Abstract
CONTEXT The COVID-19 pandemic caused significant shocks to U.S. food systems at multiple scales. While disturbances to long-distance supply chains received substantial attention in national media, local supply chains experienced mixed impacts. As broad closures of schools, restaurants, and other businesses sourcing from local farmers removed key marketing channels for many direct market farmers, consumer interest in Community Supported Agriculture (CSA), farmers markets, and on-farm and online direct farm sales increased. OBJECTIVE In this paper, we examine the resilience and vulnerability of farmers during the March 2020 through December 2020 period of the COVID-19 pandemic. We focus on California farmers and ranchers engaged in direct market sales. METHODS Through a widely disseminated survey, we collected responses from 364 farmers and used these data to answer the following questions about direct market farmers in California: 1) What were direct market farmers' experiences of the pandemic from March 2020 through December 2020? 2) Which factors (e.g., relationships, institutions, market channels) did farmers report enhanced their resilience during the pandemic? 3) Which individual and operational factors were significantly associated with resilience during the pandemic? And finally, 4) how do the farmer-reported factors compare to the statistically significant factors associated with resilience? We created three dependent variables-ability to respond to the pandemic, concern about pandemic impacts, and change in profitability-to operationalize several aspects of resilience and examine their association with individual and operational characteristics through a series of ordered logistic regression models. RESULTS AND CONCLUSIONS Across both the quantitative models and the farmer reported factors, we found that farmers who increased their use of online sales and marketing during the first year of the pandemic, had larger-scale farms, and had more on-farm crop and livestock diversity were more resilient to the shocks of the pandemic. We also found that greater use of non-direct-to-consumer market channels was associated with less resilience. The characteristics of the farming operations played a relatively larger role in predicting resilience compared to the individual characteristics of the farmers surveyed. SIGNIFICANCE This study gives a detailed picture of how California direct market farmers fared during the pandemic and the characteristics associated with greater resilience. As short and long-term disruptions become increasingly common in agriculture, policies and programs can leverage support to direct market farmers, particularly direct-to-consumer farmers, as a strategy to strengthen farmer resilience.

Abstract
The world is waking up to the reality of climate change and the challenge of feeding 10 billion people in a healthy and sustainable way. For population and planetary health, food systems need to change. 'Food and nutrition: pathways to a sustainable future' was the first face-to-face Nutrition Society Summer Conference since 2018, bringing together leading contributors from across the globe to explore six pathways to a better tomorrow. Review papers from the conference symposia cut across disciplinary divides showcasing advances in scientific methods and our cumulative understanding of the impact of the food system on climate change. The depth, breadth and advancement of research presented demonstrate the power of collaborative research that can shape industry, individual and population recommendations and create a powerful shift towards the sustainable dietary patterns and systems that are so urgently required.

Abstract
Agroecology has been proposed as a strategy to improve food system sustainability, but has also been criticised for using land inefficiently. We compared five explorative storylines, developed in a stakeholder process, for future food systems in the EU to 2050. We modelled a range of biophysical (e.g., land use and food production), environmental (e.g., greenhouse gas emissions) and social indicators, and potential for regional food self-sufficiency, and investigated the economic policy needed to reach these futures by 2050. Two contrasting storylines for upscaling agroecological practices emerged. In one, agroecology was implemented to produce high-value products serving high-income consumers through trade but, despite 40% of agricultural area being under organic management, only two out of eight EU environmental policy targets were met. As diets followed current trends in this storyline, there were few improvements in environmental indicators compared with the current situation, despite large-scale implementation of agroecological farming practices. This suggests that large-scale implementation of agroecological practices without concurrent changes on the demand side could aggravate existing environmental pressures. However, our second agroecological storyline showed that if large-scale diffusion of agroecological farming practices were implemented alongside drastic dietary change and waste reductions, major improvements on environmental indicators could be achieved and all relevant EU policy targets met. An alternative storyline comprising sustainable intensification in combination with dietary change and waste reductions was efficient in meeting targets related to climate, biodiversity, ammonia emissions, and use of antibiotics, but did not meet targets for reductions in pesticide and fertiliser use. These results confirm the importance of dietary change for food system climate change mitigation. Economic modelling showed a need for drastic changes in consumer preferences towards more plant-based, agroecological and local foods, and for improvements in technology, for these storylines to be realised, as very high taxes and tariffs would otherwise be needed.

