Abstract
The COVID-19 pandemic led to a labour shortage crisis at maritime ports. Therefore, stakeholders of this industry must have robust tools to maintain good performance indicators of productivity and competitiveness. One of the most critical issues is the labour force related to allocation, performance evaluation, and foreseeing/adapting to new requirements. Many authors have studied the characteristics, elements, trends, and factors crucial in its management. However, there needs to be a comprehensive understanding of this concern. Therefore, this paper aims to develop a systematic literature review on labour force management in the maritime ports to (1) understand the elements and factors that strongly relate to human management and (2) identify future research directions to address the impact of labour shortages. Research questions and keywords were used to search academic databases for peer-reviewed papers, articles, or books. The search, selection and quality assessment processes were performed using the PRISMA methodology. This resulted in 32 documents for review and categorised based on their contributions to the research questions and content. The main findings include factors in labour force management, challenges in optimisation, technology and automation use, methods for evaluating performance, and the impact of the regulatory framework. In addition, potential future research streams were proposed to guide further studies into the needs of this industry.

Abstract
Introduction Telemedicine has been able to bring healthcare services to all people in far locations such as the sea. Our main objective was to overview the main features, challenges, and requirements of applying telemedicine at sea. Methods The electronic search includes all types of papers published in English. It was performed in four databases with keywords to Feb 2023. Next, main categories were defined to extract major concepts. By mapping extracted themes, maritime telemedicine concepts were represented in two conceptual models. Results After screening the papers based on title and abstract, 18 articles remained. They can be divided into 13 categories based on their clinical domains. Out of 18 reviewed articles, six articles were published in 2020. The greatest number of studies with five articles was conducted in France. Evidence showed that maritime telemedicine service can be provided to all kinds of ships. Regarding clinical domains, the greatest demand belonged to primary care problems (5 papers) and general health assessment (4 papers). Challenges were divided into four main categories. Moreover, the required services and equipment in four categories were described too. Finally, a conceptual model is represented for providing telemedicine services at sea using satellite Internet. Conclusion Despite the existing challenges in providing the required equipment and resources for the implementation of maritime medicine, it has an important role in providing better care for seafarers without time limitations.

Abstract
Modern Cyber-Physical Systems (CPS) show increasing levels of automation, intelligence, and optimization capabilities. Both creators and adopters of these technologies emphasize the benefits: safety, cost-savings, and efficiencies. Existing literature under-represents the potential risks associated with the adoption of individually complex systems and interconnected Systems-of-Systems (SoS). Research primarily focuses on the potential benefits, and many recent deployments of new technology have received little rigorous scrutiny. The studies that do explore issues, such as cyber-attacks on CPS, often lack an analysis of the potential impact based on the way cyber-physical risks are communicated. Due to high levels of interaction and inter dependencies in CPS, disruptions in one sector can propagate to other sectors. The initial economic impacts may start locally but will often lead to global effects if response mechanisms prove insufficient. This case study aims to address a research gap in modeling, and quantifies how a cyber-attack, with physical consequences, can affect local and global trade if a single maritime port is affected. Additionally, to further understanding of the public's perception of risk about cyber-attacks and its emergent threat to global supply chains, members of the public were asked to react to the potential econometric losses. This study produced the five-part CyPEM (Cyber Physical Econometric Model) that has the capability to translate a cyber-attack to an econometric loss. Each framework part may also be swapped out to analyze different CPS. With this, we discovered a gap in the perceptions of cyber-physical risk regarding maritime transport.

Abstract
Seafarers spend more time at sea than on land, which makes them a hard-to-reach community. Since their mental health and well-being is usually addressed from a land-based perspective, dedicated and validated methods incorporating maritime specificities are lacking. During the COVID-19 pandemic, research into seafarers' mental health and well-being flourished. However, a systematic review of the literature to assess the type and appropriateness of assessment methods pertaining to the mental health and well-being of seafarers has yet to be undertaken. This study reviews 5 databases (ERIC, Scopus, PubMed, Google Scholar and EBSCO) to assess the methods used to examine seafarers' mental health and well-being during the pandemic. Peer-reviewed literature alongside grey literature that applied quantitative or qualitative instruments to measure seafarers' mental health and/or well-being, published in English between March 2020 and February 2023, was eligible for the review. Studies from all geographic regions and regardless of nationality, rank and ship type of the subjects were explored. Database searches produced 272 records. Five additional records were identified via other methods. We identified 27 studies suitable for review, including 24 published in peer-reviewed scientific journals and 3 reports and surveys produced by the industry or welfare organizations. Assessment methods used to measure seafarers' mental health and well-being vary significantly in the literature. The frequent use of ad hoc questionnaires limits the possibility to replicate and compare the studies due to various inconsistencies. Furthermore, several validation and reliability measures needed more solidity when applied to the seafaring population. Such inadequate measuring and a mix of assessment methods impacted the comparison of results and might inflate the risks of underreporting or overstating mental complaints.

