How the European Union responded to populism and its implications for public sector reforms

A major shift occurred in the European Union (EU) approach to tackle the apparently unstoppable rise of populist parties across European countries and to preserve the integrity of the EU polity. EU economic governance seems to have shifted from a logic of conditionality to a logic of solidarity underpinned by a pan-European strategic view allowing EU governance to support and enable public sector reforms at the national level. By investigating the case of Italy as an EU member state, we find that the European governance shift occurring in the wake of the COVID-19 pandemic was largely mediated by the mutating character of Italian populism. A logic of conditionality which was largely centered around EU governance was largely shifted to a logic of solidarity taking into account political conditions in the member countries.

Ethylene: Management and breeding for postharvest quality in vegetable crops. A review

Ethylene is a two-carbon gaseous plant growth regulator that involved in several important physiological events, including growth, development, ripening and senescence of fruits, vegetables, and ornamental crops. The hormone accelerates ripening of ethylene sensitive fruits, leafy greens and vegetables at micromolar concentrations, and its accumulation can led to fruit decay and waste during the postharvest stage. Several strategies of crops management and techniques of plant breeding have been attempted in the last decades to understand ethylene regulation pathways and ethylene-dependent biochemical and physiological processes, with the final aim to extend the produce shelf-life and improve the postharvest quality of fruits and vegetables. These investigation approaches involve the use of conventional and new breeding techniques, including precise genome-editing. This review paper aims to provide a relevant overview on the state of the art related to the use of modern breeding techniques focused on ethylene and ethylene-related metabolism, as well as on the possible postharvest technological applications for the postharvest management of ethylene-sensitive crops. An updated view and perspective on the implications of new breeding and management strategies to maintain the quality and the marketability of different crops during postharvest are given, with particular focus on: postharvest physiology (ethylene dependent) for mature and immature fruits and vegetables; postharvest quality management of vegetables: fresh and fresh cut products, focusing on the most important ethylene-dependent biochemical pathways; evolution of breeding technologies for facing old and new challenges in postharvest quality of vegetable crops: from conventional breeding and marker assisted selection to new breeding technologies focusing on transgenesis and gene editing. Examples of applied breeding techniques for model plants (tomato, zucchini and brocccoli) are given to elucidate ethylene metabolism, as well as beneficial and detrimental ethylene effects.

Effect of slicing and storage temperatures on biochemical aspects of membrane integrity in two different genotypes of tomato

BACKGROUND

Fresh-cut vegetables are subjected to multiple stressing agents including: (i) slicing, which induces cellular decompartmentalization; (ii) low refrigeration temperatures, responsible for chilling injury in the most sensitive products (e.g. tomatoes), and (iii) storage time because tissue senescence and aging can occur and reduce the shelf-life. In tomato slices, one of the most important issues is the membrane, which is responsible for several disorders related to the alteration of physiological processes, including ethylene biosynthesis.

RESULTS

Electrolyte leakage and the content of thiobarbituric acid reactive substances in sliced tomatoes increased over time at two storage temperatures (4 °C and 15 °C) compared with intact fruit for the commercial variety (cultivar) Jama used as reference. However, in the tomato Italian landrace Canestrino, electrolyte leakage in sliced fruits increased after 120 h of storage compared to intact tomatoes, while the thiobarbituric acid reactive substance content increased rapidly over time at both storage temperatures. In the packages, higher ethylene content and carbon dioxide concentrations were detected in sliced tomatoes compared with intact fruits for both genotypes. In the most sensitive genotype for slicing (Jama), phospholipase C activity increased in tomato slices after 24 h of storage, but phospholipase D reached a higher value only at 168 h after processing at 4 °C of storage.

CONCLUSIONS

The results evidence that the main damage in slices of full ripe tomatoes is more related to cutting, rather than chilling injury due to storage temperatures, with differences related to the genotype. Slicing enhanced membrane catabolism, ethylene production, and enzyme activity of phospholipases with a significant genotype effect. © 2021 Society of Chemical Industry.

The Role of Regulatory Agencies in Agenda-Setting Processes: Insights from the Italian Response to the COVID-19 Infodemic

International organizations such as the WHO have worked to raise awareness of the massive infodemic that accompanied the COVID-19 outbreak and made it hard for people to find trustworthy sources of information and reliable guidance for their decisions. Our contribution focuses on the Italian case, where the Communications Regulatory Authority (AGCOM) was able to act as first mover in its field so as to strategically frame the problem of disinformation in the absence of a pre-existing policy intervention. An emerging body of research shows that the activity of formally independent regulators is not necessarily limited to the implementation of delegated regulatory competencies. We discuss the implications of the activity of independent regulators for the fight against disinformation during the COVID-19 pandemic. We find that as a political actor in its own right, the Italian media regulator claimed control over sectoral expertise in order to shape the crucial first steps of the response to the infodemic.