Abstract
Dietary behaviours and the food systems in which they occur have a significant impact on climate change. The 2022 Intergovernmental Panel on Climate Change (IPCC) reports and other major climate reports have identified population-level dietary shifts towards balanced, sustainable healthy diets as an important mitigation (i.e. prevention) solution for climate change. Thus, public health nutrition researchers and practitioners have a crucial role to play in combatting the climate crisis. They have the content expertise, interdisciplinary training and technical skills needed to facilitate wide-scale dietary behaviour changes at multiple levels of influence and ultimately improve both human and planetary health. This commentary article: (i) summarises how dietary behaviours and food systems contribute to climate change, with a particular focus on high-income countries; (ii) reviews food-system-related climate change mitigation solutions most relevant to public health nutrition researchers and practitioners; and (iii) identifies key gaps in the literature and future research directions for the field.

Abstract
Our dominant food system is a primary driver of worsening human and planetary health. Held in March 2022, the Public Health Association of Australia's Food Futures Conference was an opportunity for people working across the food system to connect and advocate for a comprehensive, intersectoral, whole-of-society food and nutrition policy in Australia to attenuate these issues. Conference themes included food systems for local and global good; ecological nutrition; social mobilisation for planetary and public good; food sovereignty and food equity. Students and young professionals are integral in transforming food systems, yet they are under-represented in the academic workforce, across publishing, scientific societies and conference plenaries. A satellite event was held to platform initiatives from early career researchers (ECR) in areas integral for improving planetary and public good. The research topics discussed in this commentary reflect sub-themes of the conference under investigation by ECR: food systems governance and regulation; local food policies; commercial determinants of health; sustainable healthy diets; and food equity and sovereignty.

Abstract
UNLABELLED Meeting global sustainability targets under the United Nations Sustainable Development Goals and the Paris Agreement requires paying attention to major land-use sectors such as forestry and agriculture. These sectors play a large role in national emissions, biodiversity conservation, and human well-being. There are numerous possible pathways to sustainability in these sectors and potential synergies and trade-offs along those pathways. This paper reports on the use of a model for Canada's land use to 2050 to assess three different pathways (one based on current trends and two with differing levels of ambition for meeting sustainability targets). This was done as part of a large international consortium, Food, Agriculture, Biodiversity, Land and Energy (FABLE), which allows for incorporating international trade in meeting both national and global sustainability targets. The results show not only the importance of increasingly stringent policies in meeting the targets, but also the role that population and consumption (e.g., diets) play in meeting the targets. Both the medium and high ambition sustainability pathways can drastically reduce greenhouse gas emissions while protecting forestland. Abstract
BACKGROUND The outbreak of the COVID-19 pandemic increased debates on global public health concerns. From early 2020 to 2022, globally, life was upended in the wake of the pandemic. Industries of all kinds were forced to rapidly changed how they work, including agriculture. Particularly for smallholder farmers in developing countries, the COVID-19 pandemic, coupled with climate change effects, negatively affected their livelihoods. Achieving the UN Sustainable Development Goals by 2030 is unrealistic if immediate efforts are not made to address the existential threats facing smallholder farmers. This study analyzes COVID-19 governance and policy responses, examining its effects on smallholder farmers in the south and east of Tanzania using both qualitative and quantitative techniques. RESULTS Findings show that mobility restrictions imposed by other countries and fears of the Tanzanian people leading to voluntary isolation resulted in an amended structure of farmers' markets: Reductions in exports, imports and in the purchasing power of the local people followed. Food security was diminished as food availability on the market level was reduced due to mobility restrictions. The impact of COVID-19 resulted in more than 85% of smallholder farmers experiencing an income reduction, thus also increasing the pre-existing vulnerability of these communities. Findings show that farms producing non-exported crops had less severe income reductions and could cope better. The results indicate that only 20% of smallholder farmers started using digital information technology to gather information since physical movements were restricted. Access to technology remained limited in rural areas. Even during the COVID-19 crises, farmers' concerns about the vulnerability of their food systems include non-COVID-19 causes, such as climate change. CONCLUSIONS Although Tanzania did not impose a total lockdown, the country was affected by COVID-19, partly via policies of other countries. Impacts included: (i) a decline in local markets as smallholder farmers had fewer trading partners from neighboring states; (ii) a loss of employment opportunities due to the absence of both local and external trade; (iii) reductions of farm output and income; (iv) a lack of agricultural inputs (fertilizer etc.) that are usually imported; (v) fear to continue farming activities due to news about COVID-19 spreading; and (vi) reduction of work efficiency because of a lack of social gathering due to voluntary isolation.While COVID-19 compelled policymakers to make urgent decisions to ensure stable food supply chains, the fundamental task is to address these immediate disruptions while also investing in the long-term goal of a resilient, sustainable, and productive global food system. This can be achieved by adopting a policy package that includes investments in technological development, access to small long-term loans, and regulatory reforms, with which governments can create conditions supporting productive, sustainable, and resilient food systems that can withstand future shocks.

