Barriers and opportunities for improving dog bite prevention and dog management practices in northern Indigenous communities

Globally, people living in northern Indigenous communities are at higher risk of dog bites than the rest of the population living in North America, with annual incidence ranging from 0.61 to 59.6/10,000 inhabitants. Considering that rabies is endemic in wild canid populations in certain regions of the Arctic, the prevention of dog bites and the management of dog populations are of crucial importance for public health in these contexts. Most northern communities lack access to veterinary services, mainly due to their remote geographical location and to limited financial resources. Currently, northern Indigenous communities are using different approaches and strategies to prevent dog bites and manage dog populations, but the effectiveness of these approaches sometimes lacks evidence, and their low acceptability may affect their implementation. This study aims to describe (1) the current access and uses of veterinary services, and (2) the perceived barriers and opportunities related to dog population management practices currently implemented, or that could be implemented, in a Naskapi community and an Innu community located in northern Quebec (Canada). Quantitative data were collected through a survey to inhabitants on veterinary services (n = 122). Qualitative data were collected using individual interviews to inhabitants and health professionals to describe how dog population management measures were perceived, and to identify barriers and opportunities related to their implementation (n = 37). Descriptive and inferential analysis (quantitative data) and thematic analysis (qualitative data) were performed. Results show that the two main measures implemented at the time of the study - dog culling and short-duration veterinary clinics - were not perceived as fully acceptable and sustainable. Reinforcing access to veterinary services and other dog-related services, such as shelters and training programs on dogs, was identified as a need to improve dog bites prevention and dog population management in remote Indigenous communities. The implementation of animal health measures should be decided by concerned Indigenous communities to follow decolonial practices. It includes ensuring informed consent of dog owners, improving communication before, during and after interventions, separating veterinary services from rehoming and, most importantly giving back to Indigenous communities the complete leadership over animal health in their communities.

Ni animal de compagnie, ni animal de travail : proximité et mise à l’écart du qimmiq (chien) dans les familles inuites de l’Arctique central canadien avant la sédentarisation

Cadre de la recherche : Cet article porte sur l’intégration du qimmiq (chien) dans les familles inuites de l’Arctique central canadien avant que celles-ci ne se sédentarisent au milieu du XXe siècle.

Objectifs : Le présent article vise à décrire l’intégration du qimmiq dans les familles inuites ainsi que les processus utilisés pour le garder à l’écart, et à comprendre l’apparente contradiction entre son importance et le traitement parfois très dur qui lui est réservé.

Méthodologie : L’article s’appuie sur une quinzaine d’années de recherche au sujet des chiens des Inuits et se fonde sur des sources primaires et secondaires, sur des dizaines de témoignages inuits publiés dans divers ouvrages ainsi que sur trois recherche de terrain effectuées à Iqaluit, au Nunavut, respectivement en 2004, 2016 et 2017.

Résultats : Nous proposons ici une description de la famille inuite traditionnelle ainsi que des rapports de proximité entre les Inuits et leurs qimmiit avant la sédentarisation (importance économique, place occupée dans la société, traitements, etc.) ainsi qu’une exploration des stratégies de mise à l’écart des chiens mises en œuvre par les Inuits. Nous identifions aussi une série de comportements à l’égard des chiens que plusieurs Occidentaux jugent négligents ou cruels, et donc contradictoires avec l’importance qu’occupe le chien dans la société inuite.

Conclusion : Cet article permettra de constater que le qimmiq est un animal très bien intégré à la société inuite, mais qu’il n’est ni un animal de compagnie ni un animal de travail au sens où on l’entend habituellement dans la société occidentale. L’analyse permet de montrer que malgré les apparences, il n’y a pas de contradiction entre le rapport des Inuits à leurs chiens et le traitement qu’ils leur ont fait subir traditionnellement.

Contribution : Ce texte répond selon nous à une lacune dans la littérature, dans la mesure où si plusieurs publications existent sur les caractéristiques physiologiques du qimmiq et sur l’histoire de l’abattage survenu au moment de la sédentarisation, aucune ne s’attarde à la dichotomie entre l’importance du qimmiq pour les Inuits et le traitement parfois rude qui lui est réservé.

Understanding the Connections Between Dogs, Health and Inuit Through a Mixed-Methods Study

Dogs have been an integral part of the Inuit social and cultural environment for generations, but their presence also generates public health risks such as bites and exposure to zoonotic diseases such as rabies. In Nunavik, Canada, some prevention and control interventions targeting dogs have been implemented but have not demonstrated their effectiveness in a long-term sustainable perspective. This study was conducted in one Inuit community of Nunavik and used mixed methods to get a better understanding of factors that affect human and dog health, dog-related risks for humans and perceptions of dogs in Inuit communities using an interdisciplinary perspective in line with the Ecohealth approach. Results unveiled different perceptions and practices between Inuit and non-Inuit members of the community with regard to dogs and highlighted the positive role of dogs and their importance for Inuit health and well-being. This study provides new knowledge that is crucial for the development of integrated, sustainable and culturally adapted solutions to both the mitigation of dog-related health risks and the reinforcement of health and wellness benefits of dogs for Inuit.

Sixty years of dog management in Nunavik

For centuries, Inuit have used the qimmiq (commonly known as the Canadian Inuit Dog) for transportation and hunting. Since the 1950s, these dogs have been framed by the Canadian authorities as dogs that may potentially transmit rabies and may thus be killed to prevent contagions. It is not the killing of dogs itself that has shocked the Inuit, since they have several rituals where dogs can be killed when there are threats of disease, but rather the massive aspect of the killing, which relies on Western categories, such as the distinction between sedentary and roaming dogs. A collaboration between veterinarians and Inuit people is therefore necessary to bridge the gap between incompatible views of dogs with rabies.

De Rankin Inlet à Raglan, le développement minier et les communautés inuit

Dans cet article, nous nous demandons si les communautés inuit canadiennes sont mieux outillées qu’elles ne l’étaient il y a un demi-siècle pour bénéficier du développement minier qui survient sur leur territoire. Après un bilan des relations qu’ont entretenues les Inuit avec l’industrie minière dans l’Inuit Nunangat entre 1957 et le début des années 2000, nous présentons les résultats d’une enquête menée dans les communautés de Salluit et Kangiqsujuaq au Nunavik en automne 2012 au sujet des impacts sociaux de la mine Raglan. Cette discussion nous permet de souligner qu’il reste beaucoup de travail à faire pour mieux comprendre les effets du développement minier sur les communautés inuit.

Le contrôle des chiens dans trois communautés du Nunavik au milieu du 20e siècle

Le contrôle des chiens des Inuit par les autorités fédérales et provinciales au Nunavik fait l’objet d’un vif débat depuis plus d’une décennie. Depuis 1999, la Société Makivik accuse le gouvernement canadien et le gouvernement québécois d’avoir orchestré l’abattage des chiens du Nunavik dans les années 1950 et 1960 afin de favoriser l’assimilation des Inuit à la société canadienne. Pour leur part, les gouvernements d’Ottawa et de Québec ainsi que leurs corps policiers respectifs — Gendarmerie royale du Canada (GRC) et Sûreté du Québec (SQ) — nient catégoriquement avoir appliqué une politique d’élimination des chiens qui aurait eu pour objectif d’imposer un mode de vie nouveau aux Inuit. Cet article traite du contrôle des chiens au Nunavik durant cette période à partir d’événements survenus dans les communautés de Kuujjuaraapik, Puvirnituq et Kangirsujuaq.
