Green finance and corporate environmental violations: a test from the perspective of illegal pollution discharge behaviors

Study on high energy-consuming industrial agglomeration, green finance, and carbon emission

Based on the relationship between industrial agglomeration, green finance development, and carbon emissions, some relevant theoretical hypotheses are proposed, and this paper employs the combination of spatial Durbin model and panel threshold model to empirically test data from 30 provincial regions in China from 2006 to 2019. The results show that the agglomeration of high energy-consuming industries has an inverse U-curve relationship with carbon emission intensity, and the development of green finance will inhibit the growth of carbon emission intensity. There are significant spatial characteristics of high energy-consuming industrial agglomeration, green financial development, and carbon emissions. And the intensity of local carbon emissions will be influenced by the agglomeration of high energy-consuming industrial agglomeration and green financial development in local and neighboring areas. Moreover, green financial development plays a moderating role in the relationship between high energy-consuming industrial agglomeration and carbon emissions, and the role of high energy-consuming industrial agglomeration and green financial development on carbon emissions has a threshold effect due to the mismatch between the two developments. Under different levels of green financial development, the influence of high energy-consuming industrial agglomeration on carbon emissions varies widely, and green financial development helps to suppress the negative impact of high energy-consuming industrial agglomeration on carbon emissions. Accordingly, we argue that inter-regional joint prevention and control mechanism should be established for pollution control. And China should build more effective high energy-consuming industrial clusters to make them play an active role in reducing emissions. At the same time, China should accelerate the construction of green finance, strengthen the disclosure and transparency of green financial information, and establish a joint mechanism for the development of inter-regional green finance, so that it can contribute to regional industrial transformation and pollution control.

Do government policies drive institutional preferences on green investment? Evidence from China

Through the introduction of green finance policies, governments hope to improve the guiding role of institutional investors in green investment and provide financial support for green enterprises. Using the data in China, the difference-in-difference (DID) analysis explores whether the implementation of policies could change institutional investors' attitude to environmental factors when making investment decisions. Considering the effect of investment horizons, we find that long-term institutional investors have shown symmetric preferences on green investment, while short-term institutions are more affected by green finance policies. Additionally, the mechanism analysis shows that green finance policies can influence the green investment of institutional investors not only by affecting stock price returns but also by increasing the innovation capabilities of green companies and thus improving corporate performance. Besides, heterogeneity and moderating effect analyses find that green finance policies can achieve better policy effects when financial institutions invest in non-state-owned enterprises, enterprises with higher quality of information disclosure and poor external supervision. The finding would extend the studies of green investment in emerging markets and present new evidence about the policy effect on institutions' preferences for green investment.

Can green finance promote urban green development? Evidence from green finance reform and innovation pilot zone in China

This study aims to evaluate the effect of the green finance reform and innovation pilot zone (GFPZ) policy on urban green development. Based on city-level panel data in China from 2012 to 2019, a difference-in-differences model was employed to examine the effects of China's GFPZ policy on the city's green total factor productivity (GTFP). Results show that (1) the GFPZ policy has promoted the GTFP of pilot cities, a conclusion that still holds after performing multiple robustness tests. (2) Compared to non-pilot cities, the GFPZ policy can increase urban GTFP by promoting urban green innovation and reducing urban energy intensity. (3) The GFPZ policy had a more significant impact on mega cities and resource-based cities than on medium and big-sized cities and non-resource-based cities. This study provides new empirical evidence on how green finance influences urban green development and offers China's experience to policymakers worldwide to develop green finance in top-level policy design and practice.

Research on Evolutionary Game of Water Environment Governance Behavior from the Perspective of Public Participation

As an informal environmental regulation, public participation plays a vital role in the multi-governance environmental system. Based on the evolutionary game theory, this paper constructs the game models of government enterprise, public enterprise and government public enterprise, and analyzes the impact of different intensity of government behavior and public participation on enterprise behavior strategies. The results show that: (1) In the two-party evolutionary game, the behavior of each stakeholder is related to its costs and benefits. Still, effective public participation allows the enterprise to choose legal discharge, even if the benefits of legal discharge are smaller than illegal discharge. (2) In the three-party evolutionary game, the steady-state conditions of government and the public are the same as those in two-party evolutionary game models. However, the decision-making behavior of enterprises also needed to consider the impact of public whistle-blowing on their reputation and image. (3) With the increase of the government's ecological protection publicity, subsidies, fines, public concern, and whistle-blowing, the evolution speed of the enterprise towards legal discharge is faster.