Abstract
There is widespread agreement among experts that a fundamental reorientation of global, regional, national and local food systems is needed to achieve the UN Sustainable Development Goals Agenda and address the linked challenges of undernutrition, obesity and climate change described as the Global Syndemic. Recognising the urgency of this imperative, a wide range of global stakeholders - governments, civil society, academia, agri-food industry, business leaders and donors - convened at the September 2021 UN Food Systems Summit to coordinate numerous statements, commitments and declarations for action to transform food systems. As the dust settles, how will they be pieced together, how will governments and food corporations be held to account and by whom? New data, analytical methods and global coalitions have created an opportunity and a need for those working in food systems monitoring to scale up and connect their efforts in order to inform and strengthen accountability actions for food systems. To this end, we present - and encourage stakeholders to join or support - an Accountability Pact to catalyse an evidence-informed transformation of current food systems to promote human and ecological health and wellbeing, social equity and economic prosperity.

Abstract
The COVID-19 pandemic dramatically disrupted food and educational systems, laying bare institutional inadequacies and structural inequalities. While there has been ample discussion on impacts to the food system and higher education institutions separately, there has been little written through the perspective of people who navigate both. Farmers, researchers, graduate students, chefs, and many stakeholders contribute to community engaged scholarship (CES) in food systems, facing novel obstacles and opportunities with the spread of the pandemic. In this article, I utilize institutional ethnography to center the experiences of the people who participated in or led CES projects during the spring and summer of 2020. The goal of this study is to understand how discourse and texts in the academic institution constrain the reality of CES partnerships and identify areas for change. My findings show that tenure and promotion guidelines and funding opportunities constrain CES partnerships, reducing opportunities for relationship building and discouraging innovative models of participation. Quantified evaluation metrics on grant rubrics and tenure and promotion guidelines privilege individual academic researchers growing large programs, writing lucrative grants for the university, and publishing profusely. However, community-led and decentralized projects were able to adapt to community priorities and sustain research projects during the pandemic. COVID-19 created obstacles to community engagement and allowed for creative approaches to community participation. By restructuring academic evaluation and funding processes to support problem-solving models of CES led by community partners, CES projects can support both academic and community priorities in times of disruption and relative stability.

Abstract
Sub-Saharan Africa (SSA) is urbanising rapidly. One of the most visible outcomes of this urbanisation process is the change in the diets of urban residents. However, diet change in the context of rapid urbanisation is a complex and multi-dimensional phenomenon that encompasses multiple intersecting historical, environmental, socioeconomic, and political aspects. This study aims to unravel and systematise the characteristics, drivers and impacts of diet changes in Accra, through the interviews of multiple stakeholders and Causal Loop Diagrams. Diet change is characterised by the increased consumption of certain foodstuff such as rice, chicken, fish, vegetable oil, sugar, and ultra-processed food (UPF), and the decreased consumption of traditional foodstuff such as roots, tubers, and some cereals such as millet. These changes are driven by multiple factors, including among others, changes in income, sociocultural practices, energy access, and policy and trade regimes, as well as the proliferation of supermarkets and food vendors. Collectively, these diet changes have a series of environmental, socioeconomic, and health/nutrition-related impacts. Our results highlight the need to understand in a comprehensive manner the complex processes shaping diet change in the context of urbanisation, as a means of identifying effective interventions to promote healthy and sustainable urban diets in SSA. The development of such intervention should embrace a multi-stakeholder perspective, considering that the relevant urban actors have radically different perspectives and interests at this interface of urbanisation and diet change. Abstract
International experience reveals that food policy development often occurs in silos and offers few tangible mechanisms to address the interlinked, systemic issues underpinning food and nutrition insecurity. This paper investigated what South African government policies cover in terms of different aspects of the food system, who is responsible for them, and how coordinated they are. Policy objectives were categorized into seven policy domains relevant to food systems: agriculture, environment, social protection, health, land, education, economic development, and rural development. Of the ninety-one policies reviewed from 1947-2017, six were identified as being "overarching" with goals across all the domains. About half of the policies focused on agriculture and the environment, reflecting an emphasis on agricultural production. Policies were formulated and implemented in silos. As a result, learning from implementation, and adjusting to improve impact has been limited. Particularly important is that coordination during implementation, across these complex domains, has been partial. In order to achieve its stated food and nutrition outcomes, including Sustainable Development Goal (SDG) 2, South Africa needs to translate its policies into tangible, practical plans and processes guided by effective coordination and alignment. Key recommendations are practically to align policies to a higher-level "food goal", establish better coordination mechanisms, consolidate an effective monitoring and evaluation approach to address data gaps and encourage learning for adaptive implementation. Actively engaging the existing commitments to the SDGs would draw stated international commitments together to meet the constitutional commitment to food rights into an overarching food and nutrition security law.

