about 1.5-2.0 hrs, the investigated zoo elephants expressed longer lying rest compared to recently reported data from free-ranging individuals in Botswana. In addition, the presence of nursing calves in the observed elephant group seemed to impact the resting pattern of all group members, with around 60% of all lying bouts being discontinued after interruption by the youngsters. With respect to observed nursing during leaning rest, we encourage the installation of appropriate horizontal structures in breeding facilities to support leaning rest behavior of their female elephants. In doing so, zoos may improve rest quality of nursing females, and, in general, the welfare aspect of sleep for their elephants.

Simple Summary In southern Africa, several elephants are involved in ‘wildlife tourism interactions’ with tourists, whose acceptability is the focus of much media interest. It is important that the welfare of the animals involved in such activities is monitored in order to grant them an acceptable quality of life. Until now, protocols to assess welfare in African elephants have been developed only for zoo elephants. However, protocols developed for a different situation may not be suitable for these elephants, which live under different circumstances (for example, in some cases they tend to be able to roam free in the bush for a part of the day and to be allowed contact without protective barriers with people). We discuss the possible problem of extending findings found in zoo elephants to elephants involved in activities with tourists outside the zoos. This concern was also highlighted by elephant experts who said that in 23.6% of cases the main welfare problems of zoos’ elephants were different from those of elephants involved in interactions with tourists in South Africa. Moreover, their agreement was low when they were asked the acceptability of some procedures, which are often applied differently in zoos and in the facilities offering interactions with tourists. Abstract Elephants are charismatic, cognitively highly-developed animals, whose management conditions can vary along a “wild–captive continuum.” Several protocols have been proposed for the assessment of zoo elephants’ welfare. It is important to investigate the possible limitations, if any, of extending findings from zoo elephants to conspecifics in a different dynamic in said “wild–captive continuum.” In this paper, findings regarding two issues will be discussed: those regarding the external validity and those regarding the acceptability of management procedures as applied to semi-captive (i.e., able to roam freely for part of the day) elephants involved in visitor-interaction programs in South Africa. In a questionnaire-based survey, half of the responding experts stated that at least some of the welfare issues they ranked as the five most important in captive elephants’ management had a different relevance for semi-captive individuals, resulting in 23.6% of the issues being rated differently. Moreover, there was no agreement among the experts on the ethical acceptability of any of the investigated procedures used in the management of semi-captive elephants involved in visitor-interaction programs. Caution is thus needed when exporting findings from one subpopulation of animals to another kept in different conditions and more scientific and ethical research is needed on the topic.

Abstract
Elephants experience a number of health issues that can contribute to their well-being and survival. In managed populations, housing conditions and management practices can influence individual health, so potential risk factors associated with morbidity or mortality should be identified to ensure the best possible standards of care. The goal of this study was to determine if the number of clinical events experienced could be a useful welfare indicator in zoo elephants, and to determine factors associated with key pathologies. We used an epidemiological approach to investigate how intrinsic (species, sex, age) and extrinsic (housing, management) factors were associated with both the total number of clinical events, and each of the four most prevalent pathology types (gastrointestinal issues, skin lesions, lameness, foot lesions), over a 12-month period. The study included 220 (127 African; 93 Asian) elephants housed at 61 facilities across North America. More than 1100 clinical events were identified. Species and sex differences were apparent in the types of pathology encountered, and unsurprisingly, the number of clinical events was positively correlated with age. Factors relating to housing (percent time with indoor/outdoor choice, space experience inside, number of unique environments an elephant was housed in, percent time on soft substrate) and management (enrichment diversity, spread of feeding opportunities) were also related to the number of clinical events. However, relationships were often counter to our initial hypotheses, highlighting caution in assuming cause and effect from correlational analyses such as these. Other welfare indicators such as serum and fecal glucocorticoids and serum prolactin were also associated with health status, being higher or more variable in individuals with a greater number of events. This approach provides insight into housing and management factors related to the health of these species in zoos, and in some cases, may reflect management changes that have already been made to mitigate existing or anticipated health concerns.

Abstract
There has been much concern in recent years about the welfare of elephants in zoos across North America and Europe. While some previous studies have assessed captive elephant welfare at a particular point in time, there has been little work to develop methods which could be used for regular, routine welfare assessment. Such assessment is important in order to track changes in welfare over time. A welfare assessment tool should be rapid, reliable, and simple to complete, without requiring specialist training and facilities; welfare assessments based on behavioural observations are well suited to this purpose. This report describes the development of a new elephant behavioural welfare assessment tool designed for routine use by elephant keepers. Tool development involved: (i) identification of behavioural indicators of welfare from the literature and from focus groups with relevant stakeholders; (ii) development of a prototype tool; (iii) testing of the tool at five UK zoological institutions, involving 29 elephants (representing 46% of the total UK captive elephant population of 63 animals); (iv) assessment of feasibility and reliability of aspects of the prototype tool; (v) assessment of the validity of each element of the tool to reflect the relevant behaviour by comparing detailed behavioural observations with data from the prototype tool; (vi) assessment of known-groups criterion validity by comparing prototype tool scores in individuals with demographics associated with better or worse welfare; (vii) development of a finalised tool which incorporated all elements of the tool which met the criteria set for validity and reliability. Elements of the tool requiring further consideration are discussed, as are considerations for appropriate application and interpretation of scores. This novel behavioural welfare assessment tool can be used by elephant-holding facilities for routine behavioural welfare monitoring, which can inform adjustments to individual welfare plans for each elephant in their collection, to help facilities further assess and improve captive elephant welfare. This study provides an example of how an evidence-based behavioural welfare assessment tool for use by animal caretakers can be developed within the constraints of zoo-based research, which could be applied to a range of captive species.