Abstract
United States (U.S.) mariners continued sailing throughout COVID-19. Many aspects of their work could make them prone to adverse mental health outcomes but research on workplace determinants of their mental health during COVID-19 is limited. Between January and July 2021 an online survey assessed the outcomes of increased depressive symptoms, increased anxiety symptoms, and increased perceived stress in addition to concerns, worries, and experiences when sailing during COVID-19, job satisfaction, and safety climate in n = 1384 U.S. mariners. Demographic measures were also collected. Logistic regression models (for depression and anxiety) and a linear regression model (for stress) were developed. We found that increased COVID-19 concerns and poor self-reported mental health were related to increased odds of likely depression and anxiety and higher stress. Mariners who experienced more adverse experiences aboard a vessel had increased stress and increased odds of depression. Poor sleep quality was also related to increased odds of depression, and poor vessel support/safety culture was related to higher stress. Differences in outcomes were seen by vessel type, age, and credential in regression analyses. Results from this study will help to prioritize interventions to minimize the mental health impacts of COVID-19, and influence evidence-based recommendations to improve the mental health of mariners going forward.

Abstract
The impact of the Covid-19 pandemic on the shipping industry is still severe, ranging from vessels being denied entrance to ports to crews on board ships being trapped for many months. To counter and regulate those emerging issues, the shipping industry presently incorporated into the charter parties the BIMCO's Disease Clause originated from the 2015 Ebola outbreak, the so-called BIMCO's Infectious or Contagious Diseases (IOCD) Clauses. While proved successful during the Ebola outbreak, those Clauses were inadequate to regulate a global pandemic such as Covid-19 effectively. Specifically, the IOCD Clauses, while they successfully establish the concepts of 'Disease' and 'Affected Area', fail with the allocation of liability, especially when the crew on board is affected by Covid-19 and the ship needs to deviate from course to change the crew. In that instance, the shipowner, provided that he exercised due diligence in proactively avoiding the infection of his crew, is excluded from liability. In contrast, it is deemed that the liability between shipowner and charterer should be at least shared. For voyage charter parties BIMCO's Infectious or Contagious Diseases Clause 2015, applied both to the Ebola and the Covid-19 outbreak, allocates the right of termination and the liability for deviations and excessive costs strictly to charterers. In contrast, for the time charter parties, BIMCO has imposed the 'BIMCO Infectious or Contagious Diseases Clause for Time Charter Parties 2022' amended presently. According to those regulations, the liability can and should be shared between charterers and ship owners. As a result, the shipowner is forced to exercise due diligence more effectively, especially when he is initially liable for the excessive costs.

Abstract
BACKGROUND: Seafarers’ mental health is seriously affected by COVID-19. The pandemic could act as a catalyst for change with respect to seafarers’ mental health protection and promotion. OBJECTIVE: The study explores the main factors contributing to the mental health and wellbeing of seafarers. Moreover, elements to help seafarers lessen the impact of the pandemic on their work and life onboard are analyzed, and their role in developing a positive psychosocial environment and promoting a healthy workplace onboard are discussed. METHODS: The study involved the use of an ad hoc questionnaire and the adoption of both quantitative and qualitative methods. The sample included one hundred and five active seafarers. RESULTS: Ninety-six percent of the sample stated that mental health is a very or extremely important part of their general health. Seafarers perceive that their mental health has been seriously impacted by COVID-19. Major factors contributing to seafarers’ mental health and wellbeing reveal three groups of factors: rest and spare time-related factors, communication/relationship with the external world, and interaction and social life on board factors. CONCLUSIONS: Strategies suggested by seafarers for coping with “inevitable” psychological stress produced by COVID-19 and promoting their wellbeing include managerial, emotional, facilities-related (including communication infrastructure), physical, and social elements to promote wellbeing. Economic, intellectual, and spiritual elements also have to be taken into consideration and require further investigation. Building on seafarers’ insights and experiences, a healthy environment onboard should cultivate holistically the four main spheres of a healthy workplace (physical work environment, psychosocial work environment, personal health resources, and enterprise community involvement) and the five features of a healthy psychosocial environment (social, emotional, physical, intellectual and spiritual) under all circumstances, whether exceptional or ordinary.