Abstract
OBJECTIVE The mother-child breastfeeding dyad is a powerful force for achieving healthy, secure and sustainable food systems. However, food system reports exclude breastfeeding and mother's milk. To help correct this omission and give breastfeeding women greater visibility in food systems dialogue and action, we illustrate how to estimate mother's milk production and incorporate this into food surveillance systems, drawing on the pioneering experience of Norway to show the potential value of such analysis. DESIGN The estimates use data on the proportion of children who are breastfed at each month of age (0-24 months), annual number of live births and assumptions on daily human milk intake at each month. New indicators for temporal and cross-country comparisons are considered. SETTING It is assumed that a breastfeeding mother on average produces 306 l of milk during 24 months of lactation. PARTICIPANTS The annual number of live births is from Statistics Norway. Data for any breastfeeding at each month of age, between 0 and 24 months, are from official surveys in 1993, 1998-1999, 2006-2007, 2013 and 2018-2019. RESULTS Estimated total milk production by Norwegian mothers increased from 8·2 to 10·1 million l per year between 1993 and 2018-2019. Annual per capita production increased from 69 to 91 l per child aged 0-24 months. CONCLUSIONS This study shows it is feasible and useful to include human milk production in food surveillance systems as an indicator of infant and young child food security and dietary quality. It also demonstrates significant potential for greater milk production.

Abstract
Disruptions to meat markets during the COVID-19 pandemic spurred mass media attention. While media deeming the U.S. food system 'broken' garnered a great deal of attention, the actual production and meat availability data does not support this conclusion. The U.S. meat supply chain, while certainly strained and with measurable consequence during periods of adjustment, proved ultimately resilient and rebounded quickly. Increased attention on meat supply chains may drive continued efforts to improve resiliency, but analyses of online media and U.S. production and cold storage data do not support a narrative that the system 'broke', but was perhaps 'strained' and 'responded efficiently'. Findings indicate that public sentiment about U.S. meat supply overall was not as dominated by pandemic-era concerns as may be hypothesized.

Abstract
Background Managing the role of dairy foods in healthy and sustainable food systems is challenging. Milk production is associated with greenhouse gas emissions and milk-based processed foods can be high in fat, sugar and salt; yet, milk production provides income generating opportunities for farmers and dairy foods provide essential nutrients to young children, with a cultural significance in many communities. This is particularly relevant to India, the world’s largest producer of milk. The aim of this study was to use Photovoice, a participatory research method, to explore the experiences and perceptions of communities in India on the role of dairy products in local sustainable and healthy food systems. Methods Purposive sampling recruited two women’s self-help groups in Visakhapatnam, Andhra Pradesh: one in a rural area and one in an urban area. A total of 31 participants (10–17 urban group and 12–14 rural group), produced photographs with captions to represent their views on how dairy was produced, sold, and consumed in their community. A discussion workshop was held in each area, with prompts to consider health and the environment. Workshop transcripts, photographs and captions were analysed qualitatively using thematic analysis. Results A range of experiences and perceptions were discussed by the two women’s self help groups. Participants had an awareness of their local food system and how stages of dairy food supply chains were non-linear and inherently interconnected. Three main themes were identified: 1) Quality and value matters to producers and consumers; 2) The need to adapt to sustain dairy farmer livelihoods in water scarce areas; 3) It’s not only about health. Conclusions Moderate milk-producing states such as Andhra Pradesh will continue to develop their dairy industry through policy actions. Including communities in policy discussions through innovative methods like Photovoice can help to maximise the positive and minimise the negative role of dairy in evolving local food systems.

