Dual performance of environmental regulation on economic and environmental development: evidence from China

Can China's carbon intensity constraint policies improve carbon emission performance? Evidence from regional carbon emissions

Carbon Intensity Constraint Policies (CICPs) are vital for addressing climate change challenges and advancing sustainable development. Since 2010, China has rolled out three five-year CICPs. However, there is limited understanding of their impact on carbon emission performance (CEP). Addressing this, this study pioneers the exploration of the CICP's impact on China's CEP. Drawing from government intervention and green paradox theories, this study highlights a concerning scenario: local governments achieve emission targets via excessive intervention. For deeper insights, this study melds the overall technology frontier concept with a non-radial, non-angle directional distance function, introducing a novel efficiency model rooted in the Data Envelopment Analysis (DEA) method. This offers a CEP measure across 30 Chinese provincial regions from 2002 to 2019. Using the quasi-difference-in-differences (quasi-DID) and moderated mediation models, this study ascertains the presence of the green paradox, uncovers its reasons, and suggests mitigation strategies. The results indicate that high government intervention diminishes CEP. This negative effect intensifies under greater regional fiscal pressure. Alarmingly, local authorities' eagerness to meet targets shows a counterproductive, inverted N-shaped trend regarding CICPs' time-based influence on regional CEP. Moreover, the impact varies based on regional economic development levels and stages. This study has ensured the robustness of the findings via parallel trend tests, parallel exclusion policies, a strengthened quasi-DID framework, and diverse control variable configurations. This study underscores the need for more balanced government intervention. It offers valuable policy insights, guiding China's upcoming CICP phase to realize the ambition of peaking carbon by 2030 and achieving carbon neutrality by 2060.

Revisiting the nexus between economic growth and environment health: an empirical study on 180 nations

Sustainability is considered to be one of the biggest issues in the current time. This study aims to understand the role of sustainability further by revisiting the much-debated and intricate relationship between economic growth and environmental performance and to provide guidance to policymakers. Using a large sample of data from 180 countries over the period from 2002 to 2017 a measure that captures the various aspects of environmental performance, the study performs a test of the Environmental Kuznets Curve (EKC) hypothesis, which defines the relationship between economic growth and environmental deterioration. Controlling for several associated macroeconomic and governance variables, the results suggest that for certain regions, viz. Asia, Eastern Europe, and North America, higher economic growth, as proxied by per capita GDP, has a negative association with environmental performance (measured by Environmental Performance Indices, EPI), indicating that the former may prove detrimental to the later. The results suggest a unidirectional relationship between the two variables and are also robust to endogeneity concerns that are often emphasized in the EKC literature. The study documents similar results for lower-income and lower-middle-income countries. Interestingly, the authors also find that small-sized governments in developing nations have a positive association with environmental performance.

Development and application of a composite circularity index

Resource depletion and environmental pollution are increasingly a matter of concern for their adverse effects on ecosystems, human health, and the economy. Circular Economy (CE) practices can help us address these challenges. This paper proposes a composite circularity index (CI) to assess the level of implementation of CE practices. The main advantage of the proposed index is its ability to combine multiple indicators of circularity for different units operating in a given sector (given as inputs), using a 'Benefit of the Doubt' model. This new model is innovative in the manner it deals with ordinal scales and also by considering both relative and absolute performance indices. These indices are computed using mathematical programming tools, building on ideas from Data Envelopment Analysis models. Although the model can be applied to any sector, this work addresses the hotel industry in particular. The selection of indicators for this CI was based on seven blocks of the Circular Economy Action Plan and a literature review of circular practices. An application of the proposed index is performed by using data from Portuguese and Spanish hotels. The proposed CI allows the identification of the organizations with the best and worst performance in implementing the CE practices and clarifying the benchmarks they could follow to improve their level of circularity. Moreover, the index analysis also provides specific targets for improvement, indicating which circular practices should be improved for the lower performers to reach the implementation levels of the best performers.

Environmental Regulation, Environmental Decentralization, and Enterprise Environmental Protection Investment: Evidence From China

The microeconomic behavior of enterprises is influenced by the government system and its policies. In this article, we investigate how environmental regulation and environmental decentralization affect enterprise environmental protection investment using the data of China's listed companies from 2009 to 2020 and examine the effect of environmental decentralization on the relationship between environmental regulation and environmental protection investment. First, we find that there is a “U-shaped” relationship between environmental regulation and enterprise environmental protection investment. Second, the estimation results indicate that environmental decentralization can promote enterprise environmental protection investment. Finally, we further provide evidence to show that environmental decentralization has a negative moderating impact on the relationship between environmental regulation and enterprise environmental protection investment. Accordingly, the conclusion of this study is helpful to optimize the environmental decentralization management system, reasonably guide the local government behavior, alleviate the contradiction between environmental protection and economic development, and promote the green transformation of economic development mode.