Abstract
The impact of the SARS-CoV pandemic has gone well beyond health concerns, reaching the maritime industry. The study on the environmental impact of shipping industry during COVID-19 pandemic can provide useful insights to propose new management policies regarding shipping operations, both in-port and on the route. We present a case study centred in the Port of Barcelona covering a 30 nautical miles range in the period March to July 2020, during which different levels of restrictions and stringent lockdown measures were enforced. In this paper, we assess the impact of COVID-19 on maritime traffic and its related emissions in port cities using real-time Automatic Identification System (AIS) data. Interestingly, results show that the decline in maritime traffic is not correlated with a decrease in maritime emissions due to changes in vessel operation. During lockdown (March to June 2020), we observed a 27.9% reduction in the number of port calls compared to the pre-lockdown scenario, whereas pollutant emissions show a moderate decrease (1.8% for CO2), no significant reduction (SO2 and PM) or a slight increase (1.3% for NOx). This can be directly assigned to changes in vessel operation mode, i.e. vessels switched from Underway to At Anchor or Moored status, during which auxiliary engines are used at higher loads.

Abstract
Shipping has played a pivotal role during the epidemic, ensuring that the global logistics functions without disruption. COVID-19 hit various industries around the world, and shipping was no exception. How the shipping industry responds to the crisis and simultaneously shoulders its respective responsibility in the world’s battling the crisis is thus worth exploring in depth. This study takes the top 10 global container shipping capacity liners, which account for 84.7% of the worldwide capacity, as research objects. A corpus for text analysis was constructed collecting press releases and advisories issued on official websites of these 10 container shipping companies from January 2020 to July 2021. Comparison studies were made horizontally among ten shipping companies and longitudinally for crisis evolution patterns into three sub-corpora of Pre/early-Crisis, Crisis-in-Progression, and Post-COVID-19-Era. Quantitative findings were explored and elaborated further under a comprehensive theoretical framework integrating crisis management and communication, corporate social responsibility (CSR), and maritime management (MM). The extracted positive and negative keywords revealed textual characteristics and emergency response strategies on the part of shipping lines in the Pre/early-Crisis, Crisis-in-Progression, and Post-COVID-19-Era. The inclusion of the themes of pursuing sustainability in the shipping lines’ responses to such worldwide crisis as COVID-19 is out of the common knowledge of crisis management but reveals the commitment and strategies on the part of the industry. The findings provide a reasonably comprehensive picture of the efforts made by large container shipping companies to respond to COVID-19 and the measures taken to soothe stakeholders. This paper extends and relearns crisis management, CSR, and MM theories through integrating the fulfilling of cooperate social responsibilities in maritime management as the cooperate crisis responses, thus proposing the integrity of the three topics. Moreover, management recommendations are provided for shipping company management, IMO, and port authorities.

Abstract
Background Fatigue is an important factor for the safety of ships. In order to alleviate fatigue of the seafarers, the STCW Convention (International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers) has made many regulations on the working time of seafarers. At present, if a crew member takes only one day off at home before returning to work on the ship, the working time on the ship must be re-calculated again. If the time spent at home is not sufficient to allow the crew to recover, the regulations of only stipulating the working time, not stipulating the home vacation time, cannot guarantee the crew's fatigue been well controlled. The aim of present study is to explore the relationship between vacation schedule and fatigue of the seafarers. Methods In present study, a simplified stress scale developed by the Ministry of Labor of Japan has been used as a measurement tool. The method of stratified sampling was adopted. Data collection mainly came from domestic ocean-going seafarers (n = 165). Analysis was conducted using the Cross (chi-square) analysis and hierarchical multiple regression analysis methods. Results We found that there was no difference between crew members of different positions in terms of average vacation time and on-board service time (p > 0.05). The length of last vacation time and this service time for seafarers of different positions showed obvious differences (p < 0.01). The rank has a significant effect on the length of the last vacation (χ2 = 101.560, p = 0.000 < 0.01) and the length of this service time (χ2 = 75.624, p = 0.000 < 0.01). Also, the results showed that there was a significant negative correlation between the duration of vacation and overall fatigue (t = -7.160, p = 0.000 < 0.01), while there was a significant positive correlation between the length of service time on board and overall fatigue (t = 3.474, p = 0.001 < 0.01). Conclusion The results indicated that a reasonable vacation schedule was crucial for the relief of the seafarers' fatigue, and also played a positive role in the state of working on the ship again.