Abstract
This study investigates consumer experiences of food environments and food acquisition practices during the Covid-19 pandemic. Our rapid assessment online survey featured a convenience sample of 2015 individuals from 119 countries, spanning Western Europe, North America, Latin America, Asia-Pacific, and Africa. Data collection took place in April 2020 during the second month of the pandemic. Participants were recruited via existing networks of the United Nations System Standing Committee on Nutrition, through social media, and by snowballing. The majority of participants were female (71.9%), from low- and middle-income countries (51.0%), and working in nutrition or healthcare (39.3%). Qualitative thematic analysis and descriptive statistics reveal a series of common global experiences related to food availability and accessibility, food prices and affordability, food acquisition practices, and food preparation and consumption. The importance of community food participation, food sharing, and resource allocation are highlighted, along with increasing awareness of healthy diets and food waste. We identify ten synergistic policy entry points to: 1) build resilient and equitable food environments resistant to stresses and shocks; 2) harness positive dietary-related behaviors manifested during the pandemic; and, 3) mitigate the projected nutrition crisis and promote sustainable healthy diets for all.

Abstract
Purpose of review Food systems at all levels are experiencing various states of dysfunction and crisis, and in turn their governance contributes to other intensifying crises, such as climate change, biodiversity loss and the rapid expansion of dietary-related non-communicable diseases. In many jurisdictions governments at local, state and national levels are taking action to tackle some of the key challenges confronting food systems through a range of regulatory, legislative and fiscal measures. This article comprises a narrative review summarising recent relevant literature with a focus on the intersection between corporate power and public health. The review sought to identify some of the principal barriers for the design and support of healthy food systems and environments, as well as key reforms that can be adopted to address these barriers, with a focus on the role of local governments. Recent findings The review found that, where permitted to do so by authorising legislative and regulatory frameworks, and where political and executive leadership prioritises healthy and sustainable food systems, local governments have demonstrated the capacity to exercise legislative and regulatory powers, such as planning powers to constrain the expansion of the fast food industry. In doing so, they have been able to advance broader goals of public health and wellbeing, as well as support the strengthening and expansion of healthy and sustainable food systems. Summary Whilst local governments in various jurisdictions have demonstrated the capacity to take effective action to advance public health and environmental goals, such interventions take place in the context of a food system dominated by the corporate determinants of health. Accordingly, their wider health-promoting impact will remain limited in the absence of substantive reform at all levels of government.

Abstract
The COVID-19 pandemic has severely disrupted social life. Gardens and yards have seemingly risen as a lifeline during the pandemic. Here, we investigated the relationship between people and gardening during the COVID-19 pandemic and what factors influenced the ability of people to garden. We examined survey responses (n = 3,743) from gardeners who reported how the pandemic had affected personal motivations to garden and their use of their gardens, alongside pandemic-related challenges, such as food access during the first wave of COVID-19 (May-Aug 2020). The results show that for the respondents, gardening was overwhelmingly important for nature connection, individual stress release, outdoor physical activity and food provision. The importance of food provision and economic security were also important for those facing greater hardships from the pandemic. While the literature on gardening has long shown the multiple benefits of gardening, we report on these benefits during a global pandemic. More research is needed to capture variations in public sentiment and practice - including those who do little gardening, have less access to land, and reside in low-income communities particularly in the global south. Nevertheless, we argue that gardening can be a public health strategy, readily accessible to boost societal resilience to disturbances.

Abstract
The ubiquitous presence of microplastics as contaminants in the ecosystem has become a matter of environmental concern gaining considerable attention in the research community as well as public arena. Lack of efficient collection and improper management of plastic have resulted in the enormous amounts of plastic wastes landing into the marine systems with oceans being the ultimate sink. Due to non-biodegradability, these plastics break down into smaller fragments over a period of time leading to consumption by aquatic species, threatening marine life. In the recent years, a wide range of food products has also been contaminated with microplastics directly affecting human health. This review focuses on the separation and identification technologies for extraction and detection of microplastics in food and marine ecosystems. Efficient technologies like floatation, membrane separation, chemical treatment, enzymatic treatment, and other miscellaneous techniques have been discussed considering their merits and demerits. Additionally, identification technologies like optical detection, scanning electron microscopy, Fourier transform infrared spectroscopy, Raman spectroscopy, thermo-analytical methods, and hyperspectral imaging have been emphasized for the detection of microplastic particles. The emerging techniques like enzymatic digestion combined with hyperspectral imaging could be a possible way for obtaining higher separation efficiency and characterization with minimal harm to food sample. This article narrows the gap for choosing a standard separation technology for microplastic detection in food matrices keeping in mind the composition, particle size, shape, data visualization techniques and cost.

Abstract
Access to fresh and healthy food within a neighborhood has been identified as a social mechanism contributing to community health. Grounded in the understanding that challenges related to equity within a food system are both structural and systemic, our research demonstrates how systems thinking can further understandings of food system complexity. Within systems thinking, we provide an illustration of how system archetypes offer an analytic tool for examining complex community issues. We map semi-structured interview data from community stakeholders (N = 22) to the "Fixes that Fail" system archetype to illuminate systemic challenges, such as incarceration and poverty, that structure food system inequity in urban communities. Within our research, the "Fixes that Fail" archetype provided a narrative interpretive tool for unveiling complexity within the food system and interdependencies with racialized systems such as criminal justice and labor markets. This system archetype provided an accessible approach for generating narratives about systemic complexity, the production of inequity through racialized forces, and opportunities for transformation.

Abstract
This article argues that the United Nations Committee on World Food Security can and must serve as a space for catalyzing and strengthening public interest-oriented food systems governance grounded in the human rights framework. This would necessarily entail confronting the fragmentation of governance and erasure of accountability promoted by corporate designed multi-stakeholderism, and democratizing multilateralism through genuine participation of rights holders, public scrutiny and participatory science. Pivotal to this endeavor is arresting the growing corporate influence in governance mechanisms and reorienting them towards reinvigorating relationships among people, communities and governments.

Abstract
Food insecurity remains a critical issue worldwide. The current COVID-19 crisis has exposed how vulnerable the global food systems are and that urgent measures need to be taken, especially in the Global South. Despite increased recognition that women are among the most food insecure yet major contributors to local and global food security over the recent years, there has not been a systemic change needed in the current food security paradigm. This paper argues that, in developing countries, a stronger gender lens ought to be at the center to the food systems' debate as women are critical to agriculture and food systems' sustainability and resilience. Women are central to food systems, both as primary food producers and as primary caretakers of the household. Three key recommendations are put forward in this article for establishing inclusive, sustainable and resilient food systems: One, ensuring a stronger gender lens in food systems and food security paradigms; by working with accurate sex-disaggregated data and beyond on individuals' level. Two, promoting and supporting alternative strategies to agriculture as a means of livelihood for women. Three, ensuring that women are central in food security solutions by not only listening to their concerns and needs, but also building on their resilience, knowledge, and practices.

Abstract
OBJECTIVE This scoping review sought to describe the policy actions that urban local governments globally have implemented to facilitate healthy and environmentally sustainable diet-related practices. SETTING Urban local government authorities. DESIGN Five databases were searched to identify publications which cited policies being implemented by local governments within the 199 signatory cities of the Milan Urban Food Policy Pact (MUFPP) that targeted at least one healthy and sustainable diet-related practice. Grey literature was then searched to retrieve associated policy documentation. Data from both sources were charted against the MUFPP's monitoring framework to analyse the policy actions included in each overarching policy. RESULTS From 2624 screened peer-reviewed studies, 27 met inclusion criteria and cited 36 relevant policies amongst signatory cities to the MUFPP. Most were from high income countries (n 29; 81 %), considered health (n 31; 86 %), equity (n 29; 81 %) and the broader food system beyond dietary consumption (n 34; 94 %). Of the 66 policy actions described, the most common involved food procurement within public facilities (n 16; 44 %) and establishing guidelines for school-feeding programs (n 12; 33 %). CONCLUSIONS This review has demonstrated that urban local government authorities are implementing policies that consider multiple phases of the food supply chain to facilitate population-wide uptake of healthy and sustainable diet-related practices. Opportunities exist for local governments to leverage the dual benefits to human and planetary health of policy actions, such as those which discourage the overconsumption of food including less meat consumption and the regulation of ultra-processed foods.