Abstract
Countries around the world have tightened their border controls in response to the spread of COVID-19. Consequently, seafarers are prohibited from boarding or leaving ships at most ports, with few exceptions. This situation means that seafarers are highly likely to serve onboard vessels beyond their contracted shifts. Most seafarers are prone to depression because they have to spend long periods at sea away from family and friends, and, thus, banning crew changes will put their mental health further at risk. This will increase the likelihood of maritime accidents, thus jeopardizing global supply chains and ultimately exacerbating current hardships. To tackle this emergency, the International Maritime Organization and the European Commission have called on governments to coordinate efforts to designate ports for crew changes during the pandemic. This study aims to solve the crew change problem by using an integer linear programming model. In the sensitivity analysis section, we find that the number of opening ports for crew changes and the cost of crew changes decrease when the cost of opening ports increases. The results show governments will not invest in opening more ports when the cost of opening ports increases. However, the penalty increases when the number of open ports decreases, and the cost of opening ports increases. As the number of crew changes is decreasing, this leads to the penalty increasing, when the number of open ports decreases.

Abstract
While commercial shipping remained vital for maintaining global supply chains during the COVID-19 pandemic, measures imposed to control the spread of infection have disrupted crew changes and impacted interactions with port personnel and among crew members on board. Initial reports indicate that this affected work and life on board, the length of seafarers' time on board as well as seafarers' employment and family concerns. However, the consequences for seafarers' well-being are not well understood. The purpose of this study was to examine the effects of the COVID-19 pandemic on seafarers' mental health and chronic fatigue, and to analyze the role of potential mitigating factors, notably onboard peer support, external support and Internet quality. Survey responses from 622 seafarers on international commercial vessels were analyzed using structural equation modeling. Findings suggested that the impact of the pandemic increased seafarers' fatigue and mental health problems. However, they also indicated ways of mitigating the negative impact of the pandemic and increasing resilience by enhancing support from fellow crew members on board, ensuring the availability of external support and providing fast and reliable Internet access.

Abstract
The COVID-19 pandemic and the measures implemented to curb its transmission have altered workplaces and challenged occupational health and safety in unprecedented ways, with high levels of mental distress reported across several industries. In the maritime industry, occupational health and safety risks, including psychosocial risks, were a concern already before the COVID-19 pandemic. However, knowledge about the prevalence of mental health problems and the factors associated with them is still limited. The purpose of this study was to investigate the impact of the COVID-19 pandemic as well as the effects of respondent and work-related characteristics on seafarers' self-reported symptoms of depression and anxiety. Data came from two cross-sectional convenience samples of seafarers on international commercial vessels, surveyed before (Npre-pandemic = 793) and during the pandemic (Npandemic = 504). Matching the two samples on respondent and work-related characteristics using propensity scores, we found that the pandemic contributed to significantly higher levels of depression and anxiety. Further analyses showed that seafarers with longer work periods, those who had been on board longer than expected, and those working on vessels registered with "Flags of Convenience" reported significantly higher levels of both depression and anxiety during the pandemic, but not prior to the pandemic. Taken together, these findings suggest that the impact of the COVID-19 pandemic led to a deterioration of working conditions and increased mental health risks for seafarers. Practical implications for safe-guarding occupational health and safety during this and future crises are discussed.

Abstract
Maritime ports are critical logistics hubs that play an important role when preventing the transmission of COVID-19-imported infections from incoming international-going ships. This study introduces a data-driven method to dynamically model infection risks of international ports from imported COVID-19 cases. The approach is based on global Automatic Identification System (AIS) data and a spatio-temporal clustering algorithm that both automatically identifies ports and countries approached by ships and correlates them with country COVID-19 statistics and stopover dates. The infection risk of an individual ship is firstly modeled by considering the current number of COVID-19 cases of the approached countries, increase rate of the new cases, and ship capacity. The infection risk of a maritime port is mainly calculated as the aggregation of the risks of all of the ships stopovering at a specific date. This method is applied to track the risk of the imported COVID-19 of the main cruise ports worldwide. The results show that the proposed method dynamically estimates the risk level of the overseas imported COVID-19 of cruise ports and has the potential to provide valuable support to improve prevention measures and reduce the risk of imported COVID-19 cases in seaports.