Abstract
A plant-based diet, which can include small amounts of meat, is the foundation for healthy sustainable diets, which will have co-benefits for health, climate and the environment. Studies show that some of the barriers to making this dietary change and reducing meat consumption are perceptions that plant-based diets are inconvenient, it takes too much time and skills to prepare meals and ingredients are expensive. The food environment is changing and the industry is responding with the exponential increase in the market of highly processed, convenient and cheap plant-based foods. This overcomes some of the barriers, but there is concern about whether they are healthy and environmentally sustainable. Plant-based foods have a halo effect around health and the environment, but many being produced are ultra-processed foods that are high in energy, fat, sugar and salt and have a higher environmental impact than minimally processed plant-based foods. The trend towards eating more highly processed plant-based convenience foods is a concern with regard to both public health and the targets set to reduce greenhouse gas (GHG) emissions. The 'modern day' plant-based diet emerging is very different to a more traditional one comprising pulses, vegetables and wholegrain. Studies show that those who are younger and have been a vegetarian for a shorter duration are eating significantly more ultra-processed plant-based foods. While there is a place for convenient, desirable and affordable plant-based food to encourage dietary change, care should be taken that this does not subconsciously set a path which may ultimately be neither healthy nor sustainable.

Abstract
The major threat to human societies posed by undernutrition has been recognised for millennia. Despite substantial economic development and scientific innovation, however, progress in addressing this global challenge has been inadequate. Paradoxically, the last half-century also saw the rapid emergence of obesity, first in high-income countries but now also in low- and middle-income countries. Traditionally, these problems were approached separately, but there is increasing recognition that they have common drivers and need integrated responses. The new nutrition reality comprises a global ‘double burden’ of malnutrition, where the challenges of food insecurity, nutritional deficiencies and undernutrition coexist and interact with obesity, sedentary behaviour, unhealthy diets and environments that foster unhealthy behaviour. Beyond immediate efforts to prevent and treat malnutrition, what must change in order to reduce the future burden? Here, we present a conceptual framework that focuses on the deeper structural drivers of malnutrition embedded in society, and their interaction with biological mechanisms of appetite regulation and physiological homeostasis. Building on a review of malnutrition in past societies, our framework brings to the fore the power dynamics that characterise contemporary human food systems at many levels. We focus on the concept of agency, the ability of individuals or organisations to pursue their goals. In globalized food systems, the agency of individuals is directly confronted by the agency of several other types of actor, including corporations, governments and supranational institutions. The intakes of energy and nutrients by individuals are powerfully shaped by this ‘competition of agency’, and we therefore argue that the greatest opportunities to reduce malnutrition lie in rebalancing agency across the competing actors. The effect of the COVID-19 pandemic on food systems and individuals illustrates our conceptual framework. Efforts to improve agency must both drive and respond to complementary efforts to promote and maintain equitable societies and planetary health.

Abstract
The 2020 State of the Food Security and Nutrition World report suggests that the COVID-19 pandemic may render 83 to 132 million people food insecure. The global south has been projected to be adversely affected by COVID-19 in terms of food and nutritional security. This potentially renders Africa off track in achieving SDG -2 of zero hunger by 2030. Ghana is a net importer of rice and how the sector responded to the global pandemic has received less traction in the agri-food system literature. There is skewed literature that concentrates on the global north. The paper employed a qualitative approach involving key informant interviews across 6 regions in Ghana. The study covered 48 Agricultural Extension Agents (AEAs) and Monitoring and Evaluation (M&E) officers, 80 farmers, and 48 market leaders. We use one of the country's main food staple - rice to show the food (in)-security situation during the pandemic. We articulate that using the right food security conceptual and theoretical framing remains imperative in understanding food (in)-security. The findings showed price hikes during the imposition of lockdown affected access (physical and effective demand). Rice however remained available during and after the lockdown imposition. Ghana's rice production output was affected during the COVID-19 pandemic in 2020. The ramification of COVID-19 on Ghana's rice sector was not dire but points to the vulnerability of the rice value chain to future pandemics. Important policy actions are needed to consolidate particular gains made in Ghana's planting for food and jobs to minimize rice imports.