Abstract
OBJECTIVES We aimed to synthesize published literature on seafarers' mental health and wellbeing during the COVID-19 pandemic. METHODS This scoping review searched four electronic databases for literature on the mental health and wellbeing of seafarers during the COVID-19 pandemic. RESULTS Fourteen studies were included in the review. Few reported on the prevalence of mental health conditions. Only one compared mental health data gathered during the pandemic to pre-pandemic matched samples, suggesting symptoms of depression and anxiety were greater during the pandemic. There was some evidence that mental health worsened with longer stays on board during the pandemic and being on board longer than expected. Crew exchange difficulties forced many participants to extend their contracts or delay repatriation, often with little information as to when they might get to go home, leading them to feel they had no control over their lives and causing concern about fatigue and the potential for accidents and injuries. Participants described other challenges such as denial of shore leave; concerns about finances and future employment; loneliness and isolation; fears of COVID-19 infection; limited access to essential supplies; and feeling unsupported by management. CONCLUSIONS Maritime organizations must understand how best to support their staff in the aftermath of the COVID-19 pandemic and in any other prolonged crises that may arise in the future. Recommendations include ensuring that staff feel valued by their organization; enhancing work-related autonomy; ensuring that communication is accurate, consistent, and timely; and using lessons learned from the COVID-19 pandemic to inform emergency preparedness policies.

Seaports during the COVID-19 Pandemic: The Terminal Operators’ Tactical Responses to Disruptions in Maritime Supply Chains. ENERGIES 2021. Abstract
The world-wide crisis caused by the Coronavirus disease 2019 (COVID-19) pandemic had a significant impact on the global economy functioning and the sustainable development of supply chains. The changes also affected seaports being the key links of maritime supply chains. The purpose of the research study described in this article was to identify the sources and kinds of disruptions observed in various maritime supply chains as a result of the COVID-19 pandemic and their impact on the operations of various types of seaport terminals, namely those serving bulk (universal, specialised) and general cargoes (universal, specialised). An additional purpose was to identify the dependencies between the type of terminal and its main function, and the tactical decisions adopted by the particular terminals. The research was carried out using the multiple-case study method. The study covered some selected port terminals functioning in Polish seaports (Gdańsk, Szczecin, Świnoujście), applying direct, semi-structured in-depth interviews. The analysis of the results was carried out using the inductive reasoning method. The research study has shown that as a result of the COVID-19 pandemic some maritime supply chains ceased to exist, some of them were operating with decreased cargo volumes, while in other cases the transshipment volumes actually rose during the pandemic. Among terminal operators’ tactical responses to disruptions in maritime supply chains, there were pro-active and adaptive measures. Pro-active (offensive) measures included actions taken by an enterprise in order to engage in new maritime supply chains, and even participating in establishing new maritime chains in response to limitations caused by the pandemic. Adaptive (defensive) measures covered actions taken by the port terminals as a consequence of changes in the existing maritime supply chains, caused by the pandemic in the port’s foreland or hinterland. The research study results revealed that the terminals extent of engagement and tactical decisions related to the pandemic were depended on the type of terminal (universal or specialised) and its main function played within a supply chain.

Abstract
BACKGROUND To curb the spread of COVID-19, most countries have adopted measures such as banning shore leave at ports and placed restrictions on crew change. Seafarers may bear an excess pressure during the COVID-19 pandemic. This study aimed to investigate the prevalence and risk factors associated with depression symptoms among Chinese seafarers during the COVID-19 pandemic. DESIGN Cross-sectional study. METHODS This field survey-based study was conducted at Rongcheng Port, Shandong Province, China, from 10 June 2020 to 25 July 2020. Sociodemographic and occupational characteristics and health-related behaviours were collected through a face-to-face questionnaire. The Self-Rating Depression Scale was used to evaluate depression status during the preceding week. Logistic regression models were used to explore factors related to depression. RESULTS 441 male Chinese seafarers were enrolled. Overall, the proportions of seafarers with low, moderate and severe depression symptoms were 23.35%, 9.30% and 9.07%, respectively. Compared with those with good self-rated health (SRH), seafarers with poor SRH had higher odds of depression (OR, 2.24, 95% CI 1.22 to 4.11). Less leisure time or physical exercise was associated with more severe self-reported depression symptoms (1-3 per week vs ≥4 per week: OR, 1.72, 95% CI 0.71 to 4.14; none vs ≥4 per week: OR, 3.93, 95% CI 1.67 to 9.26). Poor sleep quality was associated with higher likelihood of reporting severe depression (fair vs good: OR, 2.78, 95% CI 1.54 to 5.01; poor vs good: OR, 4.30, 95% CI 1.65 to 11.24). The more frequent seafarers worked overtime a week, the higher the likelihood of reporting severe depression symptoms (1-2 per week vs none: OR, 1.82, 95% CI 1.04 to 3.18; ≥3 per week vs none: OR, 2.49, 95% CI 1.05 to 5.92). Also, high perceived work stress was linked to higher odds of being depressed (intermediate vs low: OR, 2.06, 95% CI 0.78 to 5.46; high vs low: OR, 3.83, 95% CI 1.35 to 10.90). CONCLUSIONS There is a high burden of depression associated with COVID-19 among seafarers. Special interventions that protect the mental health of seafarers are more critical than ever in the context of the pandemic.

Abstract
The confined environment of a ship promotes the transmission of the severe acute respiratory syndrome coronavirus type 2 (SARS-CoV-2) due to close contact among the population on board. The study aims to provide an overview of outbreaks of SARS-CoV-2 on board of cruise, navy or cargo ships, to identify relevant outbreak management techniques, related problems and to derive recommendations for prevention. Four databases were searched. The study selection included reports about seroprevalences or clinically/laboratory confirmed infections of SARS-CoV-2 on board ships between the first of January, 2020 and the end of July, 2020. A total of 37 studies were included of whom 33 reported outbreaks of SARS-CoV-2 on cruise ships (27 studies referred to the Diamond Princess). Two studies considered outbreaks on the Grand Princess, three studies informed about Nile River cruises and one study about the MS Westerdam (mention of multiple outbreaks possible in one study). Additionally, three studies reported outbreaks of SARS-CoV-2 on navy vessels and one study referred to a cargo ship. Problems in handling outbreaks resulted from a high number of asymptomatic infections, transportation issues, challenges in communication or limited access to health care. Responsible operators need to implement infection control measures which should be described in outbreak management plans for ships to prevent transmission risks, including, e.g., education, testing strategies, communication lines, social distancing and hygiene regulations.

Has the COVID-19 Pandemic Affected Maritime Connectivity? An Estimation for China and the Polar Silk Road Countries. SUSTAINABILITY 2021. Abstract
In light of about 80% of international freight traffic carried by sea, maritime supply chains’ stability is pivotal to global connectivity. For over a year now, the transboundary mobility of vessels and cargoes has been restricted by diverse forms of the COVID-19 containment measures applied by national governments, while the lockdowns of people, businesses, and economic activities have significantly affected the growth prospects of various maritime connectivity initiatives. This study investigates how the pandemic-related public health, trade, and market factors have shifted the connectivity patterns in the Polar Silk Road (PSR) transport corridor between China, South Korea, Japan, Russia, and four economies of Northern Europe. The causality links between the Shipping Connectivity Index (SCI) and the number of COVID-19 cases and deaths, trade volumes with China and the rest of the world, and price indexes of minerals, fuels, food, and agricultural products are revealed separately for eight countries and thirty-five ports. The study algorithm is built on the consecutive application of the Augmented Dickey-Fuller (ADF) and the Phillips-Perron (PP) stationarity tests, the Autoregressive Distributed Lag (ARDL) method, the Fully-Modified Ordinary Least Squares (FMOLS) and the Dynamic Ordinary Least Squares (DOLS) robustness checks, and the Toda-Yamamoto causality test. Tight trade-connectivity links are recorded in all locations along the China-PSR transport corridor in 2015–2019, but in 2020, the relationships weakened. Bidirectional influences between the number of COVID-19 cases and connectivity parameters demonstrate the maritime sector’s sensitivity to safety regulations and bring into focus the role of cargo shipping in the transboundary spread of the virus. The authors’ four-stage approach contributes to the establishment of a methodology framework that may equip stakeholders with insights about potential risks to maritime connectivity in the China-PSR maritime trade in the course of the pandemic.

Abstract
The novel coronavirus (COVID-19), due to the limited supply of vaccines, put a strain on worldwide economy, also on the maritime sector. As a result, the adoption of non-pharmaceutical interventions to limit the biological agent's spread became fundamental. Such preventing actions can be performed in accordance with various International and National Regulations even though not specifically issued for the maritime sector. In this context, the authors introduce a new methodology for biological risk management on-board ships using a qualitative risk matrix. Moreover, with respect to the traditional approach, an importance weight scale was added, in order to classify the different on-board activities. To perform a comparative analysis between the new and the traditional approach, a case study based on a cargo ship was carried out.
